Questions from ESEAP Funds Committee

Hello Open Street Map Taiwan, thank you for applying for the Wikimedia Alliances fund. We are in the process of reviewing your application and would like to hear your responses to the following questions:

Metrics

1) Of the 210 participants, our understanding of your proposed targets are:

a) 6 onsite surveys expecting 90 participants of which, 60 are new.

b) 6 meetups, expecting 120 participants, of which 90 are new.

Will there be double-counting of participants between (a) and (b)? If yes, could you estimate how many % from (a) is expected to join (b) too?

Yes, there will likely be some double counting as we are hoping that people who join us for the on-site survey will also attend the workshop. We are unable to estimate how many people are able to join both as this is the first time we are running this type of event. We are using this first grant to learn too. Hence the proposed metrics are estimated with 60-75% new participants. We are hopeful that this new event/format will be interesting and attract more participants who are having cabin fever due to COVID-19.

I think 80% of a) attends will join our b) workshop events, some people will also be tutors to assist the workshop hosts.Supaplex (talk) 01:28, 11 February 2022 (UTC)

2) Given the number of prospective participants and editors, would you like to review your target contributions for the Wikiprojects? Do you think they could be higher?

No, we prefer to keep it at the currently proposed figures. The truth is that the COVID-19 situation in Taiwan (as with many parts of the world) is very fluid and the cyclical nature of the COVID-19 mutations has a direct correlation to attendance/participation, especially for in-person events. We had initially planned to keep the project small (for risk planning purposes), yet understand your preference to welcome new participants, etc. Hence, we have in a second iteration suggested including more diverse participants such as extending invitations to specific groups that Wikimedia Taiwan works with such as the indigenous population and LGBTQ+ groups to reach out to more people.

There is one option available: considering having more workshops with an online participation option, to meet the demand of having more people if we are asked to do so. And borrow some time from the regular meetup like monthly Taipei Writing meetup or OpenStreetMap x Wikidata Meetup in Taipei, try to recruit more people who are interested minds if possible.

Due to the COVID-19 pandemic in Taiwan, people are not very fond of attending events. You could look at the previous report of events section or local communities' activities from Wikimedia Taiwan as a baseline to predict the figures. It is quite dramatic reduce compare to previous years' report. We are not very confident of the figures of the people will show up.

And another thing to make into consideration is that even we try to have fun events, the people who we need to capture images can be minimal if the situation is worsening in Taiwan. In the most extreme case, we could have just one person to do all the jobs: driving, capturing images, or uploading images. But of course, it is very painful to do it alone and might have run into trouble if not taking enough attention. And we will focus on the workshop attendees, recruiting more people to do the manual labeling for adding stuff on OpenStreetMap, and upload interesting Streetview images from Mapillary/KartaView to Wiki Commons.

The worst-case scenario is if the Taiwan government announces the third alert of pandemics. Then we will switch all our events online, teaching how to use Mapillary/KartoView for reference to add stuff on OpenStreetMap. And capture useful images from these two platforms to upload on Wiki Commons, then insert the links to Wikidata or Wikipedia.Supaplex (talk) 01:28, 11 February 2022 (UTC)

3) Are there plans to map the OSM data into Wikidata from your project? Can these be measured and tagged? Are there partners you can work with to do this? This could be a useful reference. This was an earlier question asked over a call/email, could you include your responses here for documentation and also where applicable suggest target metrics accordingly?

We can ask the participants to add hashtags like #streetviewTW when uploading stuff to OpenStreetMap.

And after the map tiles are rendered we could take a Before and after screenshot to compare the physical difference.

We will also survey Wikidata items that are related to our destinations before our trip, Adding location information or even OpenStreetMap relation ID if possible. When we upload our edits, we can add hashtags #streetviewTW

When Wikimedia Map update its map data, the effect we made will appear on Wiki-related project.

And we could use the photo we took while we survey our destination, uploading to Wiki Commons, then add the Wiki Commons links on Wikidata.Supaplex (talk) 01:28, 11 February 2022 (UTC)

Resources

4) Apart from receiving an event grant from the Open Culture Foundation, do you receive regular financial or non-financial support from other organisations? If yes, could you provide more details?

Besides the Open Knowlege Foundation’s Open Data grants, we are doing bigger events with the support of Wikimedia Taiwan, ex: COSCUP OpenStreetMap x Wikidata track, covering some promotions or logistics, like buying lunch for the track staff. If you need someone to verify our activities, you could ask the staff of Wikimedia Taiwan. For community events like OpenStreetMap x Wikidata monthly meetups, we rely only on community support.Supaplex (talk) 01:28, 11 February 2022 (UTC)

Programme

5) For your onsite survey trip (see proposed schedule), and planning on the proposed location, assuming you were not limited by COVID-19 restrictions, would you still focus on these tourist attractions? What would be alternative locations/routes/places, based on your understanding of content gaps on Wikiprojects/ OSM?

This was our original plan:

We will travel from Taipei, the city with the most OpenStreetMap community members, to another area around the Northern part of Taiwan, the Central part of Taiwan, and the Southern part of Taiwan. Due to the limited resource, we will not consider the Eastern part of Taiwan and islands around Taiwan in 2022.

In our second iteration, (edited - as of Jan 2022 - more details in the schedule of activities) We limited our destination to tourist attractions in Northern Taiwan, due to the Pandemic situation, making our footstep much smaller to decrease the possibility of health risk.Supaplex (talk) 01:28, 11 February 2022 (UTC)

Alliances Fund Programme Funding approved in the amount of TWD 340,512

Congratulations! Your grant is approved in the amount of TWD 340,512 for one year (see details of approved budget), with a grant term starting 1 March 2022 and ending 28 February 2023.

The ESEAP Funds Committee is pleased to support the work of OpenStreetMap Taiwan. The Committee values the efforts in putting together the grant application and budget and is aware that this project grew from your collaboration with Wikimedia Taiwan in the past years. More details here

The Committee and Programme Officer see a number of strengths in your application. The OSM x Wikidata project is another way to reach out to like-minded individuals who are passionate about knowledge equity and open source networks. While this project looks at mapping roads, the concept can be (and have been) applied to hiking trails, waterways, introducing new ways of community building and contributions (beyond editing of wikipedia). The project team also has the manpower, know-how and with this grant (financial resources) to deliver on the project. In the event of changes due to COVID-19 travel restrictions, the team has also considered alternatives.

We support your growth area which is

• To focus on the pre-planning of routes and identifying content gaps that need to be filled on Wikiprojects before setting out on the expedition and
• To work with Wikimedia Taiwan to set up a system for community sharing and maintenance for the equipment purchased for the project.

In your 2022/2023 learning journey, the Committee and Programme Officer envisions you may make further inroads in

• Reaching out to more diverse communities and encouraging participation
• Using this as a pilot to gauge interest and adjust metrics as necessary
