  • I like the idea of there being an anonymous report system, however desysopping or any sort of punitive measures should ideally be made at least semi-public for transparency's sake. I'm also somewhat leery about the fact that any comment about potential feature abuse is aimed solely at the admins and not at people making the reports. This is far more likely to be abused by random editors than it would be by admins (ie, someone trying to get multiple people to report an admin in the hopes that multiple reports would result in a swift desysop and block), although I am aware that there is the potential for admins to seek retribution against their accusers if they were openly identified.
I'd suggest that rather than go through WMF, that this go through something like OTRS, which is staffed by volunteers. WMF is already pretty busy as it is and they have a fairly small staff, so this would just create more work for them that they likely don't have the manpower to deal with. There's also the possibility of a board specifically geared towards reporting admins, where people can anonymously report admin behavior. Any reports would then be publicly posted by a volunteer (again, possibly someone who works with OTRS or similar) where the admin (and anyone else potentially monitoring the board) could respond. Make this as simple as a button and I can see the WMF getting reports about a significant proportion of the millions of blocks and deletions done by admins. I'm sure the typical spammer will click report bad admin when their spam page is deleted. Good luck with handling that. More broadly though this project is about dealing with harassment, some of the targets of harassment are admins and some of the worst harassers are not admins. An OTRS queue as Tokyogirl proposes would be an interesting experiment, but I'm not sure how you avoid a two tier structure - complain about someone with OTRS access and they may know that you anonymously complained about them.
