Grants:PEG/WM RS/Annual plan 2012-2013/Report/Q4

Interim report accepted
This interim report for a Project and Event Grant has been reviewed and accepted by the Wikimedia Foundation.

Did you comply with the requirements specified by WMF in the grant agreement?

Yes

Are you complying with the requirements specified by WMF in the grant agreement? Answer YES or NO.

YES

Do you expect this project to be completed by the date specified in the approved grant submission? Answer YES or NO.

NO. We have asked GAC to extend this grant until the end of calendar year, because the date specified in the approved grant submission was November 1, and our Annual grant for 2014. starts on January 1.

Did you use any of the grant funds? Answer YES or NO.

Yes

Was this interim report requested by WMF? Answer YES or NO

YES

What lessons were learned that may help others succeed in similar projects, or that may change the way you are doing this project?

[Not much has changed since the previous report, and we feel that those answers stil accurately reflect our positions, so we are repeating this section]

  • We experienced a bottleneck when it comes to office and employee utilization: too many programmatic and administration activities and great interest for meetings by potential partners have overwhelmed our employee. Having another employee would benefit the office and WMRS itself.
  • As learned from several of our projects, it's important to make a lot of effort towards bringing new volunteers to the organization and keeping them interested in the projects.
  • From time to time, we experienced project management bottleneck -- it's important to keep as many people acquainted with the basic facts and information about ongoing projects.
  • It's beneficial to invest more in technical equipment for the office from the start, because more expensive the equipment, more durable it is; cheaper equipment tends to break faster, so in the long run, it's better to spend more in the beginning.

What went well, or is going well?

Educational projects have been in development, as planned. Also, the 1001 Arabic Words project has seen great activity in this quarter. Additionally, we’ve had some good public appearances with the Creative Commons related debates and presentations, which will continue throughout November.

What did not go well, or is not going well?

As in the previous period, collecting donations from sources other than annual grant continues to be problematic.

From your answers above, do you plan to change anything you are doing as your project continues?

Our position didn’t change since the last report period: we are trying to find alternative ways to raise more funds in given circumstances, and we are keeping a close watch on projects that are not on schedule.

Do you expect to reach your project's goal? Why or why not?

We expect we will reach intended goals for most of our projects.

Provide an overall assessment of how your project is going according to the measures of success present in your grant submission (if applicable).

[Not changed since last report] Overall, we believe that our annual grant execution is going fairly well.

While doing this project, have you decided to track any other measures of success not listed in your grant submission? If so, please list them here.

[Not changed since the last report] No, we think that the measures of success presented in the grant submission are quite sufficient and suitable for our projects.

Activity report for August - October 2013 edit

Secretariat: Office and the first employee edit

At the beginning of this quarter the preparations for autumn’s and winters’s activities and programs had begun. Many coordination meetings with all project managers were held and we have actively communicated with our community members.

General Secretary was participating in preparations of the Annual plan for 2014, preparing the call for proposals for the selection of projects and creating the budget.

He also participated in completing the FDC application and obtaining documents for it. General Secretary organized several working meetings with the Board members, volunteers and project managers. He himself also participated in some of the projects by giving advices and guidance to the members.

Board edit

Wikimedia Serbia Board held 6 meetings during this period of time. Beside regular monthly meetings, some of them were dedicated to the development of the annual plan and program for the upcoming year and completing the FDC application form. We have organized a call for proposals for collecting projects and ideas for the needs of creating the plan and program of the organization for 2014, which included Board members’ communication with project applicants, returning some of the proposals for modification and decision making in two rounds.

After each regular meeting, the WMRS community was thoroughly informed about the meeting and decisions made during it.

Academy Board edit

In this period, the Academy Board was working on completing the report for the previous academic/school year 2012/13, and making plans for the next year. The cooperation with the Seventh Belgrade Gymnasium continued and began with the Faculty of Philology, University of Belgrade. Additionally, WMRS educational web site was started.

You can read a detailed report of the Academy board here.

Professional development edit

WMRS decided to accredit itself in the next year’s program of professional development for professors and teachers in schools. We have organized 4 working meetings with partners and potentional coorganizers with whom we filled out the application form for the “Program of Continued Professional Development” issued by Office for Improving Education, Republic of Serbia. The application was successfully submitted, and we are expecting results in the coming months.

Creative Commons edit

In this quarter, the web site http://creativecommons.org.rs was updated.

Within the Open Access Week 2013, in the University Library "Svetozar Marković" during October a lecture “Copyright Reform and Legal Innovation by Creative Commons” was held. Beside that, there were held two presentations, one in Vranje and another in Kragujevac, as part of the project called “Where is Serbia in the Knowledge Society?”.

WLM 2013 edit

In August, the last check of monument lists was over. We contacted potentional partners and started the WLM photo tour of Belgrade. Before the beggining of the competiton the press release about this contest was sent out to media.

During September, three photo tours were held in Belgrade. After each of them, we organized a workshop to select photographs and prepare them for uploading to Wikimedia Commons. Extremely cloudy days have affected the quantity and quality of photos. Also, due to some technical issuses, we have permanently lost some of the photos.

Organizers of WLM in Serbia have provided technical assistance to participants, usually in the form of advice on how to enter proper IDs of monuments.

At the end of September we started preparation for the press release, prize-giving event and the exhibition of ten finalists selected by a seven-piece jury.

Digital Belgrade edit

We held meetings with representatives from the City of Belgrade's Office for Protection of Cultural Monuments. Jointly, we have prepared texts for Wikipedia articles about relevant monuments that will feature QR codes. Student volunteers from University of Belgrade started creating articles on Serbian Wikipedia. Also, we have started with the design process for the physical QR plates.

1001 Arabic Words edit

After the summer break, at the end of August, members of this team began to produce a detailed work plan for the coming period. In these three months 20 workshops were held which resulted in 302 new words. Beside this number of words, they wrote several articles on Wikipedia and Wiktionary about Arabic language and grammar.

At the end of October, the team was expanded by four new members who are going to write articles on Wikipedia and Wiktionary in the beginning, and then join in writing words on Wiktionary. With this expansion, this project now gathers ten active members.

After the mentioned break, we noticed great enthusiasm and a sharp increase of project activities and the team itself. Some of their workshops lasted up to 9 hours. The team members have shown interest in becoming full members of Wikimedia Serbia and desire to engage in other activities of the organization.

Media edit

In this period, media have followed the start of the WLM contest and the recent going-ons related to Wikipedia in Croatian language. A reportage about Wikimedia and Serbian Wikipedia was conducted and broadcast on a TV station with national coverage. Additionally, some of the Internet media published our reportage from Wikimania in Hong Kong.

Like in previous periods, we have actively participated and generated content in social network websites, such as Facebook and Twitter.

Blog edit

In this quarter, we had 35 blog posts. Compared to previous periods, we have observed a significant increase in the number of blog posts and the number of visits. Thanks to new posts, community gathered around Wikimedia Serbia had the opportunity to get informed in Serbian language about the most important happenings in the Wiki world, but also to get acquainted with WMF reports in Serbian language for the first time.

Wikimedia Serbia Library edit

During these three months, members donated about 20 books to Wikimedia Serbia Library.

Competitions edit

During the reporting period, two competitions were held on Serbian Wikipedia: one was about writing new articles about physical objects, while the other was concerned with improving articles.

Writing new articles: Wikipedia in Serbian language, although one of the largest in the region and 27th in the world, didn’t have many articles about basic and everyday objects, so this was one of the incentives for editors to participate in the competition. 27 persons applied for the competition, which lasted 15 days. We noticed that some of the contestants registered and wrote their first articles on Wikipedia after having seen the competition announcement on Wikimedia Serbia’s Facebook page. More than 270 new articles have been written, during the course of the competition. All articles were reviewed by a three-piece jury, comprised of experienced Wikipedians. After jury casted their votes, we announced the winners: three participants were given their awards (1st to 3rd place), and one special prize (cough silencer) was awarded to the author of the most interesting article.

Improving articles: Not long after the first competition, we organized an article improving competition, which aimed to lower the number of articles in several categories that deal with improving articles in Serbian Wikipedia. During the month long competition, 20 users submitted 140 articles. All articles will be reviewed by the jury during November.

Conclusion: There is interest in Wikipedia community for participating in and organizing competitions on Serbian Wikipedia. Symbolical prizes in forms of T-shirts or books contributed to the developement of participants’ self-confidence and increasing participation on Wikipedia. We have also observed that competitions concerned with writing new articles generate greater interest of existing editors and curiousity of new editors in comparison to article improving contests. Competitions in improving articles require much more attention and effort and are much more complex in and of themselves.

Wiki expedition edit

In cooperation with local Wikimedians, we organized a Wiki expedition in the Smederevo region. During the expedition, we have created about 550 photos of Smederevo and 20 other nearby towns and villages.

FDC and other grants edit

FDC edit

Wikimedia Serbia has for the first time participated in the FDC process. During these three months, WMRS board and Secretariat have issued an announcement to all members of the organization about our intentions in participating in the FDC process. Also, a public call for submitting projects and project ideas was posted. During the one and a half month period, we received about 20 proposals. During the whole process, applicants were able to ask for technical and advisory help from the board members and General Secretary.

Wikimedia Serbia board made decisions about the project proposals on three meetings. After each of the first two meetings, the board contacted all applicants and informed them about the board’s opinions. All project applicants had a one week period to improve their proposals, where necessary. The board communicated with each project proposer, in order to get detailed information.

After this public process, the board has, with the help of the General Secretary, made a proposal for the Annual grant and program for 2014. The accepted proposals have been publicly announced.

During this period, board members and General Secretary participated in preparing answers to FDC questions and completing the Round 1 application form. As a part of that process, we have consulted with the FDC support team regarding some unclear questions.

Annual grant and other grants edit

Having in mind the fact that the Annual plan and grant for 2012/2013 end by the beginning of October, and that potential positive FDC recommendation would cover the period between January and December 2014, Wikimedia Serbia board asked for the extension of the ongoing Annual grant. In accordance with that, we have submitted a proposal on Meta, in order to extend programmatic activities, so that the last two months of 2013 wouldn’t be without activities. The proposal was subsequently accepted.

Extension was requested for the GLAM Start Up grant as well.

At the end of October, we submitted the report for Wikipedia in Schools project, and we requested a reassignment of remaining funds.

Participation at events edit

Wikimania: Wikimedia Serbia participated in Wikimania in Hong Kong, with three representatives - two board members and General Secretary. Detailed report from Wikimania was sent to Wikimedia Serbia members; a blog post about the event was published on our blog and Wikinews, and subsequently carried by several media.

EU CC OER Berlin Workshop: At the „EU CC OER Berlin Workshop“, which was held in September in Berlin, Wikimedia Serbia was represented by Ivan Matejić, Academy board member. Ivan actively participated in the conference program, which he subsequently informed the Wikimedia Serbia community about.

2013 edit

GLAM Start Up.
