The strategic plan of the Wikimedians of Arusha aims to bring about several changes that are crucial for achieving our vision and mission. These changes include expanding content coverage, growing and engaging the community, strengthening capacities, addressing the gender gap, building strategic partnerships, and promoting inclusiveness. These changes are important because they will help the community achieve its vision of a world where open knowledge is accessible, inclusive, and used to benefit all. To ensure a wider representation of knowledge and diverse voices, Wikimedians of Arusha organize events on underrepresented Swahili content, collaborate to access resources, and empower women to suggest projects addressing the gender gap. Community growth, capacity building, and strategic partnerships are critical to achieving our mission. We will hold training programs, and tutorials, and learn from experienced Wiki communities. We will foster collaborations with other organizations to enlarge the community. To ensure inclusivity, we will create a safer and more equitable environment. 3. Describe your main approaches or strategies to achieve these changes and why you think they will be effective.
Collaborating with other organizations: This approach involves building partnerships with other organizations that share the community's vision and mission. Through collaboration, Wikimedians of Arusha can leverage the resources and expertise of other organizations to achieve their goals. For example, they could partner with local libraries, universities, or museums to gain access to underrepresented knowledge resources and to raise awareness about their activities. Hosting events and initiatives: Hosting events and initiatives can be an effective way to expand content coverage, grow and engage the community, address the gender gap, and promote inclusiveness. Events such as edit-a-thons, training workshops, and outreach activities can attract new contributors and readers, build community and foster engagement, and raise awareness about the importance of open knowledge. Providing training and development opportunities: Offering training and development opportunities for community members can help build the skills and capacities of Wikimedians of Arusha. This approach could involve developing educational resources, tutorials, and mentorship opportunities to support the growth of community members. Monitoring and measuring progress: It's important for the community to monitor and measure its progress towards achieving its goals. This involves tracking metrics such as the number of new contributors, the amount of new content created, the level of community engagement, and the representation of women and other underrepresented groups. By measuring progress, the community can make course corrections as needed and ensure that it stays on track to achieve its goals.
Why will the approaches be effective
The approaches outlined in the strategic plan are likely to be effective because they address different aspects of the community's needs and align with established best practices for building and sustaining Wikimedia communities.
Holding events and initiatives to promote the creation of high-quality, underrepresented content on Wikimedia projects is likely to increase content coverage and attract new contributors and readers. Building partnerships with organizations and institutions to access and share underrepresented knowledge resources is likely to provide a sustainable source of content and expand the community's reach. Offering opportunities for members to participate in meaningful activities and events, seeking out collaborations with other groups and organizations, and encouraging and supporting community members to take on leadership roles and responsibilities are all effective ways to build and engage a diverse and active community.
Organizing events and initiatives that focus on increasing the participation and representation of women in Wikimedia projects, amplifying their voices and perspectives, and encouraging and supporting them to take on leadership roles and responsibilities are likely to help close the gender gap.
4. What are the activities you will be developing and delivering as part of these approaches or strategies?
As a growing community, we want to focus on deeper engagement rather than scaling our activities for now and thus we are going to conduct the same activities as last year's. These activities are:
Goal 1: Expand content coverage The proposed activities are: Swahili Month (New project) - July 2023 Wikipedia Page Wanting Photos Arusha- August 2023 WikiVibrance – International Youth Day (September 2023 Months of African Cinema - October 2023 WikiVibrance – African Youth Month (November 2023 1lib1ref - (January 2024) Arts & Folklore-( Feb- 2024) WikiGap – (March 2024) WikiforHumanRightsCampaign (April – 2024) Photowalk – May 2024 Africa WikiChallenge - June 2024 Photowalk – Public and Private Educational Institutions
Goal 2: Grow and engage the community Annual Community Meeting (December 2023): Annual meeting to discuss the progress of the Arusha Community, identifying opportunities and challenges, and setting the Community goals and strategies to achieve them. Subgrants program: This program aims to fund the community members with good project ideas in the community to run the projects in order to allow for awareness and participation in the Wikimedia movement. The trained community members will be empowered to share their knowledge and skills with the new community members across the Nothern part of Tanzania. The trained members will be empowered by the community with sub-grants to implement creative projects in Arusha and neighboring regions of Arusha in the Northern part of Tanzania.
Goal 3: Strengthen capacities Training the Trainers program: A training program for Wikipedia, Wikimedia Commons, Wikidata trainers who will be able to help out new volunteers joining the movement from the Northern part of Tanzania. The target number of participants is 20. Goal 4: Address the gender gap Women in Wiki Training: Considering the gender gap we have noticed in the community over a number of years, this program focuses to involve women both in leadership and participation to encourage and empower women to contribute in Wikipedia, Wikimedia Commons, and Wikidata. This serves as a strategy to ensure maximum participation of Women in the community. Write for African Women project: This is a project that aims to bring an equal number of men and women together to write about African women in Swahili Wikipedia. This project allows for both genders to work as a single team to write about women. The number of contents contributed to Swahili Wikipedia relating to women is minimal and thus the project aims to maximize the number of content contributed about women.
Goal 5: Build strategic partnerships
Identify potential partners: We will research and identify potential organizations, institutions, and groups that share their vision and mission. We will aslo seek out organizations that are involved in areas related to our goals, such as libraries, universities, museums, and other cultural institutions.
Reach out to potential partners: Once potential partners have been identified, we will reach out to them to establish contact and explore potential areas of collaboration. They could do this by sending emails, making phone calls, or scheduling meetings.
Attending relevant events and conferences to meet potential partners and establish connections. We will also use these events as an opportunity to share our work and raise awareness about our activities.
Collaborate with our partners on joint projects that align with our vision and mission. This involves co-organizing events, contributing to shared Wikimedia projects, or conducting joint research or outreach activities.
Share resources and expertise:We will offer training or mentorship opportunities to our partners, and in turn, partners could offer access to underrepresented knowledge resources or expertise in areas related to their work.
Goal 6: Raise awareness and promote inclusiveness
Develop educational resources, tutorials, and mentorship opportunities to support the growth of community members. Providing training on how to contribute to Wikimedia projects, or offering mentorship opportunities to help new contributors get started.
Conduct outreach activities to engage with underrepresented communities and promote inclusiveness. Organizing events and initiatives that are specifically tailored to the needs and interests of underrepresented communities, or partnering with local organizations that serve these communities.
Empower community members to take leadership roles and responsibilities. This could include offering leadership and mentorship opportunities to community members, or providing resources and support to help community members develop the skills and capacities they need to take on leadership roles.
Monitor and measure progress towards promoting inclusiveness. Includes tracking metrics such as the representation of underrepresented groups, the level of community engagement, and the impact of community initiatives on the wider community.

8. Please state if your proposal aims to work to bridge any of the identified CONTENT knowledge gaps (Knowledge Inequity)? Select up to THREE that most apply to your work.
Content Gender gap, Geography, Language
8.1 In a few sentences, explain how your work is specifically addressing this content gap (or Knowledge inequity) to ensure a greater representation of knowledge.
Wikimedia Arusha is specifically addressing the content gap and knowledge inequity by focusing on underrepresented content and communities. The organization's first goal is to expand content coverage on Wikimedia projects by promoting the creation of high-quality, underrepresented content and building partnerships with organizations and institutions to access and share underrepresented knowledge resources. To achieve this, we organize events and initiatives that specifically focus on creating and adding content about underrepresented topics, such as women, people with disabilities, marginalized communities, and other topics that may not be well represented on Wikimedia projects. These initiatives include edit-a-thons, photo contests, and writing competitions, among others. The organization also seeks out collaborations with other groups and organizations to increase the size and diversity of the community and attract new contributors who can help address content gaps.
9. Please state if your proposal includes any of these areas or THEMATIC focus. Select up to THREE that most apply to your work and explain the rationale for identifying these themes.
Education, Advocacy, Human Rights, Climate Change and sustainability, Diversity
10. Will your work focus on involving participants from any underrepresented communities? Please note, we had previously asked about inclusion and diversity in terms of CONTENTS, in this question we are asking about the diversity of PARTICIPANTS. Select up to THREE that most apply to your work.
Gender Identity, Geographic , Linguistic / Language
11. What are your strategies for engaging participants, particularly those that currently are non-Wikimedia?
Outreach: We will be conducting outreach activities to raise awareness about Wikimedia projects and the importance of open knowledge. These activities could include attending local events, speaking at conferences, and reaching out to relevant organizations and communities. Partnerships: We will identify and engage with organizations and institutions that share Wikimedia's vision and mission. Establish partnerships to support the growth and impact of the community, and collaborate with partners to leverage resources and skills to achieve shared goals. Training and development: Provide training and development opportunities for community members and potential participants. Develop educational resources and tutorials to support the growth of participants. Incentives: Provide incentives such as prizes, recognition, or awards to encourage participation and engagement. Community-building events: Host community-building events that encourage interaction and collaboration amongWikimedia and non- Wikimedia participants. Tailored outreach: Tailor outreach efforts to specific communities to ensure their needs and interests are taken into account.
12. In what ways are you actively seeking to contribute towards creating a safer, supportive, more equitable environment for participants and promoting the UCOC and Friendly Space Policy, and/or equivalent local policies and processes?
Adopting and promoting a clear Universal Code of Conduct and Friendly Space Policy that sets expectations for behavior and provides avenues for reporting any violations or concerns. This can help create a shared understanding of what is expected and provide a basis for addressing any issues that arise. Providing training and resources to members of the community on issues such as implicit bias, diversity, equity, and inclusion. This can help build awareness and understanding of these topics and promote more respectful and inclusive interactions. Ensuring that community events and activities are accessible and welcoming to a diverse range of participants, including those with disabilities, from underrepresented communities, and with different backgrounds and experiences. This can involve providing accommodations, such as sign language interpreters or accessible materials, and actively reaching out to and engaging with these communities. Develop processes and procedures for addressing any reports or concerns about harassment, discrimination, or other violations of the Universal Code of Conduct or Friendly Space Policy. This can include having designated individuals or teams to receive and respond to reports, following established investigation and resolution procedures, and providing ongoing support to those affected. Regularly reviewing and assessing the effectiveness of the community's policies, practices, and initiatives related to creating a safe, supportive, and equitable environment. This can involve soliciting feedback from participants, tracking and analyzing data on participation and engagement, and making adjustments as needed to improve outcomes.
13. Do you have plans to work with Wikimedia communities, groups, or affiliates in your country, or in other countries, to implement this proposal?
Yes
13.1 If yes, please tell us about these connections online and offline and how you have let Wikimedia communities know about this proposal.
Community members are informed about the proposal on the main community social media channel (WhatsApp). We just had our community gathering where community members got to hear more about the proposal. Community members had a chance to provide feedback and ideas on projects that they find interesting and of impact to them. The community members suggested most of the programs identified in this proposal.
14. Will you be working with other external, non-Wikimedian partners to implement this proposal?
Yes
14.1 Please describe these partnerships and what motivates the potential partner to be part of the proposal and how they add value to your work.
There are several potential partners who could work with us to achieve our goals and objectives. Here are some potential partners that we look forward to partnering with Libraries and archives: Libraries and archives have collections of underrepresented content that could be added to Wikimedia projects. Partnering with them could help to expand content coverage on Wikimedia projects and promote open access to knowledge. Educational institutions: Partnering with educational institutions such as universities and colleges can help to create a pipeline of new editors and increase the diversity of the Wikimedia community. Cultural organizations: Cultural organizations such as museums and art galleries have collections of underrepresented content that could be added to Wikimedia projects. Partnering with them could also help to raise awareness about Wikimedia projects and increase public engagement. Community-based organizations: Partnering with community-based organizations can help to reach out to underrepresented communities and promote inclusivity and diversity within the Wikimedia community. Government agencies: Partnering with government agencies can help to promote open access to knowledge and create policies that support the growth and development of the Wikimedia community. Technology companies: Partnering with technology companies can help to develop new tools and technologies that support the growth and development of Wikimedia projects.
15. How do you hope to sustain or expand the work carried out in this proposal after the grant?
Diversifying funding sources: It's important for the community to identify and pursue other sources of funding to support our activities beyond the grant. Building partnerships: By building partnerships with other organizations and institutions that share their vision and mission, we can leverage resources and expertise to achieve our goals. This will help sustain existing projects and create new opportunities for expansion. Developing a sustainability plan: We will develop a sustainability plan that outlines our goals, activities, and strategies for sustaining our work beyond the grant period. Empowering community members: By empowering community members with the necessary skills and knowledge to lead and manage projects, we can ensure that our work continues beyond the grant period. This involves providing training and development opportunities for community members and fostering leadership and mentorship opportunities. Measuring and evaluating impact: It's important for us to measure and evaluate the impact of our activities to demonstrate the value of our work and to identify areas for improvement. Foster a culture of volunteerism: By creating a culture where volunteers are valued and supported, we can attract and retain volunteers who are passionate about the mission and willing to contribute their time and skills to sustain the work.
16. What kind of risks do you anticipate and how would you mitigate these. This can include factors such as external/contextual issues that may affect implementation, as well as internal issues, such as governance/leadership changes.
- Low participation: The community may not be able to attract enough participants, especially from underrepresented groups. To mitigate this risk, the community can actively reach out to these groups and create a welcoming environment that encourages participation. The community can also provide incentives and recognition for active participants.
Resistance to change: Some community members may resist changes proposed in the strategic plan. To mitigate this risk, the community can provide clear and transparent communication about the reasons for the changes and the benefits to the community. The community can also involve members in the planning process and seek feedback before implementing changes. Lack of capacity: The community may not have enough skills or resources to implement all the activities in the plan. To mitigate this risk, the community can provide training and development opportunities for members and seek external support and partnerships where needed. The community can also prioritize activities that build capacity and skills. Limited awareness and outreach: The community may struggle to raise awareness and attract new contributors and readers to Wikimedia projects, especially among underrepresented communities. To mitigate this risk, the community can invest in targeted outreach and awareness campaigns, such as social media promotions, local events, and media partnerships. Limited access to technology: A risk is a limited access to technology that may hinder the ability to create and share knowledge. To mitigate this risk, the community can provide access to technology and training on how to use it. Misaligned priorities: The community may face challenges in prioritizing and aligning its goals and objectives with the strategic plan. This risk can be mitigated by regularly reviewing and revising the plan based on changing circumstances and feedback from community members
Inadequate monitoring and evaluation: The success of the plan depends on adequate monitoring and evaluation to track progress and make necessary adjustments. Inadequate monitoring and evaluation can result in the plan's failure to achieve its goals. To mitigate this risk, the community can establish a robust monitoring and evaluation framework that includes clear indicators, regular reporting, and feedback mechanisms. External factors: External factors such as political instability, natural disasters, and economic changes can impact the implementation of the plan. To mitigate this risk, the community can develop contingency plans and adapt to changing circumstances. The community can also build relationships with relevant stakeholders and seek support from them when needed.
