1. What is the overall vision of your organization and how does this proposal contribute to this? How does this proposal connect to past work and learning?

The main objective and vision of Wikimedia South Africa is to support a vibrant multilingual and multicultural content community that generates and disseminates content that is used and understood by local and global community. In doing so, the project provides a channel for communication between the Wikimedia community, other free culture and open software communities, and institutions and repositories that are the guardians of local content, with goal to further awareness and understanding of the Wikimedia projects; and ultimately to ensure access to knowledge for all South Africans. Other Objectives include:

To develop and support the South African Wikimedia Communities
To protect, preserve and promote local cultures, other African Wikimedia communities
To support and facilitate the sharing of knowledge in all South African languages, thus contributing to the development of local language on Wikimedia;
To spread awareness of the Wikimedia projects as a significant resource within universities, archives, museums and other relevant communities, and to also actively engage with them; and
Act as the conduit between editors, writers and specialists within the community to support the growth and sustainability of high quality local content.

This proposal contributes to this vision by a) providing the resources necessary to keep the organization functioning on a basic level, b) provide resources to increase the capacity of the chapter by allowing for administration and appropriate management oversight, c) provide the resources to run programming that strengthens community health within the South African community, and d) conduct outreach activities to grow the community and rise public awareness of the free knowledge movement. In both (c) and (d) increasing diversity and serving our many Wiki language communities are core focuses of our community health and outreach programs.

This proposal builds off of previous annual grants awarded to the chapter which have created a strong foundation to execute programs, represent the local Wiki community, develop strong partnerships with mission aligned organizations, and advocate for free knowledge principles. Since 2012 Wikimedia South Africa has been the primary representative of the Wikimedia movement in the country and in that time we have built a strong network of partners, represents over 100 chapter members, directly contributed to the creation of thousands of new Wikipedia articles, advocated for Wikipedia friendly copyright legal reform, and hired staff to increase capacity. More still needs to be done to complete this work. Partnerships need to be leveraged to implement more projects, African topics are still inadequately covered on Wikipedia, African language Wikipedia still need community growth and content, proposed copyright laws (such as Freedom of Panorama) need to be adopted, and staff need training and managerial oversight to be effective.

2. What is the change that you are trying to bring about and why is this important?

The chapter is trying to change the following:

Grow the Wiki community within Southern Africa - it is important to grow the local Wiki community as currently there are not enough volunteer editors to adequately cover South African topics (or African topics broadly) on Wikipedia and other Wikis. Growing the local community is the most meaningful way to achieve this. Inclusive community growth is also judged to be the best way to address the demographic change would like to encourage.
Increase community health and group cohesion within the South African Wiki community. The South African Wiki community is highly diverse linguistically and, although still not demographically diverse, is already comparatively demographically diverse as compared to other chapters. Maintaining community health and cohesion in such conditions presents unique opportunities and also challenges. Different language Wiki communities have different needs and demands that the chapter must constantly adapt to and try to fulfill. The Afrikaans Wikipedia community, for example, is in a strong position for future growth with multiple different partners whilst isiXhosa Wikipedia still needs a community to be cultivated around it as there are still not enough editors to form a coherent community. South Africa has 11 official languages and the chapter seeks to serve them all.
Increase diversity within the South African Wiki community; both demographic and geographic diversity. Currently the chapter's and the broader Wiki community's demographics are not representative of South Africa as a whole. A greater focus on encouraging more female and black South Africans to participate in the movement is needed. Geographically the community is currently concentrated in either Cape Town or Johannesburg indicating a need for the community to encourage growth of the movement in other areas of the country to increase representation.
Increase coverage of African and South African content on Wikipedia - currently African, and even South African, topics are under represented on Wikipedia and the Wikis generally. It is important that we resolve this so as to make Wikis like Wikipedia as meaningful to Africans and other emerging country readers as possible.
Increase public awareness - currently the general public in South Africa is still relatively unaware of Wikipedia and how it works. Increasing awareness is important as it increases readership levels and helps make the country a friendlier space for free knowledge principles.
Make South Africa a friendlier place for free knowledge - although the country is a liberal democracy with a healthy civil society and free media there still exists legislation and preconceptions that either make editing Wikipedia difficult or risk pushing the country backwards. Advocating for better copyright laws, a strong independent media, and free knowledge principles to be more widely adopted will make the country a friendlier space for all those that value free knowledge principles and what to participate in our movement.
Increase access to free knowledge: this includes advocacy efforts to zero rate data charges when accessing Wikipedia for mobile users to growing African language content on the Wikis or increasing African content on English Wikipedia.

3. Describe your main approaches or strategies to achieve these changes and why you think they will be effective.

Wikimedia South Africa seeks to solve two overarching problem types in 2023 that were identified in the chapter’s 5 year plan as discussed and outlined in a special session of the chapter’s 2019 Annual General Meeting . One: the relatively small size of the existing free knowledge community in South Africa. Two: how to better serve the existing free knowledge community in South Africa and grow locally relevant free content on the Wikis.

These two problems can be broken up into multiple sub-problems, each of which have their own solutions but broadly the two problems can be solved thusly. The first problem can be solved by conducting outreach activities to increase awareness of and encourage participation in the free knowledge community by members of the general public whilst also building partnerships with mission aligned organizations. The second problem can be solved by providing services to the existing free knowledge community, the best developed of which in South Africa is the community of Wikipedia editors that the chapter represents.

Within the first problem (the outreach challenge) the following sub-problems exist:

Increasing community diversity
Growing the community broadly and African language Wikipedias specifically
Increasing public access to free knowledge
Increasing public awareness of the free knowledge movement and its associated projects (Wikipedia, Commons, Open Street Maps, ect)

Within the second problem (the community support challenge) the following sub-problems exist:

Wiki editor support to grow content on the Wikis
Technology for African language Wikis
Bridge between local community and the international Wiki community + WMF

These sub-problems are all associated with one or more of the following five challenge themes identified in the five year plan:

Diversity: Language, Demographics, Geography
Capacity: Specifically the chapter's capacity to effect impact (volunteers, staff(?))
Access: Access to free knowledge for both Wiki editors and the public
Flexibility: Ability to react quickly to impact opportunities to the dynamic nature of the opportunities that come unexpectedly.
Awareness: Increasing awareness to support chapter impact, making people more aware about Wikipedia.

Designing and deploying projects that seek to address one or more of each of these issues is not beginning to bear fruit. It has given the chapter, its members, staff, and partners clarity on what we are trying to achieve on a project by project basis and why. Our experience over the past year has been that a lack of experienced managerial oversight and available Wiki expertise for specialized projects has been a serious capacity problem. We believe we will be successful because we are seeing positive change happen on the ground and because this grant makes allowances for compensation of experienced community leaders to more fully and meaningfully engage projects and foundation needs.

4. What are the activities you will be developing and delivering as part of these approaches or strategies?

The chapter intends to run the following projects. Each of which tackle at least one WMZA strategy focus (diversity, capacity, access, flexibility and awareness):

Chapter meetups - Since 2020 WMZA hosts a community meetup on the last Saturday of every month to strengthen community health. (awareness)
African language champion - identify and reach out to notable South Africans that can act as language champions to rise awareness of different African language Wikipedias. (diversity, access, awareness)
WikiGap & Artfeninism edit-a-thons - WMZA has built a strong relationship with the Swedish Embassy to run WikiGap events to encourage the creation of articles that address the gender imbalance on Wikipedia and female editors. The chapter wishes to do more events in Johannesburg and start doing events in Cape Town. (diversity, awareness)
Afrocrowd & Black Lunch Table participation - to help cover the racial content gap and encourage black editors WMZA would like to use this grant to develop the capacity to start hosting these events in South Africa. A desire for South African events has already been expressed by Afrocrowd in the past but we were unable to action it due to capacity constraints. (diversity, awareness)
LGBTQ+ outreach - WMZA would like to support the local LGBTQ+ community by hosting at least one event in 2022/23 in support with the intention of doing more such events in the future. (diversity, awareness)
GLAM digitization - the tragic destruction of the Jagger Library at the University of Cape Town in a 2021 fire highlighted the need to digitise content for posterity. Making that content publicly available on Wikimedia Commons would mean it can be used freely on Wikipedia as well thereby expanding its public benefit. Both these goals seek to be met with this project. Currently the chapter is seeking a collection to digitise with our partners at the University of Cape Town. (capacity, access, awareness)
Climate change outreach and content creation - WMZA hosted the first climate change edit-a-thon with climate change scientists in 2019. We would like to start hosting these events again in the future but we need the administrative, project management and specialized skills capacity to do so. This grant seeks to solve that problem thereby making this project a possibility again. Increasing and enhancing reliable climate change content on Wikipedia is important to use and something we have experience in. (access, awareness)
1Lib1Ref - for the librarians, a project we have been running in South Africa since 2017 and would like to continue running. (awareness)
Thematic edit-a-thons - we are often present with opportunities to do thematic events with partner organizations that were unforeseen at the start of the year. The Wiki Loves events gives the chapter a change to enhance coverage of South African topics on Wikipedia by generating photographic content to illustrate relevant articles. We have a long of experience in hosting these events since 2012. Wiki Loves Fynbos is a South Africa specific competition designed to encourage photographs of indigenous plant species for use on Wikipedia, something that is much needed. (access, awareness)

Wikipedia Bookshelf - this Wiki community specific project makes it easier for Wikipedia editors to edit by providing them free access to reliable reference sources that would otherwise cost money to access. (access)
African Wikipedia citation reliability list - There is a need for greater clarity on what is a reliable citation source on Wikipedia when covering African topics. An issue that is especially important in an environment of high levels of misinformation and disinformation. This project seeks to create, expand and update a list of reliable South African citation sources for Wikipedia editors to use. It requires the time of a Wikipedian in Residence within the chapter to compile and is covered in the specialized skills line-item. (access, awareness)
Kaapse Wikipedia incubator: working with the Kaapse language community to start a Wikipedia in incubator. Invoves training and coaching the community in their efforts to start their own language Wikipedia.

Other events and activities the chapter will be doing in this period is assisting the Foundation with community feedback, facilitation, strategy development and advocacy. The chapter is currently applying for WIPO membership to assist with the WMF's copyright advocacy efforts. The WMZA is also looking at possibly becoming or assisting with the creation of a hub for Sub-Sahara Africa.

7. Do you have the team that is needed to implement this proposal?

The current Wikimedia South Africa team includes:

Administrator Cape Town: Shupai Mchuchu

Expectations: remain largely the same as outlined in the 2021 WMZA staffing plan . The expectations for this position can be summarized as communications support, chapter membership tracking, community support project implementation, keeping track of chapter projects for monitoring and evaluation, assisting with report writing, and dealing with chapter bureaucracy.

Management & specialized project implementation:

Expectations: experience over the past year has proven to the chapter of the need for an experienced chapter member and Wiki community leader to provide both training and managerial oversight of the administrator. This position is also needed for the implementation of certain specialized projects that the chapter would like to implement in 2022/23 such as the African source citation reliability list which needs an experienced Wikipedia editor to create and expand a list of reliable African citation sources (local news sources) for use on Wikipedia.

Currently the administrator is receiving only one hour a week of volunteer oversight from two selected members of the WMZA board. This has proven to be just enough to monitor the administrators tasks for the previous week and set priorities for the coming week. It has proven to not be nearly enough to a) train the administrator adequately, b) develop partnerships, c) implement projects or assist the administrator in implementing projects, d) give the community leaders time to lead the implementation and design of new projects, e) allow community leaders in the chapter to fully participate in movement activities and feedback sessions.

The expectation of this role is that it will allow a small number of proven community leaders to devote more time on a professional level to meet the aforementioned deliverables (a, b, c, d, and e).

Additionally current requests for feedback and participation in Wikimedia Foundation activities and projects has also become extremely strenuous on the chapters core volunteer community members. This means that the community leaders feel greatly overburdened with WMF requests thereby reducing chapter morale and community health whilst the WMF is not getting the feedback it needs from the chapter. That is why the chapter is also requesting a budget line-item to compensate community leaders for the time they give to the chapter.

People and time slots to be fill will be selected by the chapter board.

Additional roles that still need to be filled as of submitting this proposal on 18 March 2022 are:

Administrator based in Johannesburg/Pretoria

Expectations: same as the administrator based in Cape Town but with a stronger focus on the Afrikaans community. A necessity given the current administrative capacity gap thereby leaving the Afrikaans community under serviced.

All of our projects are focused on addressing the content gap. Specifically the Africa content gap. Both for content on established language Wikipedias such as English, where we exist to encourage the creation of African content, and the creation of content generally on African language Wikipedias. African language Wikipedias in particular are in need of community cultivation to create a body of volunteer Wikipedia editors. In summary, our language support projects seek to address the gap with African language Wikipedias. Our diversity specific projects seek to address the ethnic and racial knowledge gap on English language Wikipedia. All of our projects seek to address the geographic gab between Africa and the rest of the world.

11. What are your strategies for engaging participants, particularly those that currently are non-Wikimedia?

The chapter has two strategies for engaging participants that are currently not members of the Wikimedia community. A program specific strategy that seeks to introduce participants to editing Wikipedia and thereby join the editing community through direct training and/or community involvement. The second is a general awareness campaign to increase the public's awareness of Wikipedia, how it works, and how to get involved.

The general awareness campaign relies on community members making public appearances as often as possible in the media and publishing opinion pieces in the media.

The program specific strategy is made up of the following programs. The Internship program which seeks to cultivate a strong connection with the movement and our free knowledge principles with its project participants and address the age gap as the young are an underrepresented group.

The diversity projects (such as WikiGap, Afrocrowd, LGBTQ+ outreach, ect) seek to engage a more diverse group of participants with the intention of growing the local Wiki community in a more diverse way and thereby address the diversity gap. This is an effort to address the racial, gender and sexual orientation gap within the local community.

1Lib1Ref is an outreach project that the chapter runs to engage librarians and introduce them to editing Wikipedia.

12. In what ways are you actively seeking to contribute towards creating a safer, supportive, more equitable environment for participants and promoting the UCOC and Friendly Space Policy, and/or equivalent local policies and processes?

Wikimedia South Africa has signed up and committed to both the WMF's Friendly Space Policy and the Universal Code Of Conduct. In a country and a chapter with as diverse a membership base as South Africa it is very important to have a community culture that encourages a welcoming friendly space for all. The UCOC is import for helping active this as is the principle of assuming good faith. These principles create an important social structure for our chapter culture to develop. This is reflected in the range of projects we are implementing, our commitment to increasing diversity, whilst also welcoming and encouraging the existing community. We recognize that more work always needs to be done which is why we encourage dialogue and listening to as many different pro-social voices as possible to help give us the perspective necessary to make our space more welcoming.

Currently all of our partners assist the chapter with in-kind support ranging from providing free meeting and workshop venues to providing free catering for events and helping us find project/event participants. We currently have no partners that we receive grants, donations, or payments from.

University of Cape Town library system: WMZA has built a strong relationship with this partner over the past eight years.
OpenUp (a non-profit open information technology advocacy organization): this partner can provide us with free access to their meeting spaces at the Code Bridge in Cape Town.
Creative Commons international and Creative Commons South Africa: these mission aligned open-copyright advocacy organizations.
Code for Africa (a non-profit open journalism advocacy organization): provides a venue location in Cape Town and helps introduce the chapter to journalists across Africa.
ReCreate South Africa (non-profit open copyright advocacy organization)
SouthSouthNorth (climate change adaptation non-profit): this partner is our main contact with the climate science community.
International embassies (Sweden, Germany, United States): locally embassies and consulates have been important project partners for certain projects providing venues and catering in Johannesburg and Pretoria. Sweden assists with our WikiGap projects and Germany with our diversity outreach. We are currently exploring the possibility of getting grants for selected projects from these partners.
Kaapse language collective: a community group of Kaapse language speakers who WMZA has been talking to about starting a new Wikipedia in incubator for their language.

15. How do you hope to sustain or expand the work carried out in this proposal after the grant?

Chapter activities are continuous so we will be applying again in 2023/24 thereby allowing us to continue many of these projects. Once the chapter is more familiar with the process we would like to apply a multi-year project grant to better plan for long running projects. Additional projects are intended to be continued by volunteers and/or spin off other projects to stakeholders.

16. What kind of risks do you anticipate and how would you mitigate these. This can include factors such as external/contextual issues that may affect implementation, as well as internal issues, such as governance/leadership changes.

The chapter anticipates the following risks:

Lack of partner interest or ability to deliver on project commitments
Lack of community or public interest in projects
The breakdown of chapter cohesion
Communication breakdown

The following mitigations measures have been proposed and considered:

The chapter pursues two strategies to mitigate the problem of partner reliability. The first is to plan well in advance of the event to ensure the partner is adequately briefed and all commitments are clear and secured before events are announced. The second is to try and line up a number of different partners, in an open and transparent way, for each project so that there are backup options should a partner not be able to deliver.
Community/public interest is mitigated for in two ways. The first is to gauge the level of interest before hand by engaging the relevant role players. Wiki Community members can be consulted within the chapter or on the Wikis; the public is trickier to gauge but can often be done through consultation with partner organizations. The second is to market the project or activity at least two weeks in advance so that as many people as possible know about it.
Given the diverse origins, interests, cultures, languages, and needs of the different communities that make up Wikimedia South Africa this has been a concern of ours for many years. The best mitigation we have so far found has been adopting a culture of listening, frequent meetings, and encouraging assumptions of good will whilst also balancing chapter commitments between communities. That chapter has also adopted and takes seriously the friendly space policy and UCOC whilst also encouraging frank, but friendly, conversations. Work remains as some chapter members and South Africa community members remain skeptical of the UCOC and its ability to ensure group harmony whilst also allowing people to voice their concerns openly. This often means that selected chapter members with experience in conflict mitigation have to act as go-between, using empathy and diplomacy to resolve conflicts and misunderstandings between groups and individuals.
Preventing a breakdown in communication is critical as it can result in project failure, or worse, a domino breakdown in community cohesion. Constant and regular empathetic communication between role players is necessary to mitigate this risk.

19. What do you hope to learn from your work in this fund proposal?

We hope to learn how to better grow the free knowledge movement, in particular Wiki communities, in the Southern Africa region. This includes growing our chapter membership, increasing the size and diversity of the volunteer free knowledge community, and increasing public awareness of our movement. Our experience will give the broader movement and the Wikimedia Foundation better insight into how to grow our community in diverse emerging communities globally and in Africa in particular.

We also hope to learn how to better support the existing free knowledge community in our region. This includes but is not limited to understanding the needs of the local community better and how to better serve those needs.
