1. What is the overall vision of your organization and how does this proposal contribute to this? How does this proposal connect to past work and learning?

To contribute to the general dissemination of knowledge and culture by encouraging the gathering, creation and distribution of freely licensed content. To promote and support the projects of the non-profit organization Wikimedia Foundation with emphasis on projects in Portuguese. To establish and maintain relationships and to exchange information with other public and private, national and foreign entities, especially in the Portuguese-speaking countries and the Portuguese communities abroad. To establish relationships with other wikimedia chapters such as Wikimedia Europa, Wikimedia España, Wikimedia Italia and also group users such as Wiki Movimento Brasil, Wiki Editoras Lx, and Mais Teoria da História na Wiki; organizing activities and events with them and sharing resources, knowledge and experiences. The previous year was marked by the reinforcement of our outreach program, through the Wiki Loves Earth and Monuments competitions, the work of Wikimedian in residence at FCSH, which extended beyond this faculty. The workshops and the newsletter created by her allowed us to reach other faculties and research centers. This allowed for new partnerships, namely with the Faculty of Letters of the University of Porto, with which we will develop various activities throughout the period covered by the grant that we are applying for. We also created a new outreach program that is called Wiki Loves Música Portuguesa, that allowed us to reach new audiences but also increase the Community capacity. On top of this, we started to be more present in the social media, people started to be more aware that wikimedia Portugal exists and now they are starting to reach us to do project and activities with them.

2. What is the change that you are trying to bring about and why is this important?

Associação Wikimedia Portugal (WMPT), or simply Wikimedia Portugal, is a Portuguese non-profit association, registered in 2009. The association aims at increasing awareness and use of Wikimedia projects, as well as the creation and dissemination of free knowledge in Portugal, and Portuguese speaking countries. This is the second annual grant that Wikimedia Portugal has applied for, in order to improve the sustainability of the chapter and ensure the long-term maintenance of activities and events scheduled for 2023 and 2024: https://pt.wikimedia.org/wiki/Plano_de_atividades/2023 https://pt.wikimedia.org/wiki/Plano_de_Actividades/2024 Among them, those related to the Community Building and Training program, which includes our annual conference at Wikicon Portugal, and the Outreach program, which includes the two annual photo competitions: Wiki Loves Earth Portugal and Wiki Loves Monuments Portugal and the new project Wiki Loves Portuguese Music. Added to these two is the GLAM partnerships program with partnerships such as BNP, FCSH, FLUP, (Lisbon network of public Libraries (Rede de Bibliotecas de Lisboa) and others. The Community Building and Training program will allow us to continue increasing capacity in skill development for the community, particularly on Wikidata, the Wikimedia project WMPT is focusing more at the moment. The Outreach program has been one of our most successful programs with many new participants continuing to contribute to the projects after the end of the campaigns, and our partnership with CIIMAR to organize and host a second Wiki Loves Earth photo exhibit will allow us to reach a wider network of contributors. Besides this, through the project Wiki Loves Music we are being able to reach others audiences and create awareness about the wikimedia projects. We have had many public and private entities manifesting interest in partnering with us. This grant seeks to increase our capacity in terms of GLAM partnerships, and will focus on 4 key partners: the National Library of Portugal, FCSH of the NOVA University of Lisbon, Faculdade de Letras da Universidade do Porto and Antena 1, a public national broadcast radio. This grant seeks also to increase our capacity in terms of partnerships with other European wikimedia chapters: Spain and Italy, and continue our support of public policy work in the EU, next to members of Wikimedia Europe.

3. Describe your main approaches or strategies to achieve these changes and why you think they will be effective.

We aim at increasing the Chapter’s capacity to maintain and conclude projects with GLAM partners willing to donate data and media, or integrate their data repositories with Wikipedia and Wikidata. This will be done by the project manager for GLAM partnerships (this will be t the the new role of the current Wikimedian in residence). She will continue to train staff of the partners, maintain code and documentation that will be useful for the community, and communicate between the chapter, partners and community. We will provide training on how to use tools such as Mix n’ Match, Open Refine, QuickStatements, Petscan and others that enable the free sharing of large catalogues of media, and associated metadata. Training will also include copyright training, including the importance of free licenses for the wide dissemination of cultural works and their proper use on Wikimedia projects. The training actions will cover not only the teams from the FCSH research centers but also the teams from other entities, including the National Library, FLUP.

4. What are the activities you will be developing and delivering as part of these approaches or strategies?

By the end of july of 2024, our activities shall provide 20 community members with training on advanced editing on Wikimedia projects, communication and outreach, conflict resolution, event coordination management; partnership strategies and volunteer focused capacity building activities. By the end july of 2024, we shall have trained 10 staff members of partner institutions on the use of automated tools to contribute to the wikimedia projects, enabling them to freely share their collections with the world.

11. What are your strategies for engaging participants, particularly those that currently are non-Wikimedia?

Our outreach program aims to increase participation in Wikimedia projects, particularly in areas outside the main metropolitan areas of Lisbon and Porto. Our Wiki Loves campaigns showcases ways for people to participate in their local areas by presenting sites near people’s locations that can be photographed and images uploaded to Wikimedia Commons to increase the quality and visibility of their local heritage and culture. Although the majority of participants are still newcomers, the regularity of these competitions means an increasing proportion are returning participants, and many continue to participate outside of the campaigns. We have also been providing training for senior citizens, in particular through third age universities, increasing the age diversity of Wikimedia participants. Added to these initiatives are the activities to be carried out within the Wiki Loves Música Portuguesa which include: editatonas, photographic challenges, workshops aimed at all those who want to learn how to create and improve articles on Wikipedia and are interested in contributing content to the Commons and for Wikidata, among other projects. We also want to reach specific target audiences, such as researchers. To this end, Program Manager (actual Wikimedian in Residence), which will remain associated with FCSH, will develop a training program for this community based on the knowledge acquired about their needs over the previous year. It will consist of clarification/presentation sessions of the different platforms and tools provided by Wikimedia and also practical workshops for getting started with editing in different projects. To reach out to university students, various activities will be carried out, particularly sessions to present Wikimedia projects to students and researchers at the FLUP. As in previous years, we will support the Wikimarathon on Catalan Culture promoted by the Catalan course at the FLUL with the support of Amical and the Catalan government. To are also starting to reach people and groups outside de academic world through partnerships with the Rede BLX, Associaçon de la Lhéngua i Cultura Mirandesa (in this case specific to revive the wikipedia in mirandês) and others entities.

12. In what ways are you actively seeking to contribute towards creating a safer, supportive, more equitable environment for participants and promoting the UCOC and Friendly Space Policy, and/or equivalent local policies and processes?

Participants will be informed of the Friendly Space Policy beforehand and at the beginning of events. There will be an Friendly Space officer at the events responsible for upholding the policy and receiving complaints. We will also include UCOC in the communication of our activities.

13. Do you have plans to work with Wikimedia communities, groups, or affiliates in your country, or in other countries, to implement this proposal?

13.1 If yes, please tell us about these connections online and offline and how you have let Wikimedia communities know about this proposal.

Wikimedia Portugal has a long tradition working with different groups and communities. On the 20º anniversary of Wikipedia, Wikimedia Portugal and Wiki Movimento Brasil started organizing the Festa da Wikilusofonia, which would involve 6 other organised groups of Portuguese Language projects. We are in close contact with Wiki Movimento Brasil, a strategic partner, and WikiEditorasLX,a group of editors in Portugal. We are also in permanent contact to other brazilian groups, sharing support. Wikimedia Spain is another strategic partner in wich we are in close cooperation. In june, we will have the first edition of Porto Meeting, a conference focus on minority language communities in the Iberian Peninsula. This pilot project aims to create an Iberian Network to support Wikimedist communities of minority languages, and share needs, strategies, projects and experiences. Comunication woudl be through social networks, mailing list, press release and in local wikis.

14. Will you be working with other external, non-Wikimedian partners to implement this proposal?

14.1 Please describe these partnerships and what motivates the potential partner to be part of the proposal and how they add value to your work.

The National Library has been our partner since 2018, and has provided venues for training before, such as during the Wikidata Days training in 2019 (https://www.novasbe.unl.pt/en/whats-happening/events/events-detail/id/725/wikidata-days-2019), and Public Domain Day in 2023. They will continue to do so during this year, probably hosting the Wikidata Days Conference (https://wikidatadays.wikimedia.pt/). The National Library will continue to donating their open data to Wikimedia projects (https://opendata.bnportugal.gov.pt/) and it’s planned and event with Rede EOD. We are going to sign a protocol with theLlisbon library network (BLX) that will allow us to reach new audiences; we will also collaborate with Associaçon de la Lhéngua i Cultura Mirandesa (in this case specific to revive the wikipedia in mirandês) and Associação Portuguesa para a Salvaguarda do Património Cultural Imaterial ( portuguese UNESCO Intangible Cultural Heritage). Following the work under the WLMusPT and the media partnership with Antena 1 (a public servic broadcaster), we plan on strengthening this relationship through dedicated training events to their staff. The possibility of a more formal partnership has been addressed and conversations are undergoing. Wikimedia Portugal is now a pilar on the national free culture movement, and so we reach a higher audience. We develop activities with our local partners like the National Free Software Association (ANSOL), Ubuntu Portugal, OSM, OSGeo, D3 - National digital rights association, and many other communities. Wikimedia Portugal was a key member of Free Software Party 2018 resurrection and organisation, and once more a key player on the organisation of the 2023 edition, where we are expecting to join more than 50 communities

15. How do you hope to sustain or expand the work carried out in this proposal after the grant?

We are developing a strategy of sustainability and resilience, so for every annual activity developed, we try to make the efforts reusable in the next event, where we increase complexity. We also value our partners in the sense that they will help us achieve our goals more effectively. Wiki Loves campaigns, for example, are reaching a maturation point, where most of the work is reused from previous years, so last year we tried the public exhibitions to increase awareness and this year we are trying to have partnerships with local photo communities. Since January we have been having meetings with our local partners to develop a national calendar of celebrations, to steadily improve each edition. For example, few years ago we started celebrating Publico Domain Day with (ANSOL), and this year we already involved National Public Library and CC Portugal The Wiki Loves Música Portuguesa project has allowed new audiences to be reached and new partnerships to be created, namely with several FCSH research centers and also with Antena1, a public service broadcaster and one of the largest national radio stations. This will make it possible in the future to reach out to new institutions and at the same time maintain regular long-term activities that focus mainly on training new editors.

16. What kind of risks do you anticipate and how would you mitigate these. This can include factors such as external/contextual issues that may affect implementation, as well as internal issues, such as governance/leadership changes.

The increase in the cost of living (inflation) can jeopardize the budget we create.

We may not have enough human resources to deal with the requests that come to the association.

19. What do you hope to learn from your work in this fund proposal?

2023 might be a turning point for WIkimedia Portugal. After a long period of low activity the previous years brought a stability and consistency that led to the previous grant, and now to this one. This is already a year where Wikimedia Portugal is being approached to new challenges. The WiR experience brought to us requests from many universities and new ideas for the future. We are consolidating our internal processes while attend to solicitations from the academia, but despite all that hard but good work, it will be important to evaluate the path we are taking and the opportunities we are having and develop a broader strategic plan. Some questions have already been discussed, like the need to have more technical capabilities in our community, specially on Wikibase software, or how we should prepare better to the upcoming projects. Many of this are new challenges for us, and that’s why we try to have the support of our partners, that can share their experiences and know how.
