edit1. What is the overall vision of your organization and how does this proposal contribute to this? How does this proposal connect to past work and learning?
The Wiki Advocates Philippines User Group is a group of volunteer Filipino Wikimedians who support free knowledge by promoting its use through various Wikimedia projects. We do this by encouraging the use of these projects for different purposes, including but not limited to education, promoting equal gender representation, empowering local communities through project development, assisting in the promotion of global human rights, and organizing campaigns to support the free knowledge ecosystem.
Through this opportunity, we are envisioning an empowered user group with proper structure to strengthen ties, build, and link more partnerships between our community and other affiliates within and beyond the movement. We are hoping that we can represent the cause of the open and free knowledge systems using the different wikiprojects to invite more editors, partners, and possibly donors for the sustainability of our group, and to grow as an integral part of the Movement.
Specifically, we are looking forward that:
Through our Arte+Feminismo and SheSaid campaigns, we can organize events and community talks that will help close the gender gap while incorporating edit-a-thons to continuously improve Wikiquotes and its sister projects in the Philippines, Wikisambit and Wikikawikaan. We are looking at leveraging youth leaders and college students to participate and establish collaborations within their educational institutions.
Through our WikiDunong Project, we would be able to design training courses that include guides and how-tos of editing wikiprojects, educate teachers and students on how to utilize our wikiprojects in their curriculum, and create a sustainable group or club to invite and manage volunteers at universities.
Through our Hatch-A-Wiki Project, continue to develop Philippine language wikiprojects under incubation. This year, we are planning to continue training more communities working on Wikimedia Incubator and support languages with a substantial number of community editors who can sustain the project. The goal of the entire plan was to keep developing the wikiprojects we've been working on for years while also expanding the impact of our user group by bringing in new editors to support us with maintenance and eventually train them towards becoming future community organizers.
Through our Language Preservation through Wiktionaries and Wikiboses projects, we can document and conserve our regional languages by helping local communities and language activists and enthusiasts to work on Wiktionary and utilize Wikimedia Commons for audio recordings. We are looking forward to expanding our local Wiktionary's glossary, usage and content. We will compile audio recordings of literary pieces and culture from diverse locales for our Wikiboses project while introducing and training people to maximize content on Wikimedia Commons.
Through our Wiki Para sa Karapatan Pantawo project, we can organize community events, and partner with activists and local authorities to educate communities on human rights topics and climate change issues using Wikipedia as a platform. We will continue to add and develop climate change and human rights articles in Central Bikol and Tagalog Wikipedia, utilize Wikipedia in promoting human rights and press freedom in the country, organize a local version of WikiForHumanRights campaign, and celebrate Earth Day and Human Rights Day.
We are also looking forward to supporting global campaigns on our local context by participating on #1Librarian1Reference Campaign, support campaigns of Wiki Loves Women, Wiki World Heritage and WikiVibrance user groups. We will make an opportunity for local editors to meet with other global editors by hosting a local meet up on Wikimania 2023.
2. What is the change that you are trying to bring about and why is this important?
Shifting from rapid grant requests to having an annual budget would sufficiently change how effectively and efficiently we can accomplish our projects in the region. It would systematize the plans we have for a year, and we could have the opportunity to strategize the logistics part of project implementation, especially in terms of volunteer involvement. Projects that would require a lot of editors will be scheduled for less busy times of the year, whereas projects that can be done by a small team will be assisted by the staff we will be hiring, especially in aspects of design and writing.
Also, for this year, we are in the process of having a much more structured set-up for the organization, and having a concrete program for a year can heavily impact the performance of the current officers. Their roles will not be time-bounded by a specific campaign being run, but they will manage the entirety of the group for a whole year based on the timeline of activities and the availability of finances. Having an organizational set-up like this would result in more consistent editors contributing to wiki projects, sustainable collaboration with other stakeholders, and less waste of resources in terms of time and other event materials.
We are also seeing the opportunity of partnering with universities to create programs that would tackle how to use and edit various wikiprojects. As the students will always utilize these projects as learning resources, we opted to guide them on how to effectively make use of this project and be actively involved in editing it. The edit-a-thons we will be running on the entire year, such as the Art+Feminism Campaign, SheSaid Campaign, WikiForHumanRights, and Hatch-A-Wiki project, will all be a good starting point for both amplifying these projects and simultaneously educating the larger population of the benefits of the Wikiprojects in academic learning.
We have also seen the potential of the Wikimedia Commons in documenting and preserving the Philippine languages. The Language Preservation project was initially started through the Wikiboses wherein we connected to several writers within the Philippines and asked them to record a piece (poetry, a passage from a short story, flash fiction) and upload it to the commons as a free licensed resource.
Another aspect we are looking into is the leadership development of the current members. Before, they would only actively be involved during campaigns and project implementation, but giving them the opportunity to handle the organization's funds management and strategic plans will further develop their skills, and later on, the tasks that the founders of the group are performing at present will be carried on by them.
3. Describe your main approaches or strategies to achieve these changes and why you think they will be effective.
Monthly meetings will be conducted to track the developments of each project being run. It will be evaluated by the whole team to see if there are any specific points to be improved. This will also be a chance to recommend if a new volunteer participant would be suitable to help in project implementation, especially in design, documentation, and reporting. This will also be a space for adjustments if projects need to be extended, if they need additional workforce, or if there are required fund realignments depending on specific cases. Due to the limited time and funds available on our previous projects, we have only settled for what the group can accommodate through direct invitations. While it resulted in having new volunteer editors for our group, we could not establish partnerships with academic institutions that would essentially help us influence not only the students but also the educators in bringing in the wiki projects as one of their trusted learning resources. For this year, we plan on tapping these institutions, as we will also be formally recognized as a user group by the Affiliations Committee. We have started training our past members as project leaders, and this year we plan on stepping up their skills, especially in collaboration with user groups outside the Philippines (Art+Feminism, Wiki Loves Women, and Wiki World Heritage UG). Within this training, we would also tackle the funding process of the WMF, especially how to request a rapid grant and how to create a general community fund proposal. They will also be encouraged to take part in trainings being run by the movement (Let’s Connect Program) and take on volunteer tasks (EWOC, AffCom, Movement Strategy Roles, etc.) as we see them not only within the scope of the Philippines but on a regional or global scale. One area of work we would like to focus on this year is the language preservation project. The writers and cultural groups will collaborate well on this advocacy since it aligns with their expertise. The turn-out of this project will be a compilation of audio recordings of different Philippine languages on Wikimedia Commons through the Wikiboses page and the development of several Philippine Language incubator projects. In the past, our group was able to hatch three different incubator projects, and we have seen the interest of other regions in having their language wikiprojects. In the past, we have heavily relied on our own experiences and skills regarding project implementation. While we were able to develop our capacities as community organizers, we have yet to fully maximize the possibilities of each campaign. Hiring a coordinator with background knowledge of gender-related issues and feminism would result in a well-rounded and gender-gap-related program (Art+Feminism, SheSaid Campaign), and so with the other campaigns. This will also lessen the volunteers' paperwork tasks, mainly because they will focus more on facilitating the training and program speakers.

User Group Meet-ups - Monthly meet up will be held to welcome new editors and discuss blockers met by the program officer. Also to give update on all of the projects being conducted and planning of the upcoming events. Hatch-A-Wiki 2023 - Promote wikiprojects under incubation and conduct a series of edit-a-thons and training on how to improve these wikiprojects. Arte + Feminismo: Arts and Gender Diversity Programs in the Philippines - This is an annual campaign as support to the global Art+Feminism campaigns. WikiDunong: Education Program in the Philippines - Support teachers and educators through the use and creation of open educational resources, Distribute offline wiki to schools and barangay reading centers, Promote Reading Wikipedia in the Classroom through training and module distribution, Create a pilot program of a Wiki Open High as a capacity building program for youth. Wiki Para sa Karapatang Pantawo: Climate and Human Rights Advocacies in the Philippines - Improve human rights topics and climate change articles in Philippine Wikipedias, Educate local communities about human rights and climate change issues using Wikipedia as a platform Wikimania 2023 - Volunteer Wikimedians from the Philippines will join Wikimania 2023 through video conferencing. 8.1 In a few sentences, explain how your work is specifically addressing this content gap (or Knowledge inequity) to ensure a greater representation of knowledge.
Even before forming a formal user group, we intended to connect the wikiprojects to our immediate community. We have initiated our work as editors on incubator projects; these are the stagnant projects that we were able to track down in meta-wiki. Through sustained effort and support from the WMF through the rapid grants program, we formally released them to incubator status. Currently, these projects are used by the community and have been the platform for newbie editors as they start their journey as editors in the wikiprojects. Our Wikiboses project also addresses the lack of resources, especially free licensed literary pieces available online. This serves as a database of audio recordings and pdf files of transcripts that interested users can download freely.

11. What are your strategies for engaging participants, particularly those that currently are non-Wikimedia?
We have encountered quite a few times in our edit-a-thons and campaigns the decline of interest among participants, and we were able to address this by providing simple training that would not overwhelm those participants who were inexperienced in wikiproject editing and even those that are not too computer-oriented. The format we follow on the hatch-a-wikimedian program for the scope of editing is for editors to first create their usernames, add a bio and picture, message other editors on talk pages, and register on an event page. From there, we would teach them to do minor edits such as interlinking wikipages, correcting typographical errors, or just adding an image on a Wiktionary page. Some hindrances to participating in in-person events, especially for students, are the means of transportation, and we have always included them in our possible minimal expenses. To maintain the enthusiasm, especially of newbie editors, some edit-a-thons are structured as contests, wherein participants with the most edits usually get a reward.
12. In what ways are you actively seeking to contribute towards creating a safer, supportive, more equitable environment for participants and promoting the UCOC and Friendly Space Policy, and/or equivalent local policies and processes?
Our volunteers are already familiar with the UCOC and Friendly Space Policy of the WMF. As a group that also runs the Art+Feminism Campaign, we have also incorporated in our event guidelines the implementation of the Brave, Safe Space Policy of the Art+Feminism group.

15. How do you hope to sustain or expand the work carried out in this proposal after the grant?
The output of this grant will directly impact several local wikimedia projects and we foresee that in a year we will be able to develop team of editors that would continuously sustain the editing activities in each project. The WikiDunung project also intends to create a small group of volunteers within the universities that would handle editing trainings and invite newbie editors to be part of our group.
16. What kind of risks do you anticipate and how would you mitigate these. This can include factors such as external/contextual issues that may affect implementation, as well as internal issues, such as governance/leadership changes.
- Internal Risk:
1. Financial Management - Inflation can largely affect the prices of the expenses we have itemized so we have placed a practical amount that would be within the possible price changes within a year.
2. Human Resources - Volunteers may come and go depending on their time availability, enthusiasm, or burnout. We have addressed this by hiring a program officer and program coordinator that would oversee the implementation of projects, set up strategies in case there is a lack of manpower, and devise solutions that will require lesser engagement of volunteers in the meantime.
3. Community Engagement - Lack of devices and internet connectivity hinders the interest of participants in taking part in edit-a-thons. We were able to provide laptops, tablets, and cell phones to the participants that they can use for the duration of edit-a-thons. These devices are returned after the event. Data allowances are also provided if there are instances where assignments are required during edit-a-thons.
4. Governance - We have foreseen that the implementation of the projects and the awarding of the fund will overlap between two different terms of organizational roles. Since we are only composed of a small group, we have decided that once we were able to receive the support, the current roles will be fulfilled by the same members and would last until the program's end date. This will ensure the uniformity of the plan and the governance members will have ample time of learning from the project implementation. The monthly meet-ups are also a space for raising concerns about internal issues that we would need to address.
5. Technical - Since the problem of being blocked is evident in several edit-a-thons, one to two of our members will request an account-creation capability from the stewards. On the local projects that we will be editing, we will assure that at least one member of our group is a current administrator of it to avoid unwanted blocking of IPs or user accounts.
External:
1. Partnerships - The group will be formally recognized in the near future by the Affiliations Committee and we also intend to apply as a legal organization in our country. This would provide a better status for our group and partnering with several institutions will be possible because we can prove our legitimacy both on paper and on meta-wiki.
