1.) COMMUNITY

CHALLENGE 1.1: Strengthening the community and content

Strategy: make an impact by being part of the community

Wikimedia Finland's main goal has traditionally been to increase the number of Finnish-speaking editors to keep the editing community viable. In addition, Wikimedia Finland supports editors in other languages spoken in Finland, including the Saami languages.

This has happened by introducing Wikipedia and Wikimedia to new people. We organize events to edit Wikipedia and correct content gaps. For example, the Women's Day weekly competition, the month-long Punaisten linkkien naiset competition and their related workshops have already become a yearly tradition. For these, we have also used statistics and examples to highlight these gaps because we believe that when editors are aware of them, they know how to take them into account when editing.

As for community projects, WMFI will continue to support photography projects such as public art and drone photography with technical support, travel costs, and by coordinating drone photography projects. We promote the adoption of technologies such as Wikidata, Wikifunctions, Toolforge within the wiki community by teaching them.

We also strive to improve the policies and guidelines on the Finnish-language Wikipedia. This leads to attracting participation by maintaining the tools used by the Finnish-language Wikipedia and by providing support to volunteers. We believe the atmosphere is improved when editors feel they are heard and helped.

Expected results:

We host a week-long contest for International Women's Day and organize a month-long contest in April called Punaisten linkkien naiset ("Red Links’ Women" i.e. the Finnish version of Women in Red) along with a workshop in collaboration with our partners. The target for these editathons is to find new editors, to make the content gaps on the projects visible, and to close these gaps, mainly by creating articles and fixing existing articles.

In terms of the number of articles for these events, our target is 1000 new biographies on women or gender minorities in the Finnish, Northern Saami, Inari Saami, and/or Livvi-Karelian Wikipedias and the Skolt Saami Wikipedia that is still in the incubator. The overall target in the Finnish Wikipedia is to increase the share of biographies on women from 20% to 20.5% in 2024; the target for the three Saami projects is to increase or maintain the percentage, as the gap is not as large (Northern Saami ~32%, Inari Saami ~50%, and Skolt Saami ~80%).

We also organize 6 other events or weekly competitions around particular themes, our local version of Wikimedia Serbia’s International Roma Day editathon, an open education week project, and an open data day. Our target is to have an average of 10 participants in each.

CHALLENGE 1.2 How to support small language wikis

Strategy: Keep small wikis on board, too

Wikimedia Suomi takes into account the smaller language communities operating in Finland, so that editors can also participate in writing competitions by writing in the Livvi-Karelian, Inari Saami, Skolt Saami, and Northern Saami languages.

In addition, we hold a weekly competition on the topic of European minority languages. The concrete goal is that the theme days of all Finnish minority languages (Karelian, Meänkieli, Romani, Saami languages, Tatar, Yiddish) have articles and on the day they are celebrated, this is listed in the On this day box on the front page of the Finnish Wikipedia.

Wikimedia Finland's board member Yupik, who is also a bureaucrat on the Northern Saami Wikipedia and an administrator on the Inari Saami Wikipedia, is Wikimedia Finland's representative in the steering group of Finto (Finnish ontology service). Yupik also helps organize workshops in northern Finland.

In 2019, the book Lukion taulukot, which is a math, physics and chemistry reference book used in the Finnish high school, was open-sourced, scanned, and digitized in Wikisource and then copied to Wikibooks. In 2024, the idea is that content will be reviewed. After that, the idea is to translate parts of it into Northern Saami, Inari Saami, and Skolt Saami. For these languages, this would be groundbreaking as this material has never been available in these languages before nor are there high school textbooks in these languages. In addition, much of this terminology is not available in the bilingual dictionaries for these languages nor are there textbooks for these subjects available in these languages. The terminology work carried out during the translations would be entered into Wikidata so that it would be all in one place and easy for the language communities to access later on.

Expected results:

The Finnish Wikipedia's weekly and monthly competitions also count contributions in Karelian, Inari Saami, and Northern Saami for activating Wikipedia writers using these languages. (Skolt Saami contributions are only counted in the monthly competitions for technical reasons as its Wikipedia is still in the incubator; these results are calculated by hand.)

The theme days for the minority languages of Finland are listed in the On this day box on the front page of the Finnish Wikipedia to improve coverage of articles about national theme days and to improve general knowledge about the languages by giving articles visibility.

Yupik continues in the Finto steering group of the National Library of Finland. The main goal is to continue helping shape Finto's policies on using Wikidata in YSO, the general Finnish ontology, and vice versa. We also seek to further extend the use of YSO’s CC0-licensed Northern Saami translations in the Wikimedia projects by ensuring they are added to Wikidata. This will help improve the quality of the Northern Saami Wikipedia and other Wikimedia projects, which could lead to the knock-on effect of the Wikipedia widget in YSO showing Northern Saami Wikipedia articles in the Northern Saami language version of the interface, as it currently does in the Finnish, Swedish, and English versions.

We have at least one event together with the Saami language Wikipedias to improve connections to the Saami communities.

The Finnish version of the reference book Lukion taulukot in Wikibooks is updated. The content of the tables in the book has been reviewed at least once. A plan is in place about how to translate the reference book Lukion taulukot to push the project forward.

CHALLENGE 1.3 Strengthening international collaboration

Strategy: Actively participating in events in Europe, focusing on the countries of Wikimedia Northern Europe (Iceland, Denmark, Sweden, Norway, Estonia, Latvia, and Lithuania)

Attending international in-person events aims to connect Wikipedians from different countries and transfer information from the global Wikimedia movement to Finland. Working with nearby countries is important as traveling between countries is relatively easy, making in-person project meetings and projects possible.

In 2024, we aim to participate in the Wikimedia Hackathon, Wikimedia EU meetings, Wikimedia Summit, WikidataCon, and Wikimedia Eesti Summer Days. Participants write a blog post or report to the wiki page for each event from the participants. At Wikimania 2024 in Poland, we aim to have a larger group of participants from Finland and book travel and hotel rooms together.

As for the Benin user group and Villa Karo, we are looking for a volunteer contact/liaison Wikipedian from Benin who lives near Villa Karo. We will write instructions for all Wikipedians on how to apply for a residency there.

We participate in at least two projects with Wikimedians from other Wikimedia Nordic countries. Yupik will continue cross-border cooperation with Wikimedia Norway with regards to the Saami Wikipedias. Zache will continue cross-border cooperation with Wikimedia Eesti and Ajapaik. We are organizing Wiki Science Competition awards with WMEE.

For fundraising, there are non-WMF grants from EU or Nordic organizations that require participants from multiple Nordic or Baltic countries, and cross-border collaboration makes applying for these possible.

Expected results:

Participants will gain and share knowledge and insights by attending Wikimedia events, which can help in community building and fostering a collaborative environment. Group travel to Wikimania is also more cost-efficient.

Establishing and strengthening international connections and collaborations leads to more diverse participation, skills, and content. Experiences and learnings are shared over national borders. Cooperation between countries also makes more diverse funding opportunities possible.

CHALLENGE 1.4 Wiki Loves Monuments sustainability

Strategy: focus on the fixing the upload map tool

Wiki Loves Monuments Finland collaborates with various long-term partners and has been pivotal in opening data materials to Wikidata. While the competition has good visibility, its organization is cumbersome, demanding year-round commitment, multi-language communications, and outreach activities.

Despite being a significant outreach activity, it only attracts around 50-60 participants who actually upload the photos to the competition, which does not justify the effort put in annually. The main challenge is the ease of participation, which hints at the need to improve the map and uploading tools.

For 2024, the WMFI aims to simplify the competition by reducing tasks, relying on volunteers for communications, and focusing on enhancing the uploading map tool. We also plan to modify the WLM website to incorporate the map tool, ensuring minimal annual updates. If we are unable to find volunteers, we will skip the 2024 competition to concentrate on technical enhancements.

Expected results:

The changes aim to simplify the competition, reduce workload, and enhance user experience. By delegating tasks to volunteers, refining technical tools, and streamlining the website, the organization hopes to attract more participants and ensure the competition's sustainability. If we organize the competition, then our target is to have 100 users who have uploaded photos to the competition and 1000 photos.

2.) TECHNICAL PROJECTS

CHALLENGE 2.1 Automation of manual work on bot uploads

Strategy: use crowdsourcing, machine vision, and language models for adding depict and category values to photos.

In the last quarter of 2023, WMFI started uploading 16,000 images from the Finnish Heritage Agency's JOKA Journalistic Image Archive in Finna to Wikimedia Commons. When we upload images from the image archive to Wikimedia Commons, the relevant metadata must also be stored. Images need to be categorized, and the location in the photo and what is in the picture need to be stored. If thousands or tens of thousands of images are uploaded, it produces immense amounts of manual work.

Images in Finna have tags that are grouped by type and include coordinates, names of people in the picture, subject tags, street addresses, etc. The tags used are also partially linked to Wikidata. However, the detail level of Finna subjects differs from those used in Wikimedia Commons, meaning the categories and depict values used in Commons are more precise and, therefore, Finna values cannot be directly copied to Commons.

Similarly, the names of individuals must be linked to their corresponding Wikidata object. When refining categories, the user should also remove the less precise supercategories. Moreover, the bot should not blindly re-add categories or SDC values that a human has already removed from the image.

To make the adding process less cumbersome, we are creating a curation tool that users can use to mass-add categories and depict P180 property values to images based on the combination of values from Finna. The tool will employ the open_clip machine vision library and large language model for classifying Finna values and sanity checking the additions. Such automatic classification of images containing humans will form a personal register. Thus, with OKFI and Ajapaik, we are exploring what legal and documentation requirements will arise.

Expected results:

The 16,000 photos from JOKA will be imported. The collection contains a large number of photos from historical events and persons, which are usable in Wikipedia and Wikidata.

The web tool for batch-adding structured data on Commons P180 depicts values allows editors to add these properties to a larger number of photos faster. The tool also allows crowdsourcing the task to a larger group of people.

To share what we have learned from this, we organize a workshop with Ajapaik about crowdsourcing and open_clip usage to share information about the technical implementation. The second workshop with OKFI is about legal regulation, biases, and personal rights. This target is to document a checklist of what NGOs should consider when making a database that contains annotations created by machine learning from images containing humans.

CHALLENGE 2.2 Imagehash database development and optimization

Strategy: Productize the duplicate image search tool for global usage.

In 2023, we created a database of perceptual hashes for Wikimedia Commons images in Toolforge. The database allows users to find out, based on visual similarity of images, whether or not an image has already been stored in Wikimedia Commons or whether the same image has been stored in Commons multiple times.

We use the database ourselves to find and verify Finna images corresponding to Commons images.

Currently, the database contains information on 20% of all images in Wikimedia Commons, including nearly all of the images stored from Finland, Estonia, Flickr, Europeana, and Finna. The database can be accessed through an API interface for programs.

The current max indexing speed is 10 million photos per month. Indexing speed would be substantially higher with faster access to image files. This would require technical support from WMF cloud services. Also, before publishing imagehashes as downloadable archives, it would need to consult with WMF if they see any risks related to publishing these.

The goal for 2024 is that all images in Wikimedia Commons would be indexed in this database, the tool would have instructions in English, a function would be added to Pywikbot to check whether the image is already in Commons, and a web browser interface would be added to the tool. The browser interface would be multilingual and translated using Translatewiki. We also plan on releasing regular database backups as downloadable archives.

Expected results:

All of Wikimedia Commons' 100 million images are indexed with perceptual hashes. This would allow the creation of a universal test when an image is uploaded that would show if the image is already on Commons.

The web UI would enable users without programming experience to search for identical files. Pywikibot integration would allow an easy-to-use interface for bot developers. Automated monitoring of the tool and Slack alerts would automatically inform tool admins if the tool is broken.

Downloadable weekly archives would have dual use as public backups and offer the possibility to use datasets in one's computer, for example, in queries too heavy to be run on Toolforge.

CHALLENGE 2.3 Finding the nearest targets for photographing and uploading photos

Strategy: Create a tool which shows target lists on a map and uploads photos.

The common need for targeted photography activities is that users need to create and share lists of photographic subjects and then browse the lists using mobile devices in map form. Users do not only photograph points as subjects; they can also use roads or areas in the map as subjects.

Once a user has photographed a subject, the user would like to directly upload the image to Commons or Wikipedia from their mobile device. This is especially important in in-person group events where the whole process needs to be explained on-site.

For users, it is also important to be able to fix inaccurate information on the list, typically coordinates, on-site so they can fix it the moment they detect the error.

For this use case, WMFI will develop a mobile map tool to show the listed subjects and basic information about them on a map. Users can correct the coordinates of the listed subjects in Wikidata and upload related images to Commons. If the source of the list is a public art list the edited information is saved to it. The source of the list can be a Wikipedia page, Petscan, or the result of a SPARQL query. The map should show points, lines, and areas as selectable targets.

Expected results:

A mobile web app that shows listed targets on map, allows users to login using OAuth, refine coordinates of listed targets, and upload photos related to targets. This is done in spring 2024. The public art photographic group will test the app in spring/summer. Release of the software in Finnish Wikipedias Elokuun kuvitustalkoot event (the monthly August Illustration event) and if we organize WLM, then use the tool in WLM.

The target is at least 1000 uploaded photos from 20 selected test users in 2024. Test users will review the app in early summer and the app must receive a rating of at least 3 on a scale of 1 to 5. We will implement the changes based on feedback. Target for rating made by test users is least 4 at the end of August. For other users, we conduct a web survey at the end of August.

CHALLENGE 2.4 How to develop Ukbot

Strategy: Have an online workshop to learn how to install the Ukbot development environment and document the results.

The Ukbot is used in the competition of the week for scoring, for notifying the organizers if actions are needed, and for thanking the participants once the event is over. The tool has become unreliable and there have been competitions where it has not been working. At the moment, we know how to read the logs in Toolforge for initial debugging and how to restart the bot and change the configuration parameters.

There is, however, no profound understanding of how Ukbot operates. That is, we do not know how to install it, what is in the database, or how best to perform software development related to the bot. To clarify this, a workshop will be held where we will go through the bot's source code and install it locally.

Expected results:

A one-day workshop where we learn how to run Ukbot from source and run a demo weekly competition. Documentation of the most common behind-the-scenes problems and how to fix them. We also prepare to fix the problems. The target is that 3 new people understand how to install Ukbot locally, to change its code, and to test it.

CHALLENGE 2.5 Make semi-automated wikiediting easier

Strategy: Install the Javascript Wiki Browser in Gadgets.

Wikieditors are using a substantial amount of time for simple repetitive editing such as search-and-replace style language fixes and category changes.

These could be automated with suitable tools. For semi-automated editing, WMFI will codereview the Javascript Wiki Browser gadget and then it will be installed locally on the Finnish Wikipedia, and instructions will be written for it. If the Estonian language Wikipedia, Saami language wikis, or smaller wikis in the area also want to use it, WMFI will help install it.

Expected results:

We will have a one-day workshop for code review and gadget installation in the Finnish Wikipedia. We will then have a second workshop for writing documentation. If other wikis want to use the tool, we will help them enable it. The target is that at least 5 Wikipedians know how to use the gadget and have done at least one bot-request task.

3.) INTERNAL DEVELOPMENT

CHALLENGE 3.1 Diverse range of individuals in projects

Strategy: Ensuring success through clear, modular projects and extensive documentation.

In recent years, the association has employed students, interns, as well as those the long-term unemployed. In such cases, the activities must be such that they are suitable for people with diverse backgrounds including those with partial work ability. For this reason, we strive to offer activities that teach them and help them develop skills that are also useful outside of Wikimedia Finland, focusing on areas such as machine learning or programming.

For individuals to engage in activities, the activities need to be meaningful and the technologies used need to be well documented so that a lack of documentation does not hinder success. The tools used include Python, Toolforge, MariaDB, Phabricator, GitHub, and Gerrit.

Tasks should be broken down into smaller parts; project scheduling must be flexible, allowing room for learning and delays. The goal is to create directly useful things for the wiki community, such as developing tools and producing results that can be demonstrated as edits, saved photos, wikieditors, and published software fixes.

The operation focuses on clear projects through which individuals can distinguish the work done for the association from their other wiki hobbies. The goal is also to share what they have learned with other Wikimedians and active members of the association through written documentation such as instruction pages, examples, and blog writings, so that the learnings are shareable online.

Expected results:

At least 4 of 6 technical projects have been successfully finalized and documented. At least 4 people have played a significant role in these projects.

CHALLENGE 3.2 Diverse funding

Strategy: Actively seek grants and alternative funding sources.

In previous years, our main problem was noticing the suitable grants too late. To fix this, we will have a monthly planning meeting at the end of the month where we also review potential grants for the next board meeting. Even if we do not find suitable grants for ourselves, the review work is useful for other open knowledge groups.

Expected results:

We have met 12 times in 2024 to review grants. We have applied for at least one non-WMF grant. We have started a student internship for 2024–2025 or the next paid subsidy employment for 2025.

In Wiki Loves Monuments, the Finnish Heritage Agency is our long-time partner. Our collaboration includes, for example, communication and organizing award ceremonies. From 2022, we have our WLM theme have been same as the European Heritage Days theme and one notable parther has been the Ministry of Environment.

WMFI uses the Ajapaik.ee platform for crowdsourcing and rephotography, and this continues in 2024. We have also done joint software development and student projects. Fotki.com is donating the hosting for Ajapaik (1500€/year). Google API/Maps services are donated by Google NonProfits (5000€/year). Ajapaik student projects use the WMFI server for machine learning projects, and WMFI runs one of Ajapaik's offsite backup nodes.

With Wikimedia Estonia, we have planned to have mutual visits and a joint trip to Wikimania 2024 in Poland. We also have plans for skill-sharing online meetups, for example, how to upload crowdsourced coordinate data from Ajapaik to Wikimedia Commons using our experience with Pywikibot and Ajapaik and how to reconcile Ajapaik images to Wikimedia Commons images. We are also organizing the Wiki Science Competition with Wikimedia Eesti.

Wikimedia Suomi board member Yupik is an active member of the Northern and Inari Saami Wikipedias where she is a bureaucrat and administrator respectively. Her work transcends the state borders splitting the Saami homeland as she helps organize workshops for the Wikimedia community on the Finnish side of the border and also works with Wikimedia Norway and the community on the Norwegian side. Within the Wikimedia projects, she is also a member of the language committee and is a member of the steering committee of the Language Diversity Hub. Outside the Wikimedia projects, she serves as WMFI's representative in the steering group of the Finnish ontology service Finto at the National Library of Finland, which meets four times a year.

Editors can participate in our Wikipedia weekly competitions by editing Wikipedia in Finnish, Inari Saami, Northern Saami, or the Livvi-Karelian language. Points for these edits are calculated by the Ukbot, which is operated by the Norwegian Wikipedia user Danmichaelo. For our monthly themed competitions, Skolt Saami is also included; edits in this language need to be calculated by hand since Ukbot does not work in the incubator.

We have monthly online meetings with the OKFI executive director to sync our work and discuss ongoing topics. The most common topics so far have been related to machine learning and potential joint workshops.

We have monthly/bi-monthly online Wikidata and Ukraina-related meetings with active members of Project Fredrika, which is a project that focuses on writing about Finnish topics in Swedish in the Swedish Wikipedia and Swedish topics in Finnish in the Finnish Wikipedia.

We are coordinating our work with the AvoinGLAM network in Finland. WMFI and AvoinGLAM have members in common. In 2023, we participated in organizing the Wiki Loves Living Heritage in Finland.

Collaboration with Villa Karo and Benin Bilateral Companionship program with Wikimédiens du Bénin have been working through direct personal contacts and Wiki projects.

We have 3 paid staff members, and we seek 2 student interns.

Student internships are non-paid, i.e., part of studies, and students are organized under school and not in a work contract to WMFI. However, we offer a 1,500 - 3,500€ award for thesis works based on grade and a separate €1,500 allocation for implementation thesis projects.

In previous years we have done projects with Ajapaik and also bought technical work from Ajapaik. This work has been billed from WMFI using a rate of 25€ per hour. For the year 2024 we do not have any specific plans.
