Wikimedia CEE Spring is an international writing contest organised in the CEE region with the goal of supporting the creation and improvement of articles on a variety of topics related to communities and countries from the region. The campaign aims to join local forces of free knowledge to accumulate and distribute information about history, culture, traditions and people in every corner of the region to support mutual acknowledgement and understanding and to increase the quantity and quality of free knowledge available about the CEE region globally.
The central infrastructure for the writing contest will be set up by a team of international organisers which consists of experienced Wikimedians from across the CEE region. This team will communicate with and provide support to local organisers, extend contacts and invite participants from outside the CEE region, make connections with similar like-minded campaigns in the movement (e.g. #WikiForHumanRights campaign), monitor the implementation of the writing contest and evaluate the results after the end of the contest.
Local contests will be organised by local teams and the contest in every community will have a slightly different face to take into account the local context. The local coordinators will be responsible to set up the local infrastructure, define the rules of the local contest, form a jury which will evaluate the contributions and advertise the contest within the local community. As in the previous year, the CEE Hub will guide and support the local communities in organising the contest and approaching to newcomers. By doing so, we want to promote clear work processes and an inclusive environment where participation of new people (both as organisers and participants) is stimulated.
Local teams will have to prepare lists of articles about their country or community, which they would like to see in every possible language in the world and editors from all other places create and significantly edit those articles, whereby participants can write about any topic connected with the other participating countries, regions and communities in Central and Eastern Europe. Local organisers will have discretion to identify thematic areas (e.g. culture, sports, history, geography, society etc.) and important topics, but it is strongly recommended to engage other community members in creating the lists of articles. This year’s edition will consist of three sub-contests: CEE Women, CEE Youth and CEE for Human Rights. Each of the three aims to close different gaps by encouraging creation and improvement on topics related to women, youth, human rights, environmental protection climate change and other topics. CEE for Human Rights will also be part of this year’s #WikiForHumanRights campaign, which will take place from May to July 2023 and will be partially contained in the time frame for Wikimedia CEE Spring 2024.
We wish to use prize funds of up to €400 per community to help us narrow down the focus of the editors in reaching those aims. By awarding prizes in certain categories, we can ensure the writing of articles in the categories, chosen by each local organiser (e.g. there can be prizes for the largest number of articles about women or human rights in order to close the gender and content gaps). For a second year, there will be international prizes for the most prolific participants in the sub-contests with a prize fund of €150 each.

The international team consists of volunteer Wikimedians who have long-time experience in organising Wikimedia CEE Spring both locally and internationally as well as other campaigns. They include:
- Kiril Simeonovski will prepare and submit the grant application, set up the infrastructure for the sub-contest and other pages, and evaluate the contributions in the sub-contests.
- Philip Kopetzky will set up the general infrastructure of the contest, create a weekly timeline of communities and topics, compile the international list of articles, and prepare and submit the final report.
- Mārtiņš Bruņenieks will work on identifying topics of interest and provide support in the compilation of article lists for countries and communities.
- Natalia Szafran-Kozakowska will be a WMF liaison and help with the communication between the international team and other parties in the movement.
- Marik Stelmasik will generate daily statistics about the progress of the contest across participating communities and sub-contests that will be used to measure success.
- Željko Blaće will work on identifying topics of interest related to underrepresented minority groups and attracting editors to write articles on those topics.
- Farhad Fatkullin will promote the campaign among the minority language communities of Russia.
Apart from the international team, there will also be involvement from the CEE Hub staff and the fiscal sponsor with the following people:
- Manfred Werner from Wikimedia Austria will handle the grant and distribute prize funds to participating communities as well as to winners of international prizes.
- Toni Ristovski from the CEE Hub will coordinate the CEE communities towards preparing for participation in the writing contest.

The international team will closely collaborate with the CEE Hub in coordinating the language communities from the region to take part. This will provide a step-by-step guidance on how to set up the local infrastructure, how to define local rules, how to make an award distribution, how to compile article lists and how to attract editors. Furthermore, the international team will make efforts to partner with Wikimedia affiliates and communities from outside the CEE region in order to get them involved and globalise the significance of the identified topics from the lists of articles.
