Part 1: Understanding your work
editPer the recent update on the Wikimedia Foundation Affiliates Strategy process, Wikimedia Affiliates that are General Support Fund grantees will fulfill their affiliate reporting requirements through their final or yearly grantee report.
If you are a Wikimedia Affiliate, you will use this form for your affiliate reporting and to address the affiliate health criteria. You do not need to submit a separate report to AffCom. Follow the guidance in the green boxes to report on how you met the corresponding affiliate health criteria.
If you are not a Wikimedia Affiliate, aligning your responses with the affiliate criteria is optional and not required.
1. Please share to what extent your programs, approaches, and strategies contributed to addressing the challenges you shared in your proposal. If they did not contribute as you believed they would, please share what obstacles you faced and what, if anything, you learned from them? (required)
For affiliates, use this space (Question 1.) to address Affiliate Health Criterion 1.1 (Goal delivery). Describe how you actively delivered on mission goals, e.g. content creation.
This report covers 1,5 years of Wiki Loves Monuments international work. The photo competition is a yearly event in the movement, originating from a local initiative in 2010.
The international team had 3 main priorities for the editions 2023 and 2024: 1) supporting the national contests, 2) curation of resources and 3) exploration of new ways to increase the support of gender equity. While the 2024 edition is still coming to a close, in general the team was able to work on all three of the prioritized actions.
2. Is there a plan to build on the key successes you had? If yes, please describe the plan and if no, please share the limitations to do so. For instance, did the activities lead to any new priorities, ideas for activities, or goals for the future? (required)
In the past 18 months, we worked with Wikimedia Austria to include our grant and the reporting thereof into their multi-year request. With the alignment in application period of our grant, and the signing of the Memorandum of Understanding this process has been concluded. While this is a very practical solution, in the past years wlm-i has been experiencing a declining number of active volunteers on the team, and we’ll have to be aware not to lose the feeling of ‘ownership’ because of lack of engagement from the team, or out of fear of taking on the responsibility.
The team is aiming to come together again in Q2 of 2025, where the team dynamics and decision-making will be a topic to explore further.
In December 2024, after 3 years of waiting, the front-end of our jury tool Montage was updated to a new version. In the new multi-year grant for 2025-2027 we have funds to make further technical improvements, both in Montage and in other (new) applications. We will start conversations with our technical volunteers soon about the best approach, so we don’t lose the current momentum.
We realized that while we like to improve our communications (both in terms of a more strategic approach, as a more inclusive one), we need professional support to create and carry out a solid communication strategy. We included this in our new grant request through WMAT and are aiming to start the application procedure for a paid professional in Q1 of 2025.

WLM 2023 had a total of 45 participating countries, 217.888 new image uploads, and 4698 participants (of which 2753 created an account after the competitions’ starting date). WLM 2024 had a total of 56 participating countries, 240.193 new image uploads, and 4524 participants (of which 2539 created an account after the competitions’ starting date).

For affiliates, the response to Question 5. also partially addresses Affiliate Health Criteria 4.1 (Internal Engagement), 4.2 (Community Connection), or 4.3 (Partnerships & collaboration), where applicable.
The WLM international team conducted surveys for participants and national organizers to collect their feedback.
In 2023, all survey respondents had organized Wiki Loves Monuments (WLM) before; in 2024, two-thirds of the respondents were new to their teams. Despite some turnover, there is a high retention rate, with 90% of 2023 organizers wanting to participate again, and 83% of 2024 organizers expressing a positive attitude. Organizing WLM helped attract new contributors, raise awareness about cultural heritage, and improve documentation on Wikimedia projects. Some organizers also reconnected with heritage institutions and hosted local events.
Press coverage of the event has been positive, with examples from Liguria, Italy, and Poland. A separate survey of finalists showed that while many had contributed to Wikimedia Commons before, others were newcomers. Their main motivation was to document and promote cultural heritage through their photography, with appreciation for their contributions being a significant reward.

From previous survey we learned that people would appreciate having the information available in their own language. For this, we have started creating our information on Commons as translatable pages (however we did not yet have time to hire paid translators to support the work).

WLM 2023 and WLM 2024 were the second and third editions where we received professional support for mainly our project management and administration. Onboarding a new person to a project like WLM has always been a bit of a challenge. The initiative has historically always been volunteer-led, and has a history of organic growth and coordination. While not wanting to overstep, the professional is at the same time expected to meet internal and external expectations for reporting and progress. At the same time the small team would not have been able to do the things we would have done without this support, and we value the time and personal investment in our project.
How the professional support can be used in the most effective way, will also be a topic for the teams’ in-person meeting in Q2 2025.

We have requested and received grant money in 2025-2027 for more paid technical and tooling development. We will be discussing a preliminary plan with our developers in Q1 2025. Also, we requested and received funds for professional communications support, to develop a sustainable communications plan.
