Since last year, our Annual Plan is consistent with the strategic direction of Movement Strategy, centering on the goals of knowledge equity and knowledge as a service. Our strategy is simplified into 5Ps or Promotion - Participation - Partnership - Pursuit of Purpose.
Our Community's goals for 2024-2025 are:
Promotion - by raising the awareness of Wikimedia projects in the country as a platform that serves open knowledge, we will be able to promote Wikimedia projects and encourage different stakeholders to be part of the movement. Under the Advocacy Program, and Wiki Education Philippines program, the User Group has initiated sustainable, creative, and innovative projects which enabled us to spur the interest and promote the Wikimedia projects both online and offline, among academics and non-academics. On 13 December 2023, we relaunched our education program encompassing the different initiatives of the User Group under Wiki Education Philippines. Currently, we are supporting 4 Wiki Clubs namely: CBSUA Wiki Society, CBSUA Wiki Club, CNHS Wiki Club, and Wiki Club Minalabac.
The Wiki Education Philippines program deals with the promotion of open educational resources within and thru academic institutions. It promotes the utilization of Wikimedia in lessons thru trainings and WikiTutorial to engage both teachers and students as participants in utilizing the contents on Wikimedia and in participating in Wiki-related activities. The organization also conducts advocacy activities in collaboration with civic organizations and academic institutions to promote Wikimedia projects and encourage its constituents to be part of the movement. The Advocacy Committee creates and supports activities related to the promotion of building a free knowledge on the local heritage, culture and the arts.
Participation - by increasing the engagement of participants from all sectors of the society, we will be able to foster diverse participation to address the gender and knowledge gaps. Under our Diversity, and Outreach programs, the User Group has maintained a gender diverse community, engaged a diverse participation in its activities. Since 2019, the community has organized the WikiGap Campaign in the Philippines to close the gender gap and other diversity gaps on Wikipedia which led to the formation of Wiki Women Filipinas community. Last year, we organized a forum on Preservation of old publications through Bikol Wikisource, and a 3-day national conference with the theme Preserving Our Heritage: Safeguarding Digital Assets Through Wikimedia. This conference brought together participants from different Wiki Loves photography contests from various parts of the country, photography enthusiasts and heritage advocates with the aim to strengthen collaboration.
We also conduct activities to reach more people both online and offline thru collaboration with groups, organizations and institutions. The "Wiki Loves" photography contests have proven to have a considerable impact on our Wikimedia activities. Offline activities such as photography walks have engaged new contributors and volunteers. Aside from Wiknics and several photo walks, edit-a-thons have been organized to engage more participants and utilize the images gathered in Wiki Loves photography contests.
Partnership - by creating opportunities through collaborations with public and private organizations, we will be able to benefit from resource sharing as well as have sustainable programs. PH-WC launched the GLAM Philippines program in September 2023. The organization also aims to engage with libraries, museums, among others as GLAM institutions provide the foundation for our verifiable information such as original books and manuscripts. Recently, it held its activities at the National Museum of Anthropology, National Museum of Natural History, National Museum of Fine Arts, Museo ni Jesse M. Robredo, Universidad de Santa Isabel Museum, Museo del Seminario Conciliar de Nueva Caceres (Holy Rosary Minor Seminary Museum) and the University of Nueva Caceres Museum.
Also through the Outreach program, various activities are being conducted to reach more people both online and offline which can be done through collaboration with groups, organizations and institutions. In the past, the User Group has collaborated with Kintab Artist Group, Nueva Caceres Heritage Movement and Sumaro Bikolnon cultural organizations in the promotion of local heritage and the arts. Partnership with these organization means more collaborations toward the promotion of accessible information. The Outreach Committee is also responsible in creating projects and programs to engage new contributors in online and offline activities.
Pursuit of Purpose - thru practice and demonstration of our values and by pursuing our mission for the humanity, we will be able to develop and strengthen the members' skills and abilities, and our organization's processes and resources that it needs to sustain, adapt, and grow. The community has initiated projects thru self-funding and volunteerism as it envisions itself to be a free, open and vibrant organization. It aims to achieve its goals thru sustainable, creative and innovative projects and partnerships. To date, PhilWiki Community has eighty-three (83) volunteers.
In August 2023 at the Bikol WikiConference, all (5) officers and a number of members participated as part of the organizing team and as presenters. Two current board members and two past officers represented PhilWiki Community at Wikimania 2023 and Wikimedia ESEAP Strategy Summit 2023 held in Singapore. One of the highlights of its participation in the ESEAP Affiliates meeting with Maki Katsuno-Hayashikawa, the director and representative of UNESCO Multisectoral Regional Office in Jakarta to Brunei Darussalam, Indonesia, Malaysia, the Philippines and Timor Leste. In October 2023, PH-WC president Maffeth Opiana attended the WikiWomenCamp 2023 in New Delhi, India. The conference with the theme "Map Up, Rise Up" brought together individuals who identify themselves as women from different countries of the Wikimedia movement. Maffeth served as part of the communications team composed of Wikimedians of different backgrounds. In December 2023, the User Group in collaboration with Commons Photographer User Group organized the 3-day WikiCommons PH Conference 2023, a national conference of contributors on Wikimedia Commons, held at Avenue Plaza Hotel, Magsaysay Avenue in Naga City, Bicol. Recently, PhilWiki Community signed a memorandum of understanding with the Bikol Wikipedia Community and the Nueva Caceres Heritage Movement for its upcoming collaboration on GLAM and Bikol Wikisource projects for 2024.
Over-all, our challenge is maintaining an organization that fosters camaraderie, loyalty, integrity, and mutual respect, as well as keeping the high spirit of volunteering and collaboration. We dream that our community be more productive and effective in its strategies to achieve its targets.

Lead: Maffeth Opiana-Sto. Tomas (User:Maffeth.opiana) She is an incorporator and the current board president of the user group. She has been the project lead of Wiki Loves Earth Philippines since 2018. She is also among the members who lead the Wiki Gap Campaign Philippines, Wiki Loves Folklore Philippines, and Wiki Loves Fashion Philippines. She is the first Filipino woman to complete the 100 Wiki Days Challenge. As a volunteer since 2014, she has been a contributor, facilitator, participant, and organizer in different campaigns and outreach activities.
Co-lead: Marife Altabano (User:Marife.altabano) She is the current board treasurer of the user group. She also serves as the chair of education committee which runs the Wiki Education Philippines program. A senior high school teacher, she volunteers in organizing activities that involves teachers and students. Recently, she spearheaded a seminar-workshop attended by around 30 students which led to the formation of CNHS Wiki Club, an extra-curricular organization. She has been part of the movement as a volunteer since 2020.

- Ian Kenneth L. Orasa - He is the board chair of the user group and also the chair of advocacy committee. He previously served as public information officer from 2021-2022. He supports in networking with cultural organizations and academic institutions fostering collaborations. In 2018, he spearheaded a partnership with an organization of architecture students for the photography walk held during the Wiki Loves Monuments Philippines.
- User:Daragang Nagueña - She is the current board secretary of the user group and is also the chair of diversity committee. Her first participation in the Wikimedia movement was in 2020 during the WikiGap Campaign. Since then, she has actively participated and organized various activities that foster inclusiveness. Recently, she organized the WikiWomen Filipinas, a network of women formed during the culmination of WikiWomen Meet-up event which she organized in December 2023 in support of Wikimedia movement’s advocacy to promote inclusivity and improve the representation of women across Wikimedia projects. The group includes youth and women sectoral leaders, teachers, young professionals, and mothers including grandmothers.
- User:ShiminUfesoj - He is the current auditor of the user group. He is an active contributor on Bikol Wikipedia and is the youngest admin on the project. A prolific contributor since 2018, he was a beneficiary of a laptop from the Hardware Donation Program.
- User:Kabu Sawsaw - He is a board member of the user group and is the current chair of GLAM committee which runs the GLAM Philippines program. Ever since he participated in Wiki Gap Campaign in 2020, he has been involved in community outreach activities. A senior high school teacher, he has organized a Wiki Loves Art mural painting activity in his school, distributed over 200 localized Reading Wikipedia in the Classroom booklets, and participated in photography walks. He support the activities of the user group as a facilitator and as a resource speaker.
- User:LeahLhey - She is a former board secretary of the user group and a former chair of education committee. A university instructor at Central Bicol State University of Agriculture, she was a participant at the WikiTutorial conducted in 2018-2019. Ever since, she has been involved in community outreach activities including the Wiki Loves Art mural painting activity, WPWP, meet-ups and editing activities. She is among the first female board members of the User Group.
- User:Ranieljosecastaneda - He has been an active contributor on Wikimedia Commons since 2018. An award-winning photographer both in the national and international level, he won the Wiki Loves Fashion Philippines in 2021 and 2022, and Wiki Loves Earth Philippines in 2021. He recently joined the user group and participated at the WikiCommons PH Conference 2023 wherein he gave a presentation on bird photography. He supports the activities of the user group as a resource speaker and part of the documentation committee.
- User:Alvin Casitas - He is an award-winning photographer and a newbie contributor on Wikimedia Commons. He won the Wiki Loves Monuments Philippines in 2022. He recently joined user group and participated at WikiCommons PH Conference 2023. He supports the activities of the user group as a facilitator and part of the documentation committee.
- User:Jessartcam is an award-winning photographer and a newbie contributor on Wikimedia Commons. He won the Wiki Loves Food Philippines 2022. The user group has signed a memorandum of understanding with the City of Naga, the Bikol Wikipedia Community, and the Nueva Caceres Heritage Movement formalizing its partnership in conducting activities promoting the creation and utilization of free resources, as well as in organizing the activities on GLAM and Bikol Wikisource projects for 2024. The main office of the user group is situated at the Raul S. Roco Library, a city public library which served as venue of several activities including the Bikol WikiConference 2023 in which the user group is one of the organizers. The Bikol Wikipedia Community and PhilWiki Community recognized Nueva Caceres Heritage Movement as one of its partner institutions during the culminating activity of the 15th Bikol Wikipedia anniversary celebration. Our partnerships with these organizations have been vital in the promotion of local knowledge, cultural heritage and history thru Wikimedia platforms.
PhilWiki Community has also signed an activity agreement with the Central Bicol State University of Agriculture-Calabanga in support of their activities towards the establishment of the university's CBSUA Wiki Education program. The roots of the partnership can be traced back to 2012, with conferences and training sessions involving CBSUA faculty and students beginning in 2017. CBSUA Wiki Education, a joint program of the International Relations Office of CBSUA-Calabanga and the PhilWiki Community and Bikol Wikipedia Community, marks a significant milestone as the first university-based Wiki community in the Philippines.
