As it is stated in our proposal for Year 1 the activities that CIS-A2K is proposing are towards bringing systemic changes in the way cultural and educational institutions interact with the Wikimedia communities and projects. Our plan intends to develop comprehensive GLAM activities such as Living Glam- facilitating the digitisation of museums, sustainable and impactful training of Wikimedians such as TTT, Wiki Camps, and building support communities for Wikimedians such as the Future of Commons to support them with partnership opportunities, policy and research work and building advocacy capacity.
After due deliberation with the Wikimedia Foundation’s Community Resources Team, we have decided that during Years 2 and 3, we will scale up our efforts, enhancing both the volume and depth of our work. Building on the insights from Year 1 and findings from research initiatives, we aim to foster greater engagement among Wikimedians across India and South Asia. We’ll focus on facilitating participation in regional conferences and thematic activities, such as WCI 2025, the Future of the Commons, and the Indian Languages Festival. These events will target a diverse audience of Wikimedians and language enthusiasts who have yet to engage with Wikimedia projects and communities.
Owing to our experience of engaging with diverse stakeholders, the CIS-A2K team has realized that in order for Wikimedia communities to grow, there is a need for us to expand our outreach initiatives to invite non-Wikimedia contributors towards our projects. As leaders in the free and open knowledge movement, we are committed to exploring intersections of language, technology, and knowledge production, thereby expanding our reach beyond traditional Wikimedia initiatives. Recognizing the need for a holistic approach, we aim to extend our reach beyond traditional Wikimedia projects by connecting with communities that are working to revitalize and enrich their languages and cultures. By building capacity and fostering collaboration among these diverse efforts, we can create a more inclusive, vibrant Wikimedia ecosystem that reflects the richness of the Global Majority.

Over the past decade, A2K has dedicated itself to building and supporting Indic Wikimedia Communities through leadership development, fostering partnerships, investing in outreach, content development programs, and promoting diversity within the Wikimedia movement. Our journey reflects a commitment to growth, content creation, and free knowledge. As we reflect on our strengths and shortcomings, we recognize the need to adapt to the evolving landscape of open knowledge and the Indic language space, proactively addressing the unique challenges underrepresented communities face.
In our Year 1 proposal, we outline initiatives aimed at creating systemic changes in how cultural and educational institutions engage with Wikimedia projects. These include comprehensive GLAM programs like Living GLAM, which empowers local institutions to share their narratives and enhance cultural visibility. We also plan to facilitate museum digitization, ensuring wider access to cultural artifacts. Our training programs, such as Train-the-Trainer workshops and Wiki Camps, will equip Wikimedians with the skills to engage effectively and sustainably within their communities. Responding to the long-standing need to invest in technology, especially to support the growth of Indic and Global Majority communities, this work plan focuses on building capacity within our team to contribute to technological development. Our strategic plan for 2024-2027 emphasizes technological growth, including tools for content creation and translation, solutions for secure data management, and exploring virtual and augmented reality to enrich engagement with cultural heritage and educational content.
Looking ahead to Years 2 and 3, our focus will shift toward scaling up our efforts in terms of both volume and depth. - New Initiatives
- Living GLAM: The Living GLAM initiative seeks to redefine the Galleries, Libraries, Archives, and Museums (GLAM) sector for the Global South, particularly in India. Our GLAM efforts so far have been focused on re-licensing and digitization. We’d like to move forward and create an ecosystem of people’s GLAM. This program aims to create dynamic networks that actively engage with local communities, fostering a sustainable future for GLAM institutions. The need arises from the underrepresentation of Global South narratives in global knowledge platforms, with only 0.3% of Wikipedia articles covering topics related to the Global South despite being home to over 85% of the world's population. There is a need for museums and archives in India to reinvent themselves and chart their afterlife in tandem with the changing techno-social and cultural context. This initiative will empower local institutions to curate and share their stories, enhancing cultural visibility and accessibility.
- Movement Advocacy: CIS-A2K is dedicated to advocating for the needs and growth of the Wikimedia movement in India and Global Majority regions. Currently, our advocacy efforts are focused on supporting the Wikisource project, which remains under-resourced but plays a significant role in Indic communities. By continuing to collaborate with Indic Wikisource communities and strengthening ties with the global Wikisource community, we aim to support efforts to grow and enhance the project.

- Vigyan Ashram: It is an innovative, grassroots-level alternative pedagogic organization located in the drought-prone village of Pabal near Pune that is striving to create practical, replicable educational solutions for rural communities. Collaborating with Vigyan Ashram, we trained rural youth in digital skills to create and digitize Marathi content on Wikimedia platforms.
- CIS-A2K has worked closely with the Indic MediaWiki Developers User Group, supporting mini-hackathons and enhancing MediaWiki developers’ representation at FOSS events like IndiaFOSS. Our collaboration has focused on providing resources and mutual support to enhance the MediaWiki volunteer’s activities and growth in India. Considering our upcoming plans to hire a full-time developer, this collaboration would eventually result in growth.
- CIS-A2K partnered with the Pune River Revival group to run the Mula Mutha Nadi Darshan campaign and photography contest on Wikimedia Commons from May 15 to August 31. Collaborators included Jeevitnadi, Ecological Society, and other local organizations, who contributed to documenting the rivers and conducting outreach. The project featured a public exhibition during World River Day and Ganesh Festival, raising awareness about the rivers' condition and setting the stage for continued citizen engagement.
- CIS-A2K has been collaborating with Lek Ladki Abhiyan since 2017. Lek Ladki Abhiyan, a social organization based in Satara has been working relentlessly on the issues that women have to face in their day to day lives. Their objective is to empower and educate women on issues like child marriages, gender gap, female infanticide and foeticide, forced labour, domestic violence, etc. The ‘Women at Work’ series was a result of this fruitful collaboration. The Digitisation center at Lek Ladki Abhiyan's Muktangan Training facility in Satara was officially launched on 15 August 2021, the first anniversary of Savitribai Phule Women's Archive. Regular sessions on copyrights, relicensing process, Wikisource project and free knowledge movement are conducted here.
- The Culture and Heritage Team at WMF collaborates with CIS-A2K on Wikisource technical support along with the Community Tech team. CIS-A2K plans to allocate developer time for maintaining essential Wikisource technology and will further work with the Culture and Heritage Team to identify opportunities and resources to support the Wikisource project and its technology development. Developers and other staff involved will receive support from Sam Wilson and Satdeep Gill from the Wikimedia Foundation.

This collaboration significantly increased interest in digitization and relicensing through Wikimedia projects among librarians, writers, and literary institutions in Maharashtra, Goa, and Northern Karnataka.
