We emphasize advocacy and capacity building among Finnish memory institutions and heritage organizations over implementing individual content import projects in our work in Finland. This also defines the way we align our work with Wikimedia Finland, who also manage their GLAM-related activities. We may work on traditional GLAM wiki projects such as data or media imports in individual cases, especially if they are related to a strategic goal or the context of a project we are running, and coordinate this with Wikimedia Finland.

We work together with Open Knowledge Finland (OKFI), Creative Commons Finland (CCFI, operating within OKFI), Wikimedia Finland (WMFI) and other stakeholders on advocacy and public policy for Open Access to cultural heritage. We actively participate in international advocacy and public policy coordination through all the networks in which we participate: Wikimedia, Creative Commons and Open Knowledge. We plan to participate in the workings of the Movement for a Better Internet (https://www.movementforabetterinternet.org/).

On an international scale, we might initiate global or international projects that have a narrower geographical focus, such as Europe, the Baltic countries, the Nordic countries, or Sápmi.We are coordinating the international MEHI tribute on the European level. We will continue to support the Wiki Loves Living Heritage project, facilitating the import of Living Heritage inventories and local collaborations globally. We are facilitating the creation of a pilot collaboration in West Africa. The envisioned GLAM Hackathon, which will be separately funded, will have a regional or international focus depending on further discussions in the international GLAM community.

We contribute to the development of an empowered global GLAM community. We want to help facilitate a spirit of collegial co-development between members of the GLAM community of practice (affiliates, volunteers, WiRs, peer organizations, GLAMs), the teams and leadership of the Wikimedia Foundation and other Wikimedia communities of practice. In our plans, we are preparing to facilitate collaborative agenda-setting within the community of practice.

8. What are your programs, approaches, and strategies? What are the challenges that you are trying to address and how will your strategies support you in addressing these challenges? (required)

Introduction

AvoinGLAM has been advocating for open access to cultural heritage since 2012. We have created activities that bring people together across organizations, enabling them to innovate for the open ecosystem. The online global Hack4OpenGLAM hackathons have activated new communities to work with GLAM and discussed directions for GLAM work. Wiki Loves Living Heritage has leveraged the networks of Intangible Cultural Heritage professionals to seek collaboration with Wikimedia affiliates around the world.

With limited resources, we must remain agile to change course or seize opportunities. We learn from our earlier experiences. The GLAM School project was different in scope as we discovered a large pool of materials on the same topic and prioritized incorporating that into the study over producing more similar materials. We discovered other stakeholders need to be involved in collaboratively reframing the study.

We have been looking for the most effective collaborative setting for our activities at the intersection of Wikimedia, Creative Commons and Open Knowledge, and have tried out different arrangements over the last few years. We feel that we can now stabilize our activities as a working group at OKFI and at the same time be an active member of the GLAM-Wiki community of practice. AvoinGLAM pays OKFI an overhead for administrative services (accounting, payroll, occupational health) and desk space. In 2023, OKFI received core funding from the Finnish Ministry of Education. This made it possible to reduce the administrative overhead that AvoinGLAM pays to OKFI from 18% to 5%. OKFI has to apply for this funding every year. However, we are budgeting on the assumption that the overhead will remain at 5%.

We work strategically, which can be accounted for by reading the Charter documents we have crafted since 2021. We will start expressing our strategic thinking in new ways. During the autumn 2023, we are going to produce an overall Theory of Change for our activities. We will formulate the ideas expressed in the charter in the form of a strategic plan by the end of the year. For individual programs, theories of change are included in a separate document.

1. Living Heritage

We will continue to support the activities that we have set in motion through Wiki Loves Living Heritage. Throughout the activities, we further the practices to ensure ethical online sharing.

Strategies

2. Wikidocumentaries

Wikimedia projects represent a rich archive of interconnected materials. Furthermore, through APIs, Wikidata and Structured Data on Commons, and the tireless work of GLAM advocates working in partnership with institutions, it is possible to connect to collections around the world and bring these materials together in a language-independent environment.

Wikidocumentaries (https://wikidocumentaries-demo.wmcloud.org/) demonstrates the possibilities of enjoying the sum of the knowledge of the Wikimedia projects and the materials of the connected institutions. It is a makerspace for creating experiences for the TikTok generation, as well as for searching content on the networked web, creating mashups or automated visualizations on any topic on Wikidata, in any language.

3. Media Art History in Finland

AvoinGLAM commemorates the work of Minna Tarkka (1960-2023) by celebrating the Media Art History in Finland (MEHI) project. MEHI is a major effort by Finnish arts organizations to record and publish the history of Finnish media art and to build information infrastructures for its documentation in the future. The project uses Wikidata and Wikimedia Commons for open sharing of results. We collaborate with the Finnish and international networks in creating a local and an international tribute. Furthermore, we will ensure that the knowledge of media art in Wikidata continues to grow by inviting artists and organizations to contribute their knowledge directly to Wikidata.

The data visualization collaboration with Aalto University Department of Art and Media explores combining Wikidata and other data sources to create compelling data visualizations. The activities include introductory lessons on Wikidata, and co-facilitating a study project.

By engaging with students and users from academia, we can bring new perspectives to the use of the networked and multimodal content of Wikimedia projects.

Visualizations can be embedded on Wikidocumentaries in some cases to enrich the viewing experience and inspire similar output on other Wikimedia platforms.

5. Advocacy for Open Culture in the global context

AvoinGLAM participates in community and capacity building in GLAM-Wiki.

We contribute to establishing an open and collegial forum involving the GLAM community of practice, the relevant Wikimedia Foundation staff and leadership, the various related groups and initiatives in the Wikimedia movement, GLAM professionals, and representatives of cultural heritage communities.

In our vision, it is the responsibility of a strong community of practice to co-create the agenda to guide the development of contribution functionalities (e.g. upload tools and metrics), structures (the hub).

Activities

Facilitate deliberations to come to consensus about the needs and priorities of the GLAM community.

Locally in Finland, we will strengthen the Finnish community of Open Access advocates by joining forces with CCFI, OKFI, WMFI and other organizations. We will exchange ideas in joint discussions and participate in public policy efforts together.

7. Hacking AI with Finnish GLAMs

We are planning a smaller hackathon focusing on the use of AI with the Finnish GLAMs as a collaboration with the Finnish Round Table of Digital Cultural Heritage and the AI Coffee Parties in the spring of 2024.

Facilitate collaborative knowledge building and experimentation culture among Finnish GLAMs by participating in networks and committees and organizing joint events.

8. Saami languages

We continue our collaboration with the Finnish National Library in their effort to translate the Finnish General Ontology to Northern Saami. We advocate for the role of the minor Saami languages, and for the use of Wikidata and other Wikimedia projects in complementing the project’s efforts.

9. International GLAM hackathon

European or regional GLAM hackathon is not included in this application, but envisioned as part of the annual plan. We are exploring different location options between an event in Finland or as part of an international event elsewhere, and between different modalities between a busy side event and a concentrated retreat. We have started discussing this with the GLAM-Wiki community of practice to probe their interests.

10. Wikibase for communities

We continue to pursue support for the concept of a community archival platform using Wikibase. We have collaborated with TIB and other partners on a project proposal to enable a Wikibase on which communities can share their data according to their preferences while being a part of the open web.

Strategies

Provide solutions for inclusion of heritage content beyond the boundaries of Wikimedia projects. This includes conditional sharing according to community protocols, inclusion beyond notability criteria of the Wikimedia projects, and broader inclusion of different modalities such as oral contributions.

Provide a standard cloud setup for communities to easily start contributing.

Public policy advocacy

9.6. Describe your Public policy advocacy work and actions in detail. (required): AvoinGLAM conducts public policy in collaboration with OKFI, CCFI and WMFI. We will highlight issues related to Open Access to cultural heritage and mobilize our networks in Finland or internationally when needed. We will participate in the international discussions within the networks to provide assistance when we are well-positioned to give that. We seek to participate in the Movement for a Better Internet together with our close partners. We take actions to guarantee that open licenses remain a viable and preferred option in Finnish cultural and scientific policy and the wider field of science, media and culture.

According to our analysis, there are few pressing public policy concerns for AvoinGLAM activities at the moment. As such, our public policy work will be limited to reactive work within the OKFI–CCFI–WMFI alliance in 2024.

Our core community consists of professionals who have volunteered their expertise for a number of years through intensive strategic involvement. The wider community includes the networks of cultural heritage professionals and Open Culture activists.

Globally, we are actively involved in creating an empowered GLAM community of practice, spanning organizations and communities.

Susanna Ånäs continues to work as the coordinator of AvoinGLAM. Given she is the only salaried person, her role is crucial for both projects and administration. She manages applications and reporting, runs the community and projects, works as an expert in projects, and develops and maintains international connections. To strengthen her capacity to leverage opportunities at AvoinGLAM and for the whole GLAM community, and to tap into more external resources in order to grow the team, we wish to increase her salary from 0.5 to 0.7 FTE.

Tove Örsted is a professional image archivist working as a solution owner for records management at Aalto University. She is one of the founding members of AvoinGLAM since its formation in 2012 and a former member of Wikimedia Finland board. She contributes to the strategic work as part of the AvoinGLAM coordinating group.

Tuomas Nolvi is working as a curator in Helsinki City Museum. He has been a AvoinGLAM member from the early days and he participates in the workings of the AvoinGLAM coordinating group.

Tuukka Hastrup is a developer who has worked with Wikidocumentaries since 2018 as well as with the award-winning Knowledge Crystal (https://www.tietokide.fi/en/) Wikibase projects. Tuukka currently also serves on the Wikimedia Finland board and he participates in the workings of the AvoinGLAM coordinating group.

Kimberli Mäkäräinen is actively involved in the language diversity efforts in Wikimedia. She is a member of LangCom. Kimberli and Susanna represent AvoinGLAM in the Finnish National Library project Support for Sámi languages in digital services (https://www.kansalliskirjasto.fi/en/projects/support-sami-languages-digital-services). Kimberli currently also serves on the Wikimedia Finland board. She participates in the workings of the AvoinGLAM coordinating group.

Andrew Gryf Paterson is a long-time member of AvoinGLAM & NE European media art scenes. He has coordinated many processes with Pixelache festival (https://festival.pixelache.ac/) since 2004, co-directed the 2021 festival edition at Oodi, was closely involved in 20th anniversary reflections, including Pixelache's Wikimedians-in-Residence project. Paterson will be in charge of the MEHI tribute. He participates in the workings of the AvoinGLAM coordinating group.

Rupesh Vyas is professor of design at Aalto University. He is a member of the Board of Open Knowledge Finland, and organizes the Visualizing Knowledge (https://vizknowledge.aalto.fi/) festival annually. He participates in the workings of the AvoinGLAM coordinating group and manages the visualization project as Aalto staff member.

Nicola Cerioli coordinates the visualization project as Aalto staff member.

Minna Turtiainen is a museum professional, who has worked primarily with museum collections and museum education, and currently works as content producer / curator in a new multi-municipal XR museum project connecting several museum organizations. She serves on the board of ICOM Finland. She is an AvoinGLAM member from the early days, and participates in the workings of the AvoinGLAM coordinating group. She is also a former Wikimedia Board member with a GLAM focus.

Maria Virtanen, also a long-time member of AvoinGLAM, is a senior adviser at Finna at the National Library of Finland. She is a representative in the Commission Expert Group on the common European Data Space for Cultural Heritage. She participates in the workings of the AvoinGLAM coordinating group.

Julia Brungs has worked in the open cultural movement for many years and is currently a staff member at the WMF. She participates in AvoinGLAM in her volunteer capacity. She participates in the workings of the AvoinGLAM coordinating group.

Kaj Arnö coordinates Projekt Fredrika, and we collaborate with it on linguistic diversity issues and on Ukraine response. He participates in the workings of the AvoinGLAM coordinating group.

Sandra Fauconnier is a long-time Wikimedian active in GLAMwiki projects and a strong advocate of sustainability of batch contribution software for the Wikimedia movement. She joins the program committee for Media Art on Wikimedia projects in preparation for the international MEHI tribute.

Annet Dekker (http://aaaan.net) is a curator and researcher. Currently she is Assistant Professor of Archival and Information Studies and Cultural Analysis at the University of Amsterdam and Visiting Professor and co-director of the Centre for the Study of the Networked Image at London South Bank University. She has published numerous essays and edited several volumes, among others, Documentation as Art (co-edited with Gabriella Giannachi, Routledge 2022) and Curating Digital Art. From Presenting and Collecting Digital Art to Networked Co-Curating (Valiz 2021). Her monograph, Collecting and Conserving Net Art (Routledge 2018) is a seminal work in the field of digital art conservation. She joins the program committee for Media Art on Wikimedia projects in preparation for the international MEHI tribute.

Janne Peltola is the Executive Director of Open Knowledge Finland. He handles all administrative matters relating to employment, finances and project management. He is also responsible for advocacy activities within Open Knowledge Finland and assists AvoinGLAM in that role as well.

Mehalet Yared is the chair of Open Knowledge Finland. Has had the privilege of contributing to open knowledge and cultural inclusivity in various meaningful initiatives. She participates in AvoinGLAM within Open Knowledge Finland and supports information sharing to the wider community.

The broader network in Finland discusses on the AvoinGLAM Facebook group (516 members), the #avoin-glam-wg Slack channel (60 members) shared with Wikimedia Finland’s Slack, the GLAM networks we participate in and the social media channels we communicate in. Internationally we are actively discussing in the Telegram groups GLAM-Wiki Global, European GLAM-Wiki Coordinators and the Wikimedia Tool Sustainability channels in addition to the project channel of Wiki Loves Living Heritage within the GLAM-Wiki space.

1. Living Heritage

Wiki Loves Living Heritage continues with support for local collaborations that aim to produce local activities of any kind. We focus especially on facilitating importing inventory data. We are encouraging a pilot collaboration in West Africa, coordinated by the Dagbani Wikimedians User Group and the National Folklore Board of Ghana. The collaboration will involve the professional networks managing safeguarding ICH in West African countries and the Wikimedia affiliates in the respective countries. We explore the possibility of providing a wiki platform for the data collection work, inspired by the Finnish Wiki inventory of Living Heritage (https://wiki.aineetonkulttuuriperinto.fi/) and Wikibase.

We continue promoting ethical sharing practices on Wikimedia projects as part of all our activities. We invite Wikimedia project communities to engage in the endeavor, and work together with projects such as Local Contexts, indigenous heritage communities and other proponents of ethical sharing, especially in the Creative Commons network.

2. Projects for Wikidocumentaries

With Wikidocumentaries we wish to explore new ways of experiencing Wikimedia content, and using the knowledge in Wikimedia projects to explore and retrieve content in the interoperable, linked and open internet.

In 2023 we worked with a Google Summer of Code internship to pilot an upload workflow from Finna, the Finnish national GLAM content aggregator to Wikimedia Structured Data on Commons. We could expand this workflow to other open repositories, such as Europeana, Flickr, Openverse, Smithsonian etc.

In 2024 we focus on popularizing how Wikidocumentaries can highlight Wikimedia campaigns and contests. Data about campaigns can power upload banners on Wikidocumentaries, and the same data can be used on Wikipedias or map visualizations to enable upload opportunities in the context of the heritage elements. This requires the data about the contests and elements to be modeled according to mutually agreed best practices.

With any partners, we prepare for experiments to integrate content sources or tools for crowdsourcing, that can be the basis of further projects, and can lead to larger projects.

3. MEHI tribute: Open Media Art History

AvoinGLAM contributes to a seminar arranged by the Finnish Media Art Network (https://media-art-finland.fi/en/media-art-network/member-organizations/) in January 2024. The event is aimed for organizations and artists in Finland, concerned with documentation and preservation of media art, the open sharing of information about it as well as the use of the media art ontologies in subject cataloging.

We also co-organize a further international seminar to exchange experiences and make the case for sharing documentation about media art on Wikimedia projects. We coordinate organizing the event with m-cult (https://www.m-cult.org/) and their networks and form a program committee to focus on Media Art on Wikimedia projects with our colleagues Annet Dekker, Sandra Fauconnier, and Lozana Rossenova.

4. Visualizing Wikidata with Design at Aalto University

We collaborate with the Information Design minor at Aalto University Department of Art and Media. The project will use data from Wikidata and provide the opportunity to embed visualizations in Wikidocumentaries. The project is led by professor Rupesh Vyas and coordinated by Nicola Cerioli.

5. Advocacy for Open Culture in the global context

We are addressing the challenges of contributing GLAM content to Wikimedia projects together with the global GLAM community of practice. The community includes GLAM coordinators in affiliates, WiRs, Wikimedia Foundation teams and leadership, external organizations for open advocacy, GLAMs, safeguarding organizations and heritage communities. We strive to achieve a collegial and constructive dialogue with all stakeholders, including Wikimedia Foundation teams and leadership, as well as contributors and coordinators in Wikimedia projects, groups and initiatives.

6. + 7. Local community, advocacy and public policy

In Finland, we coordinate our advocacy and public policy activities with CCFI, OKFI, WMFI and other organizations, such as EFFI. We plan to participate in the workings of the Movement for a Better Internet together.

We participate in the discussions in the GLAM sector in the workings of professional GLAM networks, Finna consortium, Finto, Round Table for Digital Cultural Heritage, Time Machine Finland or the Legal Group of the Finnish GLAMs. We plan to organize a smaller hack event focusing on the impact and use of AI in cultural heritage in collaboration with these networks in March.

We make an effort to engage more with academic networks, especially in design and digital humanities.

We strive to build partnerships with advocacy organizations in cultural rights.

8. Saami languages

AvoinGLAM participates in the partner network of the Support for Sámi languages in digital services (https://www.kansalliskirjasto.fi/en/projects/support-sami-languages-digital-services) by advocating the use of Wikidata for multilingual ontologies, and seeks further possibilities arising from the collaboration.

We are preparing to create an international co-creation event for GLAM-Wiki and we are exploring different arrangements. We would seek additional funding to create the event.

10. Wikibase for communities

We continue developing the concept of a Wikibase for communities with our partners at TIB – Leibniz Information Centre for Science and Technology and seek funding for creating a pilot project.

We are planning to apply for pay subsidy for the MEHI tribute coordinator. The position is dependent on the success of getting the subsidy. The subsidy may be either 50% or 100% of the 0.5 FTE salary for 5 months, if the organization qualifies for support. The subsidy does not cover the employer costs. The sum of the subsidy would be 8,750.00 euros at 100% while the employer costs would be 3,062.50€. We budget according to the success of the 100% subsidy.
