1. What is the overall vision of your organization and how does this proposal contribute to this? How does this proposal connect to past work and learning?

This is a continuation of the previous 2022 project, which aims to Promote Wikimedia projects and to get All Human Knowledge available in every language in the world (and more specifically, the languages of the Land of Valencia).

More specific, the objective is to meaningful serve the needs and priorities of the current community and partners, but also future partners and those individuals aligned our values but who haven’t yet joined the community.


As stated in the 2022 theory of the change: small (but active) base, ageing people, a history of affiliate Community Health problems. Solutions: More (new) organizers, new editors. Relying on WiR in the big museums and formation with Institutions (which are the kind of institutions with budget available) in order to fullfil the economic autosustainability demanded by 2030 Strategy.

2. What is the change that you are trying to bring about and why is this important?

This is the continuation of the 2022 project, aiming to coordinate activities in the Land of Valencia, and specially, to reach out to new partners and cover their needs, both of existant and new partners.

Without generating duplicities with existing entities, the plan is to develop in a meaningful way the activities designed by the local community, including partners, newcomers, etc, and to cover their current and future needs. Those activities are grouped in several axis, such as GLAM-partnerships, edit-a-thons, Wikitakes et al.

There is a small yet active community of individuals who, since the end of the pandemic have been connecting to the Wikimedia Universe and are willing to develop activities.

Last year a Theory of the Change was develop. This new proposal for 2023 wants to keep developing that Theory of the Change, also because some objectives of the 2022 proposal were too ambitious to be developed in a single year. For 2023, some of the partners that have been joining the movement since 2020-2021 are more aware on how Wikipedia works, and will have a stronger need of companionship, because in many cases it will be their first or second time organizing a Wikimedia activity.

Infrastructure is needed to cover those partners who haven’t been able to make and to develop new programs, and also we need to help those new partners who joined us because they appreciated what has been done so far. Also to be noticed how, in line with 2030 Strategy, there are new partners willing to fund programs of their own, advancing toward the desired self-sustainibility which was set as an objective in last year's program.

All theorical documents generated in 2022 are still valid for the current context, this proposal is a continuation of the work done the last year.

One of the objectives was to design a participation in the 2023 ICOM-CC Congress. During 2022 I've been in contact with the local organizers, they like the idea of partnering with Wikipedia, and we are currently working on designing a participation for the movement who takes into consideration International (specially European) stakeholders, as it is something whose scope is wider than the merely Valencian sphere.

Also, new partners have been consolidated, but it is simply too soon to let them fly alone. It is their first experience with Wikimedia and some programs are starting in November, some even can start in 2023. For Instance, the WiR program with the Valencian Consortium of Museums and the formation for the Youth Institute.

That people need some guidance, companionship and socialization into the Wikimedia Movement by local people they trust.

3. Describe your main approaches or strategies to achieve these changes and why you think they will be effective.

As stated before, all theorical documents generated in 2022 are still valid for our context. Mid-term report will provide also some context on the current situation of the program.

The main change in the approach is that during 2022 the activities have naturally changed in nature. The old community-driven and aimed activities are still being runned by the local community in the same pace as in the previous years, but that's not going to change. The involved people is happy with the activities they've been doing, in the way it have been done since always, and that's great. In case this wording needed to be more explicit: this program does not focus on previously existing activities.

So, in a natural way, the program has focused on covering partners needs. More attention has been paid to the Edu activities and the new museums knocking the door. The Education program has been a success and it should be strenghted (because there is a window of opportunity to do it), and there are new partners for GLAM initiatives. But in order to consolidate those partnerships and make them self-sustainable, time and accompaniment must be provided. And that's the major strategy: provide accompaniment to new partners so they can develop their plan, grow self-sustainable, and attact new community members.

Also to be noticed, some of the new partners are small institutions. That means they lack of appropiate staff and funding, but still can release important materials and may became a hub for Wikipedia in smaller cities and towns.

4. What are the activities you will be developing and delivering as part of these approaches or strategies?

Same approach:

1 – Develop activities interesting for whichever involved participants in order to keep a high Community Health. 2- Diversify the kind of activities made and thematics covered to attract new diverse people 3- Partner with new institutions to reach new activities and new people

Must be developed with a dedicated local approach in order to fulfill the project's Theory of Change and fulfil Strategy's Subsidiarity Pr.


When it comes to specific activities, thanks to the new programs and partnerships developed in 2022, there is already a line of activities, with specific partners and local organizers, to be held.

GLAM: There is an ongoing program with Centre del Carme and Consorci de Museus de la CV. It is designed in two phases, a first one where the WiR will be working with the Centre del Carme, so both sides can know eachother (and the Wikimedia tools and environment) better, and a second one where the program gets expanded to all the 9 centers, including the Belles Arts Museum, which is the second painting collection in Spain by number of pieces. I already know that particular center and its difficulties when it comes to export to Wikidata.

Also, working with Telecomunications Museum, releasing audio files. There is a window of opportunity when it comes to work with smaller museums, helping them to release.

Museu de Prehistoria de València: Working on Moneda Ibérica.

There are more centers, but might lack time availability to cover them.

Education: The same line of formation for teachers and professors, now confirming the University of Alicante as new center, other Unis to be confirmed. 2023 is an election year, so all advances in implementing RWitC must be done locally with interested teachers, as no long-term programs are going to be implemented by the government this year. There are professors in two faculties who should become motivated organizers.

Youth: Formation for Youth professionals, in the same line as in Education. Wikivibrance 2023 in Alicante. TBD during 2023

ICOM-CC: Stand in the the trade fair. 2.500€. Local organizers offered rooms to have smaller meetings ad-hoc with Museums. Already coordinating with Wikimedia Europe, because of broader approach. ¿Possibility of Wikidata days with WM-ES?

Photo archives: two new archives confirmed, totalling four. Alcoi is 60.000 inhabitants. We are in talks with two new archives, one local and other one from an internationally-relevant organization, to be developed during 2023.

8.1 In a few sentences, explain how your work is specifically addressing this content gap (or Knowledge inequity) to ensure a greater representation of knowledge.

The new partners are Educational Centers (both Secondary and University level), GLAM institutions and some assotiations or local institutions, including governments.

The aim is to reinforce their current activities adding a wiki-layer. Their interests include Catalan-language and Valencian Culture (local context) but also some Context Gap/Important Topics such as SDGs or Gender. The Wikivibrance participation also reinforces this line of work.

The History of Telecomunications Museum opened a line of music from late-XIX/early-XX with surprising discoveries such as Spanish Cuba and other historic topics which can be covered.

Photo archives: local topics and pre-urban societies (life under Franco, etc). Sports.

11. What are your strategies for engaging participants, particularly those that currently are non-Wikimedia?

Many apply, but the main one is to use the partner's current communities to open the "Wikipedia Door". During 2022 some contact has been made with not-so-active Wikimedians in the Region, but it is also difficult sometimes to connect people from different cities in the same activity, so time is required to build up partnerships in different cities that could work as a future meeting point with those individuals.

This is an evolution, after the experience of the last year, of the Strategy drawed in the Theory of the Change and the previous proposal.


Strategies and opportunities learned in 2022: In an scenario where we're inviting new people to the movement, it is important to "be" there. Everyone knows Wikipedia, nobody knows the movement. The formation courses and attendance to some congresses and activities (either as speaker or just as someone else who is there) are the main door to possible Institutional organizers.

When those organizers start opening collections/organizing activities/educational projects, there is an audience who might join the movement.

But so far, I've foudn there is still a lot of lack of knowledge about the existence of the Movement, GLAM activities, etc among Professors and GLAM professional, even if there has been a lot of activities during the last years. So, the old-fashioned contact with curious people is still relevant.

When it comes to the upcoming events (ICOM-CC, Wikivibrance et alli) those are opportunities given to the movement by external agents. ICOM-CC is a good opportunity "to be seen", and Wikivibrance can be an introduction letter to curious people, or an excuse to fidelize those who recently got in contact with Wikimedia.

12. In what ways are you actively seeking to contribute towards creating a safer, supportive, more equitable environment for participants and promoting the UCOC and Friendly Space Policy, and/or equivalent local policies and processes?

In recent workshops and conferences, Francesc has invested some of the time of the curricula/presentation making a wide and complete explanation on how the Wikimedia Movement works. It is an exercise of sincerity with our readers (because everyone is a Wikipedia reader, even if they don't have the intention of editing in the future), and also shows some of our past weaknesses and how the UCoC and 2030 Strategy foresee the future and develop strategies in order to have a safe enviroment.

Specially if we're working with students, how Safety works (and also the risks of online communities) is an important topic to put on the table.

For in person events, the usual and regular methods will work, including the “Identifying Harassment” training made by Francesc during 2021.

13. Do you have plans to work with Wikimedia communities, groups, or affiliates in your country, or in other countries, to implement this proposal?

Yes

13.1 If yes, please tell us about these connections online and offline and how you have let Wikimedia communities know about this proposal.

This is the continuation of an existing program, so the involvement with the related communities will be the same. The only change being the fact that, even if predicted the possibility of doing so, no news communication channels have been created, after consulting the local community who regarded is as unnecessary. So, the project keeps relying on external media to promote the activities.

Relying in external media is not a bad strategy when important media are covering the activities and bringing our stories to their audiences.


Given the nature of the project, perhaps 2022's Communicative Strategy was mistaken and should have relyied in new external communication channels. Those might be seen as unnecessary for the existing community, but might have helped to create some following among the less active members or curious people.

14. Will you be working with other external, non-Wikimedian partners to implement this proposal?

Yes

14.1 Please describe these partnerships and what motivates the potential partner to be part of the proposal and how they add value to your work.

Same situation as in 2022, there are the same partners, and new ones. Some projects had to change their nature because of current events, and there was an activity which was dropped out because of politics, but the situation remains the same.

The motivation for partners differs from a partner to another one, but they are usually aligned with our values, and in some cases, they come to us because of the visibility Wikipedia gives, but they stay with us because of the activities. In educational environments, for the University the fact of Wikipedia having a huge impact in the society is attactive for some professors, while others are more motivated in filling content gaps of their interest (which is also related to the visibility Wikipedia provides).

In Museums there is also an interest of "being known", specially the smaller ones we are in contact with, and who lack sometimes the resources of developing new ideas but can rely on Wikimedia to develop some activities, such as hosting media files in Wikimedia Commons.


There is a variety of situations which might cause motivation among the partners.

To some, curiosity or feeling attracted to the movement and its philosophy. To others, they tried to share things, got a problem/misunderstanding with the community and receive Metaorganizers as a new better entrance (accompanionship). To others "Well, we could expand information about X and... yes, we have more material to release".

ICOM-CC, IVAJ, Council of Museums, basically align with the movement and like the idea of sharing knowledge. Same for Education projects, but here there is another layer whihc is the potential of Wikipedia as an Educative tool, specially "teaching" people who use it in their daily lifes to use it properly, what Wikipedia is and what's not, etc.

15. How do you hope to sustain or expand the work carried out in this proposal after the grant?

The main idea remains the same as in 2022, but with the experience of time and the fact of knowing the environment properly.

2022 has been an exhausting year, in which a lot of meetings, workshops and activities have happened. At this current point, the activities can only be sustained by the project coordinator work (with the logical and obvious exception fo the community-driven activities made by local veterans who are volunteers who do not receive funding by this project), but there is a disconnection between veterans who know well how the Wikimedia Universe works, and people interested in joining our movement, some of which cannot even be considered newbies yet. There is an important ammount of activities being in the design phase as per September 2022, and also more people joining our workshops with the Youth Institute and CEFIRE.

By force, the movement needs new organisers to join in the Land of Valencia if we want this effort to be sustainable, either because new people wants to help, either because or new partners gain exeprience and became Institutional Organizers.

At the current point, some funding from local sources is predicted to be received, but without the grant, as per September 2022, there will be difficulties in order to cover smaller institutions.

16. What kind of risks do you anticipate and how would you mitigate these. This can include factors such as external/contextual issues that may affect implementation, as well as internal issues, such as governance/leadership changes.

2022 is an election year in Valencia, so there is a risk that the institutions "become paralyzed" in certain months.

Since we have been working with the institutions since last year, the risk is mitigated because we already have the activities planned for 2023 in the conversation or design phase.

There is a long-term risk of project sustainability, which is expected to be overcome by training partners, hoping that those who already have some experience will become institutional organizers. The strategy is the same as at the beginning of 2022, only now there is more awareness of the existing limitations and an understanding that you cannot get new organizers in a single year.

During 2022 there have been projects that, once designed, changed due to various circumstances (political, war, external agents). In these cases, what has happened is that either the activity is adapted (in person meeting becomes online) or new projects appear which, in some way, replace the one that cannot be carried out.

The long term goal remains the same as in 2022:

The objective of this proposal is to allow our community to advance to a further step, being able to organize bigger activities and allowing us to welcome more people.

After a year, strategies have been made, international contacts have been developed, and the objectives have been developed, but not reached. The most important metrics are related to partner and newcomer satisfaction and fidelization. That’s very easy to mesure: if we fidelize those partners, then things are going well.

Same as 2022. Some categories have been reduced because I now better understand the kind of expenses I can expect.
