The Moore language is spoken as a native language by approximately 8 million people in Burkina Faso, Ghana, Cote d’Ivoire, Benin, Niger, Mali, Togo, and Senegal, with more than half of its speakers based in Burkina Faso. We will be working with Moore language translators and researchers in Burkina Faso as well as recruit Moore Wikipedia contributors from Burkina Faso.

edit1. What is the overall vision of your organization and how does this proposal contribute to this? How does this proposal connect to past work and learning?
The overall vision of the Dagbani Wikimedians User Group is to incubate the Mabia languages on Wikimedia, develop a structured and linked open data repository for these languages by leveraging the power of Wikidata, and to provide general support for individuals and organizations interested in contributing to Dagbani Wikipedia and its sister projects. We hope to achieve this through the following initiatives:
Increase the visibility of the Mabia languages on Wikimedia: After the approval of the Dagbani Wikipedia in 2021, the Dagbani Wikimedians user group has successfully incubated four other sister Dagbani languages, namely the Gurene, the Moore, the Dagaare, and the Kusaal language Wikipedias. In January 2023, the Gurene Wikipedia was officially approved, making it the 4th Wikipedia in be recognized in Ghana and the second among the Mabia language group.
Volunteer retention and community engagement: Over the years, the Dagbani Wkimedians user group has been able to establish five (5) Wikimedia language communities; the Dagbani, the Gurene, the Moore, the Kusaal, and the Dagaare Wikimedia language communities in Ghana. These languages are part of the 16 mutually intelligible languages known as the Mabia languages spoken in Ghana, Benin, and Burkina Faso. In addition to that, we have established two ()2 Wiki Hubs at the Tamale College of Education (TACE) and the Bagabaga College of Education (BACE) respectively.
Capacity building: Through our engagement with our language communities, we work to equip members with the relevant skills necessary to contribute to Wikimedia projects. Through this training, we have been able to recruit more volunteers for the leadership of the user group.
Partnerships and collaborations: We work with Wikimedia chapters, affiliates, and non-Wikimedia organizations on projects that support our language communities.
2. What is the change that you are trying to bring about and why is this important?
As a language affiliate community, we work extensively on projects that align with the Wikimedia 2030 strategy recommendations such as:
Innovate in free knowledge: We believe that digital TV as a mass communication medium has the potential to reach more audiences in Ghana and beyond. Our community members cuts across multiple geographical locations making it difficult to bring more people to our in-person events. Challenges with proper access to internet connectivity and high cost of internet data has also limited some of community members from participating in our online training. The Dagbani Wikipedia has helped us reach more volunteers through Digital TV and online video content we broadcast on YouTube. The Dagbani Wikipedia Saha has helped us onboard more language communities, increased and retained our volunteer base, and the articles on the Dagbani Wikipedia has tripled from 3,000 to 6,700 articles.
Invest in skills and leadership development: As we continue to grow our community, it is important for us to equip leaders with the necessary skills to recruit and train more contributors to our various language projects. We will organize capacity building programs to improve the skills of our community leads, trainers and volunteers.
Improve User Experience: Wikidata Lexicographical Data (Abstract Wikipedia) - As one of the five seed languages for the rollout of Abstract Wikipedia in 2024, the community is expected to create several lexemes in Dagbani. In addition to increasing the lexicographic extension of Wikidata to support the Abstract Wikipedia program, we are also required to translate thousands of Wikidata properties into Dagbani. This also, helps us to improve the user expeirence of the Dagbani Wikipedia by using Wikidata-powered infoboxes such as Databox and bio templates.
Coordinate Across Stakeholders: As a language community, we want to extend our tentacles beyond creating and improving articles in the various languages that we are currently supporting. We want to involve more organizations and academic institutions by engaging researchers, language experts, students and teachers across northern Ghana.
Even though the Parliament of Ghana's website has information about the most recent parliaments like the 8th Parliament of the 4th republic, it is hard to find online information about past and current parliamentarians who have served in the Ghanaian parliament as lawmakers and in other roles within the different constitutional republics and parliamentary groups since independence. Our Wikibase for the Parliament of Ghana project will help us create a structured and liked open data repository for all Parliamentarians on Wikibase.cloud
3. Describe your main approaches or strategies to achieve these changes and why you think they will be effective.
Dagbani Wikipedia Saha: To continuously explore and expand the range of free knowledge projects to stay relevant and serve our user group's vision, we will continue our flagship tele-education program on Sagani TV, dubbed The Dagbani Wikipedia Saha, a Wikipedia TV broadcast program that seeks to promote our programs, recruit and retain more volunteers, as well as train more volunteers who are interested in contributing to the Dagbani Wikipedia but may otherwise not be able to attend our in-person workshops because of their location, time, and distance. The program is also live-streamed on YouTube and Facebook to enable us to connect with our audience, collect feedback and also respond to their questions during the live broadcast.
Invest in skills and leadership development: Our community engagement activities and capacity building initiatives will ensure that our language community members, language leads, volunteers, and trainers are well trained through our capacity building programs.
Improve User Experience: Since 2022, the Dagbani Wikimedia community has translated more than 268,349 Wikidata property labels into Dagbani (0.26%). The Dagbani language now the language with the highest number of Wikidata lexemes in Africa (8,630+ lexemes).
Coordinate Across Stakeholders: Our community has successfully established three Wikipedia community hubs to increase student participation at the Bagabaga College of Education, the Tamale College of Education, and the Gbewaa College of Education.
The Dagbani Wikimedians user group, with support from the partnership team at the Wikimedia Germany, is collaborating with the Parliament of Ghana to create a Wikibase cloud platform that is centralized, well-structured, and linked to other open data for all four constitutional republics of Ghana. We will do this by creating a free, open data repository with the following information about Ghanaian parliamentarians from 1957 to date:
- Information about Members of Parliament, including their biographies, constituencies, and political affiliations.
- Information about legislative activities, including bills, motions, and voting records.
In addition to that, we will be translating 275 English Wikipedia biographies of parliamentarians of the 8th parliament of the 4th republic of Ghana on the Dagbani Wikipedia, Gurene Wikipedia, Moore, Kusaal, and Dagaare language Wikipedia incubators.
The goals of the project to create a Wikibase cloud instance for the Parliament of Ghana are to:
- Develop and maintain a structured and linked open data for the parliament including biographies of the current and past parliaments from the 1st republic (1957), the various committees, notable speeches and information about other parliamentary data and activities that are relevant to the general public.
- Promote collaboration and knowledge sharing among the parliament staff and stakeholders by providing a platform for shared data management and collaboration.
4. What are the activities you will be developing and delivering as part of these approaches or strategies?
Organizing a media outreach campaign: We want to leverage the power of digital media through the Dagbani Wikipedia Saha TV program to create awareness, reach more volunteers, and engage with other Wikimedians who may otherwise not be able to attend some of our programs due to time or distance. Sagani TV is a northern-based free-to-air digital satellite TV channel on the Multi-TV decoder, and social media livestream. This means, anyone in Ghana and beyond can access our program, irrespective of their geographical location. Base on the relevant concepts and requested content from the audience, we will be translating all the relevant learning materials into Dagbani and also provide transcription for the video content. All contents shall be uploaded to Wikimedia Commons, our Youtube channel, Facebook, and Instagram to enable us to gauge the show's impact and to also collect feedback from viewers.
Editathons and contests: We will continue to organize a series of contests to create and improve biographies of Ghanaian parliamentarians through our parliament of Ghana contest series. After a successful completion of the 8th parliament of Ghana contest, we will continue to with the 7th parliament of the 4th republic up to the 1st Parliament of the 1st republic.
Organizing online Workshops: We will continue our quarterly community meetups to train and engage more volunteers who may not be able to attend our in-person workshops. This will help build the capacity of community members and also enable them to take part in our community projects. Through our community engagement activities, we have been able to train some of community members to take up some leadership roles at the Dagbani Wikimedians user group.
Partnerships: We will continue to collaborate with other Wikimedia affiliates and communities in Ghana to create innovative programs for mutual benefits. We also work closely with non-Wikimedia organizations to create the awareness of Wikipedia in northern Ghana. Our partnership with the Dagbani Teachers Association (DTA) and the Literacy for Development through Partnership (LDP) will help us engage more secondary school teachers in our Reading Wikipedia in the Classroom project.

8.1 In a few sentences, explain how your work is specifically addressing this content gap (or Knowledge inequity) to ensure a greater representation of knowledge.
- Our programs are focused on preserving the 16 Mabia languages on Wikipedia and the internet at large. We do this by establishing language communities to contribute to Wikipedia.
- Our tele-education program ensure that people can take part in Wikipedia training sessions from the comfort of their own homes by watching TV broadcasts of all the episodes. Through our partnership with the teacher training colleges that train professional teachers in Ghana, we are able to get more language students and teachers to join Wikipedia communities in their schools.
- Through our "Reading Wikipedia in the Classroom" program, 70 senior high school teachers in Ghana will learn how to use Wikipedia to facilitate teaching and learning.

11. What are your strategies for engaging participants, particularly those that currently are non-Wikimedia?
- Reading Wikipedia in the Classroom: Four (4) out of the five (5) certified trainers from Ghana are members from the Dagbani and the Gurene Wikimedia communities. Our executive director and project manager among the certified trainers for the ‘Reading Wikipedia in the Classroom’ program. As part of our community projects, all our certified trainers will work together to implement the Reading Wikipedia in the Classroom program in northern Ghana. We will train at least 100 senior high school teachers across Ghana. This program will also help teachers to contribute more to Wikipedia as well as using Wikipedia as a teaching tool to facilitate teaching and learning.
- To be able to continuously support these communities, we will provide stable internet access and/or data allowances to our most active contributors and also provide free access to our co-working space to community members who cannot afford laptops and internet data to enable them to contribute more to the Dagbani Wikipedia, Gurene Wikipedia, Moore, Kusaal, and Dagaare Wikipedia incubators.
- The Dagbani Wikimedians user group, with the support from the Partnerships team at the Wikimedia Germany are collaborating with the Parliament of Ghana to create a Wikibase cloud platform that is centralized, well-structured, and linked to other open data for all four constitutional republics of Ghana. We believe that Wikibase.Cloud would be a great resource for the Parliament of Ghana and will help create an organized and well-structured data repository for people to access relevant information about the Ghanaian parliament as well as biographies of Ghanaian parliamentarians from the time of independence to date. We also hope to translate the UCOC into Dagbani so that our members can read and better understand the Wikimedia friendly policy and the universal code of conduct in Dagbani, Gurene, Moore, Kusaal and Dagaare languages.
Again, we have created a simple reporting process for the community to report any form of misconduct, violation, abuse, or breach of community policy.
During our online and offline events, we share our friendly space policy and community participation guidelines.

We hope to continue our partnership with Art+Feminism and the Wikimedia Language Diversity Hub to increase the content of women on the Dagbani Wikipedia as well as support other sister language communities. We also get access to their facilities such as computer labs and internet services to organize training workshops.
- Sagani TV - Our partnership with Sagani TV gives us 40% discount on TV airtime. They also promote our programs on their TV channel.
- Natural Language Processing (NLP) Ghana - Our audio contributions on Wikimedia Commons are used to train the NLP Ghana automatic speech recognition and language translation app for Dagbani and Gurene languages.
- Literacy and Development through Partnership (LDP) - They connect us to languages teachers in Ghana.
- Dagbani Teachers Association (DTA) - We will be training senior high school teachers from members of this association.
15. How do you hope to sustain or expand the work carried out in this proposal after the grant?
- Dagbani Wikipedia Saha: We will continue to improve the quality of production by providing transcriptions for the Dagbani Wikipedia Saha episodes. We have also increased the number of facilitators to include a female presenter. We intend to increase the number of episodes to cover more topics.
- Wikidata Lexicographical Data: As of January 2022, only 84,694 (0.08%) Wikidata labels were translated into Dagbani, with only 120 Dagbani lexemes. By March 2023, the Dagbani community had translated more than 268,349 (0.26%) wikidata property labels and created more than 8,630 lexemes, making Dagbani one of the most integrated languages on Wikidata in Africa. We will continue to significantly improve these numbers by December 2023.

- Anticipating risks and how to mitigate them is an important part of our organization’s planning process. Having a clear sense of these risks can help us prevent or prepare for upcoming ones. Below are some anticipated risks and ways we will ensure to mitigate them in the event that they arise:
Scope risk (scope creep) occurs when the initial project objectives aren’t well defined. It’s important to communicate our project roadmap with our team, community, and stakeholders from the beginning and hold firm to those parameters.
How we will mitigate scope risk: We will mitigate scope risk by creating clear project parameters from the start of this project, like the project timeline we have attached. Being in consensus with our team and other stakeholders and communicating our vision with community members will help us mitigate this risk. We will also schedule regular progress check-ins to ensure that our projects stay within their original scope.
Performance risk may occur when we don't deliver as we initially expected. While we may not immediately identify the root cause of some of the projects, we can identify some risks that may lead to low performance and look for ways to prevent those risks. Examples of these risks include a time crunch and miscommunication among team members, stakeholders, and our community.
How we mitigate low performance: Assessing potential low-performance risks early in our planning process can help us prepare very well. We intend to mitigate this kind of risk in the event that it occurs by creating a project performance monitoring tool to be able to track project performance.
Cost risk: To mitigate cost risk, we will create a project plan template to align with the deliverables, scope, and schedule. When the project goes into development, we will consider scheduling regular check-ins to review our budget and how we are pacing. Time risk (project schedule risk) is the risk that tasks in your project will take longer than expected. This is a common risk that we may run into as an organization.
Time crunch: To mitigate time risk, we will adjust the time needed to complete the various projects in our planning phase and build in time contingencies. That way, we will have wiggle room for scheduling later on. We will also do so by creating a project schedule using Google Sheets.

- Paid Staff - We currently have 2 full time employees, The executive director and the project manager. These staff work to ensure the smooth running of our organization. They also ensure that all our projects are implemented and delivered successfully. They write all grants applications and reports for the organization.
Contract/Honorarium - To ensure a smooth delivery and support for the staff, we included roles such as project leads and trainers. Trainers are responsible for training volunteers and editors as well as organizing works, editathons and photowalks whereas the co-leads are leaders from each language community we are currently supporting.
Community engagement programs - The Dagbani Wikimedians user group is dedicated to supporting 5 Wikimedia language communities, namely the Dagbani, the Gurene, the Moore, the Kusaal and the Dagaare Wikimedia language communities in Ghana. Our current scope of work is focused on Ghana and Burkina Faso.
