1. What is the overall vision of your organization and how does this proposal contribute to this? How does this proposal connect to past work and learning?

The mission (shorturl.at/jozN5) is to motivate and engage people to work on collecting and developing educational content under a free license or in public domain, and to work on expanding and promoting Free Knowledge. In this process, WMRS promotes the use of a software system "wiki" and the encyclopedia "Wikipedia", which is located on the servers of the Wikimedia Foundation. This promotion is being done by realization WMRS’ three programs - Education Program, GLAM and Community Support.

2. What is the change that you are trying to bring about and why is this important?

Two types: The first are the ones we've faced since the beginning of the organization's work, but which we've successfully solved by implementing custom project models. These challenges relate to the uncooperativeness of institutions in terms of content they don't want to release or digitize, the distrust of teachers and professors when it comes to using Wikipedia in teaching, the creation of sustainable and long-term models of cooperation and differentiation of Wikipedia and Wikimedia. Many of these problems have been successfully addressed through the introduction of new projects, innovations, different strategies in terms of building partnerships, increasing the quality of training, and discussing with the community. Although great progress has been made, we continue to address these challenges, we continue to listen to our partners, volunteers, collaborators, all with the aim of increasing free content, with a focus on its quality. We are aware that by networking with other partners, we can reach more people who will be involved in the humanitarian action of spreading and increasing the availability of educational content on the Internet. The second type of challenge refers to the new challenges we encounter, which usually arise naturally when we implement projects and learn from mistakes along the way. These challenges relate to the decentralization of the organization's activities, overcoming the gap in terms of different content, inclusion of editors from marginalized groups, and better communication between members of Wikimedia Serbia and the editors of Serbian Wikipedia. Since WMRS is a voluntary organization, great attention should be paid to motivating the community, as well as activating the target group. The latest challenge was brought by the pandemic, and how not to overload the community with online activities, and at the same time motivate them and keep them interested. WMRS solves these problems by awarding grants to volunteers from various cities in Serbia, launching diversity projects (Wiki Loves Pride, WikiGap...), organizing conferences and encouraging open discussion in the community. All these challenges are overcome by the implementation of three programs (shorturl.at/fmwP6 Education Program, GLAM, Community Support) which consist of activities through which the three strategic lines of the organization permeate: Collection of free content, Cooperation and networking with other organizations and institutions, Community Support.

3. Describe your main approaches or strategies to achieve these changes and why you think they will be effective.

Wikimedia Serbia has three strategic directions (shorturl.at/cgqD6):

Collection of free content - aims to multiply free material of different formats through various activities and projects of the organization. Within this focus, the Organization will have several strategic lines, including the strengthening of Wikimedia projects in the education system and cultural institutions, with an emphasis on making tools and content even more accessible. There is also diversity in terms of editors and content, which will permeate through a number of activities. This strategic focus implies increasing free content on Wikimedia projects, but emphasizes several important parameters: quality and diversity of content and institutional support in terms of relevant content. It is present in all our programs (Education Program, GLAM and Community Support), as this is one of our main focuses. We also try to increase the presence of other Wikimedia projects in our activities.

Cooperation and networking with other organizations and institutions - We believe that cooperation and networking with other organizations and institutions are necessary for Organization’s development and usage of common goals and resources in order to reach as many people as possible and achieve good results. With this in mind, we will strive for: sustainable and long-term cooperation, decentralization and support in donations. This will mainly be implemented within Education and GLAM Programs. Education Program is focused on schools, faculties, but also organizations that are dealing with informal education. GLAM Program have various project models with the goal of nurturing the partnerships we gained, but also establishing new ones. Wiki-librarian project which is focused on libraries in Serbia can serve as a good example.

Community Support - Community Support represents a wide range of activities that are implemented in order to provide support to members of the Community. This strategic line is intended to reduce the gap between Wikipedians and Wikimedians, network the community to achieve common goals, and expand the network of volunteers. This strategic direction will be implemented by realization of Community Support Program activities such as competitions, edit-a-thons and thematic weeks on Wikipedia, WikiLive conference (local and annual Wikipedian event), giving microgrants to the community members (and bringing new ones) for the project ideas, meet-ups and training for the community.

4. What are the activities you will be developing and delivering as part of these approaches or strategies?

Objectives are in line with the strategic goals of WMRS (shorturl.at/cgqD6): Quality networking with different types of institutions and organizations in order to create free content and use shared resources; reducing the gap between Wikipedians and Wikimedians and striving for better communication and mutual support; Expanding the network of volunteers (decentralization); Multiplication of free content (focus on quality); Promotion of free knowledge and Wikimedia movement and its projects.

11. What are your strategies for engaging participants, particularly those that currently are non-Wikimedia?

Wikimedia Serbia has several target groups, depending on the strategic lines and programs it implements. The target groups are divided by programs, because each of the three programs of Wikimedia Serbia (Educational program, GLAM program, Community Support program) are focused on different strategic goals.

Within the Education Program, Wikimedia Serbia is aimed at pupils and students, as creators of free content on the one hand, and teachers, professors, associates, as partners in introducing Wikipedia into teaching on the other hand. Among the pupils and students, Wiki-ambassadors stand out, enthusiasts in creating and spreading free knowledge and connecting Wikipedia and the faculties they attend. Teachers and professors actively use Wikipedia during classes, while associates and partners are a broader term, and within them Wikimedia Serbia targets all those who can help promote Wikipedia, including partners with whom we appear together at local and international conferences.

The GLAM program includes cooperation with cultural institutions and institutions of public importance, which is why all representatives of these institutions are the most important target group that we want to attract. In addition to those representatives, there are also GLAM volunteers and Wikipedians in residence who are the link between GLAM partners and Wikimedia Serbia.

There are several types of volunteers who are supported through Community Support program and who represent the target groups:

  • Online volunteers - in most cases they are editors of Wikiprojects who contribute to the increase of free content, but for certain reasons are not inclined to frequent gatherings, or they prefer editing only to participating in project activities.
  • Volunteers who participate in projects and events organized by Wikimedia Serbia. Most often, these are people who had their first contact with Wikipedia through WMRS projects (camps, conferences…) and continued to volunteer in the organization.
  • Offline volunteers - volunteers who are engaged for translation, event organization, logistical assistance with gatherings and such. Although they do not actively edit Wikipedia, they help the organization through those activities that are most in line with their interests.

Within the Community Support Program, we work with underrepresented communities on Serbian Wikipedia, such as women, LGBTIQ+ communities, marginalized groups such as minorities and people with disabilities.

12. In what ways are you actively seeking to contribute towards creating a safer, supportive, more equitable environment for participants and promoting the UCOC and Friendly Space Policy, and/or equivalent local policies and processes?

In December 2018, Wikimedia Serbia adopted the Friendly Space Policy (shorturl.at/hnEKU), which is based on the Friendly Space Policy of the Wikimedia Foundation. This policy is implemented at both offline and online events. In places where Wikimedia Serbia organizes events, harassment on any grounds, including but not limited to gender, sexual orientation, gender identity or declaration, disability, physical appearance, age, racial, ethnic or national origin, political or religious, is prohibited. Therefore, Wikimedia Serbia does not tolerate any form of harassment or violence against participants in events organized by the chapter. The participants of the event are acquainted with this document in advance, because during the registration they give their consent that they have read it and that they’ll act in accordance with it.

13. Do you have plans to work with Wikimedia communities, groups, or affiliates in your country, or in other countries, to implement this proposal?

WMRS has a practice of opening a call for projects in July for volunteers (within or outside the community) who want to implement projects and thus be part of our annual plan. With this in mind, the invitation to participate in this call is shared through internal communication channels (our website, mailing list, Village Pump, Discord, social networks), but also externally, through Internet portals that bring together the relevant target group (Startuj, Youth.rs...). All projects go through a selection process. The annual plan is shared with the community when it is prepared and completed via a mailing list, for greater transparency.

We also often cooperate with the Wikimedia community from Republika Srpska, as part of the competition on Wikipedia (CEE Spring). Since we have been achieving this collaboration for years, we have no practice of sharing the plan online, as this would probably cause confusion to the community, which would think that some new project is being announced.

14. Will you be working with other external, non-Wikimedian partners to implement this proposal?

14.1 Please describe these partnerships and what motivates the potential partner to be part of the proposal and how they add value to your work.

These partnerships include educational institutions (schools, faculties, talent centers…) with which the Wikipedia In Schools project is implemented (Wikipedia editing workshops), as well as schools in which accredited seminars are being held. A good part of our network of partners are GLAM institutions (libraries, museums, archives, institutes, art societies…) with which we work together on the digitization and implementation of the Wikipedian in Residence project. WMRS has a developed system of in kind donations, so our partners provide us with venues (with equipment) in which workshops, conferences, gatherings are held, but they also offer us gifts for competitions, books for the WMRS library within some collaborations, etc. In the year before the pandemic, we received € 13,000 through in kind donations. Together with other non-governmental organizations, we organize edit-a-thons and contests.

15. How do you hope to sustain or expand the work carried out in this proposal after the grant?

Wikimedia Serbia has been in the FDC process for many years, within which the organization submitted and successfully implemented annual plans, projects and activities. During those years, we developed a network of partners with whom we cooperate, as well as a network of volunteers who participate in projects, but also implement them independently. With this in mind, Wikimedia Serbia already has developed project models that have been proven sustainable, and by introducing innovations, inclusion, regional cooperation and using a top-down approach we will ensure the growth and development of the organization.

Although the organization has in-kind donations and so far, in addition to the Wikimedia Foundation, has had financial support from the Ministry of Culture and Information and the Ministry of Education, Science and Technological Development, we plan to continue applying for general funds of Wikimedia Foundation. In this process, we apply with a two-year budget, and if the model proves to be successful, we will continue with this practice in the coming years.

19. What do you hope to learn from your work in this fund proposal?

Through project activities, Wikimedia Serbia focuses on learning about the most efficient ways to use Wikimedia projects in teaching, by using Wikipedia as a key tool for improving young people’s critical thinking and raising awareness of the importance of free knowledge and the need for greater availability of free content. It is logical that educational institutions are an excellent partner in this mission, but in addition to them, cultural institutions play a fundamental role in informing and educating the general public about history, culture, art, science and many other fields. Together with them, we learn about digitization, but also about using free content in the right way (how to use content more and how to quote it correctly). As part of the annual plan for 2022, we will strive to find new ways to achieve and maintain the self-sustainability of communities and the motivation of members of our organization. All WMRS projects are monitored and evaluated both qualitatively and by given metrics. The planned metrics are compared with the achieved results, where we see the level of projects’ realization, but we also learn about the challenges we encountered and how to deal with them. During the qualitative assessment, we use classic questionnaires, but also other interactive tools such as Menti. Interactive tools help us get more feedback and keep the participants entertained.

Wikimedia Serbia received a two-year grant for the period 2022 and 2023. In 2022, the organization implemented the planned activities and achieved the desired results. Since it is always desirable to look back at the outcomes, but also on future strategic goals, in the coming year Wikimedia Serbia will implement several changes regarding the program, organizational structure, as well as certain focuses regarding the organization's actions in the global movement. These changes are explained in more detail in the rest of the document.

Changes in programs

Wikimedia Serbia will continue implementing three programs: Education, GLAM and Community Support, with the Community Support (now called Diversity Program) program being adapted to the new strategic directions organization is striving for and which will be defined during the next year in which WMRS expects to develop a new strategy.

Community support activities will still be a part of work of Wikimedia Serbia, but they will be integrated into the three mentioned programs. These activities are focused both on those who are already a part of the community, and for those who are yet planning to be more actively involved in the organization's programs or to contribute to Wikimedia projects (Wikipedia, Wikimedia Commons, Wikidata, etc.). The mentioned activities are focused on conducting editing workshops, consultations, providing brochures, connecting volunteers for the realization of joint activities, education of volunteers from various fields (use of tools, event management, public speaking and communication skills, etc.), informing the community about local and international events and campaigns, organization of community meet-ups, as well as conferences with a focus on networking and knowledge exchange.

As mentioned, the Community Support program will be changed to the greatest extent, since the organization itself is developing and expanding its activities and domains of work. The program will keep some of the projects, but the focus will be primarily on diversity in terms of projects and participants within it. With this in mind, the name of the program will be changed to the Diversity Program. This means the continuation of work on the decentralization of activities, as well as the implementation of projects aimed at including members of marginalized and sensitive social groups and increasing content about them on Wikimedia projects. In addition, one of the goals is the independence of (future) community members with the aim of organic growth.

Organizational changes

From 2023, Wikimedia Serbia will re-introduce the position of Executive Director in order to work on the development of the organization, stronger collaborations, greater media presence, but also to avoid micromanagement within the Board. In this sense, one of the focuses of the organization will be the establishment of regional and international collaboration, with the aim of providing support to communities in the region and those who want to start new projects and have initiatives to establish affiliation.

Wikimedia Serbia is an organization that has had a stable structure of employees for many years and very strong partnerships, both in the movement and with external local partners. Bearing this in mind, the projects grew, expanded their scope, and all this resulted in greater presence of the organization in the world of free knowledge at various thematic conferences, but also in scientific papers. The organization has shown success in organizing the CEE conference, and next year it is organizing the Edu Wiki conference, in collaboration with the Wikipedia & Education User Group. Introducing these organizational changes is a natural sequence of structural changes aimed at better management of the organization, less burden on the Board and taking a greater role in the region, since the organization can share the knowledge and experience it has acquired over the years of work. Bearing in mind everything that has been said, in 2023 Wikimedia Serbia will promote Program and Community Manager to Executive Director, the programs will be led by the Education Program Manager, GLAM Program Manager and Diversity Program Manager. Office affairs will remain within the responsibility of the Office Manager.

New strategy of the organization

Wikimedia Serbia is currently implementing the organization's strategy, which will last until the end of 2023. As the next year is the last year of the period for which the strategy was defined, it is necessary to look back on the achieved impact and results and think about the new path that will follow.

The entire process of developing a new strategy will be led by the ED together with the working group that will be formed. As part of this process, the working group will evaluate the current strategy, integrate the strategic recommendations of the movement into the strategic directions of the organization, then develop the first draft of the document, which will be the basis for creating the strategic plan. At each stage of development, local community will be able to leave feedback and be involved in the decision-making process. This process will implement strategic recommendation number 4 - Ensure Equity in Decision-Making. Communication will be adjusted so that the opinion of community members (online or offline) is heard and, if possible, integrated into strategic directions.

Role of WMRS in the region - cross regional and international collaboration

Wikimedia Serbia plans to provide more significant support to communities in the region that do not have established affiliations in the coming period. There is a lot of potential in the Balkans in terms of more active participation of volunteers in the movement, as well as the formation of groups or just gathering community members that would initiate new projects and be more visible on a global level. This support is reflected in the advisory role, in sharing resources (human and tech resources mainly), as well as in joint initiatives and campaigns in the region. This also means greater participation in the CEE hub and close collaboration with the CEE coordinator. In addition to the regional initiatives, the organization will organize the Edu Wiki conference in 2023, and it is also planned to continue collaboration with Wikimedia Germany within the Wikimedia Accelerator UNLOCK program.

All these activities are directly related to the strategic recommendation #6 Invest in Skills and Leadership Development, which is aimed at developing skills essential for the growth and development of the movement. This is done at the local, but also at the regional and international level, especially taking into account events where we can share and adopt successful project models, communication methods, conflict resolution and such.

In addition to the above mentioned, Wikimedia Serbia plans to start developing projects that can be realized through the WMF grants. In this sense, Wikimedia Serbia proposed a project proposal within the Research Fund in which it seeks to explore the space for new editors on Wikipedia, and to deals with the process of adaptation and assimilation into the core community. The idea is to conduct qualitative research with new editors regarding their experience with Wikipedia and to explore within the research what motivated them to start editing Wikipedia; did they encounter any challenges and if so, which ones; how they perceive the community of editors and what could make their experience better. The goal Wikimedia Serbia wants to achieve is to draw up specific recommendations based on the research on how communities should treat new editors, and how they can adapt as easily as possible and become part of it.

In the approved budget for 2023, we were granted 127,000 EUR. With the new budget, we are asking for 136,200 EUR, which is an increase of 7.24%. If we talk about sums in US dollars, this amount is even smaller because the value of the US dollar has strengthened significantly in the past year compared to the euro.

With the great number of Russians who fled to Serbia due to the sanctions against Russia, the prices for renting space have almost doubled, and the owner of the space we rent for our office has demanded a 20% higher amount. It also affects the amount of tax we pay for renting our office.

According to the announcement of the Republic Institute of Statistics, inflation since the beginning of the year is 15%, and the prices of goods and services are increasing by 1.5% on average every month. This led to an increase in some services and events we plan for the following year (like the WikiLive conference).

Employees' salaries have increased by the level of inflation since the beginning of the year, following the average wages for Belgrade.

Given that Wikimedia Serbia currently has five employees, the Board decided to appoint Ivana Madžarević to the position of Executive Director starting next year. This will allow Wikimedia Serbia to be better involved in the process of harmonizing with the Movement Strategy, stand out as a leader in the region, and Ivana will receive greater responsibilities in terms of coordinating projects and employees. Thanks to the given subsidies from the state, our new employee Nevena Rudinac got the opportunity to work full-time this year on diversity projects. From next year she will gradually take over responsibilities from Ivana related to working with the local community. This explains the jump in earnings for her position.
