11. What is the challenge or problem you are addressing and why is this important?
- The Indonesian government has shown many efforts in open education and utilizing OER. As stated in the Indonesian Higher Education Act, UU No 12, 2012, article 70, paragraph 4 “The government shall develop open educational resources that can be used by all academic community”. There are many OER initiatives in Indonesia launched since 2013, such as Garda Rujukan Digital (Garuda), RumahBelajar, TV Edukasi, and Suara Edukasi. Based on OER World Map data, some universities in Indonesia have also set up their own OER portals–Universitas Terbuka, Universitas Airlangga, and Universitas Syiah Kuala. However, studies on OER in Indonesia showed further challenges in implementing OER in Indonesia, including incomplete conceptions of copyright, open licensing issues, unawareness about the concept of OER, misinterpretation of open education, and adaptation of OER in Indonesian higher education settings.
Since 2012, Creative Commons Indonesia (CCID) has been contributing to addressing these challenges through our events educating Indonesian, particularly educators, on the use of OER. CC licenses are the most commonly used open licenses in OER. Unfortunately, there is limited understanding and even misconceptions among our educators and students about copyright and open licenses - which are the foundations of OER. Our latest project was CCID OER Bootcamp, an intensive OER content creator training class for Indonesian educators. Based on the positive responses from this Bootcamp, we want to scale up this training by producing OER socialization materials, developing OER training modules, training OER trainers, and inviting more educators and strategic partners to participate in training on using and producing OER for teaching and learning.
In practice, OER and Wikimedia Projects such as Wikimedia Commons, Wikidata, and Wikibooks are positively interconnected. Wikimedia projects, which are openly licensed with CC, can be the source for developing OERs while the produced content can be uploaded back into these projects. We are particularly focusing on Wikimedia Commons and Indonesian Wikibooks.
OER term is not popular among educators in Indonesia. Last year, Creative Commons Indonesia was invited by several government institutions to explain OER. The main problem is the difficulties to find education or communication material in Bahasa Indonesia. There is no booklet or guidance about OER in general.
Other than lack of promotion, a trainer is needed when they want to practice OER principles for the first time. The number of trainers that have sufficient knowledge about OER in Indonesia is very limited.
Through this program, we expect more access and awareness of Wikimedia projects by Indonesian educators & students, more content to be contributed to Wikibooks and Wikimedia Commons, and more thorough fostering and understanding of open licenses & OER.
12. What is the main objective of your proposal? Please state why you think partnering with Wikimedia Movement helps to achieve this objective?

- 2. Raise educators’ awareness of Wikimedia Commons and Wikibooks as OERs that they can benefit from,
- 3. Produce OERs in Indonesian that can be contributed to Wikimedia Commons & Wikibooks,
- 4. Address common misconceptions on copyright and open licenses.
Partnering with Wikimedia is important because Wikimedia projects are the best platform that applies 5R OER principles (Retain, Reuse, Revise, Remix, Redistribute)
13. Describe your main strategies to achieve this objective?
- We have 3 Stages to achieve our goals
First Stage: creating educational materials/ booklet and modules that can be used as resources for OER trainers, OER training participants, and growing the number of OER Trainer. Key activities of this stage include:
- 1. Distribution of 250 surveys. Targeting 250 individuals, including those who work in agencies/ higher education/libraries that have utilized OER and managed OER. This survey aims to determine the level of public understanding of OER and to highlight current OER misconceptions.
- 2. Preparation of the 2 OER Booklets about OER in general and a practical guide in making and using OER and 1 module OER for trainers, based on the result of the research in #1. Also, to build a sense of belonging, we invited several representatives of institutional gov/ Edu to write collaboratively the OER booklets and module. The booklets and modules that can be used for participants and trainers in OER training in the third stage and gov/Edu institutions in Indonesia.
- 3. We would like to hold an open discussion with many relevant stakeholders in producing this informative booklet so that it could answer all the questions and misconceptions in the community based on the survey in point #1 above
- 4. To grow the number of OER trainers (so it not only come from CCID/ WMID) by inviting 5 people from OER Bootcamp graduates and gov institutions to join CC certs track Edu, so they to be the future trainer in the #3 stage. We made the requirement that OER trainers should be held CC certs track Edu.
Second Stage: socialization and promotion of OER to the public in general, and specifically to the relevant actors in education sectors (e.g., educators, lecturers, students, librarians, Ministry of Education officials).
- 1. Four workshops and three webinars in collaboration with key stakeholder institutions (e.g., Ministry of Education, Open University, Wikimedia Indonesia, and universities). In these webinars, we would like to promote our OER training.
- 2. Creating and promoting various communication media on OER such as infographics, posters, translation, and subtitles of OER videos based on booklets in the first stage and existing OER videos in English. All of these media will be uploaded to Wikimedia Commons and also in CCID, Edu wiki social media.
Third stage: foster the OER trainer and intensive OER training for educators. Key activities of this stage include:
- 1. Training of trainers and facilitators for the OER training.
- 2. The OER training. We adapt the success story of our OER Bootcamp to implement this training. We target around 30 strategic educators as participants. The output of this training will be the open textbooks and other forms of OERs for teaching and learning. The products will be uploaded to Wikibooks and Wikimedia Commons.
- 3. A showcase of participants’ OERs, which will further socialize OER to more audiences,
- 4. The 3 best participants held a workshop about OER.

- Educators, such as teachers, lecturers, formal and informal educators, and contributors to Wikimedia projects in Indonesia are our target participants in this program. They have and have the ability to produce teaching and learning materials that can be used as open educational resources. As an initial project in Indonesia, we target 40 participants to join our intensive training program.
- OER Trainers: We only have 8 OER Trainers in Indonesia that come from members of CCID and WMID, who already have cc certs Educator track. To grow the number of trainers, we are trying to invite five people from representatives of OER Bootcamp 2022 graduates and government institutions. They will later become trainers in OER Training at Stage #3. In this program, all of the trainers will be trained in Training of Trainer OER before the OER training start
Strategies to retain participants:
- Creating a discussion group on WhatsApp/Telegram for OER Training graduates that can be used for discussion and updated/exchange of OER information. They also can be involved in CCID and Wikimedia Indonesia activities to promote OER in Indonesia.
- The three best participants of OER training will be facilitating with CCID to hold a workshop about introducing the OER in their communities. Also, they will receive a scholarship to attend WikiNusantara 2023 (an annual event for Wikimedia contributors in Indonesia) as speakers to share their experiences and insight during OER training.
19. Do you have plans to work with other Wikimedia communities, groups or affiliates in your country, or in other countries, to implement this proposal?

- - The Wikimedia Indonesia Education team will be involved in every stage of this program.
- Members of the Wikimedia Indonesia community who have completed Creative Commons certification track education will be invited as training facilitators.
- Wikimedia projects contributors in Indonesia are welcome as participants in OER Training.
- Introduce 40 participants of OER Training to other Wikimedia projects and communities. So, the participants can give their contribution to the Wikimedia projects and join the local Wiki community in Indonesia.

- We would like to invite several parties who already have an OER platform in Indonesia, such as the Open University Indonesia, SEAMOLEC, the National Library, the Ministry of Educational and Culture, and UGM Center for Digital Studies for the strategic discussions in the preparation of the OER booklet.

- Based on our previous experienced with Wikimedia Indonesia, usually our partners are willing to sharing resources with us in the form of in kind support, such as providing space event and consumptions for participants. But, we have to further confirm it with them.
21. Please tell us how your organization is structured.
- Since 2019, Creative Commons Indonesia became a chapter and our affiliation with Wikimedia Indonesia was ended, as well as our most recent funding from the Ford Foundation. As such, all of CCID's staff and members are now volunteers. Appointment of the Representative to the Global Network Council and Chapter Lead is done through an election process encompassing votes from CCID members, in accordance with the rules of Creative Commons Global Network (CCGN).
22. Do you have the team that is needed to implement this proposal?

24. What do you hope to learn from this proposal?
- Our latest project was CCID OER Bootcamp, an intensive OER content creator training class for Indonesian educators. In this project, we have a very limited budget and time to implement the training. Also, we don’t have enough human resources to implement the project and also the trainers are quite a few.
Moreover, lack of educational material about OER like Booklet or module for the trainer in Bahasa Indonesia. We did not do the promotion about OER social media because we don't have any material communication. Last thing, the lack of collaboration with other institutions in Indonesia complicates our effort to promote and foster OER principles in Indonesia.
However, we still got positive feedbacks from the participants. So, we hope to scale this project up with this program. We hope this program will be sustainable.

- Survey at the end of activities, particularly at the second and third stage. We will see if our participants understand the material provided, or if our training has answered their curiosity on OER.
We will put all of our communication material at Wikimedia Commons and our social media (Facebook, Twitter, Youtube). We will count the number of pageviews in Wikimedia Commons, number of Youtube views, and number of posts reached on Facebook.

- We will use Event metrics to measure new participant, editors, and content in Wikimedia Commons, and we will use Outreach dashboard to measure participant and content in Indonesian Wikibooks.
