11. What is the challenge or problem you are addressing and why is this important?
- Indonesians are digital citizens. By January 2023, 77 percent of Indonesia’s population or 212.9 million citizens already have access to the internet. It makes Indonesia ranked 4th among countries with the most digital population worldwide. Indonesia was also home to 167 million social media users, equating to 60.4 percent of the total population.
However, there are two main problems that are interdependent to each other: low digital literacy, and minimal amount of high-value knowledge contents that are available in national and local languages.
Let’s explore the first problem: low digital literacy. According to The Economist Intelligence Unit, Indonesia ranks 61st out of 100 countries for the level of education & preparedness to use the internet. Experts have recommended that users must be equipped with digital literacy skills to maximize the benefits of digital sources and minimize the harm of digital manipulations. It includes the ability to understand, evaluate, & responsible use of information. The low level of digital literacy limits what Indonesian internet users can meaningfully do when they are online & makes them vulnerable to digital threats.
Another problem that Indonesians have is the rarity of high-value contents. Google Trends consistently displays that low-value knowledge contents such as pop culture themes (films, celebrity gossip) are more interesting to Indonesian users than high-value knowledge contents such as popular science.
Actually, on the internet, there are a lot of entertaining high-value knowledge contents in the form of pictures and/or videos that are visually attractive and have user-friendly language. However, most of them are only available in English. This a huge barrier for Indonesians who are ranked 81st out of 111 countries in the English Proficiency Index 2022.
The combination of low digital literacy and limited high-value knowledge contents has created a myriad of problems. Indonesia’s internet users are highly prone to negative content, misinformation, or fraud.
To improve this situation, the government of Indonesia has started to tackle the first issue by implementing digital transformation roadmap policies and incorporating digital literacy in school curriculum. In this project, we aim to help tackle the second issue.
We will empower Indonesian content creators to produce more contents that have high-value knowledge, that are useful to develop the cognition, skills, and characters of Indonesians.
12. What is the main objective of your proposal? Please state why you think partnering with Wikimedia Movement helps to achieve this objective?
- This project aims to increase Indonesians content creators’ capability to develop higher quality & more entertaining Internet contents that provide high-value knowledge in Indonesia’s national & local languages, and gain their commitment to consistently producing contents even after completing the program.
Wikimedia Movement will be an invaluable partner to enhance efforts in substance development and supporting ecosystems to sustain creator’s commitment.
13. Describe your main strategies to achieve this objective?
- Entertaining & quality contents of popular science have limited availability in Bahasa Indonesia–let alone local languages. Good news is, there is significant growth of content creators. Yet, many of them, especially those who focus on producing high-value knowledge, are struggling. Our strategy is to equip them with the right capability & adequate opportunities, so that they are motivated to consistently produce high level knowledge content. To achieve this, our POSTCARD (Popular Sciences through Creative Contents for Indonesians) program will consist of:
Development of Guidelines & Curriculum to Create Attractive & Quality High-Value Knowledge Contents on Popular Science
We will develop a guideline to help content creators & wider public, to create high-value knowledge contents on the internet. We will conduct needs assessment in the form of in-depth interviews & FGD with content creation & branding experts. This stage will also benefit the organizers to understand about the challenges & best practices of Wiki projects.
The document will be published in Bahasa Indonesia & English, so it can reach non-Indonesian audiences. In addition, we will produce animated tutorial videos to enrich learning experiences. Once completed, we are going to conduct an online launching event inviting communities of content creators & the public in an expected amount of 500 audiences. We will also leverage the event to promote the online training for content creators.
Online training for content creators We will conduct a 3-months online training for 30 selected Instagram, Youtube, & Wiki creators. It will consist of 10 classes covering materials such as social media strategy & metrics, open knowledge & Creative Commons’ licenses, & creating attractive popular science contents. Each participant will create a Wiki account, social media campaigns or series of contents on popular science, & improve contents in Wiki projects related to their campaign. We will involve Wikimedia Indonesia communities to mentor some classes.
Offline Showcase & Networking Events To conclude the training, we will organize a two-days offline event with the main agendas of networking & awarding ceremony. Participants will be divided into 5 groups & mentored by content creation or branding experts. In the end, we will present & give awards to top 3 participants with the most participative & successful social media campaign.
Social Media Campaign We will create a series of contents on the importance of increasing digital literacy & consuming high-value knowledge content on the internet. The campaign will consist of video series & stripcomics.
Post Project Publication & Reporting We will assess all metrics from survey, Program & Events Dashboard, in-depth interviews with participants to produce the Final Report. We will also refine our Guideline & Curriculum should there be any feedback from the users, participants, or mentors that can be adjusted into the documents.

- The project is targeting three groups of committed content creators. They have demonstrated commitment of creating educational contents with high-value knowledge, willingness to follow fundamental principles, and pre-existing level of content creation capacity through various platforms: Instagram, YouTube, and Wikipedia.
The general criteria for the content creators are: 1. Proven experience in creating and editing content on science and/or diversity topics. 2. Proven consistency of creating content in their chosen platforms (Instagram/YouTube/Wikipedia) for a minimum of 1 year. 3. Willing to support open knowledge, science, diversity and inclusion. 4. Proficient in Bahasa Indonesia (national language) and preferably able to converse in local language(s).
To get the most suitable participants, we will assess them with the specific requirements: 1. Instagram Content Creators: Nano Influencers (<1K to 10K) & Micro Influencers (10K to 100K). 2. Wikipedia Content Creators: proven experiences in editing content, will be determined by consulting with Wikimedia Indonesia. 3. YouTube Content Creators: developed creators (10K - 50K subscribers).
To recruit them, we have the following strategies: 1. Indika Foundation and KokBisa will invite the content creators from our ecosystem of peacebuilding promoters and science enthusiasts. 2. Invite 14 Wikimedia Indonesia Communities to participate in the project as training participants, trainers, consultants, and organizers. 3. Open Call for Registration to general content creators through Indika Foundation & Kok Bisa social media. 4. Publish press releases. 5. Create Wikimedia page on the projects. 6. Proactive invitation to prospective content creators.
To sustain the impact, we have retention plan for the participants: 1. Content creators are listed in the community database of Indika Foundation and Kok Bisa Ecosystem. They will get an onboarding session to explore more opportunities to keep improving their capacities and getting access to opportunities to grow credibility and sustain their works. They also could attend and contribute further activities such as facilitating training, collaborative projects, and volunteering opportunities. 2. Opportunity to engage in Wikimedia Indonesia’s Communities activities for content creators.

- Indika Foundation (IF) will work closely with Wikimedia Indonesia (WMID) communities to implement this proposal. Previously, IF & WMID have been in a meaningful partnership since 2022. We had collaborations in peacebuilding, open knowledge, and education topics through Ask Me Anything & Creator Space projects. In 2022, IF is one of 20+ local organizations invited to the WMID’s external outlook strategic planning, where we had discussions about the alignment of our vision & mission and IF’s strategic input about WMID’s focus for the next 5 years. To ensure the alignment of our proposal with WMID’s communities context, we’ve had continuous consultation with Wikimedia Indonesia’s Chair in designing the proposal. Once the proposal is approved, IF will announce the program & invite WMID’s communities to be the trainers, organizers, and participants. IF is looking for their expertise in creating contents in Wikimedia projects, open knowledge, and high-value knowledge in local contexts.

- We’ll be working with Kok Bisa (one of the biggest Educational Channels in Asia, https://Kok Bisa.id; https://youtube.com/Kok Bisa) as implementation partner, which has a massive audience of 5.1 million across social media platforms, garnering almost 850 million views since 2015. Indika Foundation & Kok Bisa have good teamwork, proven by our years of meaningful & strategic partnership. IF will capitalize from Kok Bisa 8+ years of experience in communicating science and knowledge in an entertaining and fun way to the Indonesians. One of their flagship programs is Akademi Edukreator (https://www.akademiedukreator.com/), which also gains support from Indonesia’s Ministry of Education and YouTube. Kok Bisa has a community management system where they interact and have meaningful discussions with their followers & subscribers – most of them are science enthusiasts – through several community engagements such as Antero Discussion.

- As our implementation partner, Kok Bisa will provide in-kind support, including the human resources as a dedicated project team, expertise in high-value and entertaining content creation through many forms (videos, infographics, articles), tried-and-tested training curriculum and learning materials, and access to their science enthusiast communities. Kok Bisa has proven experiences in training young people, teachers and professionals from Indonesia to learn the best way to share their knowledge and improve their technical skills on creative content creation.
21. Please tell us how your organization is structured.
- Indika Foundation as a corporate foundation has the Board of Management as the highest leadership team. They consist of the Chairman, CEO, Supervisory Board, Secretary, Treasurer, Non-Executive Director, and Managing Director. The Managing Director (Ayu Kartika Dewi) is responsible for day-to-day management & operation of the organization. The day-to-day team is divided into three big directorates: 1) Growth, Partnerships, and Impact; 2) Programme & Communication; and 3) Internal Affairs, Finance, and General Affairs Directorate. For this project, we’ll have the Education team (under Programme & Communication Directorate) within the organization that will be directly involved in implementing the project with our implementation partner (Kok Bisa). They’ll be supported by the Impact, Communications, Finance-Accounting-Tax-Legal, and the Partnership Team.

- In the process of developing Guidelines and Curriculum of Training for content creators, we are going to conduct needs assessments in the form of interviews and/or FGD with Wikimedia Indonesia communities. It will help the organizers to better understand challenges, best practices, and lessons learned about creating high-value knowledge contents on the internet. It will also allow the organizers to conduct appropriate interventions or activities that cater to the needs of content creators.

- Our proposed budget consisted of 80% program cost, 10% personnel cost, and 10% contingency fees. As we are prioritizing excellent delivery of the program, we will ensure the quality of services and tools that will be used throughout the programme.

- As a corporate-owned foundation, Indika Foundation adheres to a high standard of financial and administrative procedures. We value integrity throughout the planning & execution of interventions. We have a dedicated & professional finance management team to ensure quality & accountable financial management.
To objectively assess the organization's accountability, we commissioned a comprehensive audit. Since 2017, we have consistently obtained the highest level of standard (i.e. “Unqualified Opinion”) from Deloitte Indonesia which indicates fairly and appropriately presented financial statements.
In addition, our main operational cost is mainly borne by Indika Energy Group and subsidiaries. This way, we are able to be more focused on optimizing our interventions to amplify positive impacts to Indonesia, also to improve personal and professional development of our team.

- Indika Foundation is committed to become a healthy organization. Internally, we strongly prioritize the wellbeing of our team members through several means, such as:team building, allowing psychological visits during office hours, paid leave, & deep work hours. We do not tolerate violence in any form & encourage the implementation of DEI values throughout our works. Last February, we concluded a partnership with Difalink in welcoming 3 interns with disabilities. Prior to interns’ starting date, we prepare our team with training on creating inclusive workplaces. Reflecting on these internal efforts, we also have implemented DEI values throughout our activities and collaborations.
At POSTCARD, we will continue to provide equal opportunities for participants regardless of religion, ethnics, racial, gender, or sexual orientation backgrounds.
