The first part focuses on Wiki Loves Monuments 2015 in South Africa. The second part focuses on the Core Administrative Budget with particular focus on the accountants report. The first section of this report covers both the Wiki Loves Monuments and Core Administrative sub-sections of this report.

Goals, activities and measures of success edit
Project goal edit
Please list the goal(s) you defined in your grant submission. Did you meet your goal(s)? The purpose of this grant application was, to quote the application: "to continue current planned activities and commitments for the remainder of 2015 (the period from the beginning of July 2015 to end of December 2015). This both includes and currently requires the continued employment of the Administrator for the afore mentioned period." In the absence of an Annual Plan Grant for the 2015/16 period.
During this period the Chapter focused on the following key goals:
- To develop and grow the number of South African Wikimedia editors.
- To support existing the South African Wikimedia communities and grow the volunteer base and membership of the Wikimedia ZA. This includes expanding and further developing the quantity and quality of South African related content on Wikipedia and Wikimedia Commons.
These two goals are interlinked in that in order of us to grow the number of WMZA members we need a larger pool of existing editors on Wikimedia projects in South Africa to draw from. I have been informed that as of 2013/14 the number of Wikipedia editors in South Africa was roughly 110 active editors. A pool of editors of that size is insufficient to effectually grow the number of volunteers/WMZA membership. According to
To achieve these goals in the July-December period of 2015 the chapter, with the assistance of the Administrator, continued a few pre-existing and pre-planned events. Namely Wiki Loves Monuments and our Annual General Meeting. Other two events were either cancelled or are accounted for in other grant applications as they were withdrawn from this grant in its application stage. The withdrawn grants were Joburgpedia and the Afrikaans writing competition.
These events and how they achieve these goals are:
Wiki Loves Monuments
- Increases awareness of Wikimedia South Africa and the Wikimedia Foundation amongst the general public but photographers and people interested in South African heritage in particular.
- Increases awareness of Creative Commons and promotes the concept of donating photographic content for use on Wikipedia.
- Directly increases the number of contributors to Wikimedia Commons as a function of participating in the event. Also indirectly increases the quality of heritage related South African articles on Wikipedia by increasing the quantity and quality of images for use on their respective pages.
- Expands the demographic of contributors to Wikimedia Commons and Wikipedia to include persons interested in heritage and photography in South Africa. Demographics that have not historically been aware of or contributed to Wikimedia Commons.
An additional aim of this project was to encourage and facilitate the capturing and upload of photographs of South African heritage sites or monuments under free licensing during heritage month whilst also encouraging those who upload photographs to write about their monument on Wikipedia in their local language choice.
With regards to Wiki Loves Monuments believe that we were only experienced limited success.
This year, a total of 40 participants in the South African leg of the competition submitted a total of 424 photographs to Commons. This constitutes 1870.2 MB of data. These figures were a considerable decline on the over 4,000 photographs submitted in the WLM 2014 event. As such it has been decided to discontinue Wiki Loves Monuments in South Africa for the foreseeable future.
The Administration component was to continue to assist in the day to day administration of the chapter until the end of 2015. It also covered an investigation into a funding shortfall identified in mid-2015 and to be conducted by an accountant. Both of these activities were completed.

Wiki Loves Monuments edit
WMZA actively promoted the Wiki Loves Monuments Competition with the following :
- Newspaper and public media announcements in the national press as well as through partner organisations most notably ORMS. ORMS runs a mailing list of 16,000 photographers in South Africa.
- Social Media & Website Advertising
- Contact and presentations with photographic societies / clubs to promote the competition
- 'Scavenger Hunts'
- The focus of the 2015 WLM outreach was on organising scavanger hunts to both inform and encourage trained photographers to enter the competition. This was done as this method had recieved posistive results in the past with a number of notable past contenstants coming out of these events. It was also compatible with the objects of our event partner in Heritage Western Cape
- We hosted a total of seven 'Scavenger Hunts' or 'Wiki takes (name of town)' events throughout the month of September 2015. Heritage and photographic enthusiasts were invited to meet up at various sites to take photographs of monuments in the area. At the end of the day, participants got together at a central venue to upload the photographs. Attendance ranged from over 30 for events where we teamed up with ORMS to only a few individuals on events we conducted in small towns.
Below is a list detailing the 7 scavenger hunts conducted for Wiki Loves Monuments: All events were publicly marketed via both email notifications to the Wikimedia ZA mailing list as well as on Facebook and through partner organisation. The best attended events were ones in which partner organisations notified their members of it. The best attended event, organised in partnership with ORMS, had space for 40 people and was booked up within 48 hours of being made public.
15 August 2015: Cape Town CBD pre-event
- Date: Saturday, 15 August 2015
- Time: 10:00-12:00
- Location: Company Gardens, entrance to Iziko Musuems, Cape Town
- This event organised in partnership with ORMS Photographic Warehouse aims to build up interest and awareness of the competition amoungst the photographic community in Cape Town. ORMS organised a professional photographer to led a workshop as part of the event to show people how to best photograph buildings. This event was very well attended by over 50 people. This was to many people as the group was difficult to move from place to place and we agreed to limit the number of attendees at the next event.
5 September 2015: Bo-Kaap 1
- Date: Saturday, 5 September 2015
- Time: 10:00am - 12:00pm
- Location: Bo-Kaap Museum, 71 Wale Street, Cape Town
- A causal walk around the lower part of the Bo-Kaap area in Cape Town. This community has a very high number of heritage spaces but very few photographs of them on Wikipedia. This event was done in partnership with ORMS who provided a photographer who was expert in taking pictures of buildings so as to train participants. This draw a lot of participants with almost 50 participating but they were mostly there to learn how to photograph buildings and not submit photographs to the competition.
12 September 2015: Tulbagh
- Date: Saturday, 12 September 2015
- Time: 10:30am - 12:30 am
- Location: Oude Kerk VolksMusuem, Church Street, Tulbagh, Western Cape.
- A photographic tour in the town of Tulbagh done on the same day as the Tulbagh Arts Festival. The event ended with a brief discussion and demonstration on how to enter the competition. About 10 people participated and lunch was provided. This event was successful and interesting.
19 September 2015: Bo-Kaap 2 (with ORMS)
- Date: Saturday, 19 September 2015
- Time: 10:00am - 12:00 am
- Location: Bo-Kaap Museum, 71 Wale Street, Cape Town
- Please keep an eye out at the ORMS website to book for this event.
- The second event was hosted in partnership with ORMS and participants needed to book at the ORMS site for it due to the high number of participants at the previous ORMS partnered event. Just as in the past event on the 15th August ORMS organised a professional photographer to show participants how to photograph buildings. A guide was provided by Heritage Western Cape to tell participants about the history of the Bo-Kaap. It was followed by an upload event so people who want to immediately upload photographs on the day can do so. About 40 people signed up (the maximum number) within 48 hours of the event being made public on the ORMS website and mailing list.
26 September 2015: Johannesburg Heritage Walk
- Date: Saturday, 26 September 2015
- Time: 10:00am - 12:00 am
- Location: Sophiatown Bar Lounge, 1 Central Place, Cnr Jeppe and Henry Nxumalo, Newtown, Johannesburg
- Join us for a leisurely monument scavenger hunt, starting and ending in central Johannesburg. We will meetup where we started at 1:00pm, where we will be on hand to assist people upload and submit their photographs to the competition.

26 September 2015: Paarl Heritage Walk
- Date:Saturday, 26 September
- Time: 10:00am
- Location: Vinyeard Spar, Main Road, Paarl
- This event was organised and hosted entirely by an enthusiastic local volunteer (Roché Petersen). Unfortunately no-one apart from the organiser showed up. We believe this was because of a lack of buy in by groups (local historic groups and photographic societies) due to a lack of a champion within them to bring participants and notify people of the event's existence.
26 September 2015: Clanwilliam Heritage Walk
- Date:Saturday, 26 September
- Time: 10:00am
- Location: Clanwilliam Museum, Main Street (Hoof Street) and Graafwater Street, Clanwilliam.
- There are a number of heritage sites in Clanwilliam with no photograph or other media on Wikimedia Commons. As such this event will focus on photographing and filming heritage sites along Clanwilliams Main Street and Church Street. This event was not well attended with around three people participating. Feedback on this indicated that this was because of the town's far distance from Cape Town (about 3 hours drive). Heritage Western Cape had a great interest in covering towns such as these and the need to cover them due to a lack of photographs of rural locations meant that this was a worthy attempt despite the low attendance.

Four other events where done using unspent money from the WLM competition as requested and discussed on the grant talk page. These were:
For both these events only catering was paid for. All other expenses such as venue were provided for free by event partners such as the University of Cape Town (Art Feminism) and the American Corner (Metal edit-a-thon)
Accounting edit
With regards to the accounting issues at Wikimedia ZA. The accountancy firm Braude Gordon was hired in late 2015. They were to conduct a review of Wikimedia ZA's accounts to ensure all was in order and, most importantly, conduct an investigation into the cause of the R50,000 budget shortfall identified in mid-2015. They were to, and did, provide recommendations to avoid this sort of incident from occurring in the future. Their report was handed to Wikimedia ZA on the 24 May 2016 and is discussed in greater detail else where in this report.

Wiki Loves Monuments edit
In 2015, just as in 2014, we sought to increase the quality as well as the use rate on Wikipedia, of submitted photographs even at the expense of number of submitted photographs. Key to achieving this goal was targeting photographic societies and increasing the profile of the competition amongst the photographic community in South Africa. This was a repeat of the 2014 strategy but with a greater focus on scavenger hunts and efforts at diversification of participants with a greater focus on rural heritage sites. The rural focus was largely done as most urban based historic sites had already been photographed and Heritage Western Cape (our event partner) also wished to better catalogue such sites. To achieve this we focused two different communities, photographers and local community members. For photographers we focused on publishing the competition with photographic societies, directly talking to photographers about the competition at scavenger hunts/upload marathons, whilst also leveraging the 16,000 contacts in the photographic community that our event partners ORMS (one of the largest retailers of photographic equipment in Africa). Heritage Western Cape paid for organisers to travel to a number of rural town where community driven scavenger hunts were organised to find and photograph historic sites.

- Learning question
- Did your work increase the motivation of contributors, and how do you know?
- 2015 saw a decrease in all metrics by an order of magnitude reflecting a considerable decline in interest in the event. Whilst organising and hosting events for the competition, whilst there was still great enthusasim for participating in new and interesting events by partipants, there was a marked decline in interest in historical related topics. This indicated both a noticeable general decline in interest in historical subjects as well as participation fatigue in the Wiki Loves Monuments competition in South Africa.

Media Coverage edit
We received a moderate degree of coverage in the Media during the competition. The main stream media was noticably less interested in covering the competition than in previous years indicating fatigue in interest for the event after covering it a number of times since 2012. It must be noted that the Rhodes Must Fall movement had occurred earlier in the year which focused largely on heritage spaces from a social justice point of view. This likely had an impact of the reduced interest by media contrary to previous expectations.
Award Ceremony edit
The Award ceremony took place at 20 Spin Street in Cape Town, South Africa on the 28th November 2015. An estimated 30 people attended the event where winner of the 2nd and 3rd prize as well as the best use on Afrikaans Wikipedia prize were available to collect their awards. The 1st place winner was unfortunately unable to make the trip down from Bloemfontein. The only significant costs during this event was for the venue, prizes, and catering.
Lessons learned edit
- What went well, and why?
- Active media engagement to promote the competition. Our partnership with ORMS also provided a good platform to reach out to photographers around the country. Any event organised with ORMS was booked up very quickly with one event being booked up within 24 hours. However the number of participants from ORMS who submitted photographs to WLM was low as they were more concerned with just taking photographs and felt intimidated by trying to learn how to upload images onto commons. They felt it was too technical and simply wanted to photograph things for the joy of photography. A strategy to over come this when working with participants from partner organisations is needed.
- What did not go well, or what would you have done differently?
- WLM 2015 in South Africe was not a success in terms of participation numbers and number of photographs submitted. The low participation rate was in our estimate largely due to participation fatigue for the event in the public. Most likely after 5 years. Due to the low participation rate it was agreed to postpone the hosting of future Wiki Loves Monuments events in South Africa until a future date. It was, however, a success in terms of proportion of submitted photographs being used with a 24% photograph use rate on Wikipedia. It was also a success in enhancing the quality of the listed monuments by hiring, at Heritage Western Cape's request and expense, an intern to check and update all heritage places in the Western Cape.
Accounting feedback edit
The accountants hired to look into the identified budget shortfall believed it came from the Administrator bridging funding in 2014. The accountants pointed out that there was a discrepancy between the amount asked for initially from both the WMF and the Open Society Foundation, the amount granted, and the amount budgeted for. They believe the amount budgeted for was more than granted. They made the following two suggestions. Either WM ZA hires a book keeper or WM ZA appoints a treasurer who is trained and can oversee all expenses of the chapter. The board judged the second option of a treasurer as unlikely (no one wants the job) and so strongly suggested the first option of appointing a treasurer. This is one item we will request in a future Simple Annual Grant request so as to both avoid a future budget shortfall like this and greatly simplify the keeping and tracking of invoices and expenses.

- How will the results of your project contribute to the movement's strategic priorities now or in the future?
- We have decided to put off hosting Wiki Loves Monuments for the foreseeable future as we have noted a significant drop in public interest and fatigue in the competition. This has happened at the same time that there has been a growing interest in hosting Wikipedia edit-a-thons by partner organisations. Both the demand for as well as the simplicity of organising and the lower cost of hosting edit-a-thons means that there has been a strategic adjustment to increase edit-a-thons at the expense of larger competition events such as Wiki Loves Monuments.

- Many chapters, including Wikimedia ZA, have found hosting Wiki Loves Monuments to be a rewarding and organisation growing event to host. However one piece of advice we would like to give it for event hosts to be open minded about when interest in a competition has declined and it should be put on hold for a time to allow the public to regain interest in the event again.
