What went well, or is going well?

Office utilisation is going strong. Projects with activities in this period all went along without any problems.

What did not go well, or is not going well?

Some of the projects that were planned for period of this grant did not happen for various reasons - people leaving organisation, lack of communication etc. Collecting donations from sources other than annual grant continues to be problematic, mostly due to economic situation in Serbia.

At the end of this period we hired another employee whose job is primarily dealing with projects, which will hopefully prevent problems with projects missing schedule or not happening altogether.

Activity report for November - December 2013 edit

Introduction edit

This report covers two months of activities of Wikimedia Serbia, for the period November-December 2013. This will be the last report for the Annual Plan 2012-2013.

Secretariat and the first employee edit

In this period, the office was mostly used for workshops and meetings, so the intensity of its usage remained about same. Office was also used for recruitment and selection of the new employee for the Project and Community Manager position.

The first employee (Secretary General) participated in several workshops and meetings. In addition, he actively took part in running the office by doing organizational and logistic tasks, both in and outside of office.

Board edit

During this period, members of the Board held three formal meetings. Throughout meetings they were dealing with current affairs, writing reports and preparing for the Assembly, which took place in December 2013.

Before the Assembly, smaller meeting was held where members discussed with potential candidates of the Board. After the Assembly, members of the Board held another meeting with new members to introduce them into procedures and duties of the Association. Kira Krämer from Wikimedia Deutschland was our guest in November with whom we had two working dinners.

During the Assembly, which was held on the 8th of December, changes in the Board membership happened. Goran Obradovic withdrew from Board and two new members entered - Jelena Prodanovic and Milena Radan.

Among its members, Board has chosen four people to participate in a commitee, whose main task was selection of a new employee and this process took a lot of time in this period. Members communicated on a regular basis about this subject and held interviews with candidates in two rounds. More about this process in a separate section.

Academy Board edit

The Academy Board has cooperated with two gymnasiums and four faculties in this period. Special improvement compared to the work of Academy Board in the previous period is students’ work in scrum teams as a part of the seminal papers project at the Faculty of Philology, University of Belgrade. Also, this period marks the first time this project saw involvement from outside of Serbia.

In this two-month period, readers of the Wikimedia Serbia blog were able to obtain information about current events throughout four blog posts, both within the organization and from the rest of the "wiki world”. Three of them were translated articles and one was original work.

External media edit

During November, local media reported about our announcement of the winners of the local Wiki Loves Monuments competition. Also, they found the decision of the German court about responsabilities of the content on Wikipedia quite interesting. What is particularly interesting is the media coverage of the actions of members of the local community of Banja Luka, Lazarevo 2, who were editing articles on Wikipedia about their municipalities.

General Assembly edit

President of the Association, through the internal mailing list announced the 11th Assembly for the December 8, 2013. Agenda was also sent with an announcement of the Assembly so members of the community had time to get acquainted with the items that would be subject of Assembly. The session was attended by 12 members (nine old and three new). The session adopted the following decisions:

  • regular and associate members were elected
  • the membership of 22 new members who joined the Association in the period between the previous and this Assembly was verified
  • Filip Maljkovic presented the work of the Board
  • Mile Kis presented the business operations in the current year, as well as plans for next year
  • Assembly accepted the resignation of Goran Obradovic as President of the Association and elected Filip Maljkovic as his successor
  • Branislav Jovanovic was elected as vice president of the Association
  • Assembly accepted the resignation of Goran Obradovic as a member of the Board and elected two new members: Jelena Prodanovic and Milena Radan

After the Assembly, we started with preparation of the documentation and registration of changes at relevant institutions and banks.

Competitions on Wikipedia edit

In November the results of the article improvement competition held in October were summarized. A three-piece jury reviewed all articles and selected the winner. Twenty participants edited 140 articles. Articles were assigned a score, and three users with the highest score won the awards.

In December, we held another competition on Wikipedia, this time with the topic of wanted articles. For that purpose, the lists of the most wanted articles that exist in 40 or more languages but do not have a version in Serbian were made. There were 23 contestants who have written 275 articles.

1001 Arabian words edit

During November, the emphasis was on writing articles, and participants mostly wrote articles on Wikipedia and Wiktionary in Serbian. Twelve articles were edited on Wikipedia and eight on Wikitionary. Unlike November, in December team focussed their work on words. Along with adding new terms, they started checking existing entries. Each member of the team checked terms entered by their colleagues. That way, errors were corrected, and the quality of the dictionary was confirmed and improved.

Creative Commons: Creativity and knowledge society edit

During the last two months of 2013, as part of the Creative Commons project, work was done on its content as well as the legal and IT infrastructure for the website http://creativecommons.org.rs/

Also, a total of eight debates were organized. The focus was the presentation of open legal Creative Commons standards and initiating the debate on intellectual property and open forms of intellectual interaction in the digital environment. This included demonstration of the licensing process, sharing and using content under Creative Commons licenses. The debates where held in:

  • Intermunicipal Historical Archives, Čačak [November 28]
  • The Gallery of Matica srpska, Novi Sad [December 2]
  • Pančevo National Museum, Pančevo [December 5]
  • University Library “Svetozar Marković”, University of Belgrade, Belgrade [December 12th]

This shows that local institutions, both GLAM and educational, have knowledge about the debates’ topics and that they have willingness to work on it.

In this context, on the December 12, the last debate from circle Creative Commons: Creativity and knowledge society was held in the premises of the University Library “Svetozar Markovic”. In this debate, participants were the leading national experts in the field of open intellectual interaction of the modern world. During these discussions, the team members of "1001 Arabian words" were introduced to the participants, as well as a member of the Board, on behalf of Wikimedia Serbia.

Opening new job position and application edit

Following the plan and program from FDC Grant, the Board made an announcement regarding a new job position - Project Manager and community support. An election committee was formed, involving four members of the Board. Election commitee had help from Secretary General in writing and placing ads, organizing interviews, communicating with candidates and writing contracts. The announcement was published on the website of the National Service of Employment, Wikimedia Serbia site and blog, from where it was taken to other sites that announce job offers. 101 person applied for the job, 58 (57,4%) of them were female and 43 (42,5%) male. The commision has considered all received resumes. The selection of applicants was compiled and 36 of them passed the first round and the next step was individual interviews. All others were informed about not passing and the commision thanked them for their participation. Four candidates have given up because of the low salary. Five candidates have passed to the third and last round. There they had two tasks: first, to make a model of organizing the WLM project for the first time in Serbia as a team; and second, to write a letter to a GLAM institution which has a large amount of photographs under public licences as well as a Facebook announcement. After the candidates’ work was finished, the commision retired and they reached unanimous decision about the elected candidate. However, a few days later, the candidate gave up because of low salary. The commision then had consultations about which steps to take next, reconsidered candidates from the last round and decided to offer the position to the second ranked candidate, who became the new employee on the position of Project manager and community support

Anna Koval, a Wikimedia Foundation employee, was a guest of Wikimedia Serbia. For the occasion, we organized a community meetup in the WMRS office, where Anna had the opportunity to get acquainted with our employee, some volunteers and board members, as well as several projects that WMRS is carrying out.

Извештај о активностима за период новембар - децембар 2013. edit

Увод edit

Овај извештај обухвата двомесечне активности Викимедије Србије, реализоване у периоду новембар-децембар 2013. године. Ово ће уједно бити и последњи извештај у вези са Годишњим планом 2012-2013. године.

Секретаријат и први запослени edit

У овом, зимском периоду, канцеларија се највише користила за одржавање радионица и састанака чиме је настављен интензитет коришћења просторија. Канцеларија је такође коришћена за послове у вези са одабиром новог запосленог за позицију Менаџера пројеката и заједнице.

Први запослени (Генерални секретар) учествовао је у неколико радионица и састанака. Такође, активно је учестовао у организационом и логистичком вођењу саме канцеларије и активностима, како у њој, тако и ван ње. Поред ових послова, Генерални секретар је почео свој рад на финансијским извештајима и годишњем извештају о активностима.

Управни одбор edit

Током овог периода, Управни одбор је одржао укупно три званична састанка на којима је доносио текуће одлуке, писао извештаје и бавио се припремом Скупштине која је била одржана у децембру.

Такође, пре Скупштине је одржан мини састанак током којег су чланови разговарали са потенцијалним кандидатима за нове чланове УО. Након Скуштине, одржан је такође мини састанак са новим чланицама током којег су упознате са начинима рада и обавезама у Удружењу.

У новембру смо имали гошћу из Викимедије Немачке, Киру Кремер, са којом су одржане две радне вечере.

Током Скупштине, која је била одржана 8.12, састав Управног одбора се променио. Из Одбора је изашао Горан Обрадовић, а ушле су две нове чланице: Јелена Продановић и Милена Радан.

Управни одбор је из својих редова изабрао четворочлану комисију за избор новог запосленог, те је то процес који је у овом периоду изискивао доста времена. Чланови су редовно комуницирали на ову тему и одржани су интервјуи са кандидатима у два круга. Више о овом процесу у посебној тачки.

Академски одбор edit

Академски одбор је у овом период сарађивао са две гимназије и четири факултета. Као посебно побољшање у односу на досадашњи рад, истиче се рад студената у скрам тимовима у оквиру пројекта уноса семинарских радова на Филолошком факултету Универзитета у Београду. Такође смо први пут проширили овај пројекат ван граница Србије.

У овом двомесечном периоду, читаоци блога Викимедије Србије имали су могућност да се кроз четири нова блог поста информишу о актуелним дешавањима, како унутар организације, тако и из остатка “вики света”. Реч је о три преведена и једном ауторском тексту.

Током новембра, домаћи медији су преносили информације о проглашењу локалних победника за такмичење Вики воли споменике. Такође, медијима је била интересантна и одлука Немачког суда о одговорности о садржају на Википедији. Посебно је интересантно медијско праћење акције чланова бањалучке месне заједнице Лазарево 2 који су на Википедији уређивали чланак о свом месту.


Заједница edit

Генерална скупштина edit

Председник удружења је, путем интерне мејлинг листе сазвао 11. ванредно заседање Скупштине за 8. децембар 2013. Позивом су послати предлози дневног реда како би заједница имала времена да се упозна са тачкама о којима ће се причати. Седници је присуствовало 12 чланова (девет старих и три нова). На седници су донете следеће одлуке:

  • изабрани су редовни и придружени чланови
  • верификовано је чланство 22 нова члана који су приступили Удружењу у периоду између претходне и ове Скупштине
  • Филип Маљковић је усмено презентовао рад Управног одбора
  • Миле Киш је презентовао пословање у текућој години, као и планове за следећу годину
  • усвојена је оставка Горана Обрадовића на место председника Удружења и за његовог наследника изабран је Филип Маљковић
  • за потпредседника Удружења изабран је Бранислав Јовановић
  • усвојена је оставка Горана Обрадовића на место члана Управног одбора. Такође, изабране су две нове чланице, Милена Радан и Јелена Продановић.

Такмичења на Википедији edit

У месецу новембру сумирани су резултати такмичења у сређивању чланака одржаног током октобра. Трочлани жири прегледао је све чланке и прогласио победника. Двадесет учесника сређивало је 140 чланака. Чланци су бодовани, и три корисника са највише бодова освојили су награде.

У месецу децембру одржано је такмичење у писању потребних чланака. Направљени су спискови најтраженијих чланака који постоје на 40 или више језика, а нема их на Википедији на српском. Учествовало је 23, такмичара који су написали 275 чланака.

1001 арапска реч edit

Током новембра акценат је стављен на писање чланака, те су учесници тима махом писали чланке на Википедији и Викиречнику на српском. Уређивано је дванаест чланака на Википедији и осам на Викиречнику. За разлику од новембра, у децембру се више радило на речима. Поред додавање нових појмова, почела је провера постојећих уноса. Сваки члан тима проверио је реч свог колеге. Током провере отклањале су се грешке, чиме је подигнут и потврђен квалитет речника.

Creative Commons: креативност и друштво знања edit

Током последња два месеца 2013. године, у оквиру пројекта Creative Commons радило се на допуни садржаја, као и на правној и ИТ инфраструктури сајта http://creativecommons.org.rs/. Такође, одржано је и организовано осам трибина. Фокус трибине било је представљање отворених правних норми Creative Commons стандарда и покретање расправе о интелектуалној својини и отвореним облицима интелектуалне интеракције у дигиталним условима. Ово је укључивало и демонстрацију поступка лиценциранја, размене и коришћенја садржаја лиценцирани Creative Commons лиценцама. Трибине су одржане у:

  • у Суботици (локални партнер Градски музеј Суботица)
  • у Сомбору (локални партнер Градска библиотека “Карло Бијелицки”)
  • у Нишу (локални партнер Природно-математички факултет Универзитета у Нишу)
  • у Ваљеву (локални партнер Матична библиотека “Љубомир Ненадовић”)
  • у Чачку (локални партнер Међуопштински архив у Чачку)
  • у Новом Саду (локални партнер Галерија Матице српске)
  • у Панчеву (локални партнер Народни музеј Панчево)

Ово је показало спремност локалних институција културе и знања да изађу у сусрет темама којима су се трибине бавиле.

У оквиру тога, 12. децембра је у просторијама Универзитетске библиотеке “Светозар Марковић” одржана последња трибина из циклуса “Creative Commons: креативност и друштво знања”, где су учествовали водећи национални експерти из области отворене интелектуалне интеракције савременог света. Током ове трибине, присутнима су се представили и чланови тима “1001 арапска реч”, као и један од чланова УО, у име Викимедије Србије.

Отварање новог радног места и конкурс за запошљавање edit

Водећи се планом и програмом наведеним у ФДЦ гранту, Управни одбор расписао је конкурс за запошљавање за радно место Менаџер пројеката и заједнице. Оформљена је изборна комисија састављена од четири члана Управног одбора. Комисија је имала помоћ Генералног секретара у писању и постављању огласа, организовању интервјуа, комуникацији са кандидатима и писању уговора. Оглас је постављен на сајту Националне службе за запошљавање, сајту и блогу Викимедије Србије, одакле га је преузело неколико сајтова који прате и објављују огласе за послове. На оглас се одазвала 101 особа од којих је 58 женског пола, а 43 мушког (57,4% жене и 42,5% мушкарци). Комисија је размотрила све придошле биографије. Извршена је селекција кандидата и њих 36 је прошло у следећи круг који је подразумевао индивидуално интервјуисање. Остали кандидати су обавештени о непроласку у следећи круг. Четири кандидата одустало је због висине плате. У трећи и последњи круг прошло је 5 кандидата. Они су имали два задатка: први: да као тим направе логистички план за одржавање ВЛМ пројекта по први пут у Србији; други: да напишу допис ГЛАМ институцији која има велику количину фотографија и слика под јавним власништвом као и један позив на Фејсбук друштвеној мрежи. По завршетку рада са кандидатима, изборна комисија се повукла на гласање и донели су једногласну одлуку о изабраном канидату. Међутим, неколико дана касније, пред само потписивање уговора, кандидат је одустао због мале плате. Изборна комисија је разговарала о следећим корацима, поново размотрила кандидате који су се нашли у последњем кругу и одлучила да другопласирани кандидат постане нови запослени на позицији Менаџер пројеката и заједнице.

У посети Викимедији Србији била је Ана Ковал, запослена у Задужбини Викимедије. Том приликом је у канцеларији ВМРС организован састанак заједнице, где је Ана имала прилике да се упозна са неким волонтерима, запосленим и члановима Управног одбора, као и пројектима које ВМРС развија.
