Grants:IdeaLab/Option to Ban/Request Ban on Harrassers

There should be an option to ban or to request a ban on people who are harassing someone. This button will block said person from the victim and will send a message to an certified member or above. If it is a false alarm, the person who requested the ban should be put on a warning or temporarily banned for wasting the time of an administrator or certified member. If it isn't a false alarm, the harasser should be permanently banned and possibly banning any accounts made on that same ip adress.
