Principe one: any user can vote in any vote, and any time can change self vote.
Principe two: voting can only user hwo prove your persone by type code recived by SMS. Principe three: only none-anonymous voting. All lists votes visible for user, bots, cache savers. Principe four: every personal voting have begin and end, selected text (or objects), any size. Minimal 1 symbol, max for any union any elements.
Princepe five: other principes can be forming by voting, and any time can be changed, because it dinamyc, see principe 1.
