a. Incivil comments directed specifically at a user, eg. calling them "incompetent" b. The use of personal information, eg. criticising a user for editing an article on the Democratic party, when their personal home page acknowledges they are a Republican.
c. Claiming a user has certain views that are not compatible with editing neutrally. A user's edits are judged alone, not on their perceived views.

What is the problem you're trying to solve? edit
Wikipedia has a core policy: to be civil. It is quite easy to determine (criticise the edit, not the editor). But I've rarely seen editors criticised for incivility, let alone banned.
What is your solution? edit
If I call someone incompetent, it is unambiguously uncivil. A series of escalating bans should be made: 2 warnings, then bans of 1, 2 and 4 days, then 1, 2, and 4 weeks, then 1, 2, 4, 6, 12 months.

I have edited for over 10 years, but find editors resort to personal attacks to justify edits they do not approve

- The proposer has been called names many times by many editors and administrators. There seems to be no control over these people, no way to caution or warn them, etc. Lou Sander (talk) 13:32, 28 June 2016 (UTC)
