If a person feels harassed they have a voting option to elect harasser to be on watch. If people see the harassing as bad or if there are five votes for the person to be on watch the person is informed that they are being put online won't arrive to the user until it has been reviewed. If it continues to be harassment there will be another small vote of readers who will permanently block them from use of wikipedia for any means but to read it.
