What is the problem you're trying to solve? edit
Basically a bot with Steward rights that works very similar to COIBot but checks through IP addresses, IP ranges, and devices, if a single user gets blocked while other users operate that same device and/or IP (thus it is always looking for a device + IP overlap, unless either of those has a high number of blocks), it creates a list which is then exclusively available to a small team of trusted users in the Checkuser Wiki, however if the report only affects a single wiki with its own Checkusers only those checkusers get access to the report. Like COIBot the bot only makes lists and human operators manually have to check it out.
When it makes a list:
1) When a user from the same device on the same IP (range) gets blocked but continued activity from “another user” on the same wiki occurs.
2) When an IP or IP range normally with a very small number of users/devices but a high number of accounts of which some have been blocked in a small amount of time (within a week or so).
3) When more than 30 accounts have been created by the same device within 24 hours on the same IP range.
Notes 📝 : It should be manually programmed to ignore busy IP ranges or IPs such as much used public networks.
It should not make reports when no user has been blocked as there are legitimate reasons to sock, but with option #3 an exception might be made.
This might work mostly against Spambots.
