Internet is huge network of all the 7.2 Billion people. In order to make this place safe and offer a healthy environment we have to follow all the internet guidelines and also renew these from time to time to enhance the safety of all users.

What is the problem you're trying to solve?

The problem is huge, but has to be solved soon. Almost everyone faces internet harassment, this a major problem . It affects the well being and state of mind of millions of innocent users.

What is your solution?

The solution to this is blocking the bad. Just block and report. The people who spread bad and disturb the internet have to be given appropriate guidelines on what is wrong and right.

Until you define 'bad' you have done nothing but banned the solution. This seems to be Wikipedia's preferred level of discourse. The 'banning' of persons who have critical knowledge only results in a dumber wikipedia. This seems to happen on many topics of controversy, where narrow, partisan so-called 'skepticism' controls wikipedia and greatly diminishes its value.

Project goals

The goal here is to protect the innocent users from vulgar internet bullies and stalkers.

What do you do when the bullies are the usual admins and their associated bullies? How can those who are not bullies regulate and administer the bullies who have assumed administrative functions to themselves? Until these question are answered, your idea will go nowhere, imho. Good luck.
