What is the problem you're trying to solve? edit
There are countries with relatively big population, but small amount of active Wikisource contributors. At the same time the amount of Wikipedia contributors is quite big. The example of such country is Russia. Population is about 140 millions, the amount of active Wikipedia contributors is few hundreds or thousands, the amount of active Wikisource contributors is small (few people). The reason for this is no one knows about Wikisource and everybody knows about Wikipedia.
What is your solution? edit
It would be beneficial to spread knowledge about Wikisource, its goals and its importance among as many people as possible. Small advertisements on TV and/or on internet would be enough to achieve this goal.

Hopefully the amount of people participating in Wikisource projects would grow noticeably.
