Using combination of measures such as points, log in requirement, word filters in all languages and allowing certain users to have limited admin rights such as power to ban, censor or warn people who break the rules of the site.

What is the problem you're trying to solve? edit
Harrasment of people in wikimedia
What is your solution? edit
Inclusion of common people in the probelm, and allowing few of them to administrate areas where harrasment occures. Allowing users to give points, and use them as a measurment instrument for punishment/reward. Introduce a filter for innapropriate words on all languages and requirement for logging in as a precursor of any editing or creating of posts.
