What is your solution? edit
I want to create a filter/reporting agent to notify across the Web via RSS or Mail list server when SEVERE hate speech is used, or when someone is committing a detectable crime.
I would like to create a guideline whitepaper defining the terms in which intervention should occur, the level of intervention, and which agency should be notified if someone is harming another. The whitepaper should detail how to handle specific situations in a very timely manner to avoid loss of life, liberty, or property.
To achieve swift action I propose there be a permanent board of 3 wiki members in good standing, to accept complaints from wiki users and assist them in any reasonable way possible, to contact law enforcement in any jurisdiction to provide them with the data we can access that may be necessary to show "cause", and as new situations arise, suggest new guidelines as needed.
Because I feel this board may have to liaise with the international law enforcement community to ensure the safety and welfare of others, I suggest the members be effective communicators, level headed, and capable of obtaining services, such as translators, in other countries. I also believe the board should have access to funds for such things as, hiring a translator, purchasing international calling cards, and if necessary travel to testify in any hearings, or proceedings that may result. To hire a local researcher to determine or verify a pinpoint location of the person who is harming another, and obtain local information on the subject when necessary.
