The coming year of 2021 will most likely be governed by the uncertainty that marked the outgoing year. The Covid-19 pandemic, which brought about this uncertainty, has changed profoundly every aspect of our life on both the local and global levels, and its implications will further affect our work. This reality required a careful examination of the possible formats that our activities should take, as well as the availability of resources and funds. As was and still is the case in 2020, we take into consideration that along 2021 we will need to continuously follow and assess developments in order to keep up with the constantly changing circumstances and guidelines and to adjust our activities and plans accordingly.

Even though this state-of-affairs limits our ability to plan several years ahead, we must nevertheless keep an eye on the longer term and prepare for 2022 and beyond. At this point in time, when the implementation process of the Movement Strategy 2030 is soon to be launched, we take into consideration within our planning components in the strategy that are on our top priority as we look into the future, combined with those that may leverage our growth and development in the long run. Strategic PlanEdit

WMIL’s working plan for 2021 is based on four broad program clusters, as follows: (1) Social diversity and representation; (2) Creation of quality content, information and data; (3) Capacity building and skills development (4) Raising awareness and sustainability. These elements derive from the following strategic goals:

  1. Increasing the engagement and representation of the various sectors of the Israeli society
    1. Reflecting the social mosaic in which we work in the most unbiased way possible and supporting a more inclusive culture across Wikimedia’s projects (in terms of gender, sector, age or geography).
    2. Putting a special emphasis on increasing women’s presence, both in creating the content and in recruiting new editors:
      1. Encouraging new and existing partners to deal with the gender bias on Wikipedia
      2. Outreaching, finding and creating new partnerships focused on narrowing the gender gap
    3. New emphasis will be put on narrowing the center-versus-periphery gap by expanding the geographical scope of our activities and making them more accessible to new potential content producers in the entire geographical zone in which we work. This is a direct outcome of our online activity and will be expressed also in our marketing processes where relevant.
  2. Increasing and diversifying our activities with partners for creating quality content, information and data through Wikimedia projects
    1. Expanding the engagement in and support of the Hebrew- and Arabic-speaking educational systems and the higher-education system, to promote digital literacy and quality-content creation through he-wp, ar-wp, Wiktionary, Wikidata and Wikimedia Commons
    2. Creating and fostering fruitful partnerships of quality content with public institutes, GLAM institutes and NGOs that share our free-knowledge vision.
    3. Strengthening the role of WMIL as a guiding agent and facilitator of quality-content and free-knowledge creation based on digital literacy, and of making it accessible in various ways, tools and services, especially those with powerful impact.
  3. Capacity building and development of tools that enable learning and skill acquisition for creating free content and making it accessible
    1. Further developing and strengthening abilities and capacities in the field of digital activity and technological environments

These strategic goals are meant to focus our activity and ensure meaningful pointed work, while making a clear distinction between core and complementary activities, and increasing their overall impact. Goals and ObjectivesEdit

Social Diversity and RepresentationEdit

● Women

The year 2020 was marked by the recovery of the Wiki-Women project.

During 2020, several events have been organized for creating content about women. Also, several gender-gap-related goals have been achieved in the programs aimed at the educational system, academic institutes and senior citizens. In addition, and as planned, an editing course for women will soon be opened.

A steering forum was created to determine goals and follow their achievement. It has already taken first steps to revitalize the project while maintaining a constructive dialog with the he-wp community.

In 2021, we intend to keep this trend, further stabilize the project and increase its effectiveness. For that end, we will:

  • maintain the work of the steering forum;
  • expand the activities of the women’s editing course, aiming at increasing the gender diversity on he-wp;
  • foster a community of female editors that will be partially based on course graduates (we will use the same model we established while working with graduates of the senior citizens’ course);
  • keep organizing editing events for creating content about women, in cooperation with different organizations;
  • hold digital-space activities that will enable better geographical diversity and reaching out to larger audiences.

● Senior Citizens

Our senior-citizen program is one of the most flourishing ones, and we will continue to promote it in 2021. Senior citizens are a high-risk group for Covid-19, hence the major effect of the pandemic on this program. In-person activities have become nearly impossible, and so the senior citizens’ editing course has consequently been transformed into an online course, using digital communication methods. A first cycle of the new version of the course is about to be launched shortly. In 2021, our activities in this framework will include:

  • 3-5 cycles of the senior-citizen editing course throughout the year with a turnout of at least 70 senior citizens;
  • integration of course graduates in the he-wp community and in WMIL’s community of volunteers;
  • fostering the project’s leading group of volunteers;
  • enhancement of existing partnerships and initiate new ones for marketing the course, hosting and operating it.

Next year’s activities will be governed by the development of the online version of the course, a move which we have already taken during 2020. Accordingly, during 2021:

  • We will further establish the use of the online version and the Campus IL platform;
  • We will use the opportunities opened before us by the development of the online version, especially with regard to the efficiency of the learning process, and the accessibility of the course to new audiences (particularly in peripheral locations);
  • We will seek to develop and adjust the course to the needs that will arise during the implementation of the online version.

Creating Quality Content, Information and DataEdit

Content creation takes place for the most part at our programs in the Hebrew- and Arabic-speaking educational systems and in higher-education institutes, and 2021 will not be an exception. The main program of this kind is the Student-Write-Wikipedia project, which also includes Wiktionary in Hebrew-speaking schools.

We conducted a first pilot test to check the possibility of integrating Wikidata in our educational system programs. We intend to expand it in 2021 and add a teacher training course about Wikidata. We also initiated a first-of-its-kind project in academic institutes, that dealt with historical research of Wiki-Commons images. We intend to expand this project as well in 2021. Owing to the Covid-19 crisis and the requirement for remote teaching, many lecturers expressed interest in our academic Wikipedia assignment as a method of alternative evaluation. We recently received a status of “pedagogic operator” from the Ministry of Education, which will allow us to offer our teacher training courses as recognized courses for salary bonuses. This MOE recognition will further establish us in the educational system as facilitators and “trainers of trainers”, and will allow us to work with a larger number of teachers. The adoption of online methods of training will diversify the geographical background of the teachers with whom we work. In the Arabic-speaking educational system, we intend to hold a first teacher training course in cooperation with the relevant department at the MOE. We seek to position ourselves in this system too as teachers’ trainers, rather than work directly and individually with the school students. Selected activities within the educational system (both he-wp and ar-wp), as well as in higher education, will be published on the Wikimedia Education newsletter. The current mix of online and in-person training allows us to explore, not only in the context of the Covid-19 crisis, where each of these two methods is most effective, and allows us to expand the potential of new partnerships that will promote creation of quality content.

In 2021, we will also expand our activity by establishing new partnerships and fostering existing ones with GLAM institutes and content-producing organizations, focusing on the release of free content and making it available to the general public and integrating free materials and quality visual contents in Wikipedia. While not originally included in our 2020 working plan, this field saw important developments this year and we plan to further seize these opportunities, as much as possible, in the course of 2021.

● Activities at the Hebrew-speaking Educational System

Content-creation activities at the educational system and in academic institutes were marked this year by the impact of the Covid-19 restrictions (as detailed in our 2020 Progress report). This sudden change in the course of events left us with a lot of new experience, which still needs to be analyzed and thoroughly learned, but assists us in planning for 2021. We expect that the online teaching will continue to be the major method of teaching at least during the first half of 2021, namely almost throughout the entire 2020-21 school year. This change also created a new opportunity: teachers have become more accustomed to online meetings and are more willing to participate in online training courses. Online courses can be attended by a more diverse audience geographically, which is a long sought-after goal of ours.

Thirty classes will participate in the he-wp project during the 2020-21 school year, and 8 additional classes will take part in the he-wiktionary project. We expect to offer guidance to 18 long-standing teachers and train 8 new teachers.

Our target for 2021 is the creation or expansion of 300 articles on Wikipedia and 100 entries on Wiktionary. We estimate a total number of 950 participants (both in Wikipedia and Wiktionary), of which about a third will be new participants. Owing to the challenges posed by remote teaching, especially with regard to long-term process and development of research abilities, we must take into account that not all students will be able to complete the process and write an article suitable for the article namespace. Therefore, the estimated number of articles for 2021 is lower than the annual average so far.

A special effort will be made to create lists of specific writing topics, in diversified areas of content, and in accordance with the curriculum and the teachers’ fields of knowledge. These lists will include inter alia content such as the Hebrew Bible, new topics in history, literature, etc. At least one program will focus on a topic related to narrowing the gender gap.

Six classes will participate in the framework of MOE’s alternative evaluation program – the Wikipedia article writing assignment will be part of the Bagrut certificate’s grade of the relevant subject.

We will continue our cooperation with the Center for Educational Technology (CET) and with the Ministry of Education (MOE). This includes online training courses for teachers of all levels including training courses for Arabic-speaking teachers. Our longstanding cooperation with the Tel Aviv University academic programs for gifted students, and with ORT school network will continue, and simultaneously we will explore new possibilities for institutional activities in additional school networks. Following the recent recognition of WMIL achieved as a “pedagogical operator” by the Ministry of Education we will explore the option of organizing a 30-hour teacher training that would be recognized for teachers’ salary bonuses.

We will continue train and operate a team of volunteers for improving students’ articles and moving them to the article namespace and plan to recruit 2 additional volunteers, forming all together forming a group of 5 volunteers to support activities at the educational system and help the coordinator’s work when necessary.

● Activities at the Arabic-speaking Educational System

In 2021, the chapter will continue to expand its content creation activities in Arabic and raise awareness to free content among teachers and students of the local Arab community. The challenges met by the Arabic-speaking educational system following the outbreak of the Covid-19 pandemic were greater than those encountered by the Hebrew-speaking one, particularly due to a significant technological gap in some Arabic-speaking communities, a higher infection rate in these communities and other factors. This state-of-affairs required the investment of more time and effort than usual in these activities and an intensive work with the students themselves. Nevertheless, we are committed not to let the necessary switch to remote teaching affect the quality of our activities.

The digital platforms will allow holding events and meetings that will be more diverse geographically and increase the exposure to ar-wp. We will organize a series of strategic thinking meetings aiming at analyzing and developing the Arabic program, in addition to rebranding it.

As part of the chapter’s efforts to make its tools more accessible to its target audience, as well as the general public, the chapter intends to offer instructional tools to leaders of projects, such as teachers. The tools will be based on the Wiki-Warsha instructional website, and will guide the teachers on how to conduct Wikipedia-related projects in their schools. A grant request, which we intend to present to one of the local foundations, in the framework of our Arabic program, will also suggest an expansion of our quality content creation abilities and powerful tools to implement them.

Fifteen groups of students at middle- and high-school throughout the country will contribute quality content to ar-wp (each group will include 10-15 participants led by 15 teachers, 5 of whom are returning), creating or expanding a total of 200 ar-wp articles. At least 10 groups will reach the article uploading stage, according to our plans. High schools will have the option to integrate the Wikipedia activity into their social engagement program or into their alternative evaluation program. The preparation of writing topics, suitable for ar-wp will be based on the leading teacher’s field of knowledge or on a central theme chosen by the school. At least one project will deal with narrowing the gender gap on Wikipedia. The “Ambassadors of Wikipedia” program that has taken place this year (2020) will not continue next year. In light of the circumstances of the pandemic, the implementation of the plan proved to be particularly challenging, and required a large investment in preparation and operation, far beyond our plans, and in relation to the desired results. At a later stage we might explore the possibility of resuming the project, subject to the formulation of an up-to-date and tailored action plan and the possibility of leveraging the results. A new collaboration for teachers training with the National Curriculum Department of the Ministry of Education is also on our agenda, at the request of MOE itself, and depending on the availability of their budgets.

We intend to hold a series of strategic thinking meetings aiming at exploring ways and means for future development of the chapter’s activity at the Arabic-speaking educational system in particular and within the local Arab society at large.

● Activities in Academic Institutes

In 2019, the marketing of the academy project switched from a push to a pull model, as we realized that lecturers are reluctant to change the structure of their courses and their methods of evaluation. The Covid-19 crisis changed this trend, owing to the forced radical change in teaching methods and the switch to remote teaching. Lecturers have been looking for alternatives to in-person exams and academic writing assignments, and the Wikipedia writing assignment has become an option which they are more likely to adopt.

We have already received several requests from lecturers who expressed interest in substituting regular exams or writing assignments with a Wikipedia assignment. The curriculum committee of the Faculty of Life Sciences at Tel Aviv University accelerated procedures to approve a Wikipedia assignment as an alternative academic assignment. A similar proposal was approved at the Ben Gurion University in Beersheba.

In the fourth quarter of 2020 and in 2021 we will promote the academic Wikipedia assignment and reach out to a broad audience of academics. Nevertheless, and considering the instability that still governs the academic system, we do not raise our quantitative goals for 2021.

Within this context, our goals include the implementation of the Wikipedia assignment in at least 15 courses in various academic institutes. 450 articles are to be written by the end of 2021: 300 new and 150 expansions. We will encourage writing on topics that contribute to narrowing the gender gap through existing and new cooperations.

● Wikidata

In 2021, we will continue our effort to add quality content to Wikidata, in the framework of our overall effort to increase Wikidata-related activity led by the chapter. To this end, we act in cooperation with academic and cultural institutes and with the “Information and Data” track of the educational system.

During 2020, most of the activity to add content to Wikidata was part of a practicum in information management studies for a second degree at Haifa University. This academic program closed this year. We work in cooperation with two other academic institutes that offer information studies programs (Bar Ilan University and David Yalin College of Education), but there is no guarantee that their students will be willing to do their practicum with us. We suggested our cooperation to other institutes in related or overlapping fields of study, such as “digital humanities” at Haifa University and “data science for social sciences” at Kinneret College.

The planned cooperation with the Israel Film Archive (IFA) did not materialize during 2020, due to delays in the launching of their website (which was just recently launched). Therefore, we postponed the addition of information to Wikidata about Israeli films to 2021. We continue our cooperation with the National Library of Israel, which includes uploading information from the publishers’ repository (a work that started in 2020), improving the available information about Hebrew or Jewish scripts written before 1830, and creation and improvement of items related to the Dan Hadani collection of images, which was uploaded to Wikimedia Commons by NLI recently.

During 2020, we conducted a pilot test for integrating Wikidata in the “Information and Data” track of the high-school educational system. We expect this cooperation to expand in the 2020-21 school year. All teachers of this track will receive an 8-meeting training and will be able to suggest Wikidata as the 10th grade project, which amounts to 30% of the final grade.

● Collaborations for Releasing Contents

We will continue our fruitful cooperation with the IDF Spokesperson's Unit, which focuses on releasing images from the unit’s rich archive, under free licenses, with the help of volunteers. We will also intensify our cooperation with NLI for similar purposes. Our cooperation with The Association of Israeli Archivists (AIA) which was resumed in 2020 will continue to expand, step by step, in order to increase the number of archives that upload public-domain material to Wikimedia Commons, as well as the number of uploaded materials. We will study ways to assist the archive with the uploading process.

The development of a prototype of the ‘analytic dashboard’ that began in 2020, following the approval of a long-awaited grant, is expected to be finalized by early 2021. The project is developed in cooperation with Wikimedia Sverige and is based on an existing model recently developed by Wikimedia CH. Our efforts are focused on the upgrading of selected features and indicators, and the adjustment of it to local and international needs. During 2021, we will focus on marketing the interface and raising awareness thereof in GLAM institutions in Israel and elsewhere. The dashboard interface is built in open source and meant to enable users to follow closely and directly the usage of the visual contents they upload.

Capacity Building and Skill DevelopmentEdit

● Development of the Instructional Team

The chapter’s instructional team is made of the team members and volunteers.

In 2021 we will seek to enhance the professionalism of our team members, particularly in the fields of digital processes and remote instruction, in light of the challenges posed by the Covid-19 crisis. These professionalization processes will include, inter alia, the establishment of an internal forum for learning and consultation for the coordinators who engage in teaching and instruction, thus, formalizing the process of peer learning within the organization. While being a significant part of the chapter’s work, this process has so far been done sporadically, without an organizing framework.

We will also seek to maintain the stability and strength of the cadre of volunteers. We will continue to organize periodic meetups, which proved to be a rewarding experience that enhances their sense of pride and accomplishment. We will also encourage volunteers to engage in learning processes and consult our team members and other volunteers.

Having stabilized our group of volunteers, bringing it to the optimal size of 25 people, we will make an effort in the coming year to recruit new volunteers (or bring back dropouts), in order to preserve the size of the group vis-à-vis normal phenomena of leaving and burnout.

● Development of the Instructional Materials

In the field of instructional materials, we set our goal to develop an instructional tool that would offer a cross-section approach to the issue of encyclopedic writing. This issue is handled by several tools we have developed in the past, but seems to be particularly challenging for participants in our programs, and requires a more profound treatment. For this end, four coordinators of the chapter’s team will gather written and non-written knowledge that has accumulated throughout the years, develop an outline for the tool and lead its development, while adjusting it to the various audiences, in both Hebrew and Arabic.

As in previous years, our instruction goals for 2021 reflect extensively the need to develop and upgrade instructional materials for our programs in the educational system. In this context, besides addressing the requirements of our longstanding programs for writing Wikipedia articles and Wiktionary entries, we will make an effort this year to further develop the program of adding contents to Wikidata by students.

Finally, following the laborious development of the online editing course during 2020, we intend to follow the implementation of this course version and make the necessary improvements and modifications in its instructional materials.

● Wikidata

Wikidata still does not have an active community in Israel, therefore, building our capacities in this field focuses at this stage on raising awareness to the project and luring more people to become editors and activists. Our activities in this field are aimed at groups that are particularly relevant to the nature of this project: people with background in information science and data management, or people with relevant technological background, such as programmers and analysts.

In recent years, the demand for professionals in the aforementioned fields and other related professions has increased, and new academic programs have been launched to meet this demand. In 2020, we approached academic institutes that offer such a program with the suggestions to integrate Wikidata in technology-oriented programs. At the same time, we continue to promote Wikidata to the general public, among people with various fields of interest. As part of our capacity building, we developed a courseware for Wikidata’s query interface, in order to increase the interest in this project. We plan to market this courseware to various audiences.

Raising Awareness and SustainabilityEdit

● Marketing and Events

Marketing and events serve as our main vehicle to promote public awareness and organizational visibility to our endeavors. Through them, we strengthen our current circles of influence, while simultaneously expanding and reaching out to new audiences. Wikipedia’s 20th anniversary will be a leading theme in the variety of activities we will hold throughout the year as a means for leveraging our effort. Marketing activity throughout 2021 will include, inter alia, another series of Wiki-Talk webinars (introduced this year), delivered by both volunteers and staff members. A podcast series will be included in our marketing activity for the first time, focusing on Wikipedia and free content issues, in collaboration with representatives of GLAM institutes, leading Wikipedians and volunteers. Several editing meetups in collaboration with partner organizations will take place during 2021. Depending on the available capacities of the potential partners, we intend to hold a Wikidata hackathon. We will also hold our regular winter and summer events for the local community as always, and further increase our ongoing marketing activities through the chapter’s digital assets.

● Fundraising and Organizational Infrastructures

Given the resource development challenges that were intensified this year as a consequence of the Covid-19 new reality, namely, the shift in spending priorities by individuals, foundations and the philanthropic industry, and the global crisis at large, and looking ahead to the coming years, we will increase our resource development efforts this year to ensure a more sustainable model for the long run, based on diverse and stable funding. A focused brainstorming process will be held for this purpose. Within this context, our specific FR objectives for 2021 include:

  • Raising up to ILS 376K from foundations, of which 20% are already guaranteed;
  • Increasing the number of round-up participants, to reach at least 20% of the overall FR amount (the annual round-up campaign will take place during the summer). Our FR target through this method is ILS 125K, and there is a high probability of achieving it;
  • Continuing to raise micro-donations, while cultivating and enhancing relations with small donors;
  • Working to identify and reach new private donors, and reconnecting with past donors;
  • Focusing more on diversifying potential resources and seeking new strategic alliances and income-generating projects
  • Holding a special brainstorming session to explore options of diversifying our income sources and models of resource development;
