editWikimedia France would like to apply for an APG of 450.000 € from the Wikimedia Foundation for the period 1st July 2019 to 31st June 2020. Wikimedia France supports the free sharing of knowledge and recognizes a fundamental right to information. We share the idea of a world in which every single person on the planet is given free access to the sum of all human knowledge. We are committed, within the Wikimedia movement, to breaking down the social, political and technical barriers that prevent people from accessing and contributing to Wikimedia's project. Wikimedia France supports the strategic direction and participates in the process of developing the 2030 strategy. We will welcome people from every background to build diverse communities and we are fully committed to making the Wikimedia movement the essential infrastructure of the ecosystem of free knowledge.

Our strategic aims for 2019-2022 are to :
- Increase the quality and quantity of knowledge available on Wikimedia projects by supporting projects of openness and free sharing of data and contents.
- Ensure a fair representation of human, cultural or social diversity by supporting the participation of minorities in the chapter and on Wikimedia projects.
- Advocate for a change in practices in public or private organizations to support the free sharing of knowledge.
Wikimedia France has known a transition year in 2018 with the organization of two general assemblies aimed at recasting the statutes and rules of procedure of the association. The main goal, in connection with our values of transparency regarding the Wikimedia community and the general public, has been to build a new structure that corrects past mistakes while creating favourable circumstances for future virtuous development of the association. Thus, a seat on the board of trustee will be reserved for the French-speaking Wikimedia community at the next general assembly in November 2019. The non-confidential expenses of the association are all made public on Meta-Wiki just like the wages of the staff. The micro-grant committee has had its budget and composition expanded to give more space to volunteers.
This restructuring of the association also involved more strategic and operational aspects. Wikimedia France has ensured the articulation between the strategic direction of the movement and its own strategy for the next three years (2019-2022). Our new strategic plan will begin for the next fiscal year. It was built between June 2018 and January 2019 and this process was marked by a survey addressed to the community and moments of exchange and discussions, for example during the last Wikiconvention francophone in Grenoble.
Followed for three months by an agency specialized in impact assessment, Wikimedia France has also redefined its outcomes, redesigned its indicators and built the tools necessary for a serious analysis of its activity. The working methods of the staff have been changed to meet its new requirements. Wikimedia France has made a significant change in its organization, in its development strategy and also in rethinking its role in France and within the Wikimedia movement. Some other strategic choices will have to be made during this year 2019 and in particular at the level of the various programs and actions carried out in order to maximize the strong points of the chapter.
Programme overview
editAs part of the design of our new strategic plan and following the reorganization of the chapter during the year 2018, we decided to redefine the priorities of the association by focusing on three key programs in which we believe that Wikimedia France brings a real added value to the Wikimedia movement :
- The contradictory movements that shake cultural and scientific institutions, torn between the choice of open knowledge and a more conservative attitude lead us to reinforce our role in France and federating behind the banner of Wikimedia all stakeholders carrying our values. "Culture is not inherited, it is conquered," said Andre Malraux and that is why we intend to continue this work of training and awareness among cultural actors in the coming years. The work done with the National Education is a real success of Wikimedia France and we, therefore, wish to deepen and share our experience to the rest of the movement including the next education conference to be held in San Sebastian.
- French territory is home to a great diversity of people and languages. As part of the strategic direction of the movement and because we share this desire that Wikimedia projects bring together all human knowledge, Wikimedia France will work to reduce existing content and participation biases (gender, geographical and linguistic) while fighting social and technical barriers to contribution.
- Finally, the organization into local groups of active volunteers increases the force of the chapter throughout the territory. We must support the commitment of these volunteers, renew participation, develop procedures for welcoming newcomers but also know how to value them and thank them. We will be inspired by the work already done by other chapters and we are committed to sharing our experiences to the rest of the Wikimedia movement through the Volunteer support network.
Programme A : Raising awareness and training to Wikimedia projects
editOne of the main activities of the association is to train and support the cultural, scientific, educational institutions and the general public for Wikimedia projects. One of the challenges this year will be to increase the skills of the staff and volunteers in order to interact with all these actors. The goal is to achieve a greater professionalisation of the association in its interactions with these partners in order to transmit our messages more effectively. Initially a simple gathering of partnerships supporting open content policies for Wikimedia projects, the GLAM project gradually adopted a unifying aspect to bring a message closer to advocacy. We need to combine continuity with historical partners while opening the door to new collaborations. The challenge of open data and Wikidata training has also gained more and more place in society and within the Wikimedia movement. The aim is to provide training to Wikidata but also to support the alignments of data between institutional databases and Wikidata. The urgency of this plan requires additional time and resources this year.
Originally separated into two different programs, we decided to bring together our actions for cultural institutions and national education within the same program because we consider that they share a common goal: to transform society and practices by making Wikimedia, the essential infrastructure of the ecosystem of free knowledge.
Wikipedia in the classroom project has been a real success for several years and is fully in line with the strategy of the association and the Wikimedia movement. The issues surrounding media and information education put the association in an interesting situation in France but also at the level of the Wikimedia movement.
The Wikiconcours lycéen (Wikipedia contest in high schools) aggregates more and more participants and the work done allows today's institutions such as the CLEMI (Liaison Center for Education and the News Media) to be autonomous on Wikimedia projects. Beyond this work towards the institutions, the work of raising awareness among the general public, notably through the WikiMOOC, will be redesigned, in particular, to allow the volunteers of the association and the staff to devote themselves more to the educational follow-up of learners.

What we wish to change and why?
editWikiMOOC
After three consecutive years and many changes, we had to rethink the WikiMOOC and its place in our action program. The people who register is declining from year to year but the format continues to attract a large public (2,500 registered for 248 accounts created in 2018) and the videos provide quality teaching aids. Busy with the many technical problems that have marked the MOOC this year, we plan to change our hosting platform in the coming months and find external solutions of technical support to allow volunteers and the staff to focus on a shorter period (6 weeks) to support learners and create a tracking model of those who completed the WikiMOOC over the year.
Programme B : Diversify participation in the Wikimedia movement
editDiversifying participation in Wikimedia projects is a strategic goal of the movement, particularly in our quest to represent all human knowledge equitably by fighting social and technical barriers to participation. This desire to include new people in projects and within the movement is therefore naturally part of the strategic goals of Wikimedia France.
In order not to disperse our forces and thus weaken our fight against the gender gap on Wikimedia projects, Wikimedia France supported the activities of the Sans Pages in 2018 (Gaîté Lyrique, Wikisource Autrices workshops in Cléry) and will continue to do so in 2019 in the framework of an official partnership agreement.
In 2018, Wikimedia France launched a specific program for the overseas territories with the first edition of the contest "Photograph the Overseas", in partnership with the French Ministry of Overseas and the French Development Agency. The objective of the Overseas project is to develop the participation coming from overseas territories in order to improve the contents on the Wikimedia projects related to these territories. They represent about 18% of the whole of the national territory, counting 2 million inhabitants. Overseas territories are as diverse as the islands of St. Pierre and Miquelon off Canada, Antillean islands or the kingdoms of Wallis and Futuna in the Pacific Ocean. The diversity of populations, cultures and languages found there (Antillean, Amazonian, Melanesian or Polynesian) lead us to develop new actions towards these populations to diversify the content and profiles of contributors on Wikimedia projects. As this is a recent initiative, we are not yet in a position to define specific objectives in the short or medium term and we expect this year 2019-2020 to gain experience and lead to the formalization of a more concrete Overseas project. We must indeed take into account several parameters such as distance, the diversity of local situations or even cultural differences. To do this, we will rely on the Ministry of Overseas but also on associative structures such as Eritaj, a non-profit organization of people coming from the Antilles or the House of New Caledonia which welcomes Caledonians passing through Paris.
Since 2011, Wikimedia France is committed to other French affiliates of the Wikimedia movement in a logic of mutual support. The WikiFranca network has welcomed and supported the emergence of Wikimedia communities in other French-speaking countries by organizing unifying events such as the Francophone Contribution Month or the Wikiconvention. Wikimédia France would like to continue to support the Wikifranca French-speaking collaborative network and develop friendly relations with the Francophone affiliates of the movement. A work of reflection on the future of WikiFranca has been started this year with all stakeholders and we hope that it will culminate in the next Wikiconvention Francophone to be held in Brussels from 6th to 8th September 2019 and in Tunisia in 2020.

What we wish to change and why?
editLangues de France project
The Langues de France project will also evolve this year 2019-2020. We will focus on a territorial linguistic community and develop an annual project with the help of local associations. In 2019-2020, this will be the Occitan community whose version of Wikipedia has about 85,000 articles for 5 administrators. We hope to build a development and support project that will be transferable to other linguistic communities living in metropolitan France. This project also concerns the tool Lingua Libre whom has been developed to allow the oral contribution on Wikimedia projects especially for people who speak regional and minority languages. Since then, the project has evolved, grown and reached a stage of development sufficient to initiate recording workshops. The tool is popular and meets expressed needs. We will, therefore, continue to support it, but we must also look at its future and its usefulness for the Wikimedia movement, particularly in the context of the 2030 strategy.
Programme C : Support, animate and strengthen the community
editOne of the main goals of Wikimedia France has always been to support the community, promote its growth and meet its needs. If the chapter has moved away from this goal in recent years, a return towards the community has been made. This year, we want to deeply transform the relationship between the Wikimédia France and the volunteer community by facilitating their involvement, improving the recognition of their work and by providing tools to facilitate the contribution or animation of the community workshops anywhere in France. Photo contests such as Wiki loves Monuments are definitely dear to the community, as there is a particular pleasure in sharing one's best pictures. It gives Wikimédia France a great opportunity to engage with them. Because of this, we will continue to support their setting-up and seek to enhance the work of the community, for example, with photo exhibitions. Slight variations on previous themes will be envisaged.
We also wish to make various tools facilitating contribution, mobilization or editathon management more easily available to volunteers. This includes a very important aspect of communication but also the strengthening of the community by the loan of material, the inventory of previously developed technical tools such as Ma Commune Wikipedia or our training tools. A new section of our website would be expected to identify all available tools. The micro-grant committee is integrated into the statutes of the association and supports the projects of the Wikimedia community. Support for local groups and smooth coordination between groups are the key to strengthening our activities but also ensuring the pleasure of contributing.

What we wish to initiate and why?
editWelcoming new volunteers
As previously mentioned, welcoming new contributors and promoting of volunteer work are part of one of the two priority goals for the association this year. We will innovate by developing integration and follow-up processes for new members as well as those trained in contribution workshops and especially priority audiences (women and other minority populations). We also want to better lead, guide and promote the involvement of volunteers by taking example on other NGOs such as Greenpeace France or Action contre la faim. We will be accompanied by the association France Bénévolat to carry out this project.
Budget
editThis year again, Wikimédia France remains the chapter asking for the most financial support for its activities. We are aware of the financial burden that Wikimedia France represents for the Wikimedia movement. As part of the changes that the movement must make to achieve our vision of the 2030 strategy, Wikimedia France will have to take its share. In order to complete the reorganization of the association, we ask for the same subsidy as last year, ie 450,000 €. However, we commit to weighing less on the resources of the movement by reducing the amount of next year's request. This commitment is featured in our new strategic plan 2019-2022.

Evaluation and Metrics
editLast year, Wikimedia France focused on improving its indicators with a greater concern for qualitative analysis in order to complete the global metrics. As previously explained, Wikimédia France has been accompanied for several months by an agency specialized in impact assessment to redefine outcomes, metrics but also to work on new information collecting tools. This support from external expertise allowed us to question our internal practices, to ask ourselves the right questions and, above all, to define processes and methods adapted to the association. Thus we will not try to measure everything, but rather to focus on the activities that we think are most relevant and most likely to highlight the work actually performed by the staff and th evolunteers. For example, we will no longer try to measure the time spent by wikimedians on wikipermanences because this leads us to make a rough average such as the number of volunteers on average per permanence, the average duration of the permanence and the number of permanence during one year.
We are currently testing these different tools. The follow-up by the Agency will continue with a review meeting of the tools set up in June and a complementary analysis after one year.
The use of the phabricator as a task manager for the team and the refocusing of activities should facilitate the monitoring and project management. In addition, the indicators will be raised quarterly to ensure a more detailed follow-up.
