Wikimedia Argentina received a funds allocation in the amount of US$232,500 in 2015-2016 Round 1. This funds allocation was recommended by the Funds Dissemination Committee on 23 November 2016 and approved by the WMF Board of Trustees on 21 December 2016.

1. In order to support community review, please provide a brief description of your organization's work in the upcoming funding period.

Wikimedia Argentina will be focusing its annual plan strategy on improving and increase the professionalization of our programs by making them long-term sustainable. In this sense, we intend to develop and design actions in the long term but with specific and short-term results and impact. The proposal presented by WMAR is driven by four major strategic lines through which our three major programs will be developed. During 2015 we have learned a lot about our community, their needs, interests and our resources. In this sense, during 2016, WMAR will carry out a new program instead of our Federalization program, changed as a result of our learnings and failures. Also, WMAR priorities for 2016 will be: to strengthen and give continuity to our educational program with more sustainable activities, retain and strengthen relationships with cultural institutions in order to obtain better results and increase their involvement, and to empower, engage, involve and build a more inclusive community.
Wikimedia Argentina presents through this proposal a detailed description of their programs and projects. For each of the projects and activities WMAR has developed the necessary measuring rates and a project description to favor the understanding.

4. How does your organization know what community members / contributors to online projects need or want? Does your organization conduct needs assessments or consult the contributors and volunteers most involved with its work?

Wikimedia Argentina works closely together with Wikimedia’s Spanish-speaking community. The main projects we work on are currently Wikipedia and Wikimedia Commons, although we plan to start putting a stronger emphasis on Wikivoyage and Wikisource. It is not by chance that we have placed our biggest efforts on Wikipedia and Wikimedia Commons. Earlier in 2015, Wikipedia Argentina conducted a survey with the idea to learn more about its community members, which activities motivate them and which projects they would like for Wikimedia Argentina to develop. The major part of the community members who responded to the survey (193 editors, given that the survey was presented only to those people who were logged in) worked frequently on Wikipedia, with 61.2% of them working to correct mistakes, 37.2% creating new articles, and 37.2% editing on specific topics. Of the total of users surveyed 33.9% contributed to Wikipedia a few times a year, while a remarkable 27.6% did so weekly.
Out of all the projects powered by Wikimedia Argentina, 67.3% would like to participate in the Education Program; 51% was interested in participating in projects within the GLAM Program (taking into account the answers related to GLAM and digitization of content), and 49% would like to take part in the Community Support initiative, right before the Federalization Program, which interested around 30% of the people surveyed.
The definition of these programs has not been coincidental either. Wikimedia Argentina is in close communication with its community. During this year 2015 we realized that we work with a plural community, meaning that if we want to scale up our projects outside the city of Buenos Aires, we need to count not only with editors –who on many occasions are reluctant to participate in our activities (29.8% of editors are not interested in collaborating with WMAR) - but also with volunteers, promoters, and users who feel they can get involved and put activities into action in their own contexts.
Wikimedia Argentina counts with three communities at present, two of them outside Buenos Aires. Our organization has a mailing list for the three communities, with which we are in contact on a daily basis. We work for and because of our volunteers and our community, so no event, project or activity is carried out without our previous attention and response to their concerns and questions.
Wikimedia Argentina holds monthly meetings with its Board. These meetings are open to the whole community, and travel allowances are paid for those community members who wish to attend. The same system of travel grants applies to our activities, which are open and free of charge, whenever a community member wants to participate in them.
In addition, during the formulation of our plan for 2016-2018 this year, we invited the community to give us their feedback through our discussion page (you can find the feedback here), and through a short survey (with little participation), which confirmed the interest of users and volunteers in respect of the programs we needed to promote. During 2015 we have also invited the community to join in our work groups. This proposal is still at very early stages, we are still in the process of validating information and organizing the groups, but it has become clear by already that approximately 70% of our 20 interested members would like to work on the Education Program, and the remaining 30% would like to participate in the GLAM Program.

Education program edit

The Education Program, remains as one of the main programs of Wikimedia Argentina . No major changes in the formulation and program planning have been done, and after a year in which we strengthened alliances and we conducted projects and activities in an orderly manner, we have learned from the changes arising from the context in order to consolidate the program; focusing in long term projects, avoiding, isolated activities within the educational community.

In this sense , the strategic approaches to seek our Education program targets in 2015-2016 are:

  • Wikilabs: Incubator of experiences and educational practices within the Wikimedia projects.
  • Educational Edit-a-thons: Education project where students come in close contact with the history of their local contexts and contribute to the collective building of their historical memory. The building of historical memory as an educational line is strongly present in schools and classrooms.
  • Collective Experiences: Contests and editing challenges to improve the contests within Wikimedia projects
  • Wikiworkshops:Teachers as leading actors. We have hosted several editing workshops for teachers and actors of influence in the classroom to generate change, and to impulse Wikimedia projects. To design theses workshops we use the design thinking methodology.

GLAM program edit

The GLAM program remains as one of the main programs for Wikimedia Argentina too . During 2015 we have learned to focus our activities with cultural institutions as a way to improve our performance and generate long-term sustainable projects . Also, Wikimedia Argentina will encourage through its GLAM program the cross-cutting strategic line of construction of the historical memory of Argentina . This strategic line that also cross-cutting the Education program, defines much of our work , also through a new program's action: the EduGlam project.

Our GLAM objectives will be driven by the following strategic approaches:

  • Digitize, liberalization and creation of content : Activities driven by WMAR, Wikimedia community and cultural institutions in order to promote the release and of quality content to improve Wikimedia projects. Among the activities within this project we include photography contests, editing challenges, the digitizing project etc.
  • Strengthening cultural institutions: Strategic approach that aims to strengthen the cultural institutions we work with, through activities to improve their skills in the field of free culture.
  • Construction of the local culture : Strategic approach which aims to promote the construction of the local culture and identity in Argentina

Community Support program edit

The Community Support Program is the new program launched by Wikimedia Argentina for 2016. During 2015, we have analyzed the composition of our community and we have realized that beyond editors, Wikimedia Argentina’s community is wider and more diverse . We have also re-defined the meaning of the concept federalization and we have understood that the support to our projects can arrive from different spaces. Therefore, we will focus on working with existing communities and support initiatives that put them in value as well as encourage initiatives which will generate a more diverse and plural community and other projects and activities to empower WMAR's community aligned to our strategy .

During 2015-2016 our main objectives will be driven by the following strategic approaches :

  • Build community identity:To promote meeting spaces in the community as places where to strengthen ties and organize working groups to improve the projects carried out by WMAR.
  • Users and editors’ support: Support initiatives and trainings regarding users and editors’ needs, as our most important target groups.

What is Wikimedia Argentina’s online course?

What constitutes a good distance-learning experience? How can the same content be suited for different educator profiles and contexts? These are some of the questions that guided Wikimedia Argentina through the process of producing, designing and creating a training proposal for teachers all over Latin America, back in 2014.
The course, initially conceived as an 8-week training event, redefined part of its objectives during 2015 to become a strategy to generate new and independent editors, where participants were introduced to Wikimedia projects and encouraged to involve in Wikipedia as active editors.

The course develops within a learning frame which is oriented towards two clear objectives:

  • For the education community to learn and take ownership of the Wikimedia Projects, generating an impact in teaching practices.
  • To encourage education leaders to become new editors of Wikipedia, consolidating as autonomous creators of quality content.

Why using this strategy? Which issues does it address?

Wikimedia Argentina’s online course was put forward after analyzing the demands received from the education community. Given the current context of technology immersion, Argentina is experiencing a change in the methodology and education paradigms, where educators are becoming the key actors in the new ways to build knowledge in the classroom.
We step away from educational proposals such as MOOCs, to offer a different type of online course with experienced tutors, where participants are guided all the way through the learning process, and where the focus is placed on editing Wikipedia and generating long-term commitment to the projects.
In this sense, the proposal responds to the action lines defined as solutions to the following contextual issues:

What's next?

• WMAR will maintain its educational proposal for teachers in the online course format.
• WMAR plans to launch a second edition of the course, which will focus entirely on how to edit Wikipedia and its sister projects.
• WMAR is working on the design of its first and new education platform, through which teacher proposals will be directed and courses will be designed and launched autonomously. At the same time, we aim to design and arrange new course proposals and make them available to the teaching community as required.
• WMAR wants to impulse this proposal both at regional level and through the Iberocoop network. We are also working to make the project replicable globally.

WMAR will continue to push onsite training of teachers and students as a means to articulate the implementation in classrooms of at least two projects: Wikipedia and Wikimedia Commons. During 2016 we will cease isolated training events, framing our training activities within specific projects instead. Such activities will be aimed at future educators, teachers and students from stable counterparts and will focus on improving participation and increasing the amount of quality content within each project.

From this point of view, each project will have a duration of 3 months and will be developed in three stages, established before the start of the activities.

Why using this strategy? Which issues does it address?

This training project responds to the needs detected by WMAR along the course of our work in different education environments. The issues we have come across are similar and common to most educational institutions: a lack of knowledge of Wikimedia projects and of the possibilities of their implementation in the classroom. In view of these issues we have come to the following conclusions:

  • Isolated training activities improve the knowledge of teachers, but this knowledge is not necessarily applied in the classroom
  • There is no correlation between content and teacher training. On the contrary, there is correlation between trained teachers and intention to implement a project based on Wikipedia or Wikimedia Commons in the classroom
  • Those projects which keep students involved in activities show faster progress and generate better results in terms of numbers

Considering the above, we believe that institutionalizing the Training project will promote:

Cross cutting programs: EduGlam
Wikimedia Argentina has been working on analyzing the interests, reality and needs of its local context during 2015. Bringing memory back to society has had as an immediate consequence in terms of revaluating Argentina’s social and cultural Patrimony.
Apart from our classic Education and GLAM projects we are now promoting activities which link education and promotion of culture in order to reach new participants and introduce them to culture and to social responsibility and citizenship.
We have been working on redefining the scope of editathons and reformulating them as educational and cultural activities which have been of great importance for Wikimedia Argentina. The change in the paradigm has been remarkable. Defining a new strategic line of work, such as the creation of spaces for the construction of memory, is a priority for WMAR as a means to continue our work in a more organized and consistent manner. In this sense, educational edithatons are already showing very satisfactory results as great spaces to engage new and future editors.

The reasons why we are introducing a new strategic line in Education and GLAM projects are:

  • Building the cultural and historical memory in Argentina is a strategic objective that crosscuts the cultural agenda and the educational curricula.
  • The national and jurisdictional policies of the model 1:1 (one computer for one student) introduced by National Decree in 2010, has improved the possibility of accessing knowledge through the necessary tools in order to reduce the digital breach, and the creation of same opportunities for everyone at social level.
  • In terms of cultural policies, the government has started to highlight and give relevance to human rights and Argentine memory construction.
  • To improve educational and cultural results by organizing activities with both institutions at the same time, as a way to coordinate the limited resources.

Education Edit-a-thon
Education edit-a-thons are included in the strategic action plan of our Education Program. In 2014, Wikimedia Argentina started implementing this activity which, mainstreamed by the strategic line of GLAM projects –to support the construction of Argentina’s national identity-, meant that for the first time, the strictness of cultural institutions was broken to allow students to take active part in them. Our plan for 2016 is to continue to power actions which favor the interaction of cultural institutions with educators and students.
The project calls for museums and archives to become spaces where students, guided by their teachers, can build knowledge through the historical patrimony guarded by these institutions. <br<

The project, which we will continue to impulse in 2016, responds to the following objectives:

  • To make the most of the potential of museums and archives as learning resources, bringing these spaces closer to the classroom or turning them into “classrooms”, as places where knowledge can be found, produced and built in a joint manner.
  • To position cultural and historical heritage, by highlighting local cultural patrimony in Wikipedia and Wikimedia commons thanks to the intervention of students supported by WMAR.
  • To generate a community of younger new editors.

Scaling up - Federalization edit

Strategic Objective: To encourage ownership of the Education Program by promoting the participation of educators and students from different regions of Argentina

Building a network of Wikipedian ambassadors in matters of education

This activity responds to the strategic approach of WMAR’s Education Program: Collective experiences[2]. This activity is linked to the objectives and results expected for the Onsite Training project.

During 2015 Wikimedia Argentina put forward a program of Wikipedian ambassadors of the Education Program. To date, 8 experts in education from schools and universities in the country have promoted projects within the classroom with the objective to improve the content and increase student participation in Wikimedia projects. Our proposal, which is new in many of the educational institutions approached, is a break through the existing education paradigms, a trend that we have observed in Argentina since 2010. The vast geographical extension of Argentina makes it necessary for us to use this type of strategy, which despite being designed to sort out geographic limitations, serves also to provide a solid basis for the future development of the Education program creating a network of collaborators which is sustainable long-term.
Students collaborating as Wikipedian ambassadors, as well as ICT leading students, are also starting to play this role. They are our actors in the local context and the channels that WMAR supports to spread the Education Program and ensure the replicability of its projects.

The objectives and main characteristics of the project can be defined like this:

  • To promote free culture awareness through the word of recognized education experts among the education community.
  • To involve teachers in the Education Program as promoters and points of reference for its diffusion.
  • To link teachers’ work and active participation by students as promoters of activities within the classroom, with proposals agreed upon by consensus.

Why using this strategy? Which issues does it address?

WMAR aims to generate programs which are sustainable. The sustainability of the Education Program depends largely on its replicability and the fact that it can be applied as reference in different types of education institutions throughout the country. With objectives which are similar to our proposal for Onsite Training where we aim at identifying and training potential ambassadors, this strategic line mainstreams each of the projects powered within the Education Program.

One of the priorities of the organization is to position Wikimedia Argentina’s Education Program. Likewise, we are working to be the educational referent on free culture and to establish Wikimedia as the organization that promotes free culture in the region and throughout Argentina.

Towards a sustainable program
Educational support for a sustainable program

WMAR’s main objective is the sustainability of the Education Program; not only measured by the quantity of content generated, but also by the quality of the promoted projects and activities. Quality can be measured by the level of appropriation of the projects among the teaching community.
During 2015, WMAR has developed several educational resources aimed at improving the understanding and use of Wikimedia educational projects. Nevertheless, we believe it is necessary to put our educational resources in context, generating spaces where teachers can participate in the creation of such resources, making our work proposals accessible and adapted to the educational reality.
During 2016, WMAR is going to impulse a gamified project to be implemented in the classroom. This way of bringing Wikipedia and all of WIkimedia’s projects into the classroom, requires a contextualization of our resources through a better understanding of the reality of the recipients.
Our objectives then are as follows:

  • To establish a platform of educational content, which will be accessible at any time and will be exclusive to Wikimedia Argentina.
  • To develop “education itineraries” for the projects in the Education Program that encourage the appropriation of the activities by teachers and students and adapt to school and universities’ contexts.
  • To generate material that can be extrapolated to the whole Spanish speaking Wikimedia community and translated to the global community.
  • To adapt the content of our projects to the contextual reality of educational institutions in Argentina, favoring the participation of students.

  • At least 1 online survey conducted among users and editors, with 100 people participating. The purpose of the survey is to pinpoint the needs and interests of current and future editors of Wikipedia in Spanish, and will be conducted between February and March,2016
  • 5 editing and article-improvement challenges carried out from March to November 2016, that wourld mean at least 2000 articles created or improved
  • 3 of the 5 editing challenges responding to the assessment of editor needs conducted for editors of Wikipedia
  • At least 10 active editors involved in each of the editing challenges held every two months, starting in March 2016

This activity responds to WMAR’s strategic approach for the GLAM program: Construction of the local culture

Wikimedia Argentina will encourage participation in the programs by launching specific projects designed for different participant profiles. We will promote online and offline activities to boost participation and bring in new users as editors of Wikipedia.
Encouraging participation means establishing a pluralistic baseline of participants who can contribute to the improvement of the content of Wikimedia projects, and who can support WMAR in the activities impulsed through the GLAM program. The participation of editors in face-to-face activities helps us improve and support new editors in the process of learning how to edit, so they can become active editors in the future.

In this sense, we expect the following results in terms of contents:

  • To promote online and offline activities to favor participation, edition and retention of new editors for the Wikimedia projects.
  • To achieve an improvement in terms of content, particularly in Wikipedia and Wikimedia Commons, by taking into consideration the community’s interests and needs.

This activity responds to WMAR’s strategic action plan for the GLAM Program: Empower cultural institutions

In 2015 WMAR began a reformulation of the classic edit-a-thons which, to that moment, had been organized as sporadic events among institutions. The redefinition of edit-a-thons as activities evidenced the need for us to approach cultural institutions with a different type of initiative that could put these institutions in the spotlight, turning them into active and necessary actors for the development of the activities. Giving a leading role to the cultural institutions where we develop our activities is a necessary requirement prior to, and after the activities. This strategy has helped a great deal in the concretion of projects impulsed by WMAR with cultural institutions, in the frame of the GLAM program.

The Institutions Take GLAM project, promotes the following activities:

What's next?
  • WMAR is currently implementing this project, and will continue to do so, with those cultural institutions which are engaged in our activities in a stable manner.
  • Our aim for 2016 is to continue to work with the mentioned institutions which have become stable counterparts of our projects, with the only addition to the project of those new institutions that can adjust to the requirements of our line of action.
  • Organizing onsite training sessions has proved to be a good strategy, since during face-to-face activities the number of new participants has increased by nearly 40%. Favoring face-to-face work through pre-activity workshops guarantees the presence of new participants in later activities, where they are introduced to editing with the advantage of many of their questions having been answered beforehand.
  • Building Argentina’s identity and memory by bringing to light its local and historical heritage, will continue to be our main strategic line.
  • We expect to cooperate with 6 institutions in this project, assisting them in the release of quality content related to the line of work impulsed by WMAR in the frame of GLAM projects.

This activity belongs to our strategic approach: Strengthening cultural institutions

In 2016 Wikimedia Argentina is going to carry out its first distance-learning initiative in the GLAM program. Although we want to promote the course in a similar way as the Education course, the activities and contents will be designed differently, given that cultural institutions in Argentina are at an earlier stage in terms of knowledge about the program and its projects, and about Wikimedia projects in general. The estimated duration of the online course will be 4 weeks.

In this regard, our objectives are:

  • To improve the awareness of cultural institutions on the concept of free culture, the Wikimedia projects and how they can relate to their own activities.
  • To increase the knowledge of the program in Argentina, and to improve our coordination with new institutions outside Buenos Aires.
  • To position cultural leaders as promoters of the program in different institutions throughout the country.

Why using this strategy? Which issues does it address?

Argentina is a large country where the long distances make it difficult for us to reach all of the provinces and respond to their demands as adequately as we would like. In addition to this, cultural institutions in Argentina continue to be hermetic organizations where the presence of our projects is none, or very weak. Cultural authorities do not fully understand the projects and actions that WMAR impulses in matters of culture.

Strategic Objective: To improve the understanding of the concept of free knowledge within the cultural community as a way to position WMAR’s GLAM program, expanding our reach.

Bringing the GLAM program to new members of the public and adding new participants to our projects is one of the main objectives of WMAR in the GLAM program. Through the organization of sporadic face-to-face activities, WMAR expects to open and generate debate about free culture in sectors of the public where this concept is foreign.
WMAR counts with a solid but small community, hence the need for inclusion of new participants who can become new editors.
At the same time we are working to become an educational referent on free culture, and to position Wikimedia as the promoter of free culture in the region and the whole Argentina.

In this regard, the objectives we have defined are:

  • To reach, through strategic positioning, new profiles of people who can support the GLAM program.
  • To generate debate on free culture in cultural environments, a concept which does not exist in Argentina.
  • To establish a firm base of stable contacts on which to position our actions from a strategic point of view, to attract new participants to our activities.

Positioning Wikimedia Argentina in the cultural sphere is a necessary step to improve our levels of participation, with the addition of new people to our activities. Coordinating activities with strategic partners is vital to reach our objective of attracting more people from outside our movement.

What's next?
  • During 2016, WMAR will focus on the promotion of the GLAM program, as an opportunity to attract new participants to its activities.
  • The strategic line of promotion of free culture will have the main objective of improving and increasing the number of participants from the general public who take part in GLAM’s face-to-face activities.
  • In addition, we want to work on positioning the organization in the media. Each mention to our activities in the mass media translates into activities where a lot of new people attend, and who become beginner editors
  • During 2016 we will continue to work on joint initiatives with the local government of the City of Buenos Aires, who is in charge of the preservation and has access to the majority of cultural spaces in the city. The local government is also close to the mass media. The activities organized in the city through the local government have returned an increase of nearly 45% in the number of new participants, many of whom have started editing with us.
  • Generating new alliances and networking in relevant cultural spaces in Argentina who can support us in guaranteeing the good results and sustainability of the program in 2016.

This activity belongs to our strategic approaches: Digitalization, liberation and creating content - Construction of the local culture

During 2016, WMAR will continue to power its digitizing project. We are presently working with 4 cultural institutions. The main objective of the project is to favor the release of content by those organizations which have been consistently working with us, providing them with the training and tools necessary for the correct release and upload of content.
The strategic objective on which we will continue to work in 2016 is the release of quality material focused on our goal to build Argentina’s memory through the preservation of its cultural and historical heritage.

In this regard, the objectives of the program are defined below:

  • To improve and increase the content of Wikimedia Commons concerning the history and cultural patrimony of Argentina, promoting the increase of the local patrimony available under public domain or free license.
  • To improve the content of Wikipedia and other projects by positioning and making use of the released material.
  • To involve cultural and educational institutions in the construction of historical memory through the materials released for free use.
  • To favor the release of material that highlights local historical patrimony through new projects such as Wikisource.

Why using this strategy? Which issues does it address?

It is no coincidence that WMAR’s line of work in regard to digitization and release of contents is focused on the construction of Argentina’s identity. 70% of Argentina’s cultural and historical patrimony is still in process of digitization, in many cases this material is archived in institutions that count with poor resources. Argentina is going through a period where the construction of the historical memory is an important line of work within the public agenda, crosscutting the cultural and educative contexts as well. Working under this premise is not just a strategic action but it is also strongly connected to the needs of the Argentine society nowadays.

Placing the first Wikipedian in Residence in Argentina, as a way to ensure the sustainability of the work we have been carrying out with different cultural institutions.
In line with our priorities, the WIR will be in charge of selecting, according to specific quality standards, the historical and cultural material under public domain or free license that support our line of work in the construction of the Argentine identity, and enhancing their value.

The main objectives of the program are:

What's next?
  • Cultural institutions in Argentina are characterized by their strong reluctance to accept interference from external organizations. All along 2015 we have worked hard to build relationships and earn the trust of the institutions, setting very clear limits to the work we want to promote with them.
  • Our aim for 2016 is to promote for the first time the figure of the Wikipedian in Residence in any of the 4 institutions that have become our stable partners. The WIR could be an itinerant figure.
  • We will maintain the same line of work for this new figure in 2016.
  • For WMAR, the presence of a WIR is a sign of the sustainability of the proposals in the GLAM projects.

Wikimedia Argentina has revised the objective of its actions during 2016 towards a new program. In 2015 WMAR implemented its Federalization program changing the bottom line of its objectives. The changes were made to adapt to the reality of the context, which led us to reformulate our concept of federalization.
During 2015, WMAR’s Federalization program was powered by the community taking ownership of the activities and proposals of the GLAM and Education programs.
Throughout the year, we have seen our community in Argentina grow, thanks to WMAR’s actions and to the presence of active editors and people who made their first approach to editing. The definition of federalization as “the construction of editors' communities” was changed in 2015 to give way to the promotion and acquisition of projects put forward by WMAR including communities which did not belong to the Wikimedia community, but were however points of reference within their own contexts and supported us in positioning our projects as innovative opportunities in matters of culture and education.
The concept of putting one program at the service of the rest of programs came to define federalization as a strategic line for 2016, mainstreaming each of the rest of programs proposed.

During 2015 WMAR has developed a better link with the Wikimedia community in the country.
We have carried out two surveys this year. The first one aimed at pinpointing where our community was, what their interests were and their degree of involvement. 74% of the people surveyed did not know WMAR, but 49% considered that the most important project to push forward was one to support the community, far from the 30% who considered federalization a priority. Our second survey, conducted to validate our strategic plan, also showed that 50% of the people surveyed considered that Community Support should be a priority project. In view of these results, Wikimedia Argentina intends to implement a Community Support program during 2016, without disengaging from the initial objectives set for the Federalization program.

Last but not least, it is important to say that distances in Argentina at the same time our limited human resources have ended up redefining the federalization program. The expected results for 2015 were not the best . We have learned along the way and we are refocusing our actions and activities to ensure better support to the community with our new program.

Community meetings

This activity belongs to our strategic action: Support editors and contributors

In 2016 WMAR will start to organize offline meetings with the community. These meetings will be open to anyone interested in WMAR’s activities, and they will aim to be a leisure space that welcomes active editors, former editors, Wikipedia users and volunteers who may be interested in helping with the organization’s offline activities.
The idea behind these meetings with and for the community is not random. WMAR held two open encounters for the community in 2015, each organized for different reasons, receiving similar feedback in both: the community would like for the organization to hold these meetings more often and regularly.
Offline events are considered by our community as the best instances to get to know each other in person, meet new people and engage those users who may be curious into editing.
In addition, WMAR has increased its number of volunteers thanks to the mentioned two meetings.
During 2015 WMAR’s office received an overall makeover. Offline activities with the community need to be complemented with weekly open office hours during which the WMAR community can bring in their conflicts and interests, establishing our office as a space for consultation and meetings.
In this regard, the main objectives of the meetings would be:

  • To increase the knowledge of the community and to bring in new editors and users.
  • To learn about the interests of the WMAR community and to channel their needs as driving actors of future activities.
  • To generate a network of volunteers who support WMAR’s activities in 2016.
  • Establishing our WMAR office as meeting place for the community.

Offline activities are a proposal that came from the community, who considers that offline activities favor a healthy construction of the community, the generation of a better work atmosphere among editors as well as encouraging users to start editing.

Scaling up - Federalization edit

Strategic objective: to expand the Wikimedia Community by engaging users, editors and volunteers in Argentina

To favor the consolidation of the communities in inland provinces, to help us in the diffusion and implementation of projects.

WMAR will continue to focus on the construction of a stable community of users and editors in Argentina. Our main objetive during 2016 will be to retain and consolidate the communities with which WMAR has already worked, and to start implementing organized activities that are matched to the objectives of our projects as well as to the community’s own initiatives.
The scalability of WMAR’s projects and programs depends largely on the active participation of the community, not only to frame the projects in an adequate context and reality, but also to be able to implement new initiatives in these contexts. In sum, facilitating for the Wikimedia community to work within their own contexts and according to their needs, is a necessary requirement for us to develop projects at local and regional level in a sustainable way.

In this sense, we will work towards the following objectives:

  • To support activity initiatives presented by the communities of Wikimedia Argentina throughout the country.
  • To coordinate activities with the community, which are in agreement with the strategic lines defined by WMAR
  • To broaden the perspective about the possibilities of the Wikimedia community to implement projects at larger scale.

The presence of the community in Argentina at international level is still a key issue. WMAR will continue to work towards having a stronger presence at international events.
We have defined the following objectives for 2016:

  • To improve the presence of the Wikimedia community at international events, supporting individual requests for grants.
  • To participate actively as providers of experiences and results at international events.


Why using this strategy? Which issues does it address?

Wikimedia Argentina is the only Spanish-speaking chapter who takes part in the annual FDC process. Our proposal is to work in increasing cooperation with the countries from the Hispanic region, becoming a reference source of results, experiences and good practices, through our activities and projects.
As an organization that receives general funds, we have the responsibility to give visibility to the work we have been carrying out for Wikipedia in Spanish and its sister projects. We try to be a catalyst for the success of the community and to highlight their achievements. Positioning the Spanish-speaking community as promoter and generator of resources and knowledge is the driving force for WMAR’s actions, together with the rest of chapters and groups of users in the region.

  • In 2016, WMAR will continue to take an active role at international events (In 2015 we gave 2 conferences at the WMCO, we also organized the Education pre-conference during Wikimania and gave three more conferences in Mexico).   • We will support the organization of Iberoconf 2016, aiming to maintain its biannual format as long as there are achievements or results to highlight.

The Wikimedia community in Argentina is the receptor of WMAR projects. During 2016 we also expect for our community to become the promoter of the projects and short-term activities. The lack of knowledge on the concept of free culture continues to be the main and common issue to all the environments we work in, and the difficulties to deal with and respond to every demand, a constant in these environments.
In 2016, Wikimedia Argentina wants to give a leading role to the communities as channels and promoters of free culture in their local contexts, as well as giving them specialized spaces where they can assume their role as leaders.

Wikimedia Argentina’s objective for 2016 is to strengthen the Community Support Program, establishing a sustainable base for its development. The construction of a broad-based community and the appropriation by the community of the activities and projects impulsed by WMAR, requires support not only in terms of staff, but also in terms of material, which should be produced according to their needs and to the work guidelines established by the organization for its programs and projects.

In line with the above, our main objectives are:

  • To produce learning guides about Wikimedia and Wikimedia Argentina’s projects.
  • To provide the community with relevant material, according to their specific needs for the implementation of Wikimedia’s projects.

Wikimedia Argentina will promote participatory spaces of work, which favor even and equal inclusion of men and women

  • Wikimedia Argentina will not work with institutions or educational spaces which are gender exclusive or promote exclusion policies.
  • Wikimedia Argentina will work towards the parity of boys and girls as recipients of our Education Program in 2016
  • In regard to specific programs, such as the appointment of Wikipedist ambassadors, Wikimedia Argentina will also seek parity within the teams, with an even presence of boys and girls.
  • Wikimedia Argentina will develop proposals, such as the online course, which consider the different time availability of men and women (still a real issue in the subject of equality between genders) to allow for both to have the same opportunities to receive training.

Editing challenges:

  • WMAR will implement its strategic line of construction of the Argentine identity and memory, through 1 editing challenge that would mean at least 100 articles improved or created from March to November.
  • At least 100 articles created or improved regarding the existing content related to women in Wikipedia, following the guidelines defined in regard to gender-sensitive content between March and November 2016.

Other GLAM activities:

  • Work groups at different cultural institutions in the country will be established aiming for parity of men and women in the participatory and leading roles.
  • The proposals and initiatives of the GLAM program are adapted to the time availability of both men and women, to favor even participations of both genders.
  • WMAR’s treatment of each of its counterparts will be even, equal and non-discriminatory.

Wikimedia Argentina will aim to position the issues of gender equality and social diversity inclusion within the public agenda

  • Wikimedia Argentina, will use the GLAM Program to position the gender issue and the role of women as builders of knowledge, in the public agenda.
  • The debate on gender equality will be introduced into each of the conferences and congresses where WMAR has active participation.
  • During its participation in congresses and conferences, WMAR will include specific spaces for the promotion of culture as the key actor for the generation of an inclusive society.

  • Wikimedia Argentina will promote the participation of women in community meetings, trying to achieve a regular attendance of women (around 20%) to each meeting.

  • We will support projects put forward by women of the community.

Iberocoop: learnings, results and intentions
Iberocoop: learnings, results and intentions

Wikimedia Argentina will continue to support Iberocoop initatiatives and projects. However 2015 has been a year where we could arrive at the conclusion, first, that the different size and growth of the chapters and user groups present between themselves a capacity gap that makes it very difficult to effectively comply with join activities at certain levels, or ultimately show different levels of commitment to the movement that have routinely blocked achieving planned results for joint activities.

Wikimedia Argentina as an organization remains deeply committed with helping develop the Wikimedia movement in the region, but we will re-focus our programmatic efforts to maximize results with other sister organizations we have had success working with over the past years. For that reason during 2016 we will strengthen bi-national, tri-national or country-specific projects with chapters that are doing a great job in terms of results.

In fact, lack of results has been one of the reasons for discussion within Iberocoop during 2015 and behind the decision to suspend or postpone Iberoconf 2015. We did not consider responsible to organize the annual meeting again given the lack of results from the last meeting we hosted in Buenos Aires.

Despite the slow progress of Iberocoop, Wikimedia Argentina considers very remarkable the work that we have done with other Wikimedia affiliates in the region. In this regard we emphasize the following:

  • In March 2015, we lauched the first editing contests for the month of the women with +400 new articles created in the Spanisg Wikipedia.
  • Wikimedia Argentina organized simultaneous edit-a-thons with Wikimedia Chile, Wikimedia Bolivia and Wikimedia Uruguay along with the Spanish cultural centers in Latin America.
  • Wikimedia Argentina is organizing along with Wikimedia Chile, our first trans-Andean edit-a-thon that will take place in Mendoza, Argentina, in October this year.
  • Wikimedia Chile, Wikimedia Argentina, Wikimedia Mexico, Wikimedia España and Wikimedia Italia have shared best practices and human resources to improve their results and needs.
  • Wikimedia Argentina has launched its monthly editing challenges involving all Iberocoop members and countries. So far, just Wikimedia Argentina and Colombia users group have proposed new challenges to be approach in the future.

Iberocoop's targets 2016 edit

Wikimedia Argentina will intensify its work with the chapters and user groups committed to results.

  • Wikimedia Argentina will continue working with Wikimedia México, Wikimedia Chile, Wikimedia Italia and Wikimedia España.
  • At least one project during 2016 organized with all these four affiliates that would mean a significant increase of content in the Spanish Wikipedia (it could be a women editing contest again or a new proposal)
  • Wikimedia Argentina will continue launching, every two months, our initative of editing challenges, involving all the Iberocoop communities and countries, amounting for at least five (5) challenges from March to November that would mean an increase of at least 1500 articles[15]
  • Wikimedia Argentina will launch during 2016 a regional survey in Latin America and Spain together with other Iberocoop members to have a closer look to editors’ interests and needs.

Wikimedia Argentina will better share resources, experiences, learnings and practices with the Iberocoop network.

  • Wikimedia Argentina will share its learnings and practices by designing better and new material that will be able to be used by Iberocoop.
  • Wikimedia Argentina will continue sharing resources with the Iberocoop movement (mostly human resources)
  • After a year of steady work , Wikimedia Argentina will share their tutorials , guides, manuals of organizing events and projects and any other material designed as long as its results and learnigns with the movement.
  • Wikimedia Argentina will share its learning and will help in anything that would need the next Iberoconf organizer.

Wikimedia Argentina will increase face to face meetings with Iberocoop’s chapters and users groups as part of its development and learning

  • During 2016, at least 3 face to face meetings will be organized by WMAR and other Iberocoop’s chapters or user groups to approach their same needs by building a mentoring space for learning and improving skills.

The structure of our Association is composed as following:
  • The General Assembly of Members, with regular meetings every year.
  • A Board of Trustees composed by 9 elected members (2 alternative Board members are available in case of vacancy). It is in charge of the strategy of the Association, its overall administration, revision of its projects and supervision of the staff's performance.
  • An audit commission, composed by 3 members, and responsible for the financial accountability of the Association.
  • The staff, composed by the Executive Director (ED), the Communication Officer (CO) the Education Coordination (EC) and the Administration Manager (AM). Dedicated to the implementation of programs and projects, reportability and day-to-day administration of the Association.
Programs are designed and carried out by the staff, with permanent communication with the President of the Board and periodical reports to the rest of its members, who are ultimately responsible of the implementation of the initiatives proposed for the year. Some activities are led by Association members and volunteers, but they must report to the ED.

The reserves of WMAR are in argentine pesos. As it was informed in the impact report 2014, our current reserves are the amount of AR$336.530,65 which is equivalent to three months of staffcosts. This amount of money have been generated because of the difference between the currency exchange rate at the moment of requesting for de annual grant 2014 and the real one at the moment of receive it (peso argentino has devaluated in January 2014).
Unless we have to incur in extraordinary expenses until the grant for 2016 is finally delivered, we are not expected to use this reserves during the current period, neither for the upcoming year.

We are planning to have the amount reported above: AR$336.530,65 or USD 35.725 (Exchange Rate: AR$9,42 = USD 1. http://www.bna.com.ar/). This amount is the equivalent to three months of basic staffcosts.

It will depends on the final Grant delivered from the Foundation and FDC. If the amount requested in this Grant is finally allocated, we are expecting to hold the same level of reserves. As in Argentina exists a rate of 25%-30% of annual inflation, the amount of reserves for the upcoming period in pesos argentinos are expected to be a 25%-30% higher: AR$420.663. As also, there exists daily davaluation of the argentina peso, the amount in dollars would increase up to USD 40.063 (Estimated exchange rate for December 2016: AR$10,5=USD 1).

As we reported above, we plan to hold the same level of reserves (fixing the amount on the staffcost variable: 3 months).
