This form is for organizations receiving Annual Plan Grants to report on their progress after completing the first 6 months of their grants. The time period covered in this form will be the first 6 months of each grant (e.g. 1 January - 30 June of the current year). This form includes four sections, addressing global metrics, program stories, financial information, and compliance. Please contact APG/FDC staff if you have questions about this form, or concerns submitting it by the deadline. After submitting the form, organizations will also meet with APG staff to discuss their progress.

Wikimedia Argentina has gone through a successful and remarkable first semester. Our programs and projects have been more focused and oriented to our goals, with remarkable results, in terms of articles created and improved and content released.
We continue struggling to involve new volunteers and build a more active community. Also we have not increase the numbers in terms of partners but we have focused our efforts in fostering our engagement to long term relationships with our stakeholders.

Learning story: How context comprehension and awareness has given us better results edit

Working on Wikimedia projects has always been a challenge. Adapting project designs to our own particular context is also challenging and a responsibility. Understanding the way Argentina constructs its culture and educates its youth is essential to be able to organize our programs appropriately.
What have we learnt in the last two years? What information can we get from the context?
During the first six months of 2016, we have addressed the implementation of our programs in the following way:
1. Standing by for sustainable construction: Argentina is a country is constant change. In this sense, in January and for the first time in our history, a liberal party took office, which brought great changes of personnel in Ministries and Secretaries. Many of them were our counterparties in focal points. So we may say that we had to start over in many processes, but given the challenge, we considered the great possibility of doing things from a different perspective. The last two years, we have dealt mostly with requests from educational and cultural institutions, which has implied both a great effort and some wearing down. The change in context forced us to stop and reorganize activities that had not been successful and promote those which had had better results, reassigning the necessary resources.
2. Being aware of issues that go beyond the context: A changing context does not mean a change in our interests. And it does not mean that we can’t take care of what the community brings to our attention. It just means dealing with things in the appropriate way. Thus, we have defined more clearly than ever our lines of action for “the construction of Memory” and “gender”, which implied the articulation and definition of permanent projects with specific counterparties. Argentina is still interested and wants to be a part of the social criticism born from our projects on these issues.
3. The context is all of us: During the first months of 2016, we have organized more online than offline activities. This was due not only to the fact that we had to reconstruct part of our work, but also because the context has affected our community. Job insecurity and economic instability have curbed the enthusiasm of a large part of our community that has nonetheless actively participated in our online activities while they reorganized their lives according to the new context.
4. Context sets boundaries: Considering all the stakeholders we have worked with so far, being able to stop has helped us consolidate the relationships with those counterparties with whom we worked well. We don’t all make it together, but that doesn’t mean we can’t meet with one another.
Then, why do we believe we have achieved the best possible results? During these first six months of the year, we have done something we had never done before: being “timing-aware”. The context has redefined our partners and we have redefined some of our activities, but it has also given us a frame as to when we should carry out our actions. The results have been striking and we hope that what we have learnt will help us achieve even better results in the future.

What we succeed so far?: defining good practices to go beyond the new educational context (story 1) edit

The beginning of the year 2016 was a period of changes for Wikimedia Argentina having to face the transition in the program’s leadership and the new educational context of the country after the national elections.
We have had to face a double challenge: firstly, to strengthen those activities which are significant to our program and that have given us great results; and secondly, to reformulate and redefine activities whose results have not been the ones expected. To do this, we have asked ourselves: what can we do in this context to keep on strengthening our program?
The answers are given through the following two working core strategies:
1. Making new editors as a priority for a sustainable program:

Going beyond the context through online proposals: the online course that Wikimedia Argentina has been promoting since 2014, is already known. We consider that it is important to emphasize the new strategies that we put into practice in the edition of #Wikipuentes carried out in the months of May and June 2016: creating content with a double purpose:
a) making high-quality edited articles on Wikipedia and on Wikimedia’s projects
b) that the new editors can become freelancers who will be able to keep on editing on a regular basis

According to the 2015 outcomes, 89% of the articles created in that year in the Education program were written by the course’s participants, and +10 students remain as editors, so, can we talk about success? really, we really can.

During the 2016 course, we have even focused the curricula on editing in Wikipedia. The course, which was divided in a 6 weeks schedule, has dismissed the small editions as valid contributions during the course to accompany the teachers on their edits even of new articles. 264 articles have been edited by 185 teachers and 60 of them were new . This had never happened before. Plus, 81% are considered as high-quality edits by ratios established Wikimedia Argentina standards.

Why does our online proposal result in new editors compared to other MOOC inside the movement? Our secret is a known recipe: monitoring the teaching staff. During the 2016 course, we had 5 teachers (3 of them were students from the course’s previous editions) who have worked on an ongoing basis with the students and have accompanied them individually in the development of all their works for 6 weeks. Likewise, a network of Wikipedia’s volunteers helps us with the revision of each of the new articles and edited ones.

The online course is also an answer to the diversity and complexity of the context; it goes beyond contributing to the inclusion of new teachers editors from all the area with representatives from Argentina, Perú, Bolivia, Colombia, Ecuador, México, Guatemala, Chile and Spain.

Our challenge?: to further improve the proposal to generate new editors and articulators of the Wikimedia projects in the classroom. We expect to make two new courses in 2016, one of them a new one and focused on editing.

Also we hope to scale the proposal at the regional level.

The first editors in the classroom have to be the teachers: during the first years of the educational program, Wikimedia Argentina has adopted the attitude of working through lectures and teacher trainings. During 2015, we carried out 28 training programs in different educational settings with the aim of being able to articulate Wikipedia in the classroom through the teacher.
Did it work? the answer is no, it didn't.

The sporadic lectures or trainings sessions of being only a few hours or even a day don’t give good results in terms of teachers as content generators or articulators of projects inside the classroom. It is true that we have done a great job demystifying Wikipedia in the classroom, but this work hasn’t resulted in better outcomes.In this context, we understand that if we want to escalate our educational proposal through the teachers, they have to become editors themselves and they have to understand the work behind Wikimedia’s projects.

During the first six months of 2016 we have articulated with new educational institutions with whom we have organized innovative approaches of teacher training.

In this sense, at an on-site level, we have avoided creating specific proposals to suggest a training program in three units scheduled in three days. This pilot trial done at the Universidad Nacional de Río Negro involved the participation of 28 teachers - from which 21 of them were women - and 31 edited articles. After a month, +10 students remain active and 29 more articles have been edited. Furthermore, the trained group has promoted the Wikiproject: Patagonia Norte.

In this sense, promoting a new long-term methodology has resulted in new and better outcomes regarding the involvement of teachers as editors for Wikimedia Argentina. We hope that in the next month we will be able to turn these editors into escalators of our program.

Similarly, teachers must not only become editors but should be able to articulate the Wikimedia projects in the classroom. It is in this sense that we encourage the second part of the project Wikimisiones, where 260 teachers were trained during two days to learn how to edit, how to use Wikimedia Commons within the classroom and designed educational proposals (7 ready to be used) through the Wikimedia projects; teachers as producers of content and resources for other teachers is a key strategy for scaling and bringing our program in the classroom.

Our challenge?: to standardize our new teacher training proposal in the coming months and to build a network of teachers that drive Wikipedia in the classroom. This is one of the big pending of Wikimedia Argentina . We do not have many active volunteers in the classroom . We hope that through standardize our proposals can slowly build a network. However we have diversified partners so that the coming months will be using Wikipedia in the classroom through other teaching specialties.

Turning teachers and students into agents of change: involving teachers into a training session is not a difficult task. What is difficult for them is to edit, to get involved and to take on the project as their own. This is exactly what we have been doing through the program EduGlam and the 3 educational edit-a-thons, named Wikilesa, that we have been implementing during 2016. Through an initiative from a teacher at the Universidad Nacional de la Plata, we have already gotten 105 students and teachers involved in editing about crimes against humanity during the Argentinean military dictatorship. This project, which is one of Wikipedia Argentina’s most stable proposals, has already implied the editing of 59 articles, and at least 22 of them considered as good quality under WMAR ratios, and the involvement of 4 different institutions. 3 Wikilesas are planned for the next 6 months.

Our challenge?: to standardize the proposals and to bring it to all the memory spaces in the country, which are currently demanding the activity that has had great.repercussion in the press.Together with the magazine Cosecha roja, our partner, we are defining the project to obtain external funds and to scale the activity in the country and at the regional level.

2. Organizing the community at a regional and local level in order to create a sustainable program
How can we make an educational program grow or be scalable? Which are the agents we need? Wikimedia Argentina works within both regional and a local community, through which it articulates the educational program, as follows:

Teachers as escalators of the educational program: Our educational program wouldn’t be scalable without the teachers’ work. Although we believe that it is necessary that they know how to edit; it is also necessary that they are the ones to suggest the acquisition of skills through the use of Wikipedia inside the classroom. During 2016, 10 teachers have escalated or they plan to escalate our program somehow; so we keep on working to strengthen our alliances with educational institutions to continue transmitting the educational program inside the classrooms.
A new e-learning website to generate community: Wikimedia Argentina has focused its online course on a new e-learning portal. Online learning is one of the main themes of the educational program because of these three reasons: a) it allows us to deal with requests by teachers from the inland regions. b)It makes work easier in places with access to a good internet connection c) it is convenient as we can adapt ourselves to the teachers’ schedules.

From this point of view, during the previous years, we had to adapt our proposals to the schedules and times of the institution which gave us the facilities to carry out our course, where we only had some classrooms and a small place for exchanging. Currently, our e-learning portal has a space for forums, community and wide resources, to be able to interact and work in connection with the teachers involved.

Iberocoop as a mentoring place: Iberocoop is a priority for Wikipedia Argentina and the articulation with teachers makes it a favourable space to work together. For us, to cooperate means to learn, and in this way, we boosted the I program of Interregional Cooperation with Wikimedia México. During 3 days of work, we articulated knowledge, good practices and failures from both chapters, where the Educational Program was the protagonist: the main aspects of the group work were how to make a sustainable program, which actors have to be involved, and which activities we should boost at the beginning. Wikimedia’s community as a learning place: Wikimedia Argentina keeps on working to share the knowledge with the global community. New in education and new posts in English have been designed and made during the first month of the year 2016. We also continue to generate resources for teachers. We have drawn on material from the Education program of Wikimedia Israel, we have designed new and within the virtual course , 31 proposals for educational projects have been designed by teachers for teachers. We are currently designing a digital publication to value these teachers designs.

Our challenges? : to scale our education program through teachers and involving a real learning in the classroom. Also we intend to share our platform with other chapter,as Wikimedia Mexico with whom we have been working already. Similarly, keep adding and generate learning is one of our highest priorities.

Challenge: Wikipedia, obligatory or free homework: our difficulties while working with Wikipedia in the classroom (story 2) edit

Wikimedia Argentina has been working to improve the outcomes with students at primary and secondary school. This problem is not new since we have been analysing it since 2015. For this reason, during the first three months of the school year (in Argentina, the school year begins by the end of March) we have focused our job on understanding what the teachers need in order to articulate a Wikimedia’s project in the classroom appropriately. After the first years of putting the educational program into practice, we have learnt that:

The teachers not only need to be accompanied but they also need proposals in compliance with their reality and that of the students: In this sense, we have kept on stimulating the teachers’ work as project generators in the classroom - Wikimisiones, Universidad de Río Negro-, we have created new teaching materials and we kept on generating proposals regarding children like our annual UNESCO contest

Likewise, we have boosted new teacher training programs thought for the long term, which will help us have real experts on our projects inside the classroom. Through this training as editors, teachers can support projects correctly, mainly outside the classroom, with the goal of becoming representatives of the critical construction of knowledge.

Wikimedia Argentina understands and pays attention, in a timely manner, to the educational environment where activities are carried out: Access to internet connection inside the classrooms is very limited, so working with Wikipedia during the school hours is almost impossible. Therefore, we organized our activities with teachers through non-compulsory proposals, outside the classroom, where children - accompanied by an adult- can participate and work on Wikimedia projects.

Up to now (last two years), Wikipedia Argentina launched 3 photography and editing contests with good results. Currently, the first contest of the year has just started; sponsored by UNESCO and LATAM Airlines. This new proposal has also been been shaped by what we’ve learnt during previous years, about what and how can our students work in our context. You can see the new videos done for the contest here

Also,we are also redefining our activities for students according to our context. In this sense, we are organizing a new project that will involve children outside the classroom. The first "Club de edición" is scheduled for October.

Our challenge?: After two years of creating experience in the educational program, our main challenge is knowing how to standardize proposals to which all the teachers and students from the country could gain access to.

In this sense, we have been working to organize the program in such a way that we could program those activities which have turned up to be successful with the aim of being able to offer activities and finished products, directed to the teachers and the students’ demands.

During the first semester, Wikimedia Argentina has been systematizing projects and articulating the educational products and the educational strategy with strategic partners to offer them on a long-term basis.

As it happens on the GLAM program, where establishing a strategy has given us a stable and logic work environment, we hope that to establish a strategy through concrete projects will help us gain access to teachers and students on a stable and purposeful manner, trying to keep the order when attending demands.

The education schedule starts late March in Argentina. So far, the projects that involve students directly haven't start yet. They are scheduled after the winter holidays in July. During the first semester we have focused on training 286 teachers, 250 coming from our activity Wikimisiones. They represented 21 different schools in Misiones and its impact is closed to 1200 students. Wikimisiones is now in the third stage of the project, that will continue as follows:

The EduGlam edit-a-thons this year were defined by our strategic line of constructing the history and memory of Argentina. We conducted, along with the Universidad de la Plata, Universidad de Avellaneda and Cosecha Roja 2 activities to improve and create new content in Wikipedia about the dictatorial period in Argentina. 6 editors remain active after 3 months. Wikimedia Argentina has signed new agreements with 4 new education institutions. 3 of them are universities and 1 secondary school. The institutions are: Universidad de Rio Negro, Universidad Tecnológica Nacional, Universidad Abierta Interamericana (UAI), Benito Nazar School. Along with the Universidad de Rio Negro, we trained 15 teachers during 3 days, which has already translated into 77 created and improved articles.

We have come to the conclusion that organizing activities with teachers who are not active editors is very complicated. This, along with the limited access to internet connection in many schools, makes our work very difficult. That is why we are developing a new offline program to involve primary and secondary students. We are in the process of standardizing this new program. What we succeed so far? quality and diversity aimed at improving our core strategy (story 1) edit

Wikimedia Argentina has two core strategies that run through all of our programs:
a) Human rights and the construction of Argentinean identity
b) Gender
Taking these into account, we work in order to make the content on Wikimedia’s projects not only wider but also with a higher quality. In the previous years, Wikimedia Argentina chose to focus its work on quantity, mainly because it was the easiest resource. During the first six months of the current year, we have focused our efforts on measuring the impact of our proposal on the quality of Wikipedia and the rest of the Wikimedia projects. In this sense, we have worked in the following way:

Yes to more women on Wikipedia but also with an improved quality: women’s contests on Wikipedia in Spanish are a classic now. From March 8th to April 12th, Wikimedia Argentina launched the contest “La mujer que nunca conociste” (The woman you never meet) on its 2016 version. Until 2016, the contest had a double objective: a) improving the content on women on Wikipedia in Spanish and b) getting women to take an interest on editing. What happened to quality then? Does having more women mean having a better gender perspective? The answer is no. That is why, during the 2016 contest we analyzed articles following the guide on how to edit with a gender perspective. Likewise, we believe it is necessary not only to encourage writing about prominent women but also about gender-related and paradigms, or about gender related organizations and institutions. All of this will help us give an academic frame to the new articles about women. The quality of the content generated from the contest should also be measured on new global knowledge, which question gender, currently available on Wikipedia in Spanish. It resulted in 1262 articles, 38 participants, 13 women involved (29%) and 122 articles penalized due to quality standards. Resignifying our identity in other Wikipedias: during the month of May, Wikimedia Argentina, through the Iberocoop network, launched the first translation contest with articles that represent our identity. We understood that the best way to resignify our culture was to make it present in other Wikipedias. We cannot expect to be something we cannot see or that is not accessible to others. We understand Wikipedia as a global movement, where knowledge must be shared by everyone. This resignifying has also meant a new approach on the meaning of quality, where an article has to be not only good but must translate your culture to other spaces and make it accessible to the rest of the world as well. Likewise, as Wikimedia Argentina, we kept our gender parity on the proposed articles, where 7 out of 14 were about prominent women and essential to all Wikipedias. It resulted in 425 articles translated to 27 languages. For more information you can refer to our report here.

Glam-Placa-2--Cultural-institutions-participation-results

Generating a sustainable network of strategic alliances: during 2016 we have continued to work with the cultural institutions that were present on our GLAM program throughout 2015.

While political change has slowed our activities with cultural institutions , we have been able to sign new agreements with the new directives and keep our partners. Likewise, we have improved the articulation with other chapters and groups of users, just like Wikimedia Mexico and Wikimujeres from Spain, in order to consolidate and work together towards common objectives regarding gender.

Working with Human Rights and Gender also meant having a solid strategy on which proposals to encourage on the GLAM program and how to do it. Our intention for the next months is to keep on working within these lines of action which concern Argentine society and align us with strategic counterparts in order to scale our activities globally.
Our challenge : During our next 6 months we intend to continue articulating proposals together with Wikimedia Mexico and Wikimujeres regarding gender. This line of action is essential to Wikimedia Argentina, besides being very much on the public agenda. Currently we have 2 edit-a-thons programmed with these organizations and a women's project. On the other hand, we will continue to promote Wikilesa and articulating a stable program over the next 3 months. Working with Iberocoop remains a priority, as well as working to promote our culture. Over the coming months we will continue to organize initiatives within the network.

Challenge: adapting offline and online proposals to a new context (story 2) edit

Argentina’s context is extremely changing. In November 2015 and for the first time in history, a liberal party took office in the country. This situation, which escapes our possibilities, has slowed down some of our activities due to the changes within the public sector.

Stable alliances, yet few offline activities: from 2015 onward, we have been resignifying the importance of finding balance between offline and online activities. Therefore, the number of offline activities has reduced considerably and transformed into larger and more specific activities throughout the year. The first months of 2016 have not been very productive in relation to activities that gather our community of editors offline.

Although we keep our alliances steady―we signed new agreements with the management―, we also consider that cultural organizations should participate actively when organizing activities and this should involve previous work with their communities. We have trained up until 15 people from to cultural institutions have been trained, we have done 2 edit-a-thons, with 14 articles created/improved and 82 people involved.4 edit-a-thons have been planned starting August.

Enhancing the value of our culture through the digitalization project: we have not stopped promoting new activities in spite of the slowing context. From May 2016 forward, Wikimedia Argentina formalized the incorporation of its first Wikipedian in Residence. Mauricio V. Genta became the new person in charge of the digitalization project and our focal point to work with cultural institutions. Since these institutions are reluctant to incorporate a WIR to their staff, Mauricio is working as a liaison between Wikimedia Argentina and the institutions’ needs (to see more of his work, refer here). Although the digitalization project has been slowed down due to the context, thanks to our WIR’s work, +100 new literature books on Argentinean identity and 6 books from the 19th century on works belonging to the Museo Nacional de Bellas Artes, have been freed.

Our response to the changing context has been to give value to the heritage we freed during 2015, thanks to the digitization project. This was done beyond the limits of Wikipedia, working with new projects such as Wikisource. During the month of June, we launched the first contest on Wikisource, with the intention of editing the +100 books freed by the Academia Argentina de Letras during 2015 and the Revista Mundo Peronista (Mundo Peronista Journal). The results of the editing challenge, leaded by our WIR, can be described as 1238 articles created in WikiSource that mean 7 complete books, 218 articles edited in Wikimedia Commons and 67 in Wikidata

Community-assessments - Editing-challenges

Taking care of our online community: During 2016 we have kept on consolidating our work with the online community. This is the answer that we, as Wikimedia Argentina promote to be able to work in a large country, where distances make some activities difficult.

Therefore, we continue to promote editing challenges and every two months we inquire editors about what they consider necessary to improve on Wikipedia. In this sense, through enquiries to our community, during 2016 we carried out

two challenges where editors were able to wikify, categorize and create new entries on Wikidata. At the beginning of 2016, Wikimedia Argentina conducted a :survey among its editors and results showed that Wikidata came just behind Wikipedia and Wikimedia Commons in interest for them. This, in addition to favorable government policies regarding data opening, have made Wikidata one of the :projects we want to work on during 2016. More than 2600 articles have been improved through editing challenges to date.

It is important to mention the fact that although we are only halfway through the year, Wikimedia Argentina has generated twice the results on the GLAM Program compared to all of 2015. Still, we must keep on working to create activities that connect new editors with the existing ones. Although we are sure about how we organize our work with cultural organizations, these meeting spaces are necessary to keep the community growing. Our challenge for the next months is to balance this situation.

Our challenge : Over the next 6 months we hope to organize more onsite activities. Through them we hope to generate a new community of active volunteers with whom articulate new proposals and activities. Also, we will continue working on providing technical support to cultural institutions in their digitalization processes. We will continue launching our editing challenges, always within the framework of the interests of our online community and in order to balance the attention provided to both communities, online and offline.

The EduGLAM edit-a-thons this year were defined by our strategic line of constructing the history and memory of Argentina. We conducted, along with the Universidad de la Plata, Universidad de Avellaneda and Cosecha Roja 2 activities to improve and create new content in Wikipedia about the dictatorial period in Argentina. Learning story: the challenge of creating new a program and a new community (story 1) edit

Wikimedia Argentina has had a very stable community for years. For this reason, during 2016 we proposed a change of program, mainstreaming the federalization and opting to support our community. Although this program seems to be quite logical since all of our projects are promoted by the community, it is a great challenge. Our community is quite peculiar. Even though, they support each of our activities, their work is mainly individual and on extremely specific topics. Wikimedia Argentina’s community is active at analysing proposals and sharing ideas but not in leading projects. In this respect, although it is community that knows itself and it is involved in each of our initiatives, it proposes “to let us do” and prefers to channelize activities through the staff instead of assuming them.
At the long-term this situation is a problem. From Wikimedia Argentina we have analyzed other chapters’ proposals for the community, where its active members support and carry out projects and activities which translate into good results and a variety of proposals. With this challenge ahead and understanding the composition of our community, from Wikimedia Argentina, we have worked during the first six months with the purpose of creating and increasing our community through more and new volunteers who actively support us. In this regard, we articulate actions through two strategic cores:

1. Creating a new offline community: diversifying our community with new members has been one of our main objectives during the first six months of 2016.
a) For this reason, we have started to carry out on-site meetings of the community (2 up to now, 45 people involved), where we can invite and meet new volunteers who can be added to our activities, through informal meeting spaces.
b) We have resignified the concept of community, involving new editors in our activities, giving them a say, and allowing their leadership. Currently, 70% of the proposals we promote from Wikipedia Argentina are lead by a new volunteer who is generally a new editor too.
c) Giving value to volunteers’ say has been one of our main objectives during 2016. In this regard, 2 volunteers have lead two local spaces representing Wikimedia Argentina (for further information, refer here) and 2 new presentations have been organized for the following months. Making our volunteers to lead activities and conferences is the best strategy to activate a community that is underactive At the beginning of 2016, to give a frame to this, we launched a documentary, where 8 volunteers and active members of the Wikimedia community gave value to their experience and voice so that more unknown people could know what it means to be a wikipedist. A little less visible, from Wikimedia Argentina we have been compiling and giving value to our community’s experience on our blog on our web page. So far at least 1 testimony per month has been published in our blog and 1 is pending to be published in the Wikimedia Foundation blog

Since January, 6 entries about projects proposed by members of our community have been published.
d)“Rewarding” our volunteers’ work has also been a constant feature during these first 6 months. For the first time, Wikimedia Argentina has financed and supported the participation in Wikimania of two of our more active volunteers. Locally, we have been supporting monthly the mean of transport of one of our volunteers so that he could take part of the board of directors’ meetings. We also supported the mean of transport of any volunteer leading a project and we facilitated the participation in the 1st community meeting for a volunteer coming from Rosario. In the same way, we keep on supporting the projects proposed by our volunteers. The projects Wikimujeres keep on increasing and strengthening (214 new articles have been created since January)
e) Mainstreaming the federalization at the community’s support program implies being able to strengthen the communities with whom we have been working since 2016. During the first 6 months, we have worked with the editing community from Rosario (a province from the inland) who lead by 1 volunteer, a group of 5 community members, are going to organize their first edit-a-thon with the Universidad de Rosario and the Facultad de Ciencias Sociales, next September 1st.

f) From this point of view, making autonomous and leading volunteers has also been one of our priorities. Although we are still creating a new community, better and more digital resources have been designed to organize proposals and activities so that the volunteers can implement actions easily.

Wikimedia Argentina takes into account the opinion of our community when organizing activities. Since 2015, we have been promoting surveys to understand our community’s opinion and ideas in relation to our proposals. But, for the first time, in 2016 we promoted a survey to know the opinion of our users and editors of Wikimedia’s projects in Argentina in order to know their opinion about our activities with the aim of adapting our online proposals to the active editors’ interests. We have realized that our community is not the same which takes part in our online proposals. Including and dealing with these editors as a part of our community is essential. The result has been 2653 improved articles.
So, which are the challenges we have to face?
a) Fulfilling the community’s proposals regionally: Wikimedia Argentina took active part at Wikimedia Conference and Wikimania to create learning spaces for the movement. Likewise, for us, both spaces are also favourable places to promote projects with Iberocoop’s community. The challenge is to fulfill all the projects which are laid out in these spaces. The following 6 months we are going to promote the project “Las imprescindibles” with Wikimujeres and Wikimedia Mexico, and we hope to fulfill an schedule of events with the network.
b) To improve the overall support for the community: currently, most part of the support given to the community is for projects we already know, we have seen grow and have been supporting steadily. During the next 6 month we intend to give an overall support to new proposals as to favour training spaces for volunteers, which is one of our pending tasks.

Wikimedia Argentina has been working actively with its community in Rosario. It consists of 5 people, 3 of them had not previously worked with us. They have a focal point with whom we organize possible actions. Wikimedia Argentina continues to take part in all the international events of the movement. Importantly, this year, for the first time, we awarded two grants to attend Wikimania for two of our community members. We also helped applicants in their presentations for the grants to attend the event, we advised on drafting and reviewed all applications.

Wikimedia Argentina is working to position our community and invite them to lead projects. During the first 6 months, 2 of our most active volunteers led two specific presentations on free culture at 2 of the largest open source events in Argentina: Frisol and the International Meeting of Conservation. Also, our youngest volunteer (16 years) will be coordinating a debate in SABF with young university leaders regarding Wikipedia and its impact.

Gender and diversity approach edit

INTERVIEW with Montserrat Boix: co-founder of Wikimujeres
Montserrat Boix is a long term wikipedian, the co-founder of Wikimujeres and a feminist activist. In early 2000, she created and developed the concepts of social cyberfeminism and feminist hacktivism. Another of her areas of work are gender violence and communication.
Wikimedia Argentina is currently working with Wikimujeres , Wikimedia México and its gender program and Iberocoop. During the first months of 2016, we launched the contest "La mujer que nunca conociste" that was by far more successful than the one launched last year. The main reason lies in strengthening this work and support network, especially among the three organizations. Today, and after meeting in Wikimania, we have already organized two edit-a-thons, a new project regarding women and Wikipedia and we are encouraging and helping Wikimedia Mexico to organize a new WikiWomen Camp.

Why is the work being done to make women more visible in Wikipedia so important?

Wikipedia has a serious shortfall not only in women’s biographies but also in content that makes visible the work of women in different fields: history, science, literature, art, politics, economic growth, activism in social movements, etc. To become aware of that shortfall, the evaluation we’ve begun and to systematize a collective network are key in the process of getting rid of the male-centred bias that content has nowadays in the Wikipedias in all languages.

What’s your opinion on the alliances among different countries such as Mexico, Spain and Argentina, among others?

It’s important to work together. This is a historic alliance that has already had a positive impact on the content of WP_ES. It’s not only about combining efforts but also about increasing our working potential and the results exponentially, apart from the enrichment from different cultural perspectives. It’s also important to share work strategies. The work experience of deep-seated chapters like WM Argentina and Mexico is key to make steady progress. I believe that Wikimujeres contributes with the daily incorporation of content and the experience we have from managing permanent spaces like the ones we created in Madrid and Barcelona. Also, the contact with female and feminist networks that we get from working with people with extensive experience on these issues.

What are the next steps, at a regional level?

To continue with content evaluation. It’s important to identify the essential biographies and evaluate their quality. We’ve begun working with PR|mujeres ‘ evaluation worksheets that rate importance and quality. On the other hand, it’s important to bear in mind that apart from the gender shortfall, we notice a great imbalance in the production of contents from the South. The project we just launched, called “Las Imprescindibles”, aims at trying to repair that and creating a balance, starting from the regions we are in. In this sense, the Iberocoop project is an important link to promote.
Weaving alliances with the academy, the departments of gender studies in different universities, feminist and women’s movements to identify lacking essential content and seek support for editing. Seeking alliances with female journalists who are used to editing and managing information discerningly will improve the quality of the articles, which is another challenge ahead.
We rely on face-to-face events as a sure way to renew our boost to keep on working.

Wikimedia Argentina has a strong commitment with the gender issue and women’s incursion as an active editor in our projects. During the first 6 months we have promoted actions not only to improve women’s content visibility but also we have promoted the work of women as project leaders. Wikimedia Argentina has been trying to diversify funding as much as possible. During the first months of the year, we have presented two projects to be financed through international grants. We are still waiting for the results .

Also we have been systematizing all our proposals. One of the main reasons is to have structured projects and present them in different grants. In this sense, we are working the project of Wikilesa and two proposals for teachers and students through the education program.

Budget analysis edit

Argentinian economy is in a period of fluctuations that mainly affect the stability of prices and exchange rates^[1]. The 2016 budget proposal for WMAR was made during 2015 using an estimated exchange rate of 9,68 ARS for each USD but the release of the TC by the economic authorities has placed the Argentinian Peso around 15 units per dollar^[2]. This devaluation has led to fluctuations in both, revenue and expenditure of WMAR, generating an asymmetry in the computation of budget execution. It is reported in USD, as is shown in the table above, with the aim of exposing with interannual regularity and reaches 42%, although when it is calculated in pesos the execution amounts to 64%. Despite the fluctuations observed in the country's economy, this has not affected the regular activity and performance of the objectives proposed by WMAR.
In this sense, our expenses in ARS pesos come as follows:

Changes in Argentinian economy edit

Although initially the devaluation (54.9% between estimated and actual exchange rate) showed an increase in WMAR revenues, such depreciation of the currency has been transferred to the prices of products and services which have increased 47,1% in the last twelve months. As estimated by the authorities, inflation between January and December of 2016 will be around 43.7%. Thus, what might initially seem as a beneficial situation, is then diluted with rising prices, and its effect is practically null. As inflation have irregular effects on different areas of the economy, we believe that to have a more equal vision about budget execution could be useful see the table above that shows percentage spent in ARS.

Global metrics are an important starting point for grantees when it comes to measuring programmatic impact (Learning Patterns and Tutorial) but don’t stop there.
Logic Models provide a framework for mapping your pathway to impact through the cause and effect chain from inputs to outputs to outcomes. Develop a logic model to map out your theory of change and determine the metrics and measures for your programs.
