Wikimedia Argentina received a funds allocation in the amount of $212,000 in 2014-2015 Round 1. This funds allocation was recommended by the Funds Dissemination Committee on 21 November 2014 and approved by the WMF Board of Trustees on 30 December 2014.

Proposal by Wikimedia Argentina to support its annual plan with ~US$214,000.

Program focus: Education, GLAM, Federalization (work in regions of Argentina outside the capital) and Community Support

Wikimedia Argentina will be focusing its anual plan estrategy on improving the sustentability and increase the professionalization of our programs, projects and activities. In this sense, we intend to develop and design actions in the long term instead of doing specific activities on any matter. The proposal presented by WMAR is driven by four major estrategic lines through which our three major programs will be developed. Also, WMAR priorities for 2015 will be: to strengthen and give continuity to our educational projects jointly with our partners, improve and strengthen relationships with cultural institutions in order to obtain better results and more stable relationships, and to involve and engage within all our activities to the Wikimedia community through volunteer groups and project leaders work. Similarly, and in order to respond appropriately to each of WMAR's objectives, the organization will work in the formulation and implementation of the correct measurement indicators for each activity throughout 2015.

4. What is your organization's proposed rate of growth in total budget since last year? Please explain your organization's rationale if your proposed budget will increase this year.
In total, Wikimedia Argentina proposes an increase in the budget of 24.57% in comparison to the previous period. While this is a big increase, Wikimedia Argentina emphasizes the country's economic situation. The inflation rate during 2013 was 28,3% according to sources. Today, the principal mass media in the country estimate that the annual 2014 inflation rate will reach at least 30%.

Programs increase: Wikimedia Argentina will increase on 35% the total budget destinated to program activities as the result of the estimates realized by the staff responsible for the programs and under the approvement of the Board. This relates to the consolidation and expansion of the Education program, and to continuing and enhancing our current GLAM activities, as well as moving a step forward in terms of community support, as explained on the detailed plan that follows.
Administration: The increase of the Administration item responds to specific reasons. Wikimedia Argentina is moving to a new office as a response to the organizational development and the increase in staff, going from two people at the beginning of 2014 to a current staff of three and an expected staff of four. The new rental is estimated at USD 770 per month (manteinance costs included). An initial amount of approximately USD 2400 is a necessary financial condition for renting a property in Argentina, as well as a customary guaranty insurance estimated at USD 60 per 12 months.
Staff: the staff expenses will increse in 2015 by 6.35%, to adjust the salaries to the annual inflation in line with the general variation in salaries during the mid-2013 official negotiations in Argentina (paritarias). These relative increases, greatly morigerated by the devaluation of the Argentine peso, wouldn't thus support and absolute increase. Costs include net wages, taxes and employer contributions.
Additional consideration: Since January 2014 any purchase made abroad is taxed an additional 35%. This forces us to increase budget provisions for travel accordingly.


Community engagement edit

This section provides the FDC an overview of your organization's work with volunteers and online contributors.

1. Which Wikimedia community or communities does your organization work with most closely, and which online Wikimedia project or projects does your organization's work support?
  • Wikimedia Argentina works closely with the Spanish-language Wikimedia community, with the Spanish Wikipedia being its main and most active project. Most of our members are also Spanish-language Wikimedia contributors, but we aim to engage and assist Argentine volunteers regardless if they are active members of the chapter or not. All of our programmatic activities are thus free and open, and are informed and promoted within the Spanish Wikipedia accordingly. The projects we mostly support or plan to support through our activities are Wikipedia, Wikimedia Commons and Wikivoyage, and to a lesser extent Wikisource. Aside from our members and the Wikimedia editing community, Wikimedia Argentina engages with national and subnational educational institutions, and with GLAM partners within the country. On the international level, Wikimedia Argentina cooperates closely with fellow Ibero-American Wikimedia affiliates within the Iberocoop network, which includes permanent mutual assistance and experience sharing, as well as plans for cross-organizational projects.
2. How does your organization know what community members / contributors to online projects need or want? Does your organization conduct needs assessments? How else does your organization consult the contributors and volunteers most involved with its work?
  • Wikimedia Argentina members participate via our internal mailing list or in person in our activities and regular monthly Board meeting, which is public. We finance travel costs for members living more than 100 km from Buenos Aires for our Annual Assembly and important events. Apart from the contributions every member could do by himself, each year we conduct a survey among our members asking for input about our proposed activities and communication channels. We keep regular contact with the editing community through the Café (Village Pump) and using centralnotice notifications to make people aware of our activities. Individual editors may be contacted via their user talk pages or by email. In 2015 we plan to run a comprehensive survey among Spanish Wikipedia registered editors based in Argentina to learn in more detail about their aims and needs, and to act accordingly. Said survey has already been prepared and is able to be consulted by FDC members or WMF staff if wanted.

Goals, objectives and actions

Goals

During 2015, Wikimedia Argentina will articulate its programs along the following strategic action lines:
  • Participation and content: promoting larger participation in Wikimedia projects and increasing their content.
  • Community Empowerment: Increasing the participation of the community in the projects of Wikimedia Argentina, as well as improving the support given by the organization to volunteers, partners and other community member’s projects and initiatives.
  • Cooperation: reinforcing the presence of Wikimedia Argentina at local, regional and international level, through the implementation of projects as tools of development, inclusion and respect for minorities.
  • Promotion of Free Culture: raising awareness of the concept of free culture and the release of public domain archives.

Programs

Education

The Education Program will continue to be a priority for Wikimedia Argentina. Understanding the multiplicity of objectives it implies, in the short, medium and long-terms, education is conceived in our work proposals in terms of access, construction and rights.
Over time, and in hand with the recent local policies concerning the integration of technology in schools, it became imperative to systematically strengthen an educative project. From 2014 we started to design strategies which are already defined, and which propose for Wikimedia Argentina the specific results detailed below. The impact of these results is measured through the Global Metrics established by the Wikimedia Foundation. See the outcome table on the following link: Table 1: Expected results for Education.
Wikimedia Projects, especially Wikipedia, are already present in classrooms at all educative levels. For this reason we consider it necessary to be able to highlight and promote their use and generate diffusion instances that provide certain and deep knowledge of their potential. This way we are planning on active participation which implies not just edition or critical reading, but also shaping role and behavior models in digital culture.

At Wikimedia Argentina we believe that the effort to promote agreements with cultural institutions that facilitate the diffusion of their cultural wealth under free license conditions, is intimately linked to the democratization of knowledge and access to culture, two necessary premises to achieve a fairer society in developing countries.
The libraries, museums, archives and galleries in Argentina are key allies in the search for a truly participative build-up of knowledge.
Standing up to the paradigm that appoints large global powers as only valid authors of educative contents, we need to stress the relevance of autochthonous cultural production, in one of the most used educative resources in the world, Wikipedia.
In this regard, Wikimedia Argentina’s proposal for 2015 is to carry out actions which consolidate our alliances in the GLAM projects, as well as to promote joint work through cooperation with other relevant chapters in the region, in matters of education. In addition, we maintain our compromise with the diffusion of free culture as well as promoting the aperture of archives, documents, books, images etc., which are in public domain, as the means to preserve and enhance local culture. In this sense, our Digitalization project, which belongs to the GLAM program, remains a priority for Wikimedia Argentina.

Federalization and Community Support

Wikimedia Argentina will prioritize the Federalization and Community Support program along with the Education and GLAM programs. All the actions proposed by Wikimedia Argentina in the present Strategic Plan 2015 require the active support of the Wikimedia community in order to obtain the expected results. This way, Wikimedia Argentina continues to bet on strengthening its presence in Argentina with the objective to make Federalization and Community Support a sustainable program.
In this regard, Wikimedia Argentina intends to reinforce its presence inside the country through the construction of a solid community of volunteers who back up its activities and who constitute the true drivers of these activities in their region. By highlighting, first of all, the interests and possible implication of the community and by organizing work teams, Wikimedia Argentina wants to organize the implication of the community in the development of programs, projects and actions throughout their different phases, in a sustainable way.
The Wikimedia community has and will have an active role in the detection of opportunities and new projects and, to this purpose, specific training programs will be carried out in different areas of interest for the volunteers, in order to improve and increase the knowledge of the Wikimedia community in regard to the management and evaluation of projects among other issues.
On a specific level we expect the results of the Federalization and Community Support program, whose impact is measured through Global Metrics, to be the following: Table 3: Expected results for Federalization and Community Support.

  • Support of federal initiatives with the purpose of encouraging participation and attracting new editors.

Education

Specific objective:Generating broader knowledge and a higher level of participation among students and teaching staff from all educative sectors, in relation to Wiki culture and its multiple applications in the pedagogic field from and integrative and innovative point of view.
Results:
R1: Increase by at least 50% (fifty) in the number of training sessions on wiki culture and its various didactic uses in the classroom, to teaching staff, students and education staff at different levels, improving the knowledge of Wikimedia projects in 2015.
At least 400 (four hundred) teachers and reference education staff trained in Wikipedia and its sister projects through online courses, inside Argentina and in the whole Latin American region.
  • At least 150 (one hundred and fifty) teachers signed up for each of the 3 (three) online courses planned for the academic year 2015, generated through alliances or developed through our own education portal.
  • At least 60% (sixty) of the people initially signed up for the courses, finish the course in time and form.
  • At least 50% (fifty) of the course participants will become new users of some Wikimedia Project.
  • At least 5% (five) of the participants remain active users- account created and editions made- with at least 5 (five) new articles or improvement of existing articles, after 6 (six) months from the end of the course in 2015.
At least 10 (ten) teaching staff from the Conectar Igualdad program in Argentina will be trained in two (2) presential workshops on Wikipedia Offline with the purpose of including the project in the academic curricula for the academic year 2015.
  • At least 80% (eighty) of the teaching staff attending the course consider, after finishing the course, that they have a more effective perception of the Wikimedia projects and of Wikipedia and its possible didactic uses in particular.
  • 3 (three) months from the end of the course, at least 5 (five) of the 10 (ten) teachers use Wikipedia Offline in their classroom activities during the academic year 2015.
  • A collaboration space will have been created for the trained staff inside the Conectar Igualdad program, with active participation of at least 50% of said staff, up to 6 (six) months after the end of the workshop. The purpose of the blog will be the joint co-designing of at least 5 (five) pieces of educative material.
  • At least 50 (fifty) new users on Wikipedia and 25 articles edited by students belonging to the work scope of the teaching staff trained at the Wikipedia Offline workshop.
At least 500 (five hundred) students in primary and secondary education, direct or indirect beneficiaries from different public and private schools in Argentina will take part in presential training workshops concerning Wikipedia and its sister projects, during the first two quarters of the school year 2015.
  • At least 70% of the participants in the school workshops acquire a Wikipedia username during the course of the workshops held in the first two quarters of the school year 2015.
  • At least 5 (five) articles modified on Wikipedia in the month following the workshops.
  • At least 5% of new users remain active after 6 (six) months from the end of the workshops (a minimum of 5 editions).
At least 5% of teaching staff and students involved in the training activities continue to use the tools learnt in the classroom after 6 months from receiving training.
  • At least 5 (five) editions from each new user at least 6 months after learning about the projects.
  • 1 (one) survey on the role of the projects in academic curricula and their presence in classroom activities, conducted In the 6 months following the training sessions.
  • At least 2 (two) interventions in the knowledge exchange forum 6 months after the training activity.
5 (five) new training and information alliances carried out in teaching and/or university Institutions (public and private) during 2015 in Argentina.
  • 5 (five) agreements, of a minimum duration of 1 (one) year each, signed between Wikimedia Argentina and 5 (five) teaching institutions, for the carrying out of projects that promote participation and improve the contents of Wikimedia projects.
R2: Wikimedia Argentina will have developed and provided didactic material in different formats, in order to facilitate the resources necessary for the correct learning development of Wikimedia projects during the first 2 (two) quarters of the year.
At least 5 (five) new guides to the functioning of Wikimedia projects, available in digital format, and at least 100 (one hundred) of these distributed among the teaching community during the academic year in Argentina.
  • At least 5 (five) educative guides designed to be used as didactic and academic resources in the classroom during 2015.
  • At least 100 (one hundred) teaching staff will receive the new guides, and at least 25% of them will use them as practical tools to facilitate their work in the classroom.
  • Publication of at least 3 (three) guides, in different portals and websites of educational interest for the Teaching Community in Argentina.
At least 5 (five) new reference tutorials on the most relevant Wikimedia education projects, developed over the first quarter of 2015 and broadcast in Argentina and the Latin American region.
  • 5 (five) new tutorials edited on Wikimedia projects outside Wikipedia, and made available to the chapters and user groups in the Latin American region.
  • Publication of at least 3 (three) guides in different portals and websites of educational interest for the Teaching Community in Argentina.
R3: During the second quarter of 2015 Wikimedia Argentina will implement –through a pilot program- innovative actions in order to introduce Wikimedia projects and their pedagogical uses integrally, in at least 1 (one) educational institution in Argentina.
At least 1 new school, representing 10 (ten) new teachers and at least 100 (one hundred) students know about Wikimedia and its multiple didactic uses. This will be achieved thanks to co-design and cooperative work projects.
  • 1 (one) pilot project carried out in 1 (one) school in Argentina, with the objective to assimilate Wikipedia and Wikimedia projects in the academic curricula for at least 1 (one) month in the second quarter of the academic year
  • At least 70% of the students involved will create a Wikipedia username.
  • At least 20 (twenty) articles modified and 5 (five) new articles created and improved by students of the school at the end of the month.
  • At least 5% of students will remain active editors of Wikipedia after 6 months, with a regularity of at least 5 editions once the project is finalized.
  • R4: 1(one) editing contest launched during the second quarter of the year 2015.
At least 1 (one) editing contest launched , with at least 1000 (one thousand) new articles created and 150 (one hundred fifting) editors- new or active- involved.
  • At least the 10% of the new editors (aprox. 14) became active 6 months after with at least 5 more editions on Wikipedia.
  • At least the 30% involved on the contest (aprox 45) create a new user on Wikipedia.
  • R5: Improved presence of Wikimedia projects within the local agenda for 2015.
A minimum of 3 (three) alliances with educative portals in Argentina and the Latin American region during 2015.
At least 3 (three) new guides and 3 (three) new tutorials placed on 3 educative portals in Argentina and the Latin American region in 2015.
Attendance as speakers to at least 1 (one) educational event, either in the Latin American region or internationally.
At least 5 (five) conferences given at different educational events during 2015 in Argentina.
At least 5 (five) press notes on Wikipedia Argentina’s projects, released in different media during 2015.
  • At least 5 (five) more notes in respect to 2014, released in different graphic and audiovisual media to inform of the projects and activities of Wikimedia Argentina during 2015.

GLAM

Specific objective:To increase and improve the contents of Wikimedia projects through specific Glam program actions.
Context: To date, the projects derived from the GLAM program have had a limited duration and can be defined as narrow scope projects. Nonetheless some activities, such as photography competitions have had a remarkable impact in terms of content. In this sense, in order to increase the contents of Wikimedia projects, particularly Wikimedia Commons, some activities such as WikiTour will be replicated during 2015. Likewise, Wikimedia Argentina’s proposal regarding the GLAM 2015 project sets to take a step forward. We aim not just at generating more content but to use that new content in Wikimedia projects. To this purpose, we propose editing and photography competitions. Both proposals integrated under the same context.
We also continue to bet on Editing training courses in other projects aside from Wikipedia.
In addition, Wikimedia Argentina emphasizes its compromise with the release of archives and materials of public domain. During 2015 we will strengthen our relation with the cultural institutions with which we have signed agreements for the digitalization of their contents under free license. Not only will we provide them with scanners necessary to carry out this task, but we will also develop integral plans comprehending the provision of materials-training-assistance and operational support.
Results:
R1: The content of existing Wikimedia projects, specially Wikipedia and Wikimedia Commons, will have improved through the performance of activities that encourage the incursion of new editors.
At least 1 (one) photography competition which involves the improvement of existing articles and the edition of new ones, on WikiTravel in the last four months of 2015, retaining 5% of editors in Argentina after 6 (six) months.
  • At least 50 (fifty) new articles edited on WikiTravel for the duration of the competition.
  • At least 150 (one hundred and fifty) participants, representing an increase of 20% new users of Wikitravel.
  • 5% of participants consolidate as active editors 3 months from the closure of the competition, with at least 2 new editions.
1 (one) photography competition hosted in Argentina, which achieves an increment of at least 3000 (three thousand) images on Wikimedia Commons, with an approximate participation of 200 (two hundred) people in the last four months of 2015.
  • At least 3000 (three thousand) new images uploaded on Wikimedia Commons during the competition.
  • At least 200 (two hundred) participants take part in the competition during its period of validity.
  • At least 15% of them represent new users of Wikimedia Commons during the execution of the project.
  • At least 20 to 50 (twenty to fifty) of the new images uploaded on Wikimedia commons are used to improve articles on Wikipedia over the following 6 (six) months.

Federalization and Community Support

Specific Objective:To increase the number of new editors and participants in the Wikimedia Argentina projects.
R1: Increasing our presence in the interior regions of the country during 2015 through the work prompted by the community of volunteers of Wikimedia.
Wikimedia Argentina will have organised at least 5 (five) meetings of Wikipedians in regions of the interior of the country with the objective to build a community that supports and represents the Organization’s projects in 2015.
  • At least 5 (five) meetings of Wikipedians in the interior of the country with at least 50% permanence after the constitution of the community 6 (six) months after the execution of the project.
  • At least 3 (three) communities well consolidated in the interior of the country, that carry out at least 1 (one) Wikimedia Argentina project, during 2015.
  • At least 5% of editors that belong to the Organization in the interior, remain active editors after 6 months from the constitution of the group by contributing at least 5 time on the next months.
R2:The Wikimedia community present in the interior of the country, supports and coordinates projects with the aim to improve recognition of Wikimedia Argentina and to attract new editors.

  • Improvement of the broadcasting network of Wikimedia projects through the volunteer network in the different communities of the interior, bringing in an increment of at least 5% in the participation in that geographical area.

Cross-cutting principles

Gender approach: Each one of the projects executed by Wikimedia Argentina in relation to goal number 1 (one) will have the promotion of the gender approach as a cross-cutting principle. From this point of view, the programs, projects and actions described before, will respond to the following criteria:
  • Wikimedia Argentina will have trained its staff, members of the Directive Board and interested associates, in the use of operative tools in matters of management of gender-sensitive projects.
  • Wikimedia Argentina compromises to favor the inclusion of women and encourage the participation of women in each of its activities. Wikimedia Argentina compromises also to maintain as much as possible the parity between men and women in voluntary positions of responsibility. Each of the projects formulated by the community will respond to the use of non-sexist language at all stages; in the formulation, implementation and evaluation.
  • The participative blog will be sensitive to entries which question or prompt the reflection on the gender gap within the movement, being flagged as prioritary.
Diversity: Argentina has a strong tradition of immigration and diversity of population is present throughout its history. In this regard, the activities of Wikimedia Argentina aim to recover the cultural wealth of these communities and articulate proposals with other Wikimedia chapters which may be interested. During 2015 we want to focus on generating alliances that strengthen the visibility of the communities present in the country, so that their cultural heritage has its own space on Wikipedia in Spanish as a response to the reality where they coexist. Therefore Wikimedia Argentina’s proposals are:
  • To reach a cooperative alliance with Wikimedia Israel in order to preserve the cultural wealth of the Jewish community in Argentina.
  • To reach a cooperative alliance with Catalunya in order to preserve the cultural wealth of the Catalonian community in Argentina.

Education

 
Virtual Educa Perú 2014, a regional educational congress attended by Wikimedia Argentina on June 2014.
During 2015 Wikimedia Argentina will continue to prioritize the Education Program. Viewing education as a strategic tool to achieve access to information as a right, Wikimedia Argentina will put forward a number of educational projects and programs in accordance to Goal 1 (one). Even though we had previous experience, it was during the second and third quarters of 2014 that we assisted to the conceptual and concrete consolidation of the educational program as a whole, with activities and proposals characterized by their continuity, far from isolated actions in educative terms.
This long-term oriented approach is determined by the analysis we have made over the last few months of the reality of education in Argentina, and on which we must work. In this sense, we realize that the actors who take part in our activities understand the purpose of the objectives of Wikimedia Argentina, but that there is still a lack of knowledge of our work within society. For this reason we understand that the course of action, in order to increase the number of new editors and improve the contents of our projects, is to implement a training strategy aimed both at teaching staff - who can incorporate the acquired knowledge into their educative plan- and at students —who operate in the digital culture as receptors of the information and not from a critical or participative point of view—. Also, the introduction of innovative proposals within educative spaces, such as the assimilation of Wikimedia Projects within the school curricula, or the hosting of educative editathons in the classroom, are regarded as specific activities which can help us reach our objectives.
In this sense, the objective is that the proposals respond to the needs, trajectory and previous experiences and can articulate with the educative objectives, in such a way that they carry purpose and meaning for the actors, as well as guaranteeing the installed capacity and the continuity of the educative proposals with the Wikimedia projects.
On another hand, the positioning of Wikimedia within the local agenda as a priority, will considerably improve the visibility of the projects we carry out, allowing us to promote the active participation of existing and new editors. This way we promote a network or community of users who act as ambassadors of the projects in their local areas, who can also share their experiences and concerns and are the receptors of news and proposals generated from Wikimedia.

GLAM

To date, the projects derived from the GLAM program have had a limited duration and can be defined as narrow scope projects. :Nonetheless some activities, such as photography competitions have had a remarkable impact in terms of content. In this sense, in order to increase the contents of Wikimedia projects, particularly Wikimedia Commons, some activities such as WikiTour will be replicated during 2015. Likewise, Wikimedia Argentina’s proposal regarding the GLAM 2015 project sets to take a step forward. We aim not just at generating more content but to use that new content in Wikimedia projects. To this purpose, we propose editing and photography competitions. Both proposals integrated under the same context.
We also continue to bet on Editing training courses in other projects aside from Wikipedia.
In addition, Wikimedia Argentina emphasizes its compromise with the release of archives and materials of public domain. During 2015 we will strengthen our relation with the cultural institutions with which we have signed agreements for the digitalization of their contents under free license. Not only will we provide them with scanners necessary to carry out this task, but we will also develop integral plans comprehending the provision of materials-training-assistance and operational support.

Federalization and Community Support

Wikimedia Argentina is, above all, a movement of volunteers from all over the country. For Wikimedia Argentina to reach a significant increase in the number of editors and in the content of the projects, we need to extend participation outside the limits of Buenos Aires. In this sense, our efforts go into the construction of Wikimedia communities in as many regions of the interior as possible, making them their own leading actors in order to improve, increase and activate the participation of the local population interested in Wikimedia projects.
The main activities that Wikimedia Argentina will carry out to achieve the goal 1 through the Federalization and Community program are the following:

Results:
R1: Wikimedia Argentina will have established a network of volunteers “Education Ambassadors” during 2015.
  • At least 15 (fifteen) teachers participating in our online courses establish a network of teaching ambassadors to support the diffusion of projects and encourage the promotion of different local activities, in order to generate sustainability at training locations during 2015.
  • At least 5 (five) of the 15 teachers puts forward 1 (one) project that responds the local educational needs in the areas of intervention in the interior regions of Argentina.
  • At least 50% of the network supports 1 (one) project in the community to be further studied by Wikimedia Argentina.
  • At least 1 (one) project presented through the network during 2015 is developed with the support of teachers and Wikimedia Argentina.
  • At least 10 (ten) out of 15 (fifteen) teachers approximately become voluntary tutors and mentors of participants of online courses of Wikimedia Argentina during 2015.
R2: The representation of Wikimedia Argentina is improved thanks to the work carried out by the network of educational volunteers.
At least 7 teachers launch the strategy Campus Rep during the academic year in Argentina.

Specific Objective':To develop work groups that coordinate all of the GLAM projects launched/supported by Wikimedia Argentina.
Results
R1: Wikimedia Argentina will develop at least 3 (three) work groups according to the interests of volunteers, in order to spread, coordinate and implement the different GLAM initiatives in Argentina.
  • A survey will have been conducted in the Wikimedia Argentina community in order to determine the number of people interested in participating in the work group of the GLAM projects during the first quarter of 2015.
  • At least 100 (one hundred) people answer the survey carried out during the first quarter of 2015.
  • At least 3 (three) work groups—diffusion, digitalization and cooperation with cultural institutions—formed and integrated entirely by volunteers with the support and coordination of the Wikimedia staff during the first quarter of 2015.
  • 3 (three) work groups committed to GLAM projects, composed of at least 8 (eight) people each, during the first quarter of 2015.
  • At least 60% of the work group participants continue with their activity March through December of 2015, with monthly reports and meetings.
  • At least 1 (one) GLAM activity implemented by each of the work groups during 2015, under the supervision of Wikimedia Argentina.
  • 3 (three) GLAM activities developed during the second and third quarters of 2015 with an approximate of 20 (twenty) participants with the meaning of 10 (ten) articles improved and coordinated by the work groups with the support of Wikimedia Argentina.
R2: A maximum of 3 (three) GLAM projects, presented by volunteers and that lead to an increase of at least 20% of the existing material related to minority cultures- between 250-500 documents/images uploaded and 20 new articles-, will be supported during 2015.
  • A call for competition for support projects destined to preserve minority cultures, carried out during the second quarter of 2015 in Argentina.
  • At least 20 projects presented by the Wikimedia community in Argentina that represent an increase of at least 20% of the existing material about minority cultures –at least between 250 and 500 new documents and/or 20 new articles-, all of them analyzed and coordinated simultaneously by volunteers of different work groups and the Wikimedia Argentina team, during 2015.

Specific Objective:To improve the knowledge and the position of the Wikimedia community in the organization's projects as main actors for the correct development of the planned activities.
R1: People will have received free training through workshops in different areas of interest selected by the Wikimedia community.
  • At least 5 (five) courses/workshops taken by volunteers to improve their knowledge on a specific subject during the year 2015.
  • At least 50 (fifty) volunteers trained in different subjects for them to become representatives and main actors in the development of Wikimedia Argentina projects in the country during 2015.
  • At least 5 (five) trained volunteers give 1 (one) lecture about Wikimedia Argentina’s projects, in different schools and cultural institutions during 2015.
  • At least 5 (five) trained volunteers present appropriately formulated projects to be considered within the execution year 2015.
R2: Wikimedia Argentina will have opened channels of communication to give voice to the multiplicity of integrants of the Wikimedia community.
A participative blog will have been created, where the community of Wikimedia Argentina can present their projects and concerns, under the supervision of Wikimedia Argentina’s Communications department during 2015.
  • At least 15 (fifteen) posts during the year 2015 will be elaborated by the community representing their voices, in the form of projects and experience as editors, of the Wikimedia Argentina community.

We consider and highlight the country's cultural wealth and present a frame for inclusion of their distinctive features through the Wikimedia projects, as an opportunity to bring an issue of narrow interest on to the international agenda. In this sense, we understand the importance of Wikimedia community participation, because through their involvement, we create projects with a strong social ground, a requirement for their correct performance and development, and we position the community as main drivers of the desired change. Wikimedia Argentina therefore proposes:
  • To give support in establishing the necessary alliances with organizations of the voluntary sector and public and private sectors needed for the implementation of these projects.
  • To make adequate diffusion of the projects through institutional channels and other mass media.

Education Program
Wikimedia Argentina will continue to strengthen its education program through the inclusion of the Wikimedia community and new volunteers, in the development of their educational projects. Wikimedia Argentina considers the Wikimedia community as the leading actors of the movement; therefore, we intend to reposition volunteers as the center of the programs, projects and development of activities, through joint cooperation.
In this sense, the education program will link its educational activities to the development of a solid network of volunteers that will become educational ambassadors during 2015. Through the network, we want to encourage recognized teachers to act as tutors of the participants in our courses in order to build a community not only of educational support but one that encourages the promotion of the projects of Wikimedia Argentina from within the educational scene. By involving the education group, Wikimedia Argentina wants to generate focal actors in the development of the projects of the education program as well as addressing the specific needs of this sector in Argentina and give relevance to good practices detected.

GLAM

Wikimedia Argentina considers that the GLAM program is the one that requires deeper involvement of participants and volunteers of the Wikimedia community. For this reason Wikimedia Argentina wants to be able to consolidate all GLAM activities as a program with clearly established objectives and results that ensure long term sustainability. The Organization considers direct community involvement necessary, in order to take on different activities around the interior of the country and give continuity to the GLAM projects.
The participation of the community in the development of the GLAM projects consists both of support to the organization and active participation. In this regard we will create work groups to gather, analyze and give continuity to the GLAM projects in most of the country, and we will encourage the community to participate through specific projects that give value to local heritage and native cultures.

Federalization and Community Support

Through its Federalization and Community Support program, Wikimedia Argentina intends not only to be able to present its projects in more places in Argentina, but also to strengthen the Wikimedia community and the network of volunteers of the organization. We see the institution as a space for inclusion, where the community does not just give but also receive in order to become the image that leads the Wikimedia projects around the country.
Accordingly, we will ensure our awareness of the interests and concerns of the Wikimedia community, in order to analyze and develop new projects put forward by the community. R1: At least 1 (one) project coordinated with non-formal education schools and organizations from the from sector during 2015.
  • 2 (two) workshops held in cooperation with the Department of National Security in Villa 21 with the purpose of allowing young people there to relate to Wikimedia projects as tools that can help express and build their own stories, during the third quarter of 2015.
  • At least 20 (twenty) young people attend the workshops developed by Wikimedia Argentina, with the help of the Department of National Security and organizations of the non-gubernamental sector in delivering this Wikimedia projects as free educational portals, during the third quarter of 2015.
  • At least 3 (three) articles edited by young people in Villa 21, with the objective of improving Wikimedia’s content related to the neighborhood, during the ongoing project.
  • At least 30% of participants generate a new username in Wikipedia and 3% shows interest in continuing editing in the encyclopedia.
R2: Wikimedia Argentina will have generated 1 (one) initial strategy of digital literacy to promote digital culture during 2015.

Specific Objective:Improvement of social inclusion in Argentina through GLAM activities as tools to highlight inequality issues
Results:
R1: Wikimedia Argentina will have held 1 (one) photography competition aimed at portraying all the aspects of cultural diversity in the country through its actors, during 2015.
  • At least 200 (two hundred) new images representing the life and customs in at least 2 (two) neighborhoods of social diversity in Argentina, from October through December 2015.
  • 50 (fifty) new users of Wikimedia Commons during the month the contest is held.
  • At least 200 (two hundred) new images taken by the participants will have been uploaded to Wikimedia Commons.
  • 50 (fifty) disposable cameras distributed for the activity to at least 50 (fifty) participants.
  • At least 70% of participants consider the activity motivating after finishing the activity.
R2: Wikimedia Argentina together with IIEP Unesco will have conducted 1 (one) research on women’s role in the digital world in Argentina.

Cross-cutting principles:

Gender approach: each one of Wikimedia Argentina’s projects related to goal number 3 (three) will have the promotion of gender approach as cross-cutting principle. In this regard, Wikimedia Argentina will develop a project on gender issues:
Wikimedia Argentina in collaboration with IIEP Unesco will conduct a study aimed at surveying women’s role in the digital world and at evaluating the relationship between women and technology and its impact on gender gap. In this regard and through a representative sample of the four studied areas, we intend not only to discover the factor determining the low participation of Argentine women in ::Wikimedia projects, especially as editors of Wikipedia, but also to obtain results that allow us to make a series of observations to influence public policies in the country.
Wikipedia Argentina’s and IIEP Unesco’s project establishes the following as general objective:
To make a contribution to social policies through the elaboration of a study that focuses on the main uses and interactions with technology of young women, between the ages of 12 and 18, attending high schools in four areas of Argentina.
Expected results will be measured according to three types of indicators, necessary to measure gender gap issues:
  • Impact indicators: Reduction of the domestic loads and uses /Reorganization of women’s position in the community/ Increased participation/ Attitude changes.
  • Effect indicators: Improvement in the access to resources/ Improvement in acquired abilities.
  • Process indicators: Acquisition of new knowledge/ Context related advantages or difficulties.
Diversity: Wikimedia Argentina will develop during 2015 specific programs that promote social inclusion thanks to the work carried out in matters of social diversity. Social diversity can be understood as the reflection of the different cultures in one society, but it can also be understood as the differences we may find in the correct distribution of poverty.
Wikimedia Argentina intends to work along with the Government and third sector organizations with the aim to build a much more equitative and inclusive society.
In this regard, goal number 3 (three) of the plan for 2015 will respect and include the debate about diversity, beyond the merely cultural through:
  • Support in the establishment of alliances with organizations of the voluntary sector and public and private organizations, necessary to develop the projects.
  • Respect and adaptation of Wikimedia Argentina’s primary objectives to the new contexts of application.
  • Promotion of spaces where issues concerning social development, digital culture and technology gap can be debated.

Activities

Education program

Wikimedia Argentina, through its Education Program, along with goal number 3 (three) intends to claim its place as a social actor. Although our efforts will still be put in improving the number of editors, articles and higher involvement, etc., as Wikimedia Argentina it is clear that being part of society is a big responsibility too. We see the movement as a space for inclusion connecting this idea of inclusion with the role played by education within the society, a social actor that not only improves human development but provides from similar hope to any human being.
Only a few activities are as inclusive as education, and Wikimedia Argentina intends, through the promotion of its education projects, to take a long term commitment in building a society with full access to free knowledge as a right.
We will work accordingly to approach the most vulnerable sectors of society, in order to include them in the challenge of building a more equal society and understand through their voices their own local reality which is not far nor less our own reality.
Through its training courses and digital literacy workshops, Wikimedia Argentina hopes to be able to build knowledge in a way that includes all voices, for the right to education to reach all sectors, and to articulate relevant proposals with non-governmental organizations.

GLAM

Wikimedia Argentina believes that the concept of culture underlining GLAM projects, becomes a factor of integration. We do not see culture as restrained and limited by certain characteristics, on the contrary, we want to understand the concept from all points of view: culture seen as a whole.
GLAM projects and activities go beyond the release of files or the contributions in numeric and qualitative terms to Wikimedia projects. Wikimedia Argentina is aware of its reach as an organization, of the power it has to welcome all of the cultural diversity found in Argentina and put it into value. Still, we can only understand the development and put into value of the cultural diversity as a participative process; development that follows the pace of the people involved in it.
On many occasions technology is still a limitation for the participation in Wikimedia activities. Taking the reality of local contexts into account, we as organization do not want these limitations to become excuses and strive for participation and access to projects to be an inclusive process.
Wikimedia Argentina is also committed to reducing gender gap in its projects. In this regard, a study will be held during 2015, together with IIEP Unesco, with the purpose to observe the role of Argentine young women in relation to technology and its use, studied through their participation as editors in Wikimedia projects and specifically Wikipedia.

Federalization and Community support

Just as we understand Wikimedia Argentina’s social role as a responsibility within its local context, as an organization, we are also committed to take our place at international level. In this regard, Wikimedia Argentina is compromised to cooperate during 2015 with other chapters at an international level, with special consideration and work in the Iberocoop network. Wikimedia Argentina has a commitment with all the groups and organizations that belong to the Iberocoop network, who collaborate in the building of projects, as well as, supporting local organizations that have weaker structures in the region and helping in the diffusion of their work in other countries not associated to the network or to activities in Latin America.
As a guarantee of Wikimedia Argentina’s commitment to its international responsibilities, Wikimedia Argentina’s representatives will attend at least 2 (two) big annual events of the movement: Wikimedia Conference and Wikimania 2015.
Finally, we must point out that today’s society regards companies as social actors. At a time when the effectiveness of aid programs is a matter of debate, companies play a key role in guaranteeing the sustainability of organizations from the third sector. For this reason, during 2015, Wikimedia Argentina compromises to strengthen its resource development area in order to diversify its financing sources.

The promotion of Free Culture is one our main goals.
General Objective:To raise awareness of the concept of free culture and the aperture of archives of public domain

The general objective will follow three specific objectives:

  • Development of a GLAM project designed to establish free culture within the cultural institutions which already work with Wikimedia Argentina.
  • Support of community initiatives related to the promotion of free culture.

Education
Specific objective:To promote the creation of spaces for the development of free culture in the educational scene in Argentina
R1: 3 (three) online training courses held (more information regarding the courses can be found in GOAL 1) for at least 400 (four hundred) teachers, the basic content of the course being the promotion of free culture.
  • At least 70% of participants understand and include the concept of free culture after the end of the course.
  • 1 (one) survey taken by the participants (at least 100) after the completion of the courses.
GLAM
Specific Objective:Promotion of free culture within the cultural institutions in Argentina and encouragement of the aperture of archives under free license through the involvement in the project of the cultural managers of the institutions during 2015.
Results:
R1: Wikimedia Argentina will have trained the staff of cultural institutions that work with us, in the field of free culture during the first 6 (six) months of 2015.
  • At least 5 (five) training workshops for the staff of the cultural institutions that Wikimedia Argentina works with, in order to increase their expertise in the field of free culture and the digitalization of documents during the first 6 months of 2015.
  • 10 (ten) employees belonging to 3 cultural institutions will receive training in order to become curators, within their organizations, of the project of release of content under public domain.
R2: Wikimedia Argentina will have implemented the Glam Survey in at least 10 cultural institutions around the country, with the purpose of gathering information on how much these institutions know about free culture and the incorporation of new technologies, during 2015.
  • At least 10 (ten) institutions in the country respond to the survey Glam Survey from March 2015 to August 2015.
  • At least 5 (five) workshops on free culture carried out from September to November in at least 5 (five) participating institutions in order to promote the release of files, documents, and works under public domain.
  • At least 10% of the files, documents and works under public domain are present in some of the Wikimedia projects since November of 2015.
  • At least 2 (two) new agreements signed, during November of 2015, to carry out long term activities together with some of the cultural institutions intervened.
Federalization and Community Support
Specific Objectives:To support projects on free culture promoted by the Wikimedia community during 2015.
R1: Wikimedia Argentina will have created a laboratory of projects under the free culture theme, to address the needs of the Wikimedia community, starting March of 2015.
  • 1 (one) project called Free Culture Lab implemented by Wikimedia Argentina, aimed at helping with the incubation and acceleration of projects by the Wikimedia community.
  • At least 2 (two) projects presented by the community of Wikimedia projects, to improve the understanding of free culture and the release of documents under public domain, evaluated and supported by Wikimedia Argentina during 2015

Cross-cutting principles

Gender approach: each one of the projects carried out by Wikimedia Argentina regarding goal number 4 (four) will have the promotion of gender approach as a cross-cutting principle. In this regard, the programs, projects and actions above will respond to the following criteria:
  • Each of the workshops carried out by Wikimedia Argentina at any of the cultural institutions follow the same objective, to improve the knowledge on operational tools regarding gender sensitive project management.
  • Each of the projects formulated by the community will respond to a non sexist use of language at all stages; these include the formulation, implementation and evaluation processes.
  • Wikimedia Argentina will only generate alliances with institutions that include gender equality as one of their fundamental guidelines.
Diversity: Through the implementation of the projects in goal number 4 (four), Wikimedia Argentina will approach, evaluate and highlight the needs of different cultural institutions in the country, emphasizing Argentina’s cultural diversity on all grounds. In this regard, an assessment of needs will give us a good picture of the reality we may be able to work in the field of preservation of the local heritage.

Educational program

Wikimedia’s projects are based on the concept of free culture and free access to knowledge. None of the Wikimedia projects could work without these two concepts. Still, although many people know and understand Wikipedia and the process of knowledge building, the concept of free culture remains unknown for many of the users.
What does it mean? What does this mean in the context of education? Through the projects derived from the education program, we are going to train reference education staff on free culture and we are going to request their active participation with the aim to release and share educational material in Argentina during 2015.

GLAM

One of the most important points for Wikimedia Argentina within the GLAM program, is the digitalization and open access to files under public domain. Up to date, the project has remained centralized, avoiding co-responsibility with curators from any of the cultural institutions that work with us in the project and the loan of scanners.
Therefore, during the year 2015 and with the purpose of achieving more, but above all, better results, Wikimedia Argentina will integrate an active participation of the staff of the institutions in the process of releasing content. In this regard, and in order to make this process more natural, Wikimedia Argentina will train the curators responsible for the project on concepts such as free culture and digital culture.
Given the disparity between the country's cultural institutions, Wikimedia Argentina will conduct a survey, Glam Survey, in order to gather information about the different needs the institutions have in relation to technology and their relationship with the digital world and free culture. The main objective is to effectively address the problems and lack of awareness cultural institutions face in a country like Argentina, with the purpose of arriving at possible solutions together.

Wikimedia Argentina gives great relevance to the participation of the community of editors of Wikipedia and other Wikimedia projects in the promotion of free culture.
Given that this is one of the more complex concepts to understand among our "stakeholders", Wikimedia Argentina will support the development of Wikimedia community’s projects that promote and improve the understanding of free culture.
In order to obtain the expected results in terms of release of contents, we consider it extremely important that the community itself can help us promote free culture in different parts of Argentina.

The structure of our Association is composed as following:
  • The General Assembly of Members, with regular meetings every year.
  • A Board of Trustees composed by 9 elected members (2 alternative Board members are available in case of vacancy). It is in charge of the strategy of the Association, its overall administration, revision of its projects and supervision of the staff's performance.
  • An audit commission, composed by 3 members, and responsible for the financial accountability of the Association.
  • The staff, composed by the Executive Director (ED), the Communication Officer (CO) and the Education Coordination (EC). Dedicated to the implementation of programs and projects, reportability and day-to-day administration of the Association.
Programs are designed and carried out by the staff, with permanent communication with the President of the Board and periodical reports to the rest of its members, who are ultimately responsible of the implementation of the initiatives proposed for the year. Some activities are led by Association members and volunteers, but they must report to the ED.

Did your organization made any significant changes to your staffing plan since publishing your organization's most current annual plan at the beginning of the funding period, such as hiring more or fewer staff than planned or hiring staff on a different schedule than planned? Please describe any significant changes here.
During 2014, many relevant changes took place regarding the staff organization in Wikimedia Argentina. First of all, on March 2014, one new Executive Director, Anna Torres, was hired to replace Osmar Valdebenito, who resigned for personal reasons. As well, on May 2014, our Communicator Officer, María Cruz, presented her resignation, for professional reasons and the structure of Wikimedia Argentina became a challenge as the former staff member was two months old. However, if we compare our current structure to the one drawn on the last annual plan, we can surely say that we have been strengthening the staff as it was planned. On late March, a new Education Coordinator was hired as part time and after 6 months of work and according to the outcomes achieved, the position will be a full time contract by January 2015.
According to the 2014's annual plan Wikimedia Argentina should have hired an assistant administrative, position that is still being not covered. The main reasons why Wikimedia Argentina has not hired any new staff are the followings:
  • WMAR has been focusing on creating trustful relations among the staff as a way to build a work atmosphere based on confidence.
  • All the staff changes have been a challenge to face for Wikimedia Argentina, and our priority has been fostering the sustainability :of the organization.
  • The decision regarding the staff needs must have been analysed by the new executive director in order to reliably determine what are the priorities on this matter.
Although there has been a delay in the recruitment of the administrative assistant for these reasons, one of our priorities in terms of staff during 2015 is focus on hiring a professional to support the administration day-to-day work of Wikimedia Argentina.
