Purpose of the reportEdit
FDC funds are allocated to improve the alignment between the Wikimedia movement's strategy and spending; support greater impact and progress towards achieving shared goals; and enable all parts of the movement to learn how to achieve shared goals better and faster.
Funding should lead to increased access to and quality of content on Wikimedia project sites – the two ultimate goals of the Wikimedia movement strategic priorities, individually and as a whole. Funded activities must be consistent with the WMF mission, must be for charitable purposes as defined in the grant agreement, must be reported to WMF, and must otherwise comply with the grant agreement. The WMF mission is "to empower and engage people around the world to collect and develop educational content under a free license or in the public domain, and to disseminate it effectively and globally."
Each entity that receives FDC funding will need to complete this report, which seeks to determine how the funding received by the entity is leading towards these goals. The information you provide will help us to:
- Identify lessons learned, in terms of both what the entity learned that could benefit the broader movement, and how the entity used movement-wide best practices to accomplish its stated objectives.
- Assess the performance of the entity over the course of the funded period against the stated objectives in the entity's annual plan.
- Ensure accountability over how the money was spent. The FDC distributes "general funds", for both ongoing and programmatic expenses; these funds can be spent as the entity best sees fit to accomplish its stated goals. Therefore, although line-item expenses are not expected to be exactly as outlined in the entity's proposal, the FDC wants to ensure that money was spent in a way that led to movement goals.

- GROWTH: How did your entity grow over the past year (e.g., Number of active editors reached/involved/added, number of articles created, number of events held, number of partipants reached through workshops)? And what were the long term affects of this growth (e.g. relationships with new editors, more returned editors, higher quality articles, etc)?
- In 2014, WMCH successfully hosted an international event for the first time. Volunteers traveled from a variety of countries, mostly from the developers community to meet and work all together at the Zurich Wikimedia Hackathon. It was there that Lila Tretikov, the new WMF Executive Director, first came in touch with this community. The next opportunity for Swiss Wikimedians to convene with visitors from other parts of the World is coming soon. Indeed, next year, Wikimania will take place in Esino Lario, an Alpine village in Italy, very close to the Swiss border.
- Living up to its reputation as a leader in Volunteer support, the Wikimedia CH community liaisons have worked intensively in 2014 to help the Wikimedians to realise their Wikimedia dreams. Here are some testimonials from some of the volunteers who were supported by the chapter during last year:

If you are by yourself, ideas are like little pieces of paper you loose in your pocket. You need people beyond yourself to create and make things happen. Wikimedia CH has been supporting me by making space for my proposals, by providing me with advice, and by taking care of me, not like an anonymous member of an amorphous community, but like a guest, invited to join in a team.

- Low administrative burden for the volunteers seeking support of the chapter
- GLAM institutions are raising their awareness for collaborations with online/digital partners
- Wikimedia projects are well-known in Switzerland and Wikimedia CH's brand is considered as a strong and a valid brand
- High demand from the education world for Wikip/media trainings
- Wikimedia movement: WMCH is a chapter that maintains excellent relationships with several other movement affiliates. Especially within the German-speaking community, we have strong partners in WMDE and WMAT and can use synergies to achieve common goals like the development of the Volunteer support program.
- Some projects run by volunteers draw heavily on staff members to meet the FDC reporting requirement which limits the overall scope of what the chapter could achieve.
- Third party funding is not easy to get for at least two main reasons: 1) Wikipedia is not considered like a "poor" NGO, traditional funding agencies prefer to donate funds to small local associations "in need"; 2) projects run by chapters or Wikimedians are not so easy to sell, the impact and the way traditional funding agencies may value them are difficult to identify.
- Strengths: Organisational strengths that enabled the plan
- Wikimedia CH targets the German, French and Italian Wikimedia communities. While the German and French speakers we interact with are mainly from Switzerland or the immediate border areas, our influence with the Italian-speaking community extends to most of Northern Italy.
- Wikimedia CH does not restrain itself to one Wikimedia project or another. Our Education programs cover Wikipedia, Wikibooks and Wikivoyage. GLAM partnerships can also provide content for Wikipedia, Commons or Wikisource. Looking across the 3 communities and from the point of view of the most active volunteers seeking support from WMCH, the most active Wikimedia projects remain Wikipedia and Commons, as well as a growing community for Wikibooks and Wikisource in Italian.
- Members: As of the 31st of December 2014, Wikimedia CH has observed a 24% increase in its members base compared to the previous FDC funding period. This corresponds to a total of 481 registered members distributed among 3 categories: 29 are legal entities, 146 are supportive members, 306 are active members. Out of our whole members base, 322 identify as male and 65 identify as women. Concerning their distribution per language 295 are primarily German-speakers, 117 French-speakers, 40 English-speakers, 28 Italian-speakers and 1 is a Romansh-speaker.
- Board: Six board members. Matina Hämmerli has been replaced by Stéphane Coillet-Matillon following the General Assembly 2014.

The FDC requires information about how your entity received and spent money over the past year. The FDC distributes general funds, so your entity is not required to use funds exactly as outlined in the proposal. While line-item expenses will not be examined, the FDC and movement wants to understand why the entity spent money in the way it did. If variance in budgeted vs. actual is greater than 20%, please provide explanation in more detail. This helps the FDC understand the rationale behind any significant changes. Note that any changes from the Grant proposal, among other things, must be consistent with the WMF mission, must be for charitable purposes as defined in the grant agreement, must be reported to WMF, and must otherwise comply with the grant agreement. In Summer 2014, WMCH started a collaboration with Opendata.ch. As from June 2014, Muriel Staub from Wikimedia CH has been working 20% for Opendata.ch, not only to act as Community Liaison at their association but also to strengthen the relationship between the two entities, Wikimedia CH and Opendata.ch.

The FDC needs to understand the impact of the initiatives your entity has implemented over the past year. Because the FDC distributes general funds, entities are not required to implement the exact initiatives proposed in the FDC proposal; the FDC expects each entity to spend money in the way it best sees fit to achieve its goals and those of the movement. However, please point out any significant changes from the original proposal, and the reasons for the changes. Note that any changes from the Grant proposal, among other things, must be consistent with the WMF mission, must be for charitable purposes as defined in the grant agreement, must be reported to WMF, and must otherwise comply with the grant agreement. Lessons from the pastEdit
A key objective of the funding is to enable the movement as a whole to understand how to achieve shared goals better and faster. An important way of doing this is to identify lessons learned and insights from entities who receive funds, and to share these lessons across the movement. Please answer the following questions in 1–2 paragraphs each.
- 1. What were your in the past year, and how did you help to achieve movement goals?
- The processing of the call for project was inspiring and profoundly helped us to adapt our Volunteer support approach. During the winter 2013, we will engage in a deep discussion with our communities about the usage of the central notice to 1) inform the communities about the support opportunities 2) inform the general public about Wikimedia initiatives. Overall the experiment around the call for project taught us how to best reach the Wikimedians and to identify their needs.
- We were especially proud of the support provided to User:Sailko.
- 2. What were your in the past year (e.g., programs that were not successful)?
- We experienced some difficulties in obtaining sponsorships for the Hackathon which was rather disappointing and also made us question our aproach. The feedback we received helped us to adapt a new fundraising strategy with which we aim to be more successful in the near future. A point worth mentioning is that we found it difficult to plan and obtain funding with only one year to prepare. In Switzerland, sponsor requests for large donations are often done from 1 to 2 years in advance. In our opinion, a process within the movement which would provide a 2 years visibility would be ideal.
- We did not take advantage of the hackathon to work on local outreach. Raising local awareness outside the movement is not an easy task, it would probably require a dedicated team or person to succeed in encouraging the participation from potentially local new mediawiki developers.
- 3. What (organizational, environmental) enabled your success?
- Our greatest successes often came from projects set-up by dedicated volunteers who were able to interact with the staff which helped to implement the volunteer's projects whether on financial or organisational aspects. This was the case with the Offline dissemination program and especially illustrated with the Kiwix project in prisons and the Gutenberg library. The same pattern is true for the Wikipermanences or for the obtaining media authorisations.
- We are gradually establishing the right distribution of tasks between the board of volunteers and the staff team. The size of the staff team is empowering the association by creating the means to answer to the many enquiries the chapter receives, and then help the board to enter in a proactive mode instead of a reactive mode.
- The FDC experience helped us to set clearer goals and objectives that are more likely to be achieved and in the meantime with more valuable impact.
- 4. What did you encounter and how did this affect what you were able to accomplish?
- With our CSO on sick leave for almost two months, we have realised that our organisation is dependent on a few people. It is difficult to solve this kind of unanticipated issue with our current staffing level.
- 5. What are the that other entities can learn from your experience? Consider learning from both the programmatic and institutional (what you have learned about professionalizing your entity, if you have done so) points of view.
- Being a payment processor can drastically improve the members base and the revenue of the Movement as well as the chapter's. Being a payment processor also goes with a high level of financial responsibilities that cannot be handled by just an entity. However, we strongly believe that local chapters should be more involved with the global fundraising campaign, not only to help in the translation of the banners, but also by accomplishing a real "localisation", in some country the price of a cup of tea or coffee is not relevant and only the local community can help to improve that.
Lessons for the futureEdit
The Wikimedia movement grows as each entity in the movement reflects and adapts its approaches to changing needs and contexts. The questions below encourage you to apply your thinking in the sections above of "how well have we done" and "what have we learned" to the development and execution of future organisational and program strategies. The questions below can be informed both by your own entities' learnings, as well as the learnings of other movement entities (e.g., adding a new program that appears to have caused significant impact in several other countries or communities).
- 1. What organisational or program strategies would you continue?
- We will continue our effort to support Communities
- We will increase the effort to support the Offline Wikipedia community, especially via the Kiwix project
- Outreach will be pursued to bring Wiki to the non-Wiki world by focusing on GLAM partnerships (Libraries in priorities) and secondary education
- 2. What might you change in organisational and program strategies in order to improve the effectiveness of your entity?
- The main lesson of 2014 was that supporting editors can be very expensive in terms of staff time, with little tangible impact to show for the Wikimedia projects. Nevertheless, 2015 will see us increasing the documentation available explaining what "in-kind" support our community members can expect. We will also try to better evaluate how this support is perceived, and broadcast the feedback to our communities.
- We will make an extra effort to ‘advertise’ our services, proactively contacting editors when we feel we could be of help and repeatedly drawing attention to our programme on mailing lists, CentralNotice and village pumps. In the Italian part we will focus efforts on the sister projects, i.e. other projects than Wikipedia and Wikimedia Commons.
- We will also continue to focus on external, project-driven fundraising. At the end of 2014 we have started a new approach by contacting private banks who have a different approach from "traditional" funding agencies like the lotteries or national banks.
- We will increase thematic activities.
- We will diminish the number of travel and conference grants to focus on local community events.
- For the first six month of 2015, Anh Chung will focus on the improvement of WMCH's reporting system on metrics, and especially the global metrics. Although we believe metrics cannot drive all the decisions for the activities, we realise the importance and the requirement of having a good quantitative reporting system.

Case study: successEdit
- Systemic & holistic approach of the role of our Community Liaisons
Wikimedia CH specifically and intentionally opted for a broad and holistic role of „Community Liaisons“, as joints between the community and the association, but also as „liaisons“ to external institutions - e.g. educational or GLAM organizations. It is our basic approach of the community liaisons work to connect all different stakeholders in Switzerland, facilitate collaborations and enable the different communities to work together.
With regards to our association’s projects and activities, we implemented a structure of having "a community liaison per language community“. By the end of the year 2014, we are positioned with 3 liaisons for our 3 language communities.
This model allows us to live up to our values: As we truly consider the communities of volunteers as the core of the Wikimedia Movement, we want to involve our local communities in the vast majority of our associations activities. Having one person who is responsible per language region allows us to pursue this goal.
We allow ourselves to declare our systemic and holistic approach of our community liaisons work as a success story due to the fact that the level of activity in our communities could be increased significantly and at the same time the work of the Community Liaison was very well perceived, as you can read in the statements of our community members in the „Highlights“ section.
Case study: challengeEdit
Wikivillage: Officially establishing Wikipedia as part of the curriculum in secondary schools
Wikipedia is no stranger to students. However its use is rather unofficial and often controversial at school. Indeed, conservative teachers often perceive Wikipedia negatively and assimilate it to a shortcut for students in producing homework. Our various experiences and interactions demonstrated that schools are far from realising the potential role of the online encylopedia in a classroom. By establishing a writing contest in schools, we aim at converting readers into contributors, both students and staff, and change teachers perception of Wikipedia. The key resides in empowering teacher with what Wikipedia is all about. This is where the association plays an important role through the work of the community liaison who acts as a facilitator to bridge the gap between the Wikipedian community and the local institutions involved in the field of education.
Wikivillage is a writing contest targeted to the Swiss students in the secondary education of the canton of Vaud. The contest offers the possibility to teams of students to edit and improve the articles of a village of their choice in the area. The contest kicked off for the first time in September 2015, the closing deadline is set for the 2nd April 2015 and the prize ceremony will happen on the 27th May 2015. For the contest's first edition, 2 teachers from the Gymnase de Beaulieu in Lausanne supported us by incorporating Wikivillage in the study curriculum. We established a partnership with the main library of the canton, the Bibliothèque Cantonale et Universitaire de Lausanne (BCUL), which possesses an important database about the local villages. They also support us by hosting and organising the closing ceremony.
- Writing contests for content building
8 teams of students participated, often in teams of 3 to 4 students. 7 teams contributed in fr-WP and 1 team in en-WP. A total of 26 students aged between 15 and 16 years old and 2 teachers (Mrs Mc Guerry and Mr Pochon).

- The jury
The jury of the contest mixes both Wikipedians and local personalities.

The resources used for this project where essentially staff time and prizes for the contest. Indeed, our french community liaison worked 30% of her part time contract of 50% on getting Wikipedia into schools.
With regards to next year's strategy for prizes, we will be asking for in kind prizes to a variety of companies in the area.
As the first edition of the contest is still ongoing, it is difficult to assess quantitatively and qualitatively the success and failures of the project. We will be obtaining teachers and students feedbacks once the contest is over to learn and improve our strategy.
So far, what we can state is that although getting wikipedia into school projects is a time and cost consuming activity,it is absolutely worth it, indeed building long term relationships with teachers and official institutions working in the field of education is solid outreach strategy.
Also, through this contest, we were able to diffuse information about the Wikimedia Foundation and the local chapter Wikimedia CH. Several workshops and conferences on the Wikimedia projects were instigated thanks to initial conversations about Wikivillage with teachers and students.
The pedagogical gains for the students are numerous:
- Each student who participated was able to research, read, summarize and reference information from primary and secondary sources.
- They learned the wikicode and exchanged with the community of active contributors on Wikipedia
- They discovered the Wikimedia Commons database when taking photographs to illustrate their articles
- They developed critical thinking
- They connected with their heritage and met local personalities by going on site ( historians, architects, political people for instance.
Wikivillage is an opportunity to link active Wikipedians and a pool of potential new and regular contributors. The contest is a crossroad between several generations of editors, it is the chance to smoothly welcome new editors. We will be implementing a mentoring system for the next editions. Upon registration, each team will be attributed a mentor to help them with their online activities and interactions with the community during the contest. Although young and not always acquainted with the rules of the movement, we realise that for students aged 15 years old, the wikivillage exercise is rather difficult, therefore we need to provide a step by step action plan for teachers to carry the contest in class and provide additional monitoring of their progress.
- What's next?
WMCH has planned to continue Wikivillage next year for the 2015/2016 edition, using the same theme and to extend its borders by implementing it in another 3 cantons : Geneva, Fribourg and Bern.
The feedback we will obtain from the Wikipedian community, the teachers and the students will help us to improve the structure of the contest. Thanks to this first edition we now have a solid base to carry on future editions and hope to convince additional schools to participate thanks to this particular case study.
- 1. What are some of the activities that are happening in your community that are not chapter-led? What are the most successful among these, and why?
- Wikimedia CH is dedicated to its community of volunteers and its mission is to support all the Wikimedian projects in Switzerland. At this point, it is worth reminding that Switzerland has 3 national languages what profoundly impacts the work of the association from a cultural and organisational aspect. Indeed, every process has to be multiplied in 3 languages and coordinated between 3 different communities. For instance, when asking the communities for support and approval for a sitenotice banner we need to communicate on de-WP, it-WP and fr-WP as well as coordinate internally before discussing on Meta. All our communications have to be translated in 4 languages as we also need to include the English-speaking community in our communications. The fact that we are interconnected with a minimum of 3 linguistic communities solves the potential disputes between chapter-led and community-led activities.

Wikipedians in Residence at the Swiss National LibraryEdit
This picture (already shown above) represents our two Wikipedians in Residence at the Swiss National Library. They have allowed the National Library to start conbtributing to Wikimedia projects, not only during their stay but also for the long term. Indeed, we will continue to reap benefits from their work, as the Library has continued to contribute material in 2015; these contributions are interesting enough that they continue to attract media attention.
The impact of this project will thus continue to increase, even if there was no further involvement from Wikimedia CH. As such, we believe that it is an excellent example of a high-impact, sustainable project.
Landsgemeinde - Glarus 2014Edit
This picture, taken by Ludovic Péron, is an example of the way Wikimedia CH supports photographers. Such support continues to have a large impact, both in terms of number of pictures created and made available, and in the large number of times these pictures are viewed and reused.
This picture is particularly representative of this effort, as it depicts direct democracy, a well-known voting system found almost only in some part of Switzerland. Supporting Swiss volunteers who can document Swiss traditions is a very fitting and important activity for an association like ours.
