From 2014, we started the conversations with the Secretariat of Culture of Mexico to reach a general agreement to insert the Wikimedia mission and projects into the plans of the prominent actor of the cultural sector in Mexico, which holds nation's museums and monuments, promoting and protecting the arts (visual, plastic, theatrical, musical, dance, architectural, literary, televisual and cinematographic), and managing of the national archives.
In 2015 we had a preliminary agreement with the former National Council for Culture and Arts (CONACULTA) in the context of Wikimania 2015. That council was elevated to a secretariat and with the creation of the Digital Agenda department in this new ministry and the permanent support of Wikimedia Foundation's Partnerships and Global Reach team, a new panorama for Wikimedia mission in Mexico was open and we started an intensive route of work to convince what is the relevance of Wikimedia in the current cultural global panorama. After a long term of talks, planning and projections, in 2018 an agreement was signed between Wikimedia Foundation, Wikimedia Mexico and the whole secretariat. The first projects that we are working are an advisory role in the new Cultural Database of Cultural Objects of Mexico (the first main cultural government database machine readable and interconnected) to have an open perspective with Creative Commons licenses and a permanent linking with Wikidata; the Museums of Mexico project aiming to have high quality content derived from the national museums of the country and finally, the launching of a national photography contest dedicated to the culture of Mexico.
In this talk we will describe what are the challenges, obstacles and perspectives in the implementation of an agreement between a federal government and the Wikimedia mission in the particular context of Mexico.
