Reducing and mitigating harassment is a key factor in creating and maintaining welcoming and collaborative places that will attract new contributors and encourage them to offer new content from different perspectives. The Community Health Initiative will help realize this goal through tool development, research, legal support, and community support.

Contributors and administrators are equipped with tools to make timely, informed decisions when harassment occurs.	Increase the confidence of admins with their ability to make informed, accurate decisions in conduct disputes, from an September 2017 baseline of 39.3% to 49.3% by June 2019.	Annual surveys of English Wikipedia administrators’ confidence with handling vandalism, harassment, and sockpuppetry.
Outcome 2	Target 2	Measurement method
Communities have support and resources to develop strong, actionable policies for dealing with harassment and related problems on their projects. A Community Health Metrics kit will allow communities to measure quantitative data and satisfaction levels over time, and identify areas for improvement.	Engage with one large and one developing project to develop metrics to evaluate behavioural policies, and a structure to make improvements. Bring minimum 30 community leaders into focused workshops on evaluating and improving policy	Usage metrics from evaluation toolkit. Survey of engaged participants on experiences and outcomes from workshops.

Output 1	A harassment reporting system for Wikimedia communities that puts less stress on users who are submitting the reports while simultaneously generating higher-quality reports.
Output 2	Tools that surface brewing situations of harassment and vandalism to community leaders before they become large-scale incidents.
Output 3	A dashboard system for wiki administrators to help them manage current investigations and disciplinary actions.
Output 4	Internationalization of all the tools our team has created to date.
