How does your program affect the annual plan topline goal:

To realize a world where all people can contribute to Wikimedia projects, our volunteer communities must have the resources, both technical and social, to maintain healthy contributing environments. Reducing and mitigating harassment is a key factor in creating and maintaining welcoming and collaborative places that will attract new contributors and encourage them to offer new content from different perspectives.
