Problem: "When an IP address is blocked with the option to include logged-in users (e.g. hardblocked), the block includes a cookie block." Once a user hits this kind of block (e.g. using a VPN), they still get the block message for the blocked IP even if they turn off the VPN. This confuses good faith users who happen to accidentally hit open proxy blocks.
Proposed solution: Add an option to exempt a block from cookie blocks. This could be enabled by admins, stewards, and bots doing proxy blocking.
Who would benefit: Users who accidentally hit proxy blocks and turn off their proxies after noticing it.
