Improve categorization system to be compatible with set and topic categories

In English Wikipedia, en:Category:City (with singular) is distinguished as a topic category from en:Category:Cities (with plural) as a set category. Similarly, German Wikipedia have distinguished de:Kategorie:Staat from de:Kategorie:Staaten.

However, some East Asian languages including Chinese and Japanese, have no distinction between them, so that set items and topic items are often categorized together under the same category name like ja:Category:都市 or zh:Category:国家. These mixed-type categories that contain heterogeneous entries are less convenient to look up content pages than those of enwiki and dewiki, especially not effective when using with deepcat: or PetScan.

In my humble thoughts, there are two different ideas for options:

  1. Divide the existing Category namespace into Classification and Subject Heading namespaces in order to separate and coordinate set and topic entries as natural as "habitat segregation" of life.
  2. Enable to sort categories and pages item by item by color within the existing Category namespace, for example, set entries shown in blue wikilink and topic ones in green. It will help distinguish two types of items among various ones in a category in question.

Last year a related topic was discussed in jawiki (sorry for in Japanese only).
