An important goal in this transition process is to ensure that you understand how you will be able to apply for and receive funding, how this transition will affect your current grants, and what new opportunities and resources will be available to you. Furthermore, because this transition process uses an iterative approach, we are open to and expect to make adjustments to the proposal to support your needs.

For each proposed grant program, we provide a conceptual framework and initial guidance related to what needs the funding will support:

直近の受給者はこのプログラムの対象となり、助成金基金の最も大きな部分、助成金予算の80%超を分配する見込みです。その応募を望む皆さんには増額の手順 (pathways for growth) を明示する計画で、人件費や技能開発の機会まで視野に入れます。運動に新規の多様なコミュニティを招き入れるため、先見性のある戦略を築くつもりです。

このプログラムは、使命に沿った組織との協働により、新興コミュニティのネットワーク拡大と成長に役立つものです。補助金予算総額のおよそ10％を占めると見込まれます。基本的に新しいカテゴリーの助成金ではあるものの、現行の使命に沿った組織でプロジェクト助成金の受領者数件が該当します。プログラムをコミュニティの状況に適応させるため、私たちはコミュニティと緊密に協力します。

Increase local awareness and readership through collaboration with mission-aligned organizations in emerging communities.	Mission aligned organization in an emerging community Not the largest, or sole donor for the organization Connected with local affiliate where applicable e.g. Open Street Maps	A small number of partners are supported by Project Grants. This is a primarily new category of funding to help amplify and grow the network in emerging communities.
Engagement with diverse content, increase local collaboration	Mission-aligned organizations in emerging communities that have a track record in grants, are engaged with an active community or an active project. e.g. Libraries without Borders	New area of support for mission-aligned organizations who can offer expertise or resources in content areas that are new or difficult to develop.
Support initiatives that will lead to a sustainable, healthy and diverse global movement	New partners to engage in active support to build sustainable engagement by providing infrastructure, developing capacity. e.g. Organizations focused on digital literacy	Funding for these activities aims to offer support that goes beyond developing content. Grant Program Focus Area: Improved Technology, Tools, and Research to Respond to Wikimedia Needs

現状のプロジェクト助成金プログラム (Project Grants program) によりソフトウェアならびに調査費を受給されている皆さんは、技術助成を主題とする新規のプログラムへ移項されます。これにより技術的な助成受給者に一貫性を高め目的に合った支援が可能になります。この新規プログラムの範囲は明確に定義し、特定の要件を設定する予定です。プログラム主題の予算は現状の支出レベルよりもやや増え、助成金総額の10%前後に相当する見込みです。

Broader considerations for implementation

Participatory decision making: Decentralization and power sharing

We are fully committed to the idea of decentralization and power sharing through participatory decision-making processes. We will review our eligibility criteria to determine what needs to be maintained (such as good community standing and commitment to the Universal Code of Conduct (UCOC), and what can become more flexible. To increase power sharing, we want to work towards guiding principles for grant programs that allow committees the flexibility needed to adapt to the realistic and adapted needs of community members to achieve their goals.

Regional and thematic committees

The strategic direction moves us towards a regional focus. Regional and thematic committees will be created that aim to account for the full complexities of the world and the movement. And that recognizes the diversity in programming, cultures and languages within regions and globally. Committee composition will be a key conversation during the implementation phase.

予算

提言されている戦略の初年度を支えるため、見込まれるニーズに基づき運用できる予算総額の増額を要求する予定です。現状で予算額は未確定ですが、この四半期に財団の年次計画立案期に入ることから、予算を申請中です。

We have a strong commitment to equitable funding distribution. We will increase investment in emerging communities. We will make access to funding more flexible across all programs by adopting a less conservative risk policy.
