Non-Commercial Content Policy for Wikipedia

Introduction

  • English Wikipedia has criteria for hosting non-free content
  • With WMF help, we've adapted this for non-commercial content
  • Intent is for other Wikipedias to use this
  • Key differences:
    • Non-free content: Most restrictive
    • Non-commercial (NC) content: Allows modification and redistribution, prohibits commercial use (e.g., primarily use for commercial gain)

  • Allow judicious use of NC content for high-quality encyclopedia developmentPolicy

  • Brief text excerpts allowed with proper attribution
  • Longer NC text excerpts: Use special tag and license reference
  • NC media files (images, audio, video) allowed if meeting specific criteria Criteria for NC Media Files
  • No free equivalent available or easily creatable
  • Meets Wikipedia content standards
  • Complies with media-specific policies
  • Minimal usage: One item if sufficient
  • Used only in articles and file namespaces

  • Copyright tag
  • NC upload rationale

Enforcement

  • Files without valid rationale: Removed from articles or rationale added
  • Files with valid claim: Retained even if unused
  • Files without rationale after 48 hours: May be deleted
  • Burden of proof on users seeking to include/retain content except if claim is that a free version is easily available then burden of proof is on the person requesting deletion

Speedy Deletion

  • No rationale after 7 days: Speedy deletion
  • Obviously failing criteria: Immediate deletion or discussion

Additional Notes

  • Redirects acceptable in rationale
  • No need to update rationale if article renamed/merged
