Preferred name William Chan
What languages do you speak, and at what fluency level? (Please include your English proficiency.) zh-yue-n, en-5, zh-4
What region(s) of the world do you have experience with, and what kind of experience do you have? (“Experience” can mean you have lived or worked there or are currently living or working there; you’re familiar with the culture and language; etc.) ESEAP, I have experience in collaborating with users and members residing in the ESEAP region. I reside in, and have extensive experience in East Asia.
What Wikimedia project(s) do you actively edit? And in what language(s)? I now normally carry out offline events, and help out in off-site wikimedia-related support network that adheres to the UCoC. While more active previously, I am still available at zh and enwiki.
What affiliate(s) are you actively involved with? In what capacity are you involved? Do you serve in a leadership role or have you in the past? I am currently a Director within the Hong Kong User Group, which I have also served in a similar role between 2018 and 2020.
Have you served on any committees (movement-related or otherwise)? And what was your role on the committee(s)? I was a member in the ESEAP Interim Hub Committee in 2023. I also co-hosted the community process in forming the currently-functioning ESEAP Preparatory Council.
Please describe any experience you have with conflict resolution and/or consensus building. I think conflicts do happen, and especially in the movement where it is built from and for the mass. For example, there had been conflicts in the Chinese Wikipedia about various topics, especially in socio-nationalist topics, as observed in some members of the community. These had sparked quite some controversies, which ended in a somewhat fork of the Chinese Wikipedia. However, I tried mediating the situation as early as 2017 and have observed somewhat success after 2021, where I helped introduce SecurePoll into admin elections, which reduced some social friction. However, these friction do still happen, and only could it be resolved by sincerity, and I must confess or admit, but some of these ideology-bound friction may never be well be resolved as it directly interferes with the movement values.
In your ideal world, what does the affiliate model and ecosystem look like? I think affiliates should be interdependent entities that work towards to the same goal of enabling Wikimedia projects be the backbone of knowledge dissemination for the forseeable future.
In your ideal world, what are AffCom’s roles and responsibilities in relation to the movement and affiliates? AffCom should work as an enabler and as guidance for new affiliates. It should also be a mediator if conflicts within and between affiliates arise.
What role within AffCom are you most interested in: advisory or voting member? Advisory. While I am positive and open to a voting role member, I think it is in the interest of the movement to let first-time servers to this committee be advisory first.
