Closing a project means to lock it from editing until activity on it revives again in the Incubator. If you plan to delete it, however, (i.e. remove it completely from Wikimedia and the SiteMatrix like the Siberian Wikipedia) you can try your hand at it at Proposals for closing projects/Deletion of Moldovan Wikipedia which is the correct title for such things. However, I strongly recommend you think about this proposal first; I don't have much faith in it succeeding at this point in time. :| TelCoNaSpVe :| 07:24, 24 January 2011 (UTC)
