Building Committee member skills and qualifications edit
The Enforcement Guidelines recommends that Building Committee members have the following skills and qualifications:
- Be respected community members
- Possess knowledge of movement community processes, such as, but not limited to, policy drafting, participatory decision making, and application of existing rules and policies on Wikimedia projects.
- Respect and reflect the diversity of the movement, such as, but not limited to: languages spoken, identity, geography, and project type
Additional qualifications are listed below:
- Commit to the entire U4C Building Committee period from mid-May - December 2023
- Comfort with engaging in difficult, but productive conversations
- Communicate with comfort in English
- Able to attend Wikimania 2023 for a working session, travel will be provided to the Building Committee members. This is not required, but highly important.
- The Building Committee shall consist of volunteer community members, affiliate board or staff, and Wikimedia Foundation staff.

Selection of Members edit
According to the Enforcement Guidelines, members of the Building Committee for the Universal Code of Conduct Coordinating Committing will be selected by the Vice President of Community Resilience and Sustainability of the Wikimedia Foundation.
What is involved in participating on the U4C Building Committee? edit
Participants should be prepared to attend meetings, review relevant documents and research, and work collaboratively to draft and refine a Charter for the U4C. The U4C Charter should define the following details about the U4C:
- Determine the procedures, policy, and use of precedent of the U4C
- Draft the remainder of the U4C process
- Designate any other logistics necessary to establish the U4C
- Help facilitate the initial election procedures for the U4C
Staff will support the Building Committee by:
- facilitating meetings
- taking and posting notes for the community
- preparing documents and research as required by the Building Committee
- facilitating community review and voting on the proposed Charter.
Following the establishment of the U4C through the work of this Building Committee, the Building Committee should dissolve. A timeline for Building Committee work is available on the Building Committee page on Meta-wiki.
