1987 Munich decision edit

Why is the older decision concerning stamps not at all mentioned? In 1987, the Landgericht München ruled that stamps are official works (LG München, Urteil v. 10.03.1987, Aktz.: 21 S 20861/86). DDR Postage Stamps edit

How do the decisions relate to the postage stamps of the DDR? The 1987 decision predated reunification and much of the commentary on the Loriot decision does not seem immediately applicable to the DDR (e.g. the DDR post office was not a private Aktiengesellschaft like Deutsche Post AG; many DDR stamps had a clearly official purpose as propaganda).
