It's hard to track the creation of the NomCom, though it has been talked about in various forms for a long time. This particular incarnation is said to have been created by the Board in August 2008 (according to the NomCom scope document linked from this page), but there were no resolutions published that month.

Its existence is formally confirmed with wmf:Resolution:Wikimedia Committees in January 2008. The creation of a Nomination Committee was first "resolved" in April/May 2008 with wmf:Resolution:Bylaws amendments and board structure. In the end, NomCom worked in collaboration with recruiter Eunice Azzani to find Bishakha Datta (cf. the the August 2009 minutes).
