- What I meant to say by that is that chapters are movement participants distinct from other participants like the Wikimedia projects or the Foundation. They may overlap in some aspects but they don't form a subset of anything else. This goes back to my three participants model I presented at the Wikimedia Conference 2009. sebmol ? 17:23, 7 December 2010 (UTC)
