Hi Sky Harbor, thank you for your submission. We appreciate your interest in sharing lessons learned in Wikimedia Philippines at the Opensym 2016. However, the committee has decided not to fund your request. We typically have higher standards of review for impact potential when considering requests for international travel. Based on previous reports on TPS grants you were awarded for this event in 2013 and 2015, the participation levels for your talks don't suggest sufficient impact to justify the high investment cost for international travel, given relatively low turnouts and no indication reported of sustained engagement or concrete results. It's also a concern that this year's request was initiated two days after the event had started, allowing the committee no opportunity to provide input on your engagement plan in advance of its execution. This, combined with the fact that your report on last year's grant was over 8 months overdue, has raised some concern about your level of diligence with regard to the WMF grantmaking process, which is designed to support transparency, sharing, learning and participation, in addition to allowing time for administrative processing. In the future, prior to funding you again for this event, we would need evidence of significant impact that warrants international travel costs, at least 6 weeks' review time in advance of the event (the more the better), and a clear intent to report by deadline.
