Wikimedia Chapters Association edit

In the previous round, it was suggested the WCA might apply directly to the FDC for funding. Back then, we could not do so since we were not a legal entity. We will be soon, though, and I am trying to figure out what needs to be done before we can apply for round 2. Since we are a newly formed organisation, most of the eligibility criteria cannot be fulfilled by us. Also, we are a meta organisation, meaning we cannot run our own fundraiser. In the discussion about round 1 it was suggested to create exemption rules to cover cases like the WCA. So my question is, is there a chance the WCA will become an eligible entity in round 2 and if so, what are the criteria. Here are the criteria we are talking about:
Eligible entity
Entities are deemed "eligible" if they meet the following six requirements:
  1. They have been formally acknowledged by the Wikimedia Board of Trustees as a Wikimedia-affiliated entity;
  2. They have a signed agreement with the Wikimedia Foundation (e.g., chapter agreement);
  3. They have a record of either: Successfully completing two grants from the Wikimedia Foundation; OR
    Successfully completing one grant and participating in one fundraising campaign as a payment-processor; OR
    Participating in two fundraising campaigns as a payment processor;
  1. They have submitted a letter of intent to seek an allocation from the FDC;
  2. They comply with contractual obligations agreed with the Wikimedia Foundation, such as those in chapter agreements, fundraiser agreements, grant agreements, or other formal agreements;
  3. They comply with all relevant US and local laws.

Gastel, basically yes. Well, kind of. I looked at Funds_Dissemination_Committee/2012_Round_2_Eligibility_Checklist, which details some of the requirements. Are the criteria you mentioned the ones that need to be met? In that case, I assume, the only real issue is the fundraiser. --Mglaser (talk) 00:20, 17 December 2012 (UTC)Reply
Actually, the fundraiser won't be a problem at all. WCA has no area of its own, hence they can't do a fundraiser. Period. The only eligible solution would be "Successfully completing two grants". Now, if we get the legal incorporation done, WCA should quickly compose one grant application for buying a pen and another for a sheet of paper. Voilà! --Oop (talk) 11:51, 17 December 2012 (UTC)Reply
