1. What is the change that you are trying to bring about and why is this important.

Wiki Loves Monuments is an international photo contest for monuments, organized worldwide by Wikipedia community members. In Serbia, this competition has been organized four times, three times by the local Wikimedia Chapter, and once by an independent organization. The last time we had a WLM in Serbia in 2016 and after a five-year hiatus it is ready to be back! As a professor of geography and a passionate Wikipedian, I realized that there is space and need to reactivate this competition in Serbia. In the last year since its last realization, the number of protected monuments has increased significantly and many monuments have been reconstructed. Unfortunately, we lost some of them. The information on Wikipedia has not been updated for years and we do not have free photos of the new monuments. Also, new photographs of old monuments are very important in the segment of comparing the condition of monuments, but also in the update itself, in order to visually show the latest state of protected cultural assets. In addition, this idea of organizing the competition comes from outside the local branch, which is a great chance to connect the Wikimedia movement in Serbia and bring them closer to each other. In this way, we promote cooperation, support decentralization and develop new ideas in the Wikimedia movement in Serbia.

2. Describe your main approaches or strategies to achieve these changes and why you think they will be effective.

Although this is a project whose primary goal is to collect photographs of protected cultural assets, there are actually a few other secondary goals that are important for Wikimedia's mission and vision in Serbia. The key strategies for achieving the goals are:

  1. Content enrichment of Wikipedia & its sister projects
    1. Collecting media content by organizing WLM competitions
    2. Filling the gap in textual and visual content through the organization of an edit-a-thon
    3. Improving the quality of content by using new photos
  2. Increasing participation in Wikimedia projects and the volunteers’ diversity
    1. Attract new editors and participants to Wikimedia projects
    2. Increase the diversity of the community
  3. Supporting and developing the community of Wikimedia volunteers
    1. Support for individuals, informal groups and informal communities and their projects
    2. Cooperation between groups
    3. Increase the community's motivation and awareness

3. What are the activities you will be developing and delivering as part of these approaches or strategies?
  • Review and revise the entire database of existing monuments and compare them with new lists.
  • Updating lists and adding new monuments
  • Make statistics on the coverage of monuments on Wikipedia in the Serbian language. This can be useful for tracking the metrics of how many new monuments have received articles. Also, this information may be useful for one of the next CEE Spring projects, where articles would be translated into other languages.
  • Creating a website and entering all relevant information.
  • Creating guides and instructions with tips on how to take quality photos and how to upload them.
  • Looking for a local GLAM partner.

9. Who are the target participants and from which community? How will you engage participants before and during the activities? How will you follow up with participants after the activities?

Bearing in mind that this project has several main goals and layers, the target groups differ. To collect photos: Target users are photography lovers and admirers of cultural heritage. They don't have to be Wikimedians. It is enough that they like the idea of WLM and that they want to participate in the competition. They can be professionals or amateurs who come from different spheres. The target group for the edit-a-thon are existing and new users of Wikipedia in the Serbian language who are willing to write about monuments. For capacity development and strengthening of the movement: Target participants are members of the existing local chapter and other Wikimedians who are not members of chapter but participate in some of the projects and are interested for better connection. The way we will get in touch with all of them is direct communication; sending an email or leaving a message on a talk page, writing on wiki lists: running a media campaign; running a campaign on social media.

10. In what ways are you actively seeking to contribute towards creating a safer, supportive, more equitable environment for participants?

During the project, we will place special emphasis on security: Both the monument and the participants. Many monuments are located in inaccessible places or are in fragile condition, so we will write instructions for behavior and treatment of the site being photographed. Some monuments are used for housing or government purposes, so it is important to respect people's privacy. During the photo tours and exhibitions we will take care about COVID19 safe instruction, WMF FSP, and the Universal CoC

The idea of the organization was presented on the internal list of Wikimedia projects in Serbia and was announced to the local chapter, where it was well received. Also, the Wikipedia community in Serbian language is informed, as well as in the groups of Wikipedians in an informal conversations. In a short time, the idea was well received and there are a few months left until the competition, so additional support is expected in the upcoming period.

We will try to provide a GLAM partner for our edit-a-thon. Although cooperation with GLAM institutions is not the primary goal of this project, we will try to use our capacities and project activities to expand the scope of the project to cooperate with others. We will also try to find a partner for a photo walk in order to develop mutual connections and promote the project.

15. What do you hope to learn from your work in this fund proposal?

The goal of monitoring the implementation of the project is to continuously evaluate activities, collect data and use resources to improve Wikimedia projects, but also volunteer commitment and involvement. Some of the issues to be addressed are:

  1. Can the project be successfully implemented after the hiatus of several years? How did the hiatus affect the old participants and whether they will start new ones.
  2. Is this project effective for encouraging Wikipedia volunteers to update and improve existing articles which do not fall into the most popular topics.
  3. Is this project effective to identify and attract other members who are not official and active members or local Wikimedia chapters but are interesting to organize and participate in some Wiki project.

We will use one of the jury voting tools, but it has not yet been decided which one. We also intend to use Wikimetrics and Programs and Events Dashboard tools for the editorial marathon and other tools such as GLAMorous for category monitoring and tracking image usage.
